Associate Planner Ben Braudrick presented the scoring totalsthat had previously been submittedby the committee. The
committee reviewed 2022 Non-Event lodging tax application proposals and Lodging Tax Advisory Committee scoring.
Committee discussion followed.
Steven Raider-Ginsburg, of the Field Arts and Eventsrequest, spoke about eventsand activities and provided background
related to his request.
Parks & Recreation Project Coordinator Tim Tucker of the Port Angeles Parks and Recreation Department spoke about the
length of season relative to the Volunteer Turf project request.
Parks & Recreation Director Corey Delikat spoke about the youth baseball request.
The committee discusseddestination marking.

Recommend City Council signa 5-year contract with theChamber of Commercefor the identified yearly expenses in the
amount of $117,324.

STAFF UPDATE
Director Brekke spoke about form-basedcode updatestaking place and provided background on community events. She
provided information on staffing challenges due to local housing shortage.
The next meeting set for November 18, 2021.

Chair French spoke about the upcoming first sailing of the Black Ball since the 2020 shutdown.
Alward shared an update on improvements at the Red Lion Hotel.
Massey provided updates on contest entries relative to a Olympic Peninsula Tourism Commission marketing
campaign.

Basic Event Information
1.Describe your event in a brief narrative. Provide the event name, date(s), projected overall attendance, and if
this is an event that has been awarded LTAX event grant funding in the past, what, if anything, is changing about
theevent.
Answer:
The Port Angeles Marathon Association (PAMA) promotes and manages the Run the Peninsula (RTP) Elwha
Bridge Run.
Run the Peninsula Race Series was started in 2019. The series is made up of 5 races spanning sections of the
Olympic Discovery Trail from Port Townsend to Port Angeles. Each race offers a 5K or 10K distance. All finishers of
each race will receive a unique medal. Finishers of all five races receive a unique stand that will help to display an
impressive showpiece of your accomplishments. Participants can save on entry fees when they bundle more than
one event.

February 5th, 2022 will mark the 4 annual Elwha River Bridge 5K / 10K Race. The event is held on the Olympic
Discovery Trail as an out-and-back race.
2.Is this a new event? If not, what is the age of the event?

No. This is the 4 year of the event. It started in 2019.
3.Is there a host hotel for your event? If yes for returning events, list the host hotel and an estimate of how many
rooms were booked last year.
Answer: No
We did work with the Red Lion Hotel in 2020 for this event, but do it being such a small event in 2021 due to
COVID we did not work with the Red Lion. Moving forward and as registration number increase

Answer: These numbers are from direct registration numbers. They are EXACT

These Elwha River Bridge Run are exact numbers as everyone that participants has to register online. In 2019
it was the first year of the event and only 400 medals and shirts had been ordered. The race sold out 3 days
before the event when it had to be capped at 400 participants.
5.Will the event necessitate the obstruction or use of the public right-of-way, public utility hookups and/or Police
or Fire assistance?

Answer:
The Elwha River Bridge run is a USATF (USA Track & Field) sanctioned event. This means that runners have the
right of way and the appropriate applications are submitted to the county for approval. In 2021, for the Elwha
River Bridge Run $160.00 was paid to Clallam County Public Works Department.
6.What is the amount you are requesting from the City for such public right-of-way permits or assistance?

8.How much of that budget will be spent on advertising outside Clallam County?
Answer:
Approximately $11,000 is going to be spent on advertising outside of Clallam County (Marketing, Website, Swag,
Postcards / Rack cards). This is approximately 20% of the total budget that is spent on advertising outside of
Clallam County. In 2020 we had participants from all 50 states participate in this event.
9.Do you have other event sponsors? If so, how much income do you plan to receive in total from other sponsors?
Answer: Yes.
However, we have not received contracts from any of the sponsors as of the date that this application is being
written, but this is what we have received in past years.
The Title Sponsors of the event are Peninsula Daily News and Sequim Gazette. We do not receive any income
from them. They are an in kind Sponsorship.
The presenting sponsors of this event are Lower Elwha Klallam Tribe and Olympic Medical Center. Combined we
receive $4,500 in cash from these two sponsors.

10.What will you cut from your proposal or do differently if full funding for your request is not available or
recommended?
Answer:
We respectfully request full funding. The Port Angeles Marathon Organization is committed to bringing visitors
from outside the North Olympic Peninsula Region to attend a world class running / walking. We value very much
the support, partnership, and commitment from the lodging tax funding committee and the community to do
so.
In 2020 and in 2021, the running industry took a major hit to all onsite races. It is going to take a while for
participants to feel comfortable to come back to onsite races and get back to where we were before 2020.
PAMA continues to give back to the community financially to many different organizations. On a non-COVID
year PAMA gives between $20,000-$30,000 to local non-profits. It is important to be able to give back to the
community. If the full funding was not received the race director payroll would be cut. The organization truly
believes that this event is great for our community and helps to bring money back into our community.

11.Describe the desired and anticipated audience of the event. Is the event focused on local residents or people
outside Clallam County?

The main focus for the 4 annual event is to provide a need to our community while at the same time bringing
participants from outside of Clallam County. In 2020 there were 1,984 virtual participants for the Elwha River
Bridge 5K / 10K.

and state (virtual only) of registration below. (*note the graphs do not show any city less than 8 participants or
state less than 2 participants)

Every year, the Elwha Bridge and sees an increase in the number of local participants (other than 2021* due to
COVID-19 Restrictions). Even though 95% of all marketing is done outside of the area, what we have learned is
that locals who have volunteered or watched the event have become inspired to participate. We believe that a
large health and fitness event in our community is a major factor in transforming the health of our population
This shift in our community has been
very rewarding.
The Elwha River Bridge Run wascreated to be a destination event and bring participants from outside the area
during the off season as well as provide an event to the local community.
12.Describe how the event encourages visitors to enjoy longer stays and return often to the City of Port Angeles.
Answer:
The event is on a Saturday morning. We host a local bib pick-up on Friday evening at a local restaurant (in the
City of Port Angeles) to encourage participants to stay for the night before. On our website we also have a list of
things to do on the Olympic Peninsula when then come for our event.
13.Does the event provide any innovative opportunities that improve the tourist/resident relationship?
Yes No If yes, please describe.
Answer:
Here are a few ways in which we improve the tourist / resident relationship.
The evening prior to the race we have bib pick-up at a local restaurant in down town Port Angeles. This
encourages participants to explore the downtown area.
The 2022 Elwha River Bridge Run Medal was designed by a local Port Angeles artist, Nicole Phillips. The
plan is to have posters made with the local artists artwork to help promote local artists.
Having the event take place off the beaten path at the Elwha River Bridge is helping to show tourists are
new area of Port Angeles.
14.The City desires to prioritize events that provide intangible benefits for the community, including arts and
culture, local economic development, and regional/statewide/national/international exposure. How does the
event fulfill this priority?
Answer:
The Elwha Bridge Run does have many intangible benefits for the community Including the following:
The medal was designed by local artists, Nicole Phillips (Port Angeles)
The Swag was designed in Port Angeles
There were participants from all 50 states that participate in the Elwha Bridge Run in person and virtual
in 2021. All of the virtual participants that live outside of Clallam County were mailed an Olympic
Peninsula Visitors Guide so they could learn all about what the Olympic Peninsula has to offer.
The charts below are all of the participants that have registered for the Elwha Bridge Run. The chart on the left
are participants that registered for the Elwha River Bridge Run in person and Virtual and the chart on the right
have only 1 from the state and the chart on the right does show states with fewer that 7 participants from that
state.

