In hybrid meetings, members of the public, Council members, and City staff have the option to attend the meeting in person, in Council chambers at City Hall th located at 321 East 5 Street, Port Angeles, or remotely via telephone or video link. The Chair may determine the order of business for a particular UAC meeting. The agenda should be arranged to best serve the needs and/or convenience of the UAC and the public. The Chair will determine time of break. Hearing devices are available for those needing assistance. The items of business for regular UAC meetings may include the following: A. At its most restrictive, Public Comment shall be limited to a total of 15 minutes for the Public Comment period. Individuals may speak for three (3) minutes or less, depending on the number of people wishing to speak. If more than 20 people are signed up to speak each speaker may be allocated two (2) minutes. Call to Order Chair Mattias Järvegren called the meeting to order at 3:04 pm. B.Roll Call UAC Assigned Councilmembers Present:Mayor Kate Dexter, Councilmember Amy Miller and Councilmember Lindsey Schromen-Wawrin UAC Members Present:Chair Mattias Järvegren, Terry Nishimoto and Robert Kajfasz UAC Members Absent: Richard French and Laura Dodd. Staff Present: Public Works and Utilities Director Mike Healy, Power Resources Manager Gregg King, City Engineer Jonathan Boehme, Systems Network Analyst Daniel Harris, Energy Analyst Joey Currie, and Assistant City Attorney William Bloor. II.Public Comment The public is invited to provide written comments via e-mail prior to the meeting, call- in and via WebEx. There was no public comment. III.Late Items Public Works and Utilities Director Mike Healy added an update on Solid Waste Cardboard to the agenda. IV.Approval of Minutes Councilmember Miller moved to approve the November 14, 2023, minutes. Member Kajfasz seconded the motion. Chair Järvegren askedif there was unanimous consent, hearing no opposition, the motion carried 6-0. V.Solid Waste Special Condition Permit and Rate Recommendation Public Works and Utilities Director Mike Healy explained that the Transfer Station receives requests to take solid waste that it is not currently permitted to accept. The City is currently working with the Department of Ecology to become permitted to acceptadditional classes of waste. Director Healy gave the UAC notice that new rates will be forthcoming for these new waste items. February13,2024Port Angeles UAC MeetingPage 3 Late Item – Solid Waste Cardboard Director Healy updated the UAC on the economics of clean cardboard in solid waste and changes to the municipal code. It costs the City $2,500 per load three times a week to haul cardboard to Seattle. The Seattle source pays the City about $400 per load for the clean carboard. leaving a $2,100 per trip deficit. Meanwhile there are customers in Port Angeles that the City would like to sell the cardboard to. To be able sell the cardboard an amendment to the Port Angeles municipal code 13.54 needs to be made. Director Healy is finalizing the amendment and is looking for the UAC’s support. Several members voiced support for the amendment. Mayor Dexter made the motion that “the UAC forward a favorable recommendation to the City Council to adopt the ordinance amending the Port Angeles municipal code 13.54.” Councilmember Miller seconded the motion. Chair Järvegren asked if there was unanimous consent regarding the motion. Hearing none, the motion passed 6-0. VI. 2024 Conservation Program Power Resources Manager Gregg King presented an informational report on how the Bonneville Power Administration (BPA) conservation program is funded, previous and current conservation budgets and outcomes, and plans to promote conservation in the current funding cycle. UAC members questions and discussion followed. VII. Calendar of Actions & Meetings The UAC was asked what topics they would like the UAC to see in the upcoming calendar year. Suggested topics included: Periodic updates on BPA contract negotiations The Clean Energy Transformation Act plans and compliance Utility rate system that averages utility base rates across blocks or neighborhoods rather than individual houses The New Large Single Load (NLSL) limitations to utilities Community Solar Updates on the new Light Operations Building Port Angeles’ water supply and potential supplements Transfer Station composting How to improve utility connects to new buildings UAC sub-committee on delinquent accounts VIII. The Terms and Conditions of this permit renewal remain unchanged. Funding: There is no funding impact associated with this item aside from the annual permit fee Recommendation: None, this item is for information only. Background / Analysis: During the permit renewal process this year the County Department of Health proposed a Special Condition as captioned below: SPECIAL CONDITIONS “During a public health emergency as defined by the Health Officer, the Health Officer may direct the Transfer Station to receive solid waste which may not normally be accepted at the Transfer Station. Materials accepted in this manner will not force the Transfer Station to violate Federal, State, or County codes. Safe handling guidance will be provided to the transfer station with any such requests. Procedures for specific emergency response situations will be developed in cooperation with Clallam County Environmental Health Services and