This meeting was conducted as a hybrid meeting.
CALL TO ORDER JOINT SPECIAL MEETING
Mayor Dexter called the special meeting of the Port Angeles City Council to order at 5:00 p.m.
City Council Members Present: Mayor Dexter, Deputy Mayor Meyer, Council Members Carr, McCaughan, Miller,
Schromen-Wawrin and Suggs.
Council Members Absent: Council member McCaughan.
Clallam County Commissioners Present: Commissioner and Chair Ozias, Commissioners, French and Johnson.
City Staff Present: City Manager West, Assistant City Manager Goings, Attorney Bloor, Clerk Martinez -Bailey, B.
Smith, B. Smith, S. Carrizosa, M. Healy, N. Gollub, K. Hatton, J. Straits.
Clallam County Staff Present: R. Cameron, L. Capps, B. King, and D. Jackson.

Mayor Dexter opened the meeting, then introduced Clallam County Commissioner Ozias who shared the purpose of
the joint meeting between the Council and Commissioners relative to a potential purchase of property as the location
for a future Joint Public Safety Building. Commissioner Ozias turned the meeting over to Clallam County Road
Department Right of Way Agent Linda Capps who then provided background information, and spoke to
considerations made by County staff that led them to a final proposed site. Manager West, spoke about the
importance of infrastructure and the need for discussion on the matter. Council and Commissioner discussion
followed.
City and County staff took turns answering questions coming from Council and Commissioners.
City Attorney William Bloor presented slides relative to ownership possibilities. Bloor spoke about the need for a
Comprehensive Agreement between the City and County, that outlines the relationship. He provided the four options
that were considered: Tenants in Common, Joint Tenants, Cooperative Associations, and Condominium. Attorney
Bloor provided the joint recommendations of himself and Deputy Prosecuting Attorney Dee Boughton that the
Tenants in Common option with a signed management agreement would be the best approach.
It was moved by Dexter and seconded by Carr to:
To authorize the City Manager to approve and execute final purchase documents of the Matthews property, taking
title as Tenants in Common with Clallam County in an amount not to exceed 50% of $300,000 and any additional
closing costs as necessary.
Motion carried, 5-1 with Meyer opposed.
It was moved by Johnson and seconded by French
Approve a joint acquisition as tenants in common with the City of Port Angeles of the Matthews short plat number
LDV2022-00033.
Motion carried 3-0.
ADJOURNMENT
Mayor Dexter adjourned the meeting at 6:12 p.m.