16.How does this event support or involve City of Port Angeles businesses or organizations?
Answer:
There are several City of Port Angeles Businesses and organizations that Elwha River Bridge supports
including the following:
Local Graphic Design Company; Betazed Creative, Nicole Phillips
Bib Pick up at downtown Port Angeles Business (in 2019 it was Barhop)
Donate to local organizations including Olympic Discovery Trail and other youth organizations.
Swag was designed locally keeping more dollars local
17.Does this event benefit the entire Clallam County and/or Olympic Peninsula?
Yes No If yes, please explain how.
Answer:
This event brings awareness to the Olympic Discovery Trail and raises money to help grow and maintain the
Olympic discovery trail. The Olympic Discovery trail in not only in Clallam County, but the entire Olympic
Peninsula.
18.Describe your marketing strategy and business goals for the event.
Answer:
2022 Marketing and Promotion Plan
Strategic Planning takes place
and best values to implement for the next event. The 2022 marketing plan is in place and has a heavy emphasis
on advertising outside of Washington State and in digital format. In 2020 we had participants from all 50 states
our goal in 2021 is to maintain that. The 2022 marketing plan for Run the Peninsula is get participants to want
to come out to the peninsula during the off season.

a. SOCIAL MEDIA
Run the Peninsula has been diving in deep to learn how to maximize our social media efforts. For the 2022
event more dollars and time have been budgeted to social media in order to capture more participants
from outside of Washington State and across the entire country. This has been done in the following ways:
Social Media Expert. Run the Peninsula has recently hired a social media firm to work closely
with the Executive Director to increase the presence on Social Media. The
popular social media networks looking to see what the next event they should attend.
If done right social media marketing can prove to be really cost effective. Because as of
today, even the paid social media campaigns, such as Facebook ads, are cheaper than other
investment.
b. ONLINE MEDIA
Videographer. In 2019, I was able to hire local videographer, Matt Sagen to video the Elwha Bridge

In 2022 the plan is to get some B-Roll video of participants running / prepping for the event. The
scenery of the Elwha Bridge will make for an amazing promotional video for years to come.
Online Ads, Calendars, and Features. Many of the traditional print publications (running magazines)
are also providing digital advertising opportunities. While magazine subscriptions may be down for
some publishers, they are seeing a huge increase in online subscriptions.
Mail Chimp. In house, PAMA has a current database of 15,000+ subscribers who receive a monthly
newsletter from the Race Director that includes registration details, promotions, and highlights such as
race sponsors, travel planning, and race weekend details.
c. WEBSITE | runthepeninsula.com
RTP website continues to be a vital tool for providing event details to participants, volunteers,
sponsors, and visitors. In the fall of 2020 PAMA has contracted with a local website development team
to give RTP a new consistent look. The new websites recently went live. All updates and changes are
done in house and is maintained by the Race Director which assures accurate and current information.
d. PRINT MEDIA

Rack Cards. Rackcardsand posters are distributed to more than 100 running shops and clubs in
Washington, Idaho, Oregon, California, Colorado, Wyoming and British Columbia. This outreach
includes a personal letter from the Race Director andwith a water bottle, comp entry,
and event details.
19.If your event has occurred in the past, what will you or your organization do differently this year that will improve
Answer:
Here are the improvements for the 2022 Run the Peninsula and North Olympic Discovery Marathon
Amazing new medal design that was done by local artist Nicole Phillips that focuses on the Olympic
National Park.
ALL MEDALS ARE MADE IN THE USA!!
For the Elwha River Tribal Run Instead of have shirts as a giveaway, participants will be receive a water
tumbler.
Last year we ordered our shirts from a vendor out of Portland, OR. This year we are doing all of our
apparel locally and keeping our dollars local.
This year we ordered an at total 1,800 medals per event.

participants traveled to the Olympic Peninsula a different time of the year to complete their run. There
were an additional 1,063 virtual participants that did the Elwha River Bridge Run. Our on-site numbers
in 2021 were much lower due to COVID-19 restrictions.
How does this proposal demonstrate use of Lodging Tax Funds in accordance with RCW 67.28.1816?

Answer:
Run the Peninsula directly demonstrates the use of Lodging Tax Funds in accordance with RCW 67.28.1816 in the
following ways:
(1)(a) Tourism Marketing Run the Peninsula attracts participants from all over the country. Many participants
visit the Olympic Peninsula for the first time for our events.
(1)(b) - The marketing and operations of special events and festivals designed to attract tourists; We only use
our Lodging Tax Fund dollars for marketing. None of our funds received goes towards operations.
(2)(b) - (b)(i)(ii)(iii) of this subsection, applicants applying for use of revenues in this chapter must provide the
municipality to which they are applying estimates of how any moneys received will result in increases in the
number of people traveling for business or pleasure on a trip: Run the Peninsula has direct data (from online
registration platform) of the exact location that all participants travel from. This helps to give accurate data and
show that participants are traveling from outside of the area and staying in paid accommodations. We have
participants from all over the United States and on average 4-6 different countries represented.

I am an authorized agent of the organization/agency applying for funding. I have read the application instructions

I am proposing a tourism-related service for 2022. If awarded, my organization intends to enter into a Municipal
Services Contract with the City; provide liability insurance for the duration of the contract naming the City as
additional insured and in an amount determined by the City; and file for a permit to use City property, if
applicable.
The City of Port Angeles will only reimburse those costs actually incurred by my organization/agency and only
after the service is rendered, paid for if provided by a third party, and a signed Request for Reimbursement form
(or other form acceptable to the City) has been submitted to the City, including copies of invoices and payment
documentation.

Answer:
The NW Cup is the premier MTB downhill series not only in the PNW, but the country. We are going into
th
our 15 year and still growing. Particularly the youth categories have blown up over the last few years
which brings families and coaches. This year we are going back to our typical April and May dates and Port
Angeles is always a back-up venue in case of cancellations. Last year we held a third race here in September
for example.
2. Is this a new event? If not, what is the age of the event?

Additionally the more budget hotels like the Super 8 and Days Inn are completely full. Its also impossible
to get a vacation rental on those weekends.
4. How many people have attended your event in the past? How did you obtain these figures?
Answer:
In 2021, we had a total of 1,423 entries over the 3 races. We believe an average of 1 additional person
comes with each racer. (Some come alone, but most have parents, spouses, etc.) Keep in mind that all
of them spend at least 3-4 days and 2-3 nights for each event as nobody is within driving distance to their
home, and the events span 3 days.
5. Will the event necessitate the obstruction or use of the public right-of-way, public utility hookups and/or Police or
Fire assistance?

Yes. We have some industry sponsorship from various companies such as Specialized, Shimano, Fox Suspension,
but it is primarily product for prizing.

Answer:
Nothing. It is all essential, especially the emergency medical support which is what we are asking for help with.

95% out of town guests but the local participants are steadily increasing thanks in large part to the Lincoln Park
BMX events.

Answer:
As mentioned above, these are 3 day events and all days are pretty much required. Additionally we host practice
days year round now as well as a couple large scale practice days in Feb/March. The trail system we built is
open to public year round so it is a destination regardless of racing.

The NW Cup is known as the premier Downhill series in the US and as such gets a lot of attention in the bike
world. We also host races in Oregon, Idaho and Montana, but Port Angeles is the favorite for everyone. There
is always substantial international web coverage of our events.

Restaurants, lodging options, gas stations, bike shops and of course the bars all see a surge as most people
are from out of town.

It is not just a Port Angeles event in terms of lodging, as it is usually full by race weekend and people need to look
further out.

Our main goal is to get exposure for our sponsors through industry web sites such as www.vitalmtb.com and
www.pinkbike.com . This year we hired a media person to further enhance our visibility which worked very well.
Our social media presence is excellent with a ton of participant generated media.

Not sure exactly yet. We always spend A LOT of time building fresh tracks for people every year which is
part of the draw. It is such an exclusive event, we know it will reach the cap every event now.

Organize and produce a high quality running events showcasing areas along the Olympic Discovery Trail.
Event Details
The Port Angeles Marathon Association (PAMA) promotes and manages the North Olympic Discovery Marathon
(NODM). North Olympic Discovery Marathon weekend, which includes two days of running races, is held along
the Olympic Discovery Trail from Sequim to Port Angeles. The inaugural event was held June 15, 2003.
June 3-5, 2022 will mark the 20th anniversary for this popular community event. In 2022 we hope that we will
return to our pre-COIVD number and will anticipate more than 10,000 people will attend including participants,
family and friends of runners, spectators from the region, volunteers, sponsors, and vendors.The event brings
approximately $2.0 million in tourism related activity to Clallam County each year.

The host hotel for the event is The Red Lion. The host hotel also serves as the venue for Race Registration and
Packet Pick-up the day before the event. The NODM finish line is located right in front of The Red Lion making
this hotel a favorite choice for participants who can walk to their room for a post race shower.
The Red Lion promotes 2-3 night stays to participants. In 2021 we moved the 5K and 10K race to Saturday to
increase an additional night stay. We are continuing that in 2022.

On average we have approximately 2,500 participants for this event. There figures were obtain from direct
registration numbers.

