Here's a draft agreement for the parking spaces on Oak Street. I'm sure there will be several rewrites.
I have also attached the previous right of way use permit form, as you can see Mr. Hall did not sign the
form but agreed to sign the attachment "A" which I imagine will be the same with this agreement.
The Downtown Association parking fees is $15.00 per month, or $180.00 per year. The right of way use
permit fee is $195.00 per year. Which $ amount would be appropriate?
Since the area by the zig zag will need to be cleaned up, and signs installed, will we bill for the work?

This Agreement is made between the City of Port Angeles, hereafter the "City", and U. S.
General Services Administration, hereafter the "Owner."
Parties recite and agree as follows:
I. The Owner holds fee title to and controls the property at 138 West First Street, within the
City of Port Angeles, legally described as: Lots 8-10, Block 32, Townsite of Port
Angeles, Clallam County.
2. The City holds rights to property known as Oak Street right-of-way (south of First
Street) abutting Lot 10, Block 32, Townsite of Port Angeles.
3. The City grants to the current Owner of said LotIO, a Right-of- Way-Use Permit for the
use of (5) designated parking spaces within the right -of- way for purposes of providing
parking space for the existing building at 138 West First Street.

I have concerns about this proposal. The City has not in the past granted permits for on street reserved
parking. We have allowed this for any other agencies, businesses,. or residents. I would recommend
denial if it was submitted. They should contact private parking owners in the area and lease from them.

Mr. Richard Hall (GSA) called this morning and said that the Federal Government is again proposing to
use the 2 parking spaces on the west side of the Federal bldg ( by the post office mail box) and the area
at the south end of Oak Street ( by the zig zag ) for additional parking but on a more permanent basis.
They were permitted a right of way use permit last Oct. for additional parking during their re-model.
Would we consider issuing another right of way permit to the Federal Government to use these spaces on
a yearly basis?
Per his proposal the south end of Oak Street hillside area would need to be cleared of brush, parking
stalls delineated, and parking signs installed.
Mr. Hall said they would want the maintenance and any parking enforcement to be the City's
responsibility.
How do we want to handle this? Would this be an application that needs to go before the property
management committee, or just thru the regular channels as a right of way use permit application?
Any work performed would be charged to the applicant. The downtown association may have some
concerns about the proposal.

I know this response is late, and maybe not necessary at this point. Sorry. I was in HTE all last week and
this is the first I've had to respond.
If the proponents want more parking, they will have to be responsible for the creation of that off-site
parking. I don't necessarily see that there would be much maintenance, the area is cleared regularly
anyway. But, they would need to maintain the bank which would be somewhat cleared for them to park.
