SUBJECT: 1242 W. 4TM Street - new SFR
Dear Sirs:
Electrical service for the new construction at 1242 W 4th Street will be fi:om the nearest pole
on the Fourth / Fifth Street alley. At the southerly property line. Per City of Port Angeles
policy, the customer is responsible for the installation of the transformer which will serve
new construction.
The estimated cost for the transformer and installation is $1,268.17. Installation will be
scheduled after receipt of the estimated amount.
A partial reimbursement of the installation costs will be made to the current owners of 1242
W 4th when additional services are connected to this transformer if within seven years of the
installation date.
If the final cost of installation is more that the estimated cost of $1,268.17, there will be no
further billing. If the cost is less, the difference will be refunded.

· When Will The 2002 National Electrical Code Be Adopted In Washington?
Any new version of the National Electrical Code (I\'EC) must be adopted through the electrical rules
(WAC) process. The last meeting of the combined Licensing/Certification and Technical/Final Roll-up
WAC development stakeholder workgroups is scheduled October 3"' in Tumwater. The proposed rule
modifications will be presented to the Electrical Board at their October 31" meeting. The public hearings
should be conducted in late November or early December. The "target" effective date for the new
rules and the 2002 NEe, is the first week in February 2003.
The target effective date is so late in the 2002 NEC revision cycle that we will not be able to allow a
transition period as we have in the past. Remember, it is not the "bid date" that determines the version of
the Code or WAC that applies. All projects for which an electrical work permit is purchased after the
WAC effective date will be inspected under the 2002 NEC. All projects received by electrical plan
review after the WAC effective date will be reviewed under the 2002 NEC. All electrical examinations
given after the WAC effective date will be based on the 2002 NEC.
The actual WAC effective date is thirty days after the Director of Labor and Industries signs the rules. As
soon as it is determined, we will let our customers know the exact date in our field offices, this newsletter,
and on our list server automatic e-mail notification system.

. Ground Rods
Department electrical inspectors are still finding ground rods that have been cut off. The NEC is very
specific in the requirement that "rod and pipe electrodes shall not be less than 8 ft (2.44 m) in length. ..
J!-CW 19.28.111 states: "It is ulllawful for allY perSOIl, firm, partnership, corporation, or other entity to
install or maintmn any electrical wiring, appliances, devices, or equipment not in accordance with this
clUlpter." Cutting off a ground rod is a willful violation of this statute and Electrical Administrators and
installers are subject to non-compliance citations for such actions.
NEC 250-52 (c)(3) (1999 edition) requires that ground rods "be driven to a depth of not less than 8feet
2.44m) except that, where rock bottom is encountered, the electrode shall be drivell at an oblique angle

life or property and to make it conform to this chapter. The director, through the inspector, is
hereby empowered to disconnect or order the discontinuance of electrical service to
conductors or equipment that are found to be in a dangerous or unsafe condition and not in
accordance with this chapter. Upon making a disconnection the inspector shall attach a notice
stating that the conductors have been found dangerous to life or property and are not in
accordance with this chapter. It is unlawful for any person to reconnect such defective
conductors or equipment.without the approval of the department, and until the conductors and
equipment have been placed in a safe and secure condition, and in a condition that complies
with this chapter.
(4) The director, through the electrical inspector, has the right during reasonable hours to enter
into and upon any building or premises in the discharge of his or her official duties for the
purpose of making 'any inspection or test of the installation of new construction or altered
electrical wiring, electrical devices, equipment, or material contained in or on the buildings or
premises. No electrical wiring or equipment subject to this chapter may be concealed until it
has been approved by the inspector making the inspection. At the time of the inspection,
electrical wiring or equipment subject to this chapter must be sufficiently accessible to permit
the inspector to employ any testing methods that will verify conformance with the national
electrical code and any other requirements of this chapter.'
(5) Persons, firms, partnerships, corporations, or other entities making electrical installations shall
obtain inspection and approval from an authorized representative. of the department as
required by this chapter before requesting the electric utility to connect to the installations.
Electric utilities may connect to the installations if approval is clearly indicated by certification
of the electrical work permit required to be affixed to each installation or by equivalent means,
except that increased or relocated services may be reconnected immediately at the discretion
of the utility before approval if an electrical work permit is displayed. The permits shall be
furnished upon payment of the fee to the department.
(6) The director, subject to the recommendations and approval of the board, shall set by rule a
schedule of license and electrical work permit fees that will cover the costs of administration
and enforcement of this chapter. The rules shall be ad'opted in accordance with the
administrative procedure act, chapter 34.05 RCW. No fee may be charged for plug-in mobile
homes, recreational vehicles, or portable appliances. '
(7) Nothing in this chapter shall authorize the inspection of any wiring, appliance, device, or
equipment, or installations thereof, by any utility or by any person, firm, partnership,
corporation, or other entity employed by a utility in connection with the installation, repair, or
maintenance of lines, wires, apparatus, or equipment.owned by or under the control of the
utility. All work covered by the national electric code not exempted by the 1981 edition of the
national electric code 90-2(8)(5) shall be inspected by the d~partment.

RCW 19.28.111 Nonconforming installations-Disputes-:-Reference to board.
It is unlawful for any person, firm, partnership, corporation, or other entity to install or maintain any
electrical wiring, appliances, devices, or equipment not in accordance with this chapter. In cases where
the interpretation and application of the installation or maintenance standards prescribed in this chapter is
in dispute or in doubt, the board shall, upon application of any interested person, firm, partnership,
corporation, or other entity, determine the methods of installation or maintenance or the materials,
devices, appliances, or equipment to be used in the particular case submitted for its decision.
RCW 19.28.121 Bo;m:l-~equest for ruiing-Fee-Costs.
Any person, firm, partnership, corporation, or other entity desiring a d'e~ision of the board pursuant to
RCW 19.28,111 shall, in writing, notify the director of such desire and shall accompany the notice with a
certified check payable to the department in the sum of two hundred dollars. The notice shall specify the

on the Fourth / Fifth Street alley, At the southerly property line, Per City of Port Angeles
policy, the customer is responsible for the installation ofthe transformer which will serve
new construction,
The estimated cost for the transformer and installation is $1,268,17, Installation will be
scheduled after receipt ofthe estimated amount.
A partial reimbursement ofthe installation costs will be made to the current owners of 1242
W 4th when additional services are connected to this transformer if within seven years ofthe
installation date.
If the final cost of installation is more that the estimated cost of$I,268.17, there will be no
further billing. If the cost is less, the difference will be refunded.