PAMA requests the use of the City Pier parking area for staging of the Kids Marathon and Marathon finish line
venue. PAMA works with the City of PA staff to complete necessary applications and permits for use of the
pier area. The City will assist with blockades and PAMA will provide and construct fencing and Marshals in
some areas. The Waterfront Trail is blocked for about 20 yards (from the Red Lion patio to RR Street) to
ensure a safe finish line crossing for participants. All festivities at City Pier are free and open to the public.

All of it. All $5,000 will be spent on marketing, not only outside of Clallam County, but also beyond 50 miles.

Yes. The 202 PAMA proposed sponsorship income is. At the time of this application, sponsor meetings
and contracts are being developed only some have been signed.
What will you cut from your proposal or do differently if full funding for your request is not available or
recommended?
Answer:
The Lodging Tax Special Project Grant Funding has provided an opportunity for the NODM to develop a strong
marketing plan since the event started in 2003. The strong advertising presence in the running community has
been a major factor in the success of the event. If lodging tax funding is not available or recommended, the
marketing budget will suffer cuts that will likely affect projected attendance.

The North Olympic Discovery Marathon has an impressive track record of meeting the following criteria outlined
in the application:
Demonstrating positive lodging impacts
Providing a detailed marketing plan with examples and budgets
Producing a successful tourism event for the community through a sustainable organization
Proving event growth
We respectfully request full funding. The Port Angeles Marathon Organization is committed to bringing visitors
from outside the North Olympic Peninsula Region to attend a world class marathon event each year on the first
weekend in June. We value very much the support, partnership, and commitment from the lodging tax funding
committee and the community to do so.
In 2020 and 2021, the running industry took a major hit to all races. It is going to take a while for participants
to feel comfortable to come back to onsite races.
PAMA continues to give back to the community financially to many different organizations. On a non-COVID
year PAMA gives between $20,000-$30,000 to local non-profits. It is important to be able to give back to the
community. If the full funding was not received the race director payroll would be cut. The organization truly
believes that this event is great for our community and helps to bring money back into our community.
In addition, now that LTAC has put a cap on request amount this event is already taking a hit on the amount
how much this organization can receive.
LTAC Funding Priorities Questions
11.Describe the desired and anticipated audience of the event. Is the event focused on local residents or people
outside Clallam County?
Answer:
The North Olympic Discovery Marathon was created to be a destination event. The event audience is the
international running community. People from all over the world, who have yet participated in the NODM,
have heard of it through this vast and powerful community. They visit the NODM website, they read reviews,
they visit the NODM social media pages, they research the area, and it is on their radar as an event to consider.
The main focus in 2022 is to build the momentum back to where it was in 2019 (pre-COVID) Athletes travel
from every state and overseas for this event. In 2020, for the first time ever, this event had participants from all
50 states. Due to the fact that it was an all virtual event PAMA was able to focus marketing all across the United
States. Our marketing plan did very well as we were able to keep our registration numbers within 20% of 2019
and have a participant from every state.
12.Describe how the event encourages visitors to enjoy longer stays and return often to the City of Port Angeles.
Answer:
We have moved the 5K / 10K to Saturday and the Half / Full / Relay on Sunday to encourage a 2 nights stay. In
addition NODM is one of five events of the Run the Peninsula Series which encourages people to return to City
of Port Angeles for the other evens.

Answer:
Here are a few ways in which we improve the tourist / resident relationship.
The evening prior to the race we have bib pick-up at a local restaurant / hotel in down town Port
Angeles. This encourages participants to explore the downtown area.
The 2022 North Olympic Discovery Marathon Medal and Eagle Challenge Medal was designed by a local
Port Angeles artist, Nicole Phillips. The plan is to have posters made with the local artists artwork to help
promote local artists.

The North Olympic Discovery Marathon does have many intangible benefits for the community Including the
following:
The medals were designed by local artists, Nicole Phillips (Port Angeles)
The Swag was designed in Port Angeles
There were participants from all 50 states that participate in the North Olympic Discovery Marathon in
person and virtual in 2021. All of the virtual participants that live outside of Clallam County were mailed
an Olympic Peninsula Visitors Guide so they could learn all about what the Olympic Peninsula has to
offer.

Answer:
2022 Marketing and Promotion Plan
and best values to implement for the next event. The 2022 marketing plan is in place and has a heavy emphasis
on advertising outside of Washington State and in digital format. In 2016, 31 states were represented, in 2017
there were 33 states represented, in 2018 there were 36 states represented, in 2019, 39 states were
represented, in 2020 and 2021 50 states were represented. In 2022 our goal is to retain all 50 states for our
events.
a.SOCIAL MEDIA
NODM has been diving in deep to learn how to maximize our social media efforts. For the 2022 event more
dollars and time have been budgeted to social media in order to capture more participants from outside of
Washington State and across the entire country. This has been done in the following ways:
Social Media Expert. The NODM has recently hired a social media firm to work closely with the
Executive Director The importance of
media networks looking to see what the next event they should attend.
If done right social media marketing can prove to be really cost effective. Because as of
today, even the paid social media campaigns, such as FaceBook ads, are cheaper than other
advertising options such as search
investment.
Will you follow us?
o Facebook NODM continues to have an active Facebook community with 5,055
/5.
o Instagram @NODMarathon. Currently, the NODM has 2,328 followers.

b.ONLINE MEDIA
Online Ads, Calendars, and Features. Many of the traditional print publications (running magazines)
are also providing digital advertising opportunities. While magazine subscriptions may be down for
some publishers, they are seeing a huge increase in online subscriptions.
Mail Chimp. In house, NODM has a current database of 15,000+ subscribers who receive a monthly
newsletter from the Race Director that includes registration details, promotions, and highlights such as
race sponsors, travel planning, and race weekend details.

The NODM website continues to be a vital tool for providing event details to participants, volunteers,
sponsors, and visitors. In the fall of 2020 PAMA has contracted with a local website development team
to give NODM a new consistent look. The new websites will be up and running in early spring 2022.. All

updates and changes are done in house and is maintained by the Race Director which assures accurate
and current information.

d.PRINT MEDIA
Print Ads. The NODM uses print dollars wisely by researching the publications most likely to reach our
audience. NODM publishes print ads in a few areas including; the Coho magazine, Walk About
Magazine, and the Victoria Marathon Race Guide.
Rack Cards. Rackcardsand posters are distributed to more than 100 running shops and clubs in
Washington, Idaho, Oregon, California, Colorado, Wyoming and British Columbia. This outreach
includes a personal letter from the Race Director andwith a water bottle, comp entry,
and event details.
e.EVENT SHIRTS/SWAG
Every participant receives a race shirt with their registration. The shirt is a big deal to runners. In order
for the NODM to compete with larger marathons like the Seattle Rock n Roll Marathon), we have to do
a better job and part of this means providing a beautiful shirt. We want our participants to wear their
shirts proudly. And they do! Last year, one of our volunteers was hiking in Palm Desert and saw a
couple wearing their NODM shirts. We get reports of shirt sightings all the time.
19.If your event has occurred in the past, what will you or your organization do differently this year that will improve
Answer:
Each year, the PAMA Race Director and race committee perform an in-depth post event evaluation. In summary,
the list below provides a few highlights of the areas that the NODM is proudest of and will continue to improve
and build upon.
Move the 5K and 10K run from Sunday to Saturday and added the Eagle Challenge event. This is an
event that participants get a bonus medal if the participant in both an event on Saturday and an
event on Sunday. This also will encourage additional room stays.
PAMA is currently in the process of creating a new look for both of our websites (www.nodm.com
This will help participants find the information more easily.
If the funding allows we will be working with, EventGrow. EventGrow is a company that specifically
works with endurance events. They help to drive more registrations, more revenue and more
impact. We had planned to do this in 2020 and 2021, but due to COVID-19 we decided to hold off
until 2022.

PAMA directly demonstrates the use of Lodging Tax Funds in accordance with RCW 67.28.1816 in the following
ways:
(1)(a) Tourism Marketing PAMA attracts participants from all over the country. Many participants visit the
Olympic Peninsula for the first time for our events.
(1)(b) - The marketing and operations of special events and festivals designed to attract tourists; We only use
our Lodging Tax Fund dollars for marketing. None of our funds received goes towards operations.
(2)(b) - (b)(i)(ii)(iii) of this subsection, applicants applying for use of revenues in this chapter must provide the
municipality to which they are applying estimates of how any moneys received will result in increases in the
number of people traveling for business or pleasure on a trip: PAMA has direct data (from online registration
platform) of the exact location that all participants travel from. This helps to give accurate data and show that
participants are traveling from outside of the area and staying in paid accommodations. We have participants
from all over the United States and on average 4-6 different countries represented.

