CommissionerForrestmoved to recommendSamanthaFischbeinfor the Parks, Recreation & Beautification Commission vacancy forCityCouncil’s approvalat the 03/05/2024 meeting. Commissioner Keidrowski seconded the motion. CommissionerKiedrowski made a motion to recommend Paul Collins for the Parks, Recreation & Beautification Commission vacancy for City Council’s approval at the 03/05/2024 meeting. Commissioner Forrest seconded the motion. GUEST SPEAKER:Port Angeles Community Senior Center Manager Carmen Geyerpresented an overview on theSenior Centerand provided Senior Center updates to the Commission. DIRECTOR’S REPORT: 1.Senior Center HVAC:Director Delikat updated the Commission on grant progressas well as followed up with the Commission regarding theirbattery inquiryfrom the 01/18/2024 meetingon longevity if an outage occurs. Thebattery can sustainenergy for roughly three to four hours. Typical outages within the city last roughly a half-hour to an hour. Aiming forstart of the projectin June 2024and commencing in 2025. th 2.Dream Playground Rebuild:Rebuild date is set forMay 15-19, 2024. Acollective of funds including $250,000 approved by the Lodging Tax Advisory Committee (LTAC), $175,000 in communal donations, and $45,000 in theDreamPlayground FoundationEndowmentare applied towards reconstruction. There isstillroughly $150,000 left to fundraise,but collecting the funds is veryforeseeable.We are still awaiting insurance reimbursement. If provided, the $250,000 granted by LTAC will be returned to them. 3. City Pier:Director Delikat relayed that $574,464 was approved by LTAC and CityCouncil towards stabilization and re-painting of the City Pier Tower. Project is looking to be completed byMid-Spring. 4. Olympic Discovery Trail Storm Damage:ODT Storm Damageinformationis being sent to the Federal Emergency Management Agency. Final documentationwill be submittedon February 16, 2024.The ArmyCorps of Engineers will likely need to be involved and repairestimates are roughly$1,000,000. DISCUSSION:Director Delikat talked about the Ediz Hook floats and boat launchwith the Parks Commissioners. Also, the volunteer field grant has been finalized and the ribbon cutting will be taking place soon. The date will be provided shortly. Jessie Webster Park has also seen some improvements withresounding support from theCity of Port Angeles Police Department. Volunteers are tremendously important to Port Angeles as they make a vital contribution to the overall look and feel of theCity. This policy does not constitute a binding contractual or personnel agreement. It is understood that being a volunteer is a privilege, not a right, and that volunteers for the Parks & Recreation Department are ambassadors for the City of Port Angeles and therefore represent themselves professionally and with integrity at all times. 3¤¢³¨®­ 2(®«£ ( ±¬«¤²² 3³ ³¤¬¤­³ The Volunteer must agree to release and hold harmless the City of Port Angeles, its officials, employees, volunteers and agents and waive any right of recovery that the Volunteer, individually and on behalf of heirs, executors and assignees, might have to bring a claim or a lawsuit against the City of Port Angeles for any personal injury, death or other consequences occurring tothe Volunteerarising out ofthe volunteer activities, except for those caused by the sole negligence of the City of Port Angeles. 3¤¢³¨®­ 34¸¯¤² ®¥Volunteers Volunteer:Anyone who performs a service for the City of Port Angeleswithout expectation or receipt of compensation or benefits. Citizen Volunteer:Amember of the public who assists the City of Port Angeles in the accomplishment of its mission. These volunteers are generally interested in beinginvolved inan ongoing,day-to-day programand will be required to undergoa background checkas part of theapplication/selection process(see Section 4). Organizational Volunteer:Group or service club memberswho freely assistthe City of Port Angeles in the accomplishment of mission. These groups usually hostannual or monthly work parties.The lead organizer who is responsible for the group and the paperwork will be required to undergo a background check as part of the process (see Section 4).Because organizations will be providing and supervising their own participants, organizations will be required to sign an indemnification agreement and provide liability insurance naming the city as an additional insured. Youth Volunteers:Members of the public interested in volunteering whohave not reached the age of 18 must have the written consent of a parent or legal guardian prior to volunteering. Minors under the age of 14 must be accompanied by a parent or legal guardian at all times during volunteer service. The volunteer services assigned to a minor should be performed in a non-hazardous environment and should comply with the appropriate requirements of child labor laws.Eagle Scout projects would fall under this category. City Staff Volunteer:ACity of Port Angeles union or management employee interested in volunteering for the City. A union volunteer activity must be an activity outside of the employees normal work duties and the activity must fall outside of theemployees normal work hours. In other words, if aunion employee completes the same activity as part of their job, they cannotvolunteer with the City to do it. If the employee is non-represented, the activity being performed must be a community work partythat involves multiple people.In other words, a non-represented employee cannot perform union duties individually without being part of a group work party. Court-Ordered Volunteer:Individuals that are issued Court-Ordered Community Service. The City of Port Angeles does not currently have a Court-Ordered Community Service Program. Park Host Volunteer: Individuals whohave volunteered for our Park Host Program located at Erickson Park. The purpose of the host is to provide a positive, helpful, and informative presence in our City Parks, while providing additional on-site security. Ќ΋ tğŭĻ twΏЉЍЉЏ 3¤¢³¨®­ 4#±¨¬¨­ « " ¢ª¦±®´­£ #§¤¢ª 2¤°´¨±¤¬¤­³² In our continuing effort to protect at-riskclients,such as children, people with disabilities, andthe elderly, the City of Port Angeles requires Citizen Volunteersand the leader of OrganizationalVolunteersto successfully complete a criminal background check, regardless of the type of volunteer work to be performedIn addition, all volunteers who have access to children, people with disabilities or the elderly will be required