In hybrid meetings, members of the public, Council members, and City sta ff have the option to attend the meeting in person, in Council chambers at City Hall located at 321 East 5th Street, Port Angeles, or remotely via telephone or video link. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. The Mayor will determine time of break. Hearing devices are available for those needing assistance. The items of business for regular Council meetings may include the following: A. During the "Public Comment" portion of the meeting, individuals may speak to agenda items, except those scheduled for a Publi c Hearing. The City Council desires to allow the opportunity for Public Comment. However, the business of the City must proceed in an orderly, timely manner. At any time, the presiding officer, in the presiding officer's sole discretion, may set such reaso nable limits as are necessary to prevent disruption of other necessary business. At its most restrictive, Public Comment shall be limited to a total of 15 minutes for the first Public Comment period and shall be concluded not later than 9:45 for the second Publi c Comment period. Individuals may speak for three (3) minutes or less, depending on the number of people wishing to speak. If more than 20 peop le are signed up to speak each speaker may be allocated two (2) minutes. Individuals who are residents of the City or own businesses within the City will be called to speak first, with preference gi ven to those who wish to speak to an item on the meeting’s agenda. If time remains, the presiding officer will call other individua ls wishing to speak, generally in the order in which they have signed in. If time is available, the presiding officer may call for addition al unsigned speakers. City Council may set a public hearing in order to receive public input prior to making decisions which impact citizens. Certain matters may be controversial and City Council may choose to seek public opinion through the public hearing process. Persons speaking shall state their name, whether they reside within the City limits, whether they have any other pertinent co nnection to the City, and whether they are appearing as the representative of an organization. West, City Manager Subject: Election of Mayor and Deputy Mayor Summary: According to state statute the first order of business for the January 2 Council meeting is for the City Council to elect a new Mayor and Deputy Mayor. The statute does not, however, establish the procedure Council shall follow to make these elections. The Council is free to decide on what process to follow. Suggestion: While each Council may decide on the procedure it will follow to elect the Mayor and Deputy Mayor, it has been the tradition in Port Angeles to select the Mayor and Deputy Mayor through a Council nomination process. That procedure seems to have worked well over the years. Therefore, as a suggestion, the Council might consider using that same procedure. If so, the meeting would occur as follows: Mayor Dexter opens the meeting as usual. •As the first item of business, she then calls for nominations for a new Mayor. •She will accept nominations as they come in, if those nominated wish to be considered. •Nominations do not require a second. •Once all the nominations have been made, she will close the nominations. •Voting on the nominations will proceed at the Councils preference. •The newly elected Mayor will then follow the same process for election of the Deputy Mayor. West, City Manager Subject: Resolution Supporting a Long-Term Ceasefire in Israel and Palestine Background / Analysis: On December 19, 2023, Council member Schromen-Wawrin presented a Late Item to Council for consideration. The item was added to the agenda for discussion. During the discussion, the resolution was read into the record, as it was not included in the original December 19 Council packet. After discussion, Council voted to table the matter by a vote of 5-2 to the January 2, 2024, meeting. Council did not request staff to draft, review or edit the document. The draft resolution is enclosed as it was presented to Council. Funding Overview: n/a Summary: On December 19, 2023, Council member Schromen-Wawrin presented the attached resolution as a Late Item to Council for consideration. Funding: n/a Recommendation: Council discussion. January 2, 2024 H - 1 Motion I move to adopt the resolution supporting a long-term ceasefire in Israel and Palestine,and direct our staff to send the resolution to President Biden,our Washington State Congressional Delegation,and candidates for Congressional District 6. Resolution CITY OF PORT ANGELES RESOLUTION A RESOLUTION supporting a long-term ceasefire in Israel and Palestine,the return of all hostages and political prisoners,and the delivery of humanitarian aid;and affirming opposition to Antisemitism and Islamophobia. WHEREAS,everyone has human rights,and the targeting of civilians,no matter their faith or ethnicity,is a violation of international humanitarian law,and we are obligated to stand up against genocide when we see it;and WHEREAS,since October 7th,armed violence has claimed the lives of over 18,000 Palestinians including over 7,700 children and over 1,200 Israelis.The death toll has included Americans,and tens of thousands more have been wounded;and WHEREAS,as