Basic Event Information
1. Describe your event in a brief narrative. Provide the event name, date(s), projected overall attendance, and if this
is an event that has been awarded LTAX event grant funding in the past, what, if anything, is changing about the
event.
Answer: BMX Gold Cup – National Event. Proposed dates either 9/15-18 or 9//22-25. This is a new event for this
area.
T he American Bicycle Association owns and operates the USA BMX National Championship Series. A USA BMX
National Event is part of an annual 30 race National Series, which spans across the US and Canada. These events
occur over weekends, with races on Friday (noon-9pm), Saturday (7am-5pm), and Sunday (7am-3pm.) A USA
BMX National Event will attract competitors from over 30 states and Canada with approximately 15% arriving
via plane and 85% percent via automobile. Participants will range in age from two years old to sixty-five and
from Novice to Professional. Approximately two-thirds of the 30 National Events are hosted at USA BMX
sanctioned tracks, while the rest are hosted in arenas, civic centers, expo halls and equestrian arenas.
Approximately one-third of the events have an additional status of “Olympic qualifier” where riders earn
ranking points that will eventually qualify them to represent the USA or their home country in 2024 in Paris.

Answer: This would be a new event for our area, but USA BMX has been putting on this National series since
2008.
3. Is there a host hotel for your event? If yes for returning events, list the host hotel and an estimate of how many
rooms were booked last year.
Answer: Yes. Red Lion Hotel has agreed to be our host hotel.
Port Angeles has over 600 hotel rooms within 5 miles of the track and 1100 within 25 miles of the track.
USA BMX estimates that the event usually generates between 2,000 to 5,000 room nights, so the reality is that
this event will need most of our available hotel stock and vacation rentals to meet demand.
4. How many people have attended your event in the past? How did you obtain these figures?
Answer: 0 have attended here, but our local track has been operating since 1980 and the last year before Covid,
2019, boasted 21,927 total year attendance, with over 6,414, participants coming from over 50+ miles away.

Answer: 0 - The money we are asking for will go towards the above-mentioned items. Advertising and
marketing (if awarded the bid) falls under the auspices of USA BMX and is done on a National, International and
regional level. Our responsibility is to show that we can come up with the funds to cover the deliverables we
promised USA BMX should they chose our location.
9. Do you have other event sponsors? If so, how much income do you plan to receive in total from other sponsors?
Answer: At this time, we do not have other Event Sponsors as we are waiting to hear back from USA BMX as to
if we have the bid. The track itself, currently has numerous local sponsors that we know will want to participate
if we win the bid.

10.What will you cut from your proposal or do differently if full funding for your request is not available or
recommended?
Answer: The purpose of this event is to enhance the standing of our local track in the nation as well as our
community. As such, the LTAC request is to show unified support for this event throughout our community as
well as a reflection of what the event could possibly bring in as revenue for the local hotels and establishments.
If we do not get the money but awarded the bid, then we would have to re-evaluate our proposal enhancements
and see if USA BMX would still consider offering us the bid.

12. Describe how the event encourages visitors to enjoy longer stays and return often to the City of Port Angeles.
Answer: As stated above in question #4, our track in 2019, was already attracting 6,414 visitors from over 50
miles away. Hosting a National Event that lasts 3 days would enhance the reputation of our track and town so
that more people would routinely attend our area competitions. Of special note this would apply to our Canadian
participants that would be made aware of our venue and engage in future events.
13. Does the event provide any innovative opportunities that improve the tourist/resident relationship?

Answer: In addition to new riders registering during that time being given free track membership, residents would
also get the chance to watch National level athletes as well as Olympic hopefuls compete.
14. The City desires to prioritize events that provide intangible benefits for the community, including arts and culture,
local economic development, and regional/statewide/national/international exposure. How does the event
fulfill this priority?
Answer: With a total two to five thousand room nights estimated and people coming from all over the country
and Canada there is no doubt that this event would have great local economic impact as well as guarantee
exposure on a national level. In addition, it would secure economic development in the infrastructure we as a
community have already invested in to create the Lincoln Park BMX venue.
To further these aims, USA BMX, would also include the following for the event
Market and publicize the event throughout the BMX community and encourage as many athletes,
teams, coaches and family members as possible to attend the event, and patronize area hotels,
restaurants, and attractions
Provide event audio FM broadcast
Provide event ads for two months in PULL magazine, USA BMX’s official membership publication
Provide event posters mailed to surrounding bike shops to promote event

Answer: By virtue of the committee we have organized to submit the bid we made sure to include 3 major events
coordinators (Peninsula Adventure Sports, NODM and Chamber) as well as the OPVB and email surveyed the
surrounding hotels to make sure we had support.

Answer: If we win the bid, we will definitely need all the hotel rooms we can get within a 25-mile radius. In
addition, people will be arriving by boat, car and plane so there will be a ton of traffic through our community
corridors all along the OP.

Answer: Our marketing strategy was to put together a planning committee made up of the Port Angeles Parks
& Recreation Project Manager, Director of Chamber of Commerce, Director of OPVB, Director of NODM, GM of

(1) Lodging tax revenues under this chapter may be used, directly by any
municipality or indirectly through a convention and visitors bureau or destination
marketing organization for:
(a) Tourism marketing;
The money asked for will be used to secure USA BMX bid which in turn will market the
event Nationally and Internationally using their contactsand resources.
(b) The marketing and operations of special events and festivals designed to
attract tourists;
This is a special event of National eminence that requires participants seeking National
points to travel to participate.
(c) Supporting the operations and capital expenditures of tourism-related facilities
owned or operated by a municipality or a public facilities district created under
chapters 35.57 and 36.100 RCW;
The Lincoln Park BMX track is a local as well as tourism related facility owned by the city
and operated by Lincoln Park BMX.Showcasing this venue on a National level will only
enhance the reputation of this municipal asset. It will further strengthen our area as a
premier bicycle destination with US cycling looking to host National Cyclocross events at
a new track at ESP as well as Nationally ranked events for Downhill races already taking

Based on USA BMX data of past events: A USA BMX National Event will attract competitors from over 30
states and Canada with approximately 15% arriving via plane and 85% percent via automobile. Participants will
range in age from two years old to sixty-five and from Novice to Professional. The money secured from the
LTAC committee to support our bid proposal will strengthen our proposal and if chosen will allow us to
( through USA BMX ) reach out to people from all over the country and Canada and invite them to participate in
a 3 day competition.

Basic Event Information
1. Describe your event in a brief narrative.Provide the event name, date(s), projected overall attendance, and if
this is an event that has been awarded LTAX event grant funding in the past, what, if anything, is changing about
the event.
Answer: The Dungeness Crab & Seafood Festival will take place October 7-9, 2022. The dates are tied to Canadian
Thanksgiving which provides the opportunity for the Ferry Coho to bring around 3,000 people to the Festival. The
dates are also tied to the beginning of the fall commercial Dungeness crab season in local waters, assuring us of
the freshest local crab. We are expecting a return to our pre-covid attendance estimated at 20,000 people.
CrabFest was one of the few Festivals to be held in 2021 (in a reduced format for Covid safety). We changed our
layout to provide a safe environment. It worked very well and if we still have Covid conditions we will be able to
adjust again. But we learned a lot that can be used in any year. Now that more vendors have food trucks, we can
use them on Lincoln Street and spread out the food, reducing crowding. Also, we used the Gateway Plaza as a
food seating area with alcoholic beverages. This filled the entire plaza. We are working to figure out how to do
the cooking demonstrations there as well. Obviously, it is too soon to be finalizing anything except curbside
pickup. This was a big hit of course and helps both locals and visitors get their crab without dealing with the
crowds and the weather.

