BUILDING PERMIT APPLICATION SUBMITTAL: Your completed application, site plan (for additions) and building construction
plans are to be submitted to the Building Division.
VALUATION OF CONSTRUCTION: In all cases, a valuation atnount must be entered by the applicant. This figure will be reviewed and
may be revised by the Building Div. to comply with current fee schedules. Contact the Permit Coordinator at 417-4815 for assistance.
PLAN CHECK FEE: Your plan check fee is due at the time the building permit application and construction plans are' submitted. All other
permit fees are due at the time of permit issuance.
EXPIRATION OF PLAN REVIEW: Ifno permit is issued within 180 days of the date of application, this application will expire by
limitations. The Building Official can extend the time for action by the applicant u to 180 days, on written request by the applicant (see
Section 107.4 of the Uniform, Building Code, current edition). No applic' can be exte ed more than once.

PROPOSAL:
Mr. and Mrs. Richard Floerschinger have requested a minor deviation of the maximum lot coverage
permitted in the RS-7, Residential Single Family zone.. The applicant requests an increase from 30%
to 32% to allow an addition to an existing single-family residential structure.

The minor deviation is hereby ~pproved with one,:condition:

As proposed, at least 238 square feet of the existing garage/shop shall be removed prior to the
issuance of a building permit for the proposed addition to the main residential structure. The
main structure addition shall not exceed 450 square feet in area.
This decision is supported by the following findings and conclusions:
Findings:
1. Mr. and Mrs. Richard Floerschinger applied for a minor deviation of the City's maximum lot
coverage standard on July 17,2001. The request is to allow an increase from 30% to 32% in
the RS-7, Residential Single Family zone to allow a bedroom, bathroom, and small addition to
a dining room on the first floor of a two story residential structure.
2. Section 17.94.180 of the City's Municipal Code allows that the Planning Director may approve
a minor deviation from front, side, and rear yard setbacks, lot coverage, and height requirements
if the following findings are made: .

A. A minor deviation may be granted if all of the following findings are made:
a. The granting of the minor deviation is consistent with the purpose of the
zone in which the property is located and the project is otherwise consistent
with the requirements of said zone.
b. Because of special circumstance, the strict application of the zoning ordinance
results in an undue hardship upon the applicant.
c. The minor deviation will not be materially detrimental to the public welfare or
injurious to property or improvements in the vicinity and zone in which the
subject property is located; and '
d. The minor deviation is not greater than 10% of the requirement being deviated
from.
e. The site has been posted and adjacent property owners notified fifteen (15) days
prior to approval of the minor deviation.
3. Documentation was submitted with 'the request from two professionals who verified that Mrs.
Floerschinger suffers from medically diagnosed conditions that restrict her use of stairs. Dr.
Richard Scott, M.D., 814 South Peabody Street, Port Angeles, Washington, 98362, stated that
the elimination of stairs would allow Mrs. Floerchinger's life to be more manageable and
chronic pain more tolerable. Jerry Wei,der, D.C., 603 East 8th Street, Suite D, Port Angeles,
Washington, 98362, stated that a main floor bedroom would greatly relieve', Mrs.
Floerchinger's pain. .
4. The subject residence is a two story structure with bedrooms and baths on the second floor.
The deviation would allow a 450 square foot addition to the structure that would include a
bedroom, bath, and enlarged dining room on the main floor.
5. The subject property currently contains an 1105 square foot single-family residential unit and
a 906 square foot garage/shop. The applicant will remove 238 square feet of the gar age/shop
so that lot coverage with an addition will not exceed that permitted by a minor deviation as
permitted under Section 17.94.180 PAMC. Total square footage of the residence with the
proposed addition would be 1555 square feet.
6. Surrounding property owners were notified by U.S. Mail and the site was posted on July 23,
2001. No comments were received.
Conclusions:
A. The minor deviation is consistent with the purpose of the zone in which the property is locate d
and the project is otherwise consistent with the requirements of the RS-7 zone.
B. Strict application of the standards of the RS-7 zone would create a hardship upon the
applicant.

PROPOSAL:
Mr. and Mrs. Richard Floerschinger have requested a minor deviation of the maximum lot coverage
permitted in the RS-7, Residential Single Family zone. The applicant requests an increase from 30%
to 32% to allow an addition to an existing single-family residential structure.
DECISION:
The minor deviation is hereby approved with one condition:
Condition:
As proposed, at least 238 square feet ofthe existing garage/shop shall be removed prior to the
issuance of a building permit for the proposed addition to the main residential structure. The
main structure addition shall not exceed 450 square feet in area.
This decision is supported by the following findings and conclusions:
Findings:
1. Mr. and Mrs. Richard Floerschinger applied for a minor deviation of the City's maximum lot
coverage standard on July 17,2001. The request is to allow an increase from 30% to 32% in
the RS-7, Residential Single Family zone to allow a bedroom, bathroom, and small addition to
a dining room on the first floor of a two story residential structure.
2. Section 17.94.180 ofthe City's Municipal Code allows that the Planning Director may approve
a minor deviation from front, side, and rear yard setbacks, lot coverage, and height requirements

A. A minor deviation may be granted if all of the following findings are made:
a. The granting of the minor deviation is consistent with the purpose of the
zone in which the property is located and the project is otherwise consistent
with the requirements of said zone.
b. Because of special circumstance, the strict application of the zoning ordinance
results in an undue hardship upon the applicant.
c. The minor deviation will not be materially detrimental to the public welfare or
injurious to property or improvements in the vicinity and zone in which the
subject property is located; and
d. The minor deviation is not greater than 10% of the requirement being deviated
from.
e. The site has been posted and adjacent property owners notified fifteen (15) days
prior to approval of the minor deviation.
3. Documentation was submitted with the request from two professionals who verified that Mrs.
Floerschinger suffers from medically diagnosed conditions that restrict her use of stairs. Dr.
Richard Scott, M.D., 814 South Peabody Street, Port Angeles, Washington, 98362, stated that
the elimination of stairs would allow Mrs. Floerchinger's life to be more manageable and
chronic pain more tolerable. Jerry Weider, D.C., 603 East 8th Street, Suite D, Port Angeles,
Washington, 98362, stated that a main floor bedroom would greatly relieve Mrs.
Floerchinger's pain.
4. The subject residence is a two story structure with bedrooms and baths on the second floor.
The deviation would allow a 450 square foot addition to the structure that would include a
bedroom, bath, and enlarged dining room on the main floor.
5. The subject property currently contains an 1105 square foot single-family residential unit and
a 906 square foot garage/shop. The applicant will remove 238 square feet of the garage/shop
so that lot coverage with an addition will not exceed that permitted by a minor deviation as
permitted under Section 17.94.180 PAM C. Total square footage of the residence with the
proposed addition would be 1555 square feet.
6. Surrounding property owners were notified by U.S. Mail and the site was posted on July 23,
2001. No comments were received.
Conclusions:
A. The minor deviation is consistent with the purpose of the zone in which the property is locate d
and the project is otherwise consistent with the requirements of the RS-7 zone.
B. Strict application of the standards of the RS-7 zone would create a hardship upon the
applicant.