of December 11th,the Israeli military admitted to having dropped over 22,000 bombs on Gaza,which averages 156 bombs for every square mile of Gaza,whose entire area is about 1/12th the size of Clallam County,and with The Wall Street Journal reporting at least 45 percent of housing units being destroyed or damaged;and WHEREAS,hundreds of thousands of lives are at imminent risk without an immediate permanent ceasefire,restoration of basic necessities,and delivery of adequate humanitarian aid without delay to the Palestinian people;and WHEREAS,the United States government and our elected leaders hold immense diplomatic power to save Israeli and Palestinian lives;and WHEREAS,the majority of the world and the majority of Americans support an immediate permanent ceasefire in Israel and Palestine,and millions of people worldwide including thousands of people in Washington State have joined in peaceful protests since October 7th to amplify this call;and WHEREAS,Antisemitism,Islamophobia,and anti-Palestinian and anti-Arab bigotry have risen significantly in Washington State,across the United States,and around the world in the past ten weeks,with direct impacts on Washington communities –from synagogues and mosques to schools,homes,offices,and places where communities gather,as well as at protests and rallies;and WHEREAS,all of these forms of bigotry,violence,and oppression serve to divide our communities and weaken our efforts to achieve collective safety,justice,and true multi-ethnic, multi-racial democracy here and everywhere; NOW,THEREFORE,BE IT RESOLVED BY THE PORT ANGELES CITY COUNCIL THAT: The City of Port Angeles condemns violations of international law,including violations that occurred on October 7,2023,and the Israeli military’s attack of 2.3 million Palestinian people living in Gaza. The City of Port Angeles affirms its commitment to combat Antisemitism,Islamophobia,and anti-Palestinian and anti-Arab bigotry,its support for the people of both Israel and Palestine to live in peace and security,and the right of all people to live,learn,work,play,pray,and engage in peaceful protest,all without threats,intimidation,or death. The Port Angeles City Council calls for an immediate and permanent ceasefire,the return of all prisoners on both sides,an end to the genocidal military tactics carried out by the Israeli armed forces,and an end to US funding of the siege on Gaza. _____________________________________________ Mayor Kate Dexter Date {attorney and clerk for form} Date: January 2, 2024 To: City Council From: Nathan A. West, City Manager Subject: Association of Washington Cities (AWC) City Action Days Background / Analysis: City Council has historically participated in the annual AWC City Action Days in Olympia. The event provides an opportunity for Council members to engage with legislators and share the City’s legislative priorities, attend educational sessions, and interact with colleagues from around the State. During the December 5, 2023, Council meeting, it was decided that Manager West, Council members Carr, Schwab, and Miller would attend, with Council member Schromen-Wawrin being an alternate. After the December 5 Council meeting, AWC informed City staff that the conference location and dates had changed. The AWC conference will now be held on February 7 and 8 at the Norman Worthington Conference Center at Saint Martin's University in Lacey with a very limited number of conference attendees. As of Thursday, December 28, there are only 68 remaining spaces available. Additionally, Council members and the City Manager typically meet with the 24th District Legislators one-on-one to discuss priorities during the conference. City staff was unable to change the meeting times that were initially arranged for the conference due to the new dates of February 7 and 8 being mandatory floor session days. Legislative staff has suggested that the City keep its original dates and times and meet virtually with the delegation as follows: •Senator Van De Wege, Wednesday, January 24 at 11am •Representative Tharinger, Wednesday, January 24 at 1pm •Representative Chapman, Thursday, January 25 at 1pm Considering the changes made by AWC, the complexity of travel arrangements and the mandatory floor schedules for the 24th District Legislators, City staff is suggested that Council members discuss whether or not attend this year’s conference and instead consider using these conference funds towards a different event at a later date. Funding Overview: Funding for participation in this event is included in the 2024 adopted budget, and includes hotel, registration, and per diem for three Council members. Summary: The Association of Washington Cities (AWC) City Action Days has changed dates and locations. The original conference was scheduled for January 24 and 25, 2024 in Olympia. The new conference date and location are February 7 and 8 at Saint Martin's University in Lacey. There are a limited number of conference spaces available. Funding: Funding for participation in this event is included in the 2024 adopted budget, and includes hotel, registration, and per diem for three Council members. Recommendation: Based on conference space availability and legislators’ schedules, discuss and decide whether or not to attend this year’s AWC City Action Days. January 2, 2024 I - 1