3. Is there a host hotel for your event? If yes for returning events, list the host hotel and an estimate of how many
rooms were booked last year.
Answer: Red Lion Hotel Port Angeles Harbor (we have not received the final number yet from the Red Lion, but
we know Saturday night was sold out which is approximately 180 rooms, Friday night was nearly sold out, with
good crowds on Thursday and Sunday). Also, we had our first package with 7 Cedars Hotel and they did 14
packages which we both thought was an excellent start. Most of the other hotels won’t work with us (or Coho)
in developing packages because they sell out anyway. This lack of support from hotels other than the Red Lion
(for any event) is something that Donya has brought up in the past and should be addressed somehow.
4. How many people have attended your event in the past? How did you obtain these figures?
Answer: We estimate 17-20,000 people. Over the years we have used several techniques including mapping of
space and counting sections, attendance and turnover in the main tent holding approximately 1,000 people,
counting and tracking in and out of the pier. Through 40 years of experience and 20 years with this Festival
Executive Director Scoot Nagel and Production Manager Mike Prebezac have data and history to make estimates
using the above historical and current figures.
5. Will the event necessitate the obstruction or use of the public right-of-way, public utility hookups and/or Police
or Fire assistance?

Answer: We close Lincoln St for one block between Railroad and Front St. The only impact this causes that we

know about is that Clallam Transit moves to the Courthouse area on 4

Answer: $0
General Budget Questions
7. Please provide the details on this event’s annual budget. An itemized event budget is a required attachment to this
application, in addition to the table on the following page.
Answer:The Festival budget is based primarily on the sales of Dungeness crab and crab dinners which are getting costlier
every year causing us to continue to raise the prices.The second source of income is alcohol sales. Our budget basically
functions as a giant restaurant. Sponsors, restaurant commissions, merchandise, and grants round out the revenue. The
expenses match the high cost of seafood but also the high cost of production for the tents, equipment, and staff. Since
this is a free admission event, we take care of everyone regardless of their spending. As a free and expensive event, there
is very little margin for profit. And being in the fall when bad weather can always happen is risky. However, over the years
the popularity of the Festival has continued to grow and we are able to balance the good years with “typical” fall weather
and the years with bad storms. The end result of the impact of our budget is the business we bring to local businesses
especially the tourism industry, restaurants and lodging, but also downtown retail businesses who have reported excellent
sales the past few years.

LTAC Funding Priorities Questions
11. Describe the desired and anticipated audience of the event. Is the event focused on local residents or people
outside Clallam County?
Answer: CrabFest is focused on cultural tourists, especially “foodies” from throughout the world. Because our
advertising budget is limited for national advertising, we do 2 nationally distributed press releases. Surveys have
shown our audience is more than 50% visitors from more than 50 miles and we know that we fill the hotels of the
North Olympic Peninsula. While the tourism season has drifted into the fall with more occupancy, the rates are
up dramatically. During CrabFest weekend there are rooms going for $250-$400 dollars that might have been
$150 the week before and rates really drop after the Festival. LTAC revenue has a dramatic surge during the Crab
Festival. However, festivals have to succeed locally before they can be a tourist event so taking care of locals is
equally important.
12. Describe how the event encourages visitors to enjoy longer stays and return oftento the City of Port Angeles.
Answer: CrabFest is one of the only recipients of LTAC funding that has a separate travel and tourism section of
its website. We are one of the only recipients that advertises on the City website. We do a banner ad every year.
Our press releases include information about the Olympic Peninsula. Our strategy is derived from the OPVB study
of a few years ago that describes coming to the Olympic Peninsula as an adventure, and that “adventure” is part
of what makes us special. We want people to come to the Olympic Peninsula in the fall (for all of the reasons we
know) and then to pick the Crab Festival weekend. Most festivals (unless it is a huge music Festival like Juan de
Fuca) can be covered in a single day which leaves lots of time for local exploration. In our case that also helps
with the fact we have discovered and already know – in any given couple or group there are going to be some
people who don’t like seafood. This is just like lavender in that sense. So, we need more than one reason to attend
a festival. And our amazing beauty, Olympic National Park, great downtown, provide it.
13. Does the event provide any innovative opportunities that improve the tourist/resident relationship?
Yes No If yes, please describe.
Answer: Quality - We try to provide an event of the highest quality and service. That is the most important value
that keeps people coming back to CrabFest year after year. We want to encourage quality events. In addition to
our crab, we jury everything from the food to the vendors. Our food booths are by invitation only based on quality
and menu. Our crafts booths are juried and we have a waiting list. Even with our bad weather and the storm this
year that knocked out 50 booths on Saturday night, the vendors keep returning because our audience knows the
show is of very high quality and they plan to spend money. And one thing we know about tourism spending –
Visitors that are having a good time will spend more money. Then that happiness is spread to local businesses
and local businesses respond so that we have a joyous weekend all around. And of course, many locals avoid
downtown because of the traffic, which is understandable, and don’t like the disruption of their routines. This is
an educational issue for our City as well as the events that cause the disruption. In spite of lots of good efforts,
there are many people that still do not understand that Port Angeles is a major tourism destination and that a
large part of local business is tied to that. We have so many great restaurants because of tourism. Does the
general public understand? This in an excellent principle to add to the LTAC program.
14. The City desires to prioritize events that provide intangible benefits for the community, including arts and
culture, local economic development, and regional/statewide/national/international exposure. How does the
event fulfill this priority?
Answer: Several thing to discuss. CrabFest places special importance on the Native American community and
both Lower Elwha Klallam and Jamestown S’Klallam are sponsors and provide artists for our Welcoming

Ceremony and visual displays, sometimes including local crafts artists. Annually we host a promoted performance
of the Lower Elwha Drum Group, something that does not happen too often for local events. We employ many
local musicians on two stages for almost three days, with the majority from Port Angeles and Clallam County. We
have not measured our economic impact in many years, but CrabFest has one of the largest economic impacts in
the county.
CrabFest provides national exposure for Port Angeles and the region. We have documented visitors from more
than 20 countries who have come here just for the crab. While Oregon has a state Dungeness Crab Commission,
and Washington has nothing, it is the Olympic Peninsula that the name derives and the Dungeness Crab &
Seafood Festival that is here to promote that most important fact.
CrabFest has been named one of the Top 100 Events in North America by the American Bus Association on several
occasions, and has been recognized by Coastal Living Magazine, GQ Magazine, Saveur, and others as one of the
top seafood festivals in North America. CrabFest was even a question on Jeopardy!
15. Is the event held in coordination or with the cooperation of other events or tourism activities in the City of Port
Angeles?

Answer: We have had joint events with the Juan de Fuca Foundation in the past and we will be meeting with the
new Executive Director soon. We hosted a conference with the Olympic Peninsula Chapter of the Washington
Festival & Events Association in 2019 and hope to do that again. We include a section on our website that lists
other arts activities, concerts, etc. in town, something that very few, if any, other groups do. We are meeting with
the new Executive Director of the Field Arts & Events Hall next week and this will be one of the topics. Since the
Festival fills all the hotel rooms and downtown is a traffic jam, many groups avoid this weekend. But we are
always looking to bring other activities. Our philosophy is that the more events the better – anything to give
people more reasons to come to town on our weekend is good for everyone. Since coming to Port Angeles is a
“journey” from just about anywhere we try to emphasize the adventure of coming to the North Olympic Peninsula
and coming on this specific weekend as previously discussed.
16. How does this event support or involve City of Port Angeles businesses or organizations?
Answer: The Crab Festival partners with our sponsor companies plus other local vendors and suppliers -7

17. Does this event benefit the entire Clallam County and/or Olympic Peninsula?

Answer: We fill lodging throughout Clallam County and every community feels the economic impact of CrabFest
visitors. We also know that CrabFest visitors stay in Jefferson County. We have run successful packages with the
Resort at Port Ludlow and are in talks with Lake Crescent Lodge for 2022.
Describe your marketing strategy and business goals for the event.
Answer: We have described most of our marketing strategy in #11. Our overall goal is to bring the world to Port
Angeles and the Olympic Peninsula to share and celebrate the cultural traditions and especially the seafood that
has allowed the people of the region to thrive for thousands of years– focusing especially on the home of the
Dungeness Crab. CrabFest is now a world-wide attraction for lovers of Dungeness Crab. And we have not found
anywhere else that serves near the 9 tons we sold in 2019. Love of Dungeness Crab has been growing throughout
the country as people realize it is the “west coast lobster” and people seek the source. (even though the crab is
famous, the name comes from here).