be integrated intothe Operations Plan as they are completed.” The cityraised objections to this addition given that it was overly broad and could cause harm tothe staff at the Transfer Station byaccepting for disposal items that either they may be in conflict with transport or hauling agreements already in place or may endanger staff by excepting items that they are not trained to accept and which may by their biological composition may not be immediately aware of any unique hazards associated therein. County andCity staff discussed this matter andagreed that this language should be stricken from the operating permit and agreed that discussions should continue as a part of the Solid Waste Management Plan update process. The permit is valid from January 19th, 2024, through December 31st, 2028. Additionally, the language below which was originally added to the permit has been removed. Language regarding how Environmental Health and the City of Port Angeles can work together to address future public health emergencies can be discussed during the next Solid Waste Management Plan update process but will not be included in this permit. The end of the current BPA power contract is October 2027. BPA’s goal is to have executed contracts by the end of the calendar year in 2025. Funding:N/A Recommendation: Information Only. Background / Analysis: In November 2008,the City of Port Angeles, entereda twenty-year wholesale power contract with the Bonneville Power Administration (BPA), coinciding with the majority of the Northwest public electric utilities. The City,a full-requirements customer, determinedthiscontract was beneficialasthe BPAisa one-stop electric powerand transmissionprovider at a reasonable price-point. BPA provides low-cost, carbon-free hydro and nuclear power, axillary and electric services, and offers administrative and legislative support. As a quasi-federal agency, BPA’s power prices do not contain a profit margin which results in lower prices. Ryan Neil, Attorney for the Washington Public Agencies Group (WPAG), has been the lead in tracking and providing input to BPA on behalf of the City of Port Angeles and twenty-three other public utilities. Mr. Neil will provide updates on the BPA process and impacts to the City. Funding Overview: N/A Date: February 13, 2024 To: Utility Advisory Committee From:Gregg King, Power Resource Manager Subject: Electric VehicleCharger Grant Recommendation Summary: The City of Port Angeles has received two grant award notices for Electric Vehicle(EV) charging. The US Department of Transportation(USDOT)has awarded the City$2.1 million to install 50 EV chargers at different locationsthroughoutthe City for public use and for current and future city fleet electrificationuse. The Washington State Department of Commerce(DOC)has also awardedthe City $22,500 to install a DC Fast Charger (DCFC). These grants will establishPort Angeles as atravel destination for all fuel source travelers, promotes clean energy, and encourages a carbon freefleet electrification andtransportation system. Funding:USDOT awarded the City grant funds in the amount of $2.1 million;a20% City match is requiredin the estimated amount of $525,000. Funds for the matchwill be allocated from wholesale power cost savings in the electric utility. Washington State DOCawarded the City grant funds in the amount of $22,500 with no City match required. Recommendation: Provide a favorable recommendation for City Council to authorize the City Manager to approve the USDOT EV Charger and WAEVCharge grants and sign the corresponding contracts,pending a satisfactory contract review, and to make minor changes as needed. Background / Analysis: In May 2023, the Cityapplied for the US Department of Transportation’s Charging and Fueling Infrastructure Grant to install50 EV charging stations comprised ofa mix of DC fast chargers and type II chargers throughoutCity owned property.Subsequently,asix-month delaywithinUSDOTdelayed funding decisions on grant awards. On January 18, 2024, the City received notice that it was one of the recipients selected to receive the USDOT in the amount of $2.1 million for a total project cost of $2.6 million. In November 2023, the Cityapplied for a Washington State Department of Commerce EV charging grant to install fiveEV chargers comprised of a DC fast charger and fourtype II chargers.The DOC grant will paya flatfeefor each charger. Additional money willbe needed ifthe EV chargers arenot purchased and installed for the grant specified flat cost. On January 24, 2024, the City received notice that it had been selected as a grant recipient in the amount of $22,500. Staff is waiting for the contracts from both agencies and require the City Attorney to review both contracts. Staffrequests that the UAC provide a favorable recommendation for City Council to authorize the City Manager to approve the USDOT EV Charger and WAEVCharge grants and sign the corresponding contracts pending a satisfactory contract review from the City Attorney, and to make minor changes as needed. Funding Overview: USDOT awarded the City grant funds in the amount of $2.1 million; a 20% City match is required in the estimated amount of $525,000. Funds for the match will be allocated from wholesale power cost savings in the electric utility. Washington State Department of Commerce awarded grant funds in the amount of $22,500 with no City match required.
