PUBLIC SAFETY ADVISORY BOARD

This meeting was conducted as a hybrid meeting.
CALL TO ORDER:
Chair McGuire called the regular meeting of the Public Safety Advisory Board to order at 6:00 p.m.
ROLL CALL:
Members Present: Evan Brown, John Hauck, Jessica Johnson, Mary Margolis, Michael McGuire, Sandy
Sinnes
Members Absent: Kelsey Lane, Finn Thompson
Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Board Secretary
REVIEW AND APPROVAL OF THE MINUTES
Hauck made a motion and it was seconded by Margolis to
Approve the July 17, 2024 minutes
Hearing no objection, the motion carried 6-0.
Brown arrived and took his seat
PUBLIC COMMENT
No public comment was received, and after verifying there was no one online who wished to speak, the
Chair moved on to the next agenda item.
STAFF UPDATES
Police Department Report Chief Smith noted the Pursuit from PA East Bound with probable cause of arrest
st
for DUI - was taken under arrest. 41 DUI of the year, average is 70 annually.
This week Med call to Safeway - surrendered after a barricade in the Olympic Ambulance with threat of fire
arm and suicidal ideations. CC Humane society is closing so the ability to take in dogs when their owner is
taken into custody has been a challenge.
Staffing:
2 new records specialists
1 officer starting academy, 1 officer completing academy and one that will be starting in the near future
Anticipating a couple retirements
Launched the Outreach Officer position.
Strategic Plan has been updated
Chief took questions from the Board
Fire Department Report Chief Sharp welcomed Sandy Sinnes to the Board
City Council has approved the hire of a Fire Prevention Specialist, job notifications and interviews will take
place over the next couple of months. PAFD is awaiting the response of their application of the SAFER Grant
which would allow for the hiring of 9 new firefighters. New Hire Blake Lena completed the Fire Academy and
has been a standout during the Academy. Promotions: LT. Tyler Gage has been promoted to Captain
and PM Gonzales has been promoted to Lt.
Training: Grant for dept wide confined space rescue course
Hosting a 5 day Arson and Fire investigation academy in 2025, with the hope of reestablishing an arson task
force on the peninsula
Operations:
We received our new Ambulance with new branding with the black over red color scheme
We hope to have the new Fire Engine with the same color scheme in December
CCFD3 commissioners have approved their implementation of a community paramedic program

OTHER CONSIDERATIONS
Chiefs Priorities:
Joint PAFD PAPD Training Facilities - This is still a priority though it does not look like a Westside Fire
Station is in the cards for the New EOC but Chief is hopeful that a West side station is still in the future for
PAFD
Community Paramedic Support and Advocacy- New Community Policing officer will be added to assist in this
area (Funding for this program is a priority)
PENCOL is fully onboard with the new Paramedic Program and all Agencies throughout the region are in
support of - Fall of 2026 is slated for the program
SAFER Grant support - PAFD will get notice in Sept or Oct - if awarded it will be for 3 years of full funding
but PAFD will need support from the Board for funding beyond the grant's award or with establishing a
contingency plan for funding beyond that point
Clallam County EOC- continue to obtain grant funding and letters of support may be needed in the near future
Support Pencom in getting into a suitable space that will allow them to work more efficiently
REPORTS FROM BOARD MEMBERS
Sinnes - noted that her grandsons are becoming FF/PM, as a nurse she is concerned about what she is seeing in
the community
Margolis - Rode along with PENCOM in May and she highly recommends the Board members sitting in, it was
very impressive to see 3 individuals handle the entire county. Margolis noted the importance of educating the
community on the correct use of the 911 system and possibly using the Utility Mailer as a source of dispersing
information
Brown- Noted all of the construction currently taking place and asked if the bridge closure had any impact on
the Fire Department, conversation ensued