Answer: This year, while most events canceled, we produced a Covid-lite version of CrabFest, much smaller with
the appropriate precautions. We rearranged the crowds, canceled and changed programs, took down all the
walls so it was open air and more. It was a great success. The biggest success was curbside pickup for both locals
and folks staying in lodging that did not want to go out in the pureeing rain to get their crab. Like others, we plan
on this being a permanent feature..

products as well as to educate, support and inspire the fiber arts in our region and beyond.

from May through September. Avoiding theCrab Festival weekendand schedulingbefore the
holidaymarketsthat maybe attended by the same vendors that will be coming to our eventwas

The organizers of this event havesuccessfullyrun many smaller events with minimal budgets
utilizing local granges and farms as well asconferences oncollegecampusesandin hotel
conference facilitiesoutside the county. There are severalvery large fiber related eventsin
Oregonand Washingtonthat draw thousands of attendees, and we are certain that the Pacific
Northwest Fiber Exposition has the potentialto grow and be a large destination event.

1. Describe your event in a brief narrative. Provide the event name, date(s), projected overall attendance, and if
this is an event that has been awarded LTAX event grant funding in the past, what, if anything, is changing about
the event.

Answer: The Pacific Northwest Fiber Exposition is scheduled for October 1 and 2 of 2022. We expect the
overall attendance to be 1,500. The plan for this event is to grow each year in size and offerings over the next 5
years. In this inaugural year, the event will have no admission fee and be open to all ages which demonstrations
and hands on crafts for children.
The Olympic Peninsula has always been home to a strong fiber arts community from the practical woven cedar
garments, fishing nets and basketry of our indigenous people -related pursuits including
weaving, basketry, spinning, felting, dyeing, rug making, embroidery and beading, wood working, paper making,
quilting, etc.
The Pacific Northwest Fiber Exposition is being formed as an event to encourage appreciation of and participation
in of the fiber arts. The mission is to foster an awareness and understanding of fiber arts by providing a venue for
workshops, demonstrations, and sale of hand-made products and to educate, support, and inspire the fiber arts
in our region and beyond. This event will provide an opportunity for all ages to learn heritage craft skills and to
connect with those who are passionate about fiber arts.
The event will publish a directory of participating vendors, organizations and teachers and sell advertising for
other fiber related businesses and farms in the region. A print version will to be handed out to visitors to the
Exposition and the information will be available and updated online.
Having the event at the Vern Burton will allow for easy access to and from downtown for those that arrive on the
Coho Ferry or Clallam Transit Strait Shot.
2. Is this a new event? If not, what is the age of the event?
Answer: This is a new event for Port Angeles, but similar fiber related events exist nationwide. Many of the
steering committee members have participated in the planning and execution of other fiber events and are
bringing that knowledge and experience to the planning and execution of this exposition. (See attached for brief
biographies of the steering committee.)
The Committee members have been directly involved in demonstrations at the Clallam County Fair, Sequim
and visits to local schools. In 2016 a
traveling loom was made available to local and visiting participants of all ages to create the "Weaving Our
Community Together" wall-hanging presented to the city in 2017 and which now hangs in the hallway outside
council chambers. The interest and excitement this generated in the participants was memorable.
3. Is there a host hotel for your event? If yes for returning events, list the host hotel and an estimate of how many
rooms were booked last year.
Answer: No Host hotel for our first year, however we plan to provide information about the downtown hotels
those coming to the event that need accommodations. We have had people come from Victoria
and out of state for local fiber classes and they have stayed at both the B&Bs and hotels in the area.

Answer: This is the first year for this event in Port Angeles. The NorthWest Regional Spinners Association
conferences that Beth and MarySue have helped to produce have had consistent attendance of 100-200 people
needing rooms for 2-3 nights. There potentially will be rooms needed for teachers and vendors as well.
5. Will the event necessitate the obstruction or use of the public right-of-way, public utility hookups and/or Police
or Fire assistance?

to offset the Vern Burton cost allowing the event to offer free education to children to learn more about the fiber arts and
the local fiber heritage and eliminating an admission fee.

Answer: The event is being put on as a collaboration with The North Olympic Fiber Arts Festival (an in-kind

sponsor) as well as the businesses of the Steering Committee - Cabled Fiber & Yarn, 8 Street Emporium, the
Artifactory, Needles in the Nest and the North Olympic Shuttle & Spindle Guild. We are looking for additional
Sponsors from the various Fiber Arts Businesses and Organizations both on and off the Peninsula. Examples are
Twisted Strait Fibers, Yarn Stores, Makers Spaces, Quilt Stores, Rug Hooking/Needle Punching stores, wood
workers, independent dyers and artists. The income for paid sponsors is currently budgeted at $3,500. The
planned Fiber Arts Directory will be paid for through sold advertisements.

10. What will you cut from your proposal or do differently if full funding for your request is not available or
recommended? Answer: We would have to increase the vendor cost to $100/space from $75 and decrease
advertising expense. The event may be downsized with reduced marketing funding.
LTAC Funding Priorities Questions
11. Describe the desired and anticipated audience of the event. Is the event focused on local residents or people
outside Clallam County?
Answer: This event is for residents as well as visitors from outside of the County. We will be reaching out to Craft
Guilds, clubs and organizations from the Puget Sound region, Victoria as well as Oregon, California and British
Columbia. General admission will be free to see the demonstrations, shop, talk to the fiber organizations and for
people of all ages to learn about the fiber arts. Children activities are planned and will be at no charge. The
outside of the area audience is estimated at 400 people with potentially all of them staying at least one night if
not two.
We are planning paid workshops for all levels and believe the quality of these will be a draw from outside the
state. We already have had teachers pencil us in on their schedules.
12. Describe how the event encourages visitors to enjoy longer stays and return often to the City of Port Angeles.
Answer: The event will increase the awareness of fiber arts and the fiber arts opportunities in the area. The Fiber
Arts Resource Directory provided when visitors come to the Exposition will provide additional places to see on
future visits. The event naturally show-cases the beauty of the area and what it has to offer.
13. Does the event provide any innovative opportunities that improve the tourist/resident relationship?

Answer: The resource directory in both printed and online format will connect the tourists to the businesses,

Answer: This event will also include the heritage of fiber arts from the local indigenous people. We plan to ask
the local indigenous fiber artists to come and demonstrate and participate in the educational aspect of the
exposition. A portion of the budget is for a stipend for these local artists.

Answer: The event occurs on the last weekend of the 6 the
attendees can go and see the exhibition. In addition, the event is a collaboration with the North Olympic Fiber
Arts Festival taking place in Sequim on October 1st. We will be marketing in conjunction with that event so that
people will be able to come to both events and draw people from Sequim to Port Angeles.

the Farmers Market.) Also the local organizations for fiber arts: NorthWest Regional Spinner Association,
North Olympic Shuttle and Spindle Guild, Twisted Strait Fibers and other clubs. This event will support local
restaurants, inns and hotels and other service industries and businesses.

Answer: The event features the heritage craft skills of those on the peninsula and is a collaboration with the 16
annual North Olympic Fiber Arts Festival taking place in Sequim on October 1st. We will be marketing in
conjunction with that event so that people can take advantage of visiting both events. At the recent North
Olympic Fiber Arts Festival, visitors came from several hours away and inquired about classes on the fiber arts
for their children.
18. Describe your marketing strategy and business goals for the event.
Answer: The first year will establish the event on the Peninsula. Marketing will be directed towards those with an
interest in fiber arts, who want to learn and experience more, as well as existing fiber artists. In our marketing
we will stress that this event is also an opportunity for all ages to gain direct experience in the fiber arts through
hands on demonstrations. The event is budgeted at break even.