to undergo a criminal background checkconsistent with the Child and Adult Abuse Information Act. Backgroundcheck consent forms are due to the Port Angeles Parks & Recreation Department a minimum of oneweek prior to the start of the volunteer tasks. Mandatory background checks will be conducted annually, every 12 months. The results of criminal background checks will be kept confidentialto the fullest extent allowed by law. If a background check reports that the volunteer committed a disqualifying offense, the City of Port Angeles will contact the applicant with the results. In the event the applicant feels a mistake has been reported in the criminal background checkreport, it is the applicants responsibility to contact the reporting agency to appeal any inaccuracies. Being a public representative for a City Park, Park Host applicants must undergo an interview process to ensure that personality.Failure to meet our expectations may result in a denial of application. 3¤¢³¨®­ 5#±¨³¤±¨  ¥®± %·¢«´²¨®­ A person shall be disqualified and prohibited from serving as a volunteer if the person has been found guiltyof any of the following entered a guilty plea, entered a no contest plea accompanied by a court finding of guilty, regardless of whether there was an adjudication of guilt (conviction) or a withholding of guilt. Once the paperwork is completed, it will be reviewed by theParks & Recreation Department Facility Rental Coordinator and will be either approvedor deniedby the Parks & Recreation Director or his/her designee. Following approval, the volunteer mustsuccessfully complete the background check, if applicable, and sign a hold harmless agreement. Volunteers accepted for assignment will meet with the Facility Rental Coordinator to set up a time to review safety procedures, the volunteer policy, obtain the proper paperwork, and pick up any supplies needed tocomplete the volunteer task. The City will supply volunteers with the following: Trash grabbers Safety vests Gloves Garbage bags Sharps containers Necessary hand tools to complete task Keys (Checked out as needed) No volunteer will be allowed to drive a City vehicle or other types of machinery. 3¤¢³¨®­ 7$±¤²² #®£¤ As representatives of the City, volunteers, like staff, are responsible for presenting a good image to the community. Volunteers shoulddress appropriately for the conditions and performance of their duties. 3¤¢³¨®­ 8HealthInsurance The City of Port Angeles does not providemedical insurance to volunteers;however, it does offer Compensationmedicalif aqualifying accidentor injury occurs (see Sections 9 & 10). 3¤¢³¨®­ 9,¨ ¡¨«¨³¸ )­²´± ­¢¤ The City of Port Angeles provides liability coverage for volunteers performing under the course and scope of assigned volunteer duties.In order to be covered under the Department of Labor & Industries Workers Compensationfor payment of medical bills, volunteers must record names, dates, and hours of volunteer service and provide the informationto the Facility Rental Coordinatorat the end of each month.The Facility RentalCoordinator sManager so that they can be turned in to the Department of Labor & Industries. 3¤¢³¨®­ 10!¢¢¨£¤­³ &Injuries If a volunteer is injured thevolunteershould seek firstaid. If theinjuryis or becomes severe in nature thevolunteer isencouraged to call 911.If medical treatment is sought, the volunteer should report to the medical providerthat the injury may involve WorkersCompensation sothey can fill out the proper paperwork. Once treated, the volunteer will notify the Facility Rental Coordinator and fill out aCityaccident report.The documents will then be passed along sManager. S¤¢³¨®­ 116®«´­³¤¤± #®­£´¢³ Volunteers are representativesof the City and are expected to conduct themselves professionally and with integrity at all times. The following will not be tolerated by any volunteer in any capacity: Violation of anything outlined in this policy; Verbally abusive or threatening behavior; Being under the influence of alcohol and/or drugs; Gross misconduct or insubordination; Acting outside of the assigned volunteer duties; Any other actions, manners, or conduct that negatively reflects on the City of Port Angeles. Ў΋ tğŭĻ twΏЉЍЉЏ 3¤¢³¨®­ 12$¨²¬¨²² « ®¥   6®«´­³¤¤± Volunteers who do not adhere to the rules and procedures of the City or who fail to satisfactorily perform their volunteer assignment are subject to dismissal. If Depending on the reason for dismissal, the volunteer may have an opportunity to request reconsideration. The Parks & Recreation Director, or his/her designee,will have final determination whether or not the volunteer will be terminated. If terminated, the volunteerwill returnanyCity ownedequipment, safety items or tools in their possession. 3¤¢³¨®­ ΐ3Resignation®¥   6®«´­³¤¤± It is requested that volunteers who intend to resign provide advance notice of their departure.Once notified,the City will make arrangements with the volunteer to pick up any City owned equipment, safety items or tools in the . Section14Harassment The City of Port Angeles is committed to maintaining a work environment that is free of inappropriate or unlawful conduct. In keeping with this commitment, the City will not tolerate harassment, discrimination or the unlawful treatment of employees or volunteers by anyone, includingemployees, volunteers, supervisors, co-workers, vendors, clients,or customersof the City. If an employee or volunteer feels that s/he or other employees or volunteers have been subjected to harassment of any kind, s/he is encouraged to immediately identify the offensive behavior to the harasser and request that it stop. If the employee is uncomfortable in addressing the matter directly with the harasser, or if the behavior does not stop, then the employee should discuss the matter immediately with the Human Resources Manager or his/her Department Head. Supervisors and managers who receive a harassment complaint shall contact the Human Resources Manager immediately. All complaints will be investigated promptly, impartially, and discreetly. Upon completion of the investigation, the appropriate parties may be notified of the findings. Any supervisor, agent, volunteer or other employee who has been found to have harassed an employee or volunteer will be subject to prompt, appropriate corrective action, ranging from a disciplinary warning to termination. Perform maintenance and sanitation tasks with the approval and under the direction of the on-site Park Manager.
