Call to Order Chair Mattias Järvegren called the meeting to order at 3:01 pm. B. Roll Call UAC Assigned Councilmembers Present: Councilmember Lindsey Schromen-Wawrin and Councilmember Mike French UAC Members Present: Chair Mattias Järvegren, Richard French, and Robert Kajfasz UAC Members Absent: Mayor Kate Dexter, Terry Nishimoto, and Laura Dodd Staff Present: Thomas Hunter, Gregg King, Jonathan Boehme, Lucio Baack, Vince McIntyre, William Bloor, Sarina Carrizosa, Trina McKee, and Kari Martinez-Bailey Others Present: Ann Bryant, Mackenzie Capaci, and Michael Lubovich. II. Approval of Minutes Schromen-Wawrin moved to approve the May 31, 2022, minutes. Mike French seconded the motion. Chair Järvegren asked if there was unanimous consent, hearing no opposition, the motion carried 5-0 III. Public Comment: The public is invited to provide written comments via e-mail prior to the meeting, call-in and via WebEx. There was no public comment. IV. ÒHotÓ Items: None. V. Contracts and Budgets i.Wastewater Comprehensive Plan Î The City worked with consulting firm Kennedy Jenks to develop: the WCP. The firm discussed: risks that the firm has identified, repair and replacement strategies, capital improvement plan, and next steps. Discussion followed concerning how the risk of system failure calculated, values for repair and replacement/capital replacement calculated, funding levels, and individual system components. ii.Wastewater Capacity Model Î Code section for builders/developers to use CityÓs model to figure capacity. There will be a cost to utilize the model. . Lindsey Schromen-Wawrin moved for the UAC to provide a favorable recommendation to City Council to adopt revisions to Code in support of the goal of determining sewer availability for proposed development. Mike French seconded the motion. Chair Järvegren requested a unanimous consent. The motion passed 5-0. iii.Stormwater Management Action Plan Î Vince McIntyre, Civil/Utility Engineer, reported that the action plan is required by Department of Ecology (DOE). Osborn Consulting presented the finding of their study. Required reports have been submitted on time to the DOE. Valley Creek was found to be the main basin within the City due to good opportunities for large scale retrofit projects. Next steps include publishing the finding for public review and comment and preparation of the Stormwater Management Action Plan for the Valley Creek Basin. Staff invited the UAC to review and provide comment as part of the public process. Jonathan Boehme, City Engineer, also reported that Port Angeles has also received a $1 million grant from the DOE to replace the City Hall parking lot with water-permeable pavement. iv.EV Charging Station Update Î Gregg King Gregg King, Power Resource Manager, gave an update on the status of the three duel-headed Electrical Vehicle charging stations being installed in the City Hall parking lot.
