EXPIRATION OF PLAN REVIEW If no permit is issued within 180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section
R105.3.2 of the International Building/Residential Code, 2003). No application can be extended more than once.

August 31 2006 by a City Authorized Contractor in conformance with all City requirements. Only improvements that have been

Rebate Eligibility Requirements. The City of Port Angeles offers rebates for specific energy efficiency
improvements in existing residences and small retail and office buildings Your home /business must currently
be served electricity by the City of Port Angeles and have any type of electric heating equipment capable of
heating your building. To qualify the building must have a certificate of occupancy issued prior to January
2004 A building with any type of electric heating equipment with a fireplace, fireplace insert or wood stove
qualifies. A building with a- non electric heating system (oil, propane, etc) and any type of electrical heating
equipment qualifies. However, removal of the non electric heating systems is required Retail office
building less than 5,000 square feet (building footprint) qualify In order for qualifying improvements to be

by the City The Contractor shall not bid on improvements that are not eligible The Contractors also warrant
all work performed for a minimum of two years after City acceptance
City Material andlnstallation Specifications All qualifying improvements shall be installed by a City
Authorized Contractor in compliance with the City's material and installation specifications and THE-BRIGHT
WAY TO HEAT WATERTM requirements.

Window Notice All NFRC Performance stickers must remain on newly installed windows until the
time of inspection by a Weatherwise Service Representative It's the Owner's responsibility to remove
and reinstall window coverings. It is the Owner's responsibility to contact and be aware of City Building Safety
Inspection Division and Uniform Building Code requirements for light, ventilation, egress, etc The cost of,
including but not limited to sheetrock, new window sills, inside and outside trim, painting, and optional features
such as muntin bars, .grids, solar films, or tinting does not qualify for the rebate Basements heated by an
electric heating system and by no other non electric space heating equipment may qualify for window
treatments. Basements that are not electrically heated do not qualify for window treatment. The cost of,
including but not limited to, enlarging windows to meet ventilation or egress code requirements, electrical,
plumbing, and sheetrock does not qualify for a rebate
Floor Insulation Notice The construction of your building must allow for the installation of code required
underfloor ventilation to qualify The Owner understands that minimum ventilation may cause structural
defects and lead to increased moisture and radon gas levels. The Owner also understands that a minimum
clearance of eighteen (18) inches must exist between the lowest structural floor member and the floor of the
crawlspace to allow for floor insulation If floors over unheated garages areinsulated, sheetrock and tape
may be required The cost of, including but not limited to, providing adequate clearance, removing existing
combustible insulation materials located in the crawlspace, condensate pipe (and pump installation if
required), repairing floor dry rot, does not qualify for a rebate Insect or pest damage and water pipe leaks
must be repaired prior to the installation of affected weatherization measures Correction of defects does not
qualify for the rebate
Attic /Roof Insulation Notice If exterior roof insulation is installed, the cost of installing a new roof membrane
and flashing are expenses that do not qualify for the rebate Defects such as roof leaks must be repaired
prior to the installation of affected weatherization measures. Correction of defects do not qualify for the
rebate Only the costs of materials and installation of the insulation and associated furring costs qualify for the
rebate If interior roof insulation is installed, the cost of, including but not limited to, 5/8 inch sheet rock,
painting, texturizing, taping and painting and its installation do not qualify for the rebate The construction of
your building must allow for the installation of code required attic ventilation to qualify The Owner
understands that minimum ventilation may cause structural defects and lead to increased moisture levels.
The Owner also understands that a minimum clearance distance of thirty (30) inches must exist between the
top of the bottom truss or ceiling joist to the underside of the sheathing at the roof ridge
Wall Insulation Notice If insulation is blown into exterior walls, the Contractor will either drill directly through
or remove and replace siding Alternatively the Contractor can drill directly through the interior wall finish If
exterior wall insulation is installed, siding shall be installed prior to City, acceptance and be weather tight. The
cost of, including but not limited to, siding, sheetrock and tape, texturizing, painting, electrical modifications,
plumbing, light and ventilation per code, and egress windows does not qualify for the rebate
Historical Preservation Notice The Owner is required to comply with the Washington State Historic
Preservation Code Buildings that are at least 45 years old may be eligible for listing on the National Register
of Historic Places and the Washington Heritage Register To receive nomination forms and instructions,

Business Site -Based Rebates. The City can consider rebates for other improvements. Site -based rebates
are based on the energy savings
Income Tax Notice You should consult your accountant or the Internal Revenue Service regarding the
taxation of the rebate To the best of the City's knowledge there are no solar water heating tax credits

Privacy Act Notice It is necessary for the Owner to provide some information to the City of Port Angeles
which will help us operate the Weatherwise service successfully The information to be collected includes the
names and addresses of residential owners participating in the program and technical data about the energy
use and efficiency of each home The City needs this information to determine whether each home is eligible
to participate in the service Beyond this the information collected will be used to evaluate and audit the
Weatherwise service Your home may be randomly selected to participate and we would need your
cooperation This and other data will be used to help the City improve the Weatherwise service and develop
new services as well as assess energy savings. The information collected by the City is required to be
maintained for a minimum of three years. The City will only release information to the public and other
interested parties in anonymous statistical form or under court order
Radon and Carbon Monoxide Notices Studies have revealed that there is no direct correlation between air
sealing and radon levels. Several booklets are available from the EPA about radon by calling 1- 800 -323-
9727 The booklet titles are Citizen's Guide to Radon, Home Buyer's and Seller's Guide to Radon,
