Port Angeles, Washington January 19, 2023 CALL TO ORDER – REGULAR MEETING: Commissioner Collins called the meeting to order at 6:02 p.m. ROLL CALL: Members Present: Commissioners Cripe, Collins, Forrest, Hodgson, McGuire, & Hilory. Members Absent: None. Staff Present: Director Delikat, Manager Bright & Administrative Specialist Howell. st APPROVAL OF THE MINUTES: Commissioner Forest moved to approve December 1, 2022 minutes. Commissioner Hodgson seconded the motion. The motion passed unanimously. LATE ITEMS: Director Delikat discussed a vehicle accident at Erickson Playfield that resulted in a car landing in the Skate Park. Director Delikat reported there was no damage to the concrete bowl but there was considerable damage to the fence. PUBLIC COMMENT: None. FINANCE & PACKET ITEMS: Director Delikat reviewed the ending 2022 and the upcoming 2023 Revenues and Expenditures Report. None. LEGISLATION: GUEST SPEAKERS: None. DIRECTOR’S REPORT: 1. Commissioner Vacancy: In March there is a Commission vacancy for the Parks, Recreation & Beautification Commission. Director Delikat discussed application deadline and potential dates to review the possible candidates. 2. Facility HVAC Upgrades: City Staff is working with TRANE Technologies to identify deficiencies in the HVAC systems at City Hall, Vern Burton, Senior Center, and the Fire Department. Currently they are looking at renewable options and grant funding opportunities. th 3. The City Pier replacement float that was damaged in 2021 arrived on January 24. The transient moorage floats will be ndth installed the 22-25 of May. 4. City Pier Railing: The City Pier Railing project is expected to start in February and predicted to be complete at the end of May. 5. Shane Park Tiles: Parks & Recreation is still waiting to reinstall tiles due to weather. Director Delikat discussed a recent water issue that is developing within the park. 6. Volunteer Field Turf Design: The City received the 60% design drawings back from the contractor. Director Delikat will be scheduling a presentation by the company at a future meeting once the 90% drawings are complete. The project is st expected to start August 1. 7. Laurel Street Stairs: In December of 2022, the City had conversations with an engineering and architect firm regarding the design phase of the project and next steps. In the near future City staff will be meeting with both firms at the fountain area to discuss further. 8. Ocean View Cemetery: Director Delikat discussed the addition of 120 new niches which will result in $378,000 in revenue. 9. Webster Park: Director Delikat addressed a citizens concern regarding a public comment that was brought forward last month. 10. Olympic Discovery Trail Maintenance Contract: City Council approved the renewal of the maintenance contract with 2Grade Inc. for 2023. 11. 2023 Scheduled Capital Projects: Director Delikat discussed the upcoming 2023 Capital Projects with the commission. th ADJOURNMENT: Chairperson Collins adjourned the meeting at 6:32 p.m. The next meeting will be held on February 16, 2023.
