Per the National Electrical Code (NEC), the grounding electrode system must be connected only at the service equipment where the neutral-to-ground bond is made. Subpanels are required to have isolated neutral and ground conductors and shall not contain a neutral-to-ground bond or separate grounding electrode connection.