Renne Emiko Brock, North Olympic Fiber Arts Festival Director, is an award-winning artist,
college professor, nonprofit establisher, board member, and Arts advocate empowering people
to be their best self by advancing excellence, exceptional pursuits, artistic enterprise, and
individualism through creative expression and encouraging instruction with inspired results.
Besides producing the North Olympic Fiber Arts Festival for 16 years, she produces inclusive
education and community participation in the Arts and Sciences at Peninsula College, the First
local, supportive small business workshops, business, civic, and nonprofit internships,
transformative marketing adventures, and productive partnerships.
Susan Cleaves currently runs the Artifactory, an artists co-op, at the Wharf in Port Angeles. In
1981, she and her sister started Holly Designs Inc., a sewn products manufacturing
company. As president and designer of the company, she planned and participated in 12 to 15
trade shows a year. She was able to provide jobs for 30 to 50 families for 22 years.
MarySue French is co-owner of Cabled Fiber & Yarn for 10 years. MarySue is a trained
accountant and has been treasurer for several local non-profits including the Boys and Girls Club
and the Fierro Marine Life Center. She has served in several capacities on 5 Northwest
Regional Spinners (NWRSA) Conference Committees including instructor and vendor selection
and pricing for classes to cover all costs as well as overall Conference Budget preparation. Her
accounting experience as well as community contacts will be an asset to this event. The NWRSA
conferences are 3-4 days long and have heads/beds attendance of 100 200 rooms/conference.
MarySue is also an accomplished fiber artist and fiber arts teacher.
Lolly Golden is the owner of Needles in the Nest, a rug hooking online store which includes an
Etsy store, hand dyed yarn and many original patterns for making rugs. She has been part of
The Artifactory, a hand-made gallery in downtown Port Angeles, for the last two years. She is
also a certified Oxford punch needle teacher, and lately learned spinning yarn for use in her rug
art.
Lee E. Johnson is the owner of 8th Street Emporium, a fiber arts maker space in Port Angeles.
She has been a member and involved with a variety of fiber organizations and guilds in various
capacities in many States. She built, owned, and operated a Montessori school in Michigan after
a teaching career in public schools in several States. She brings a wealth of experience, a
fascination with fibers, and a multi-state network of contacts with fiber organizations.
Pauline Schultz represents the North Olympic Shuttle and Spindle Guild which comprises
weavers, spinners, dyers, felters, knitters and other fiber artists from the surrounding area who
are dedicated to studying their fields in depth and spreading their knowledge of the fiber arts
through demonstration, instruction, participation in county events, and any other means of
imparting their joy in all matters fiber.
Beth Witters is co-owner of Cabled Fiber & Yarn located in Downtown Port Angeles. She has
served as the Conference Committee Chair for 3
events and has been on the Conference Committee for over 20 years. She has also served as
President of NwRSA and as an Area Director. She has also served on the Port Angeles
Downtown Association Arts and Draughts event committee as well as secretary and vice
president of the Downtown Association.She brings organizational skills and the writing of
effective action plans to this group as well as a wealth of fiber arts contacts.

Basic Event Information
1. Describe your event in a brief narrative. Provide the event name, date(s), projected overall attendance, and if
this is an event that has been awarded LTAX event grant funding in the past, what, if anything, is changing about
the event.
Answer:
OAT Run (Olympic Adventure Trail Run) - April 17, 2021 OAT Run is a12K and half
marathon trail race / run on the Adventure Trail west of Port Angeles, with after-party at
Harbinger Winery.
Estimated attendance: 320

In 2022, we will change to a new pre-race and post-race venue. The event used to be based
out of Harbinger Winery, but we have had frequent parking issues over the years of the
event, and sometimes date conflicts with other hosted events, so we will be changing the
base of the race to Extreme Sports Park. This new location provides ample space for
parking and spreading people out over a large area for post-race food and relaxation,
providing for social distancing.
This new venue will come with a higher price tag. We also have some uncertainty regarding
the availability of shuttle buses from Blackball Ferry, and do not know if we will need to
outsource to the Seattle area. Outsourcing will significantly raise our costs.
Frosty Moss Relay - February 26, 2022 - Frosty Moss Relay is an 80-mile relay run that
traverses the entire Olympic Discovery Trail and Olympic Adventure Trail from west of Lake
Crescent to 7 Cedars Casino in Blyn. In 2020 we added a 30-mile version called Mini Moss
which starts on Ediz Hook and ends in Blyn.

There are no changes planned for Frosty Moss Relay in 2022. Please note that while the
finish line is in Blyn and a number of teams stay there for their lodging, a number of other
teams prefer to stay in the Port Angeles area because they have a 6am start time, and do
not want to get up that much earlier in the morning to accommodate another 45 minutes of
driving.

Big Hurt - Sept 24, 2022 and Little Hurt Sept 25, 2022 Big Hurt is a multi-sport race
that includes 4 legs: mountain bike, kayak, road bike, and run. This can be done solo or as a
relay team. The event is based out of downtown Port Angeles. More info on Little Hurt in
answer #11 below.

Big Hurt changes. We are discussing a change to the Big Hurt kayak course for 2022. Other
than that, the main change for 2021 (and will continue to 2022) is the addition of Little Hurt
on the day after Big Hurt.
Little Hurt was new in 2021, but we plan to continue it. It is a version of Big Hurt but for
thth
youth in 4-9 grade. Little Hurt is a partnership between Peninsula Adventure Sports,
Lincoln Park BMX, Olympic Peninsula Rowing Association, and the Port Angeles School
District Americorps Program. The Big Hurt Title Sponsor has committed to pay for all entries
for tribal youth (from anywhere in Washington State), so those youth will be able to
participate for free. We also offer BMX bikes to use for free to any youth who wants to
participate, as some kids either do not have bikes at all, or do not have bikes appropriate for
BMX. We had 20 local youth, and it was an amazing event feedback tells us it will grow
quickly! I did speak with a Big Hurt Iron competitor from Colorado, as I know he brings his
children each year, and I asked why his kids were not doing Little Hurt. It turns out we did
not communicate clearly about BMX bikes being available for loan he had not been able to
bring all of his own race gear plus the kids bikes. So a change for 2022 is that we will
communicate this more next year, so that our out-of-town competitors can get their children
involved as well.

This is a request for support of a brand new cycling genre to Clallam County called

will have recreational riding, tours, and events on the Olympic Discovery Trail BMX,
pump track, mountain bike racing (NW Cup) and recreation mountain bike riding
(extensive new trails developed in the last 3 years), bikepacking (Olympic Adventure

Trail - this has become hugely popular in last 3 years), road racing (Dungeness Cup),
gravel racing (Gravel Unravel - one of our events new in 2021!), and now cyclocross
racing.
What is cyclocross? Cyclocross was developed in the early 1900s, primarily in Europe,
as a way for road bike racers to squeeze in off-season training, and events still
traditionally take place in the fall and winter. Riders do laps, usually about 3 kilometers
long, often through mud, sand, grass, and graven/tarmac. They dismount and carry bikes
over manmade or natural barriers. Races typically last between 30 and 60 minutes,
which makes for a lot of action in a short time.
A feature of cyclocross, and quite different from our other races, is that it is a spectator
sport. Courses are designed to be as visible to spectators as possible, and definitely
incorporate more of a festival-feel, with food and beer gardens open to the public, an
expo of bicycle-related and other vendors, etc. Keeping these very specific course and
venue requirements in mind, the Port Angeles cyclocross races will take place at the
Extreme Sports Park, which has all of the needed elements for our races to be
successful.

Our course will be a sanctioned track (sanctioning is through USA Cycling) allowing for
competitors from all over the country to compete and gain points towards qualification in

Our long-term vision for cyclocross racing in Clallam County is to establish the Extreme
Sports Park as the premier cyclocross event venue on the West Coast, setting us up to
host regional, national, and international racing.
The Extreme Sport Park in Port Angeles is a unique venue that currently meets all the
necessary infrastructure requirements to host National and World level cyclocross
competitions.

Answer:
At this time, we do not have a host hotel for OAT Run.
Red Lion is the host hotel for Big Hurt and Extreme CX Port Angeles. When asked
about rooms booked for Big Hurt 2021, the manager responded
numbers for you. What I can tell you is that in 2018 and 2019 the hotel ran about 85%
occupancy the Saturday of Big Hurt. This year the hotel was at 100%
occupancy. Also the weekend before the Big Hurt this year, the hotel was only at
70% capacity. Based on the these numbers, I would say that the Big Hurt is gaining
y.
We have not yet help the first Extreme CX race, so we do not know hotel numbers for
that.
7 Cedars Resort is the host hotel for Frosty Moss Relay they reported 44 room
nights for Frosty Moss 2021. Although given the 80-mile distance and start in Port

Angeles and west of Port Angeles, we have riders who choose to stay in the Port
Angeles area and not at 7 Cedars.
4. How many people have attended your event in the past? How did you obtain these figures?
Answer:
Frosty Moss Relay (May 2021):
2019 Attendance: 173
2020 Attendance: 293 (70% increase & double the number of participants from out of
the area). Last event before all races were shut down due to covid-19.
2021 Attendance: 233. Reduced numbers assumed to be related to covid-19 concerns.
OAT Run (April 2021):
2019 Attendance: 336
2020 Event canceled
2021 Attendance: 258. Reduced numbers directly due to race restrictions placed
by the state that affected how the race could be operated. We needed to limit the
number of participants.
Big Hurt:
2019 Attendance: 251
2020 Event canceled
2021 Attendance: 326
Extreme CX Port Angeles
2021 is the first year for this event, but it occurs November 27-28, so we do not
have 2021 attendance numbers yet. We are expecting a good turnout, especially
on Sunday, because Washington State Bicycle Alliance (WSBA) has made our
Sunday race the 2021 WSBA Cyclocross Regional Championship race.
5. Will the event necessitate the obstruction or use of the public right-of-way, public utility hookups and/or Police
or Fire assistance?

