I. A. Call to Order
Mayor Kate Dexter chaired the meeting for Chair Mattias Järvegren as the on-site
member. Mayor Dexter called the meeting to order at 3:01 pm.
B. Roll Call

UAC Members Present: Chair Mattias Järvegren, Richard French, and Robert Kajfasz
UAC Members Absent: Terry Nishimoto and Laura Dodd.
Staff Present: Interim Public Works Director Mike Healy, Gregg King, Jonathan
Boehme, Lucio Baack, Vince McIntyre, Rob Feller, and Sarina
Carrizosa
Others Present: Ann Bryant and Dawson Matthews.
II. Approval of Minutes
Richard French moved to approve the September 13, 2022, minutes. Robert Kajfasz
seconded the motion.
Chair Kate Dexter asked if there was unanimous consent, hearing no opposition,
the motion carried 5-0
III. Public Comment: The public is invited to provide written comments via e-mail prior to
the meeting, call-in and via WebEx.
There was no public comment.
IV. ÒHotÓ Items:
The City Council, during the October 22, 2022 meeting, moved to create two
subcommittees (Garden Water Rates and Housing Costs burden/Utility Subsidies) and
adjusted language to encourage participation including UAC members with an equal
distribution of City Council and UAC Committee members. OlyCap, Washington
Department of Health, and City Finance staff will also participate in bi-monthly meetings.
V.Contracts and Budgets
i.Stormwater Management Action Plan Phase III Î Vince McIntyre, Civil Engineer II,
and Dawson Matthews of Osborn Consulting provided an update on the final phase
of the required SMAP. The first two phases of the SMAP conducted an assessment
of the water conditions and prioritized the Valley Creek system within the city limits.
Mr. Dawson presented the stormwater projects identified in phase III. The City is
soliciting feedback on the SMAP including from the UAC.
ii.Wastewater Capacity Improvement design Status - Lucio Baack, Civil Engineer
II, presented the design strategy to replace the aging wastewater collection
system west of the rebuilt pump station 4. A consultant, Kennedy Jenks, was
selected in 2021 to provide design support. The design was presented to the
UAC. Questions followed.
iii.EV Charging Station Update Î Gregg King, Power Resource Manager, informed
the UAC that the three dual-head EV chargers located at the City Hall were fully
installed and ready for use. Mr. King also answered some questions about
charger rates and who was eligible to use the chargers (everyone).
