Dear Mr. Rodman:
This is in response to your letter to the City of Port Angeles received February 2, 2015,
regarding the use of 124 West Ninth Street as a church. City records indicate that the
property, identified as Lots 5 and 6, Block 292 Townsite of Port Angeles, has functioned as a
church/school use for many years. Although the initial development of the church activity
within the RS-7 Residential Single Family zone appears to be nonconforming, i.e., a
conditional use permit is not on file for the initial conversion to a church, subsequent permits
have been issued identifying the pre existing church use: parking variance (PV 86(4)1) was
issued to reduce the required off street parking for a church based on the size of the
congregation; variance (V 85(8)21) was approved to allow a setback reduction for an addition
to a church structure; and a conditional use permit (CUP ) was approved to allow a religious
educational use. Therefore, based on these actions, the nonconforming use has been
established and may continue but may not be expanded further without a formal conditional
use permit for the underlying use.
The use has functioned quietly in this residential neighborhood for many years. One of the
reasons the use has been so congenial is that church staff have made a point to notify
neighbors prior to any unusual events that could affect neighborhood off street parking in
particular. That complimentary notice should continue to avoid unnecessary impacts.
I hope this answers your questions as to the status of the use of the site. It is a recognized
' nonconforming activity that, while it may not be expanded, may continue as long as the
operational characteristics do not increase from what currently exists.

COMMUNITY&ECONOMIC DEVELOPMENT
With the purchase of the existing church building, located at 124 W. Ninth Street, Peninsula
Bible Church intends for the use to remain very similar to what has been taking place for
many years.
It is our plan to use the aforementioned location in the following manner:
(1) To conduct regular religious services: Sundays, weekly services, church meetings, etc.
The largest attendance would occur on Sunday mornings.
(2) To offer the use of the building to the homeschool co-op group sponsored by our church
for their weekly gathering and for their occasional extracurricular functions.
(3) To conduct any weddings, funerals, or services that would benefit the members of
Peninsula Bible Church and/or the community.