Big Hurt only. Big Hurt requires the exclusive use of Oak Street between Front Street and
Railroad Avenue, as well as the north lane of Front Street between Oak Street and Valley
Street. We require police assistance for traffic control (stop traffic for bicyclists to cross) at
First/Valley and Front/Valley as well as at Tumwater Truck Route/Marine Drive.
6. What is the amount you are requesting from the City for such public right-of-way permits or assistance?

11. Describe the desired and anticipated audience of the event. Is the event focused on local residents or people
outside Clallam County?
Answer:
The event is intended to both bring people from outside of Clallam County athletes as well
as their non-athlete friends and families who will travel with them and also to provide
healthy activities for local residents. Bringing athletes from out of the area benefits the local
economy and diversifies the type of tourist that visits Port Angeles. Having this race and
athletic events like it provide for an improved quality of life for local athletes and residents.
12. Describe how the event encourages visitors to enjoy longer stays and return often to the City of Port Angeles.
Answer:
Popular for a while (pre-covid and now coming back) is destination racing. That is,
combining races with family vacations. Because the Olympic Peninsula is a well-known
tourism destination, athletes feel like they can sign up for races, and bring the family
knowing there is plenty for the family to do while they are busy running or cycling all day,
and also stay more days and take advantage of the distance traveled to get to a very fun
offer, I have heard from athletes after they have finished a race, that they are so impressed
with the area that they plan to come back and bring their family next time.
13. Does the event provide any innovative opportunities that improve the tourist/resident relationship?
Yes No If yes, please describe.
Answer:
While we aim to attract athletes from outside of the area, the fact is that many local athletes
also participate in our events. In some races, locals and tourists participate side by side.
They interact on the shuttle rides, at the start and finish lines, and even along the course if
they run or bike at a similar pace. Friendships have been made over the years of the
events.
During the relay team events, locals and tourists compete but the athletes not out on their
leg of the course hang out together at exchanges all along the way for the entire day. In
addition, if a team is missing a member and needs to find a replacement, we have facilitated
by keeping a list of athletes - local or out of area - that are looking for a team. Sometimes a
local fills in on an out-of-area team or vice versa.
14. The City desires to prioritize events that provide intangible benefits for the community, including arts and
culture, local economic development, and regional/statewide/national/international exposure. How does the
event fulfill this priority?

All of our events provide healthy fun at reasonable prices. Having more of these
opportunities improves the quality of life for local residents.
We also put a specific focus on youth, and offer special youth pricing for races, work with
youth volunteers, and support groups that get youth into the outdoors. We want kids
outdoors, recreating, learning healthy habits, and learning that giving back to the community
through volunteering is super fun.

provide free entries to Little Hurt for any tribal youth (any tribe in state of Washington, not
just local).
For Big Hurt we hire a different local artist each year to design our t-shirt art.
Regional/national/international exposure:
Our events are known around the state and region athletes come from all over the Pacific
Northwest to race with us. We also have athletes from farther afield this year OAT Run
had athletes from 15 states, including UT, AZ, CO, GA, ID, IN, MA, MT, NC, NV, NY, PA,
OR, and CA. In normal years, we also have runners come from Canada. In addition to

That said, we have one specific event Extreme CX Port Angeles - that, in addition to
already being a Regional Championship in 2021, is on track to bring national and

international attention through our long-term goal of hosting national and international
championships.

Angeles?

Answer:
We always try to coordinate racing event dates so as not to be on the same weekend as another
racing event. If a non-racing event is happening, and there is no reason to believe that having
the events on the same weekend will be detrimental to either event (particularly off-season
events when hotel rooms are plentiful, and parking is not an issue, etc), we will actively
promote the other event to our athletes, so that they can stay longer in Port Angeles and enjoy
more of what PA has to offer.
For Big Hurt, we would like to coordinate with an organization or business that would want
to host a beer-tasting, music, or similar type event on the same weekend as Big Hurt,
preferably in the downtown area, and work to co-
tourists from outside the area to take a fall trip to enjoy both.
16. How does this event support or involve City of Port Angeles businesses or organizations?
Answer:
Our events support local businesses because each out-of-area athlete, and the friends and
family that come for the race with them, will spend money at our local businesses beyond
lodging, including spending at grocery stores and restaurants, breweries/taprooms, gas
stations, and for other experiences such as shows, tours, wine tasting, etc., running gear, and
souvenirs/gift shops.
We also support local businesses purchasing most goods and services locally. For example,
we contract people to help with marketing, photography, medical services, announcing,
timing services, start line and party coordinators, catering, portable toilets, shuttle buses,
security, artwork, t-shirt printing, cust
Our events support local non-profit and youth organizations by donating a portion of race
proceeds. We focus our donations on organizations that construct and maintain recreational
assets, or groups that get youth involved in outdoor recreation / sports. We donate an
average of 15% per event and some organizations that we support are: Peninsula Trails
Coalition (construction and maintenance of the Olympic Discovery Trail and Olympic
Adventure Trail), the Peninsula Chapter of the Back Country Horsemen, Top-Left Trails Co-
op (Colville Trails Mountain Bike Park), Port Angeles Junior ROTC, Sequim High School
Cross Country Team, Lincoln Park BMX, Olympic Peninsula Rowing Association, and North
Olympic Mountain Bike Team (youth 4-H club).
In addition to Peninsula Adventure Sports supporting local businesses and organizations,
they also support us. Each event is a combined effort of Peninsula Adventure Sports, local
business sponsors, community non-profit organizations who provide volunteers, visitor

bureaus who promote us, municipal partners who contribute grants and logistical support,
and general community volunteers. They invest their dollars and time because they feel what
we do is an important aspect of our place, which contributes to our quality of life and
economic vitality. We have shared goals, and that is a main reason why the events are
successful.

Yes, our events support the entire Olympic Peninsula through hotel stays in and outside the city
limits, support of businesses located inside and outside the city limits, and support of non-profit
organizations that do work across the entire Olympic Peninsula. Our races improve the health and
quality of life of people all around Clallam County.
18. Describe your marketing strategy and business goals for the event.
Answer:
The business goals of Peninsula Adventure Sports align with the Goals of the Port Angeles
Lodging Tax Funding Program in many ways.
Much of the tourism on the Olympic Peninsula is based around Olympic National Park.
Racing is something completely different and adds to the diversity of our tourism sector. We
make use of trails directly around Port Angeles that are not within the National Park ones
that visitors would not otherwise find or use, but are part of what makes us a premiere
outdoor recreation destination (for example, Olympic National Park does not allow mountain
biking, but we have amazing mountain bike trails). At the same time, the presence of the
National Park combined with other attractions, restaurants, and activities gives people
coming for a race a reason to stay a little longer, adding days on before or after their race
day, and a reason to bring their family along when family members may not otherwise be
interested in coming along to a race.
Peninsula Adventure Sports events take place on public lands, including local, state, and
federal parks, forests, and trails. The races demonstrate a sustainable, low-impact use of

racing. Our event diversifies the use of this facility - it is set up well to handle parking,

OAT Run we will be changing the base location of our event to solve some ongoing
parking and space issues. The races will still take place on the Olympic Adventure Trail, but
pre- and post-race activities, parking, shuttles, etc. will take place at Extreme Sports Park.
Frosty Moss Relay we tried some great positive changes last year that we will continue as
it worked out really well. We moved the post-race activities.
Big Hurt We will potentially reroute the kayak leg for better safety and more enjoyment,
and we will continue the new change of the addition of Little Hurt.
