HomeMy WebLinkAbout01182023 PSAB Minutes PUBLIC SAFETY ADVISORY BOARD Virtual Meeting Port Angeles, Washington January 18, 2023 6:00 pm CALL TO ORDER: Chair Schwab called the regular meeting of the Public Safety Advisory Board to order at 6:03 p.m. ROLL CALL: Members Present: Chair Schwab, Rochelle Blankenship, Evan Brown, Gayle Brauner, Kathleen Graf, John Hauck, Kelsey Lane, Michael McGuire Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Secretary Members Absent: Autumn Hudgins, Mary Margolis Guests: Mike Flynn and Rochelle Blankenship, IIT Members REVIEW AND APPROVAL OF THE MINUTES: Chair called for a motion to accept the December 21st meeting minutes as written and Hauck provided a second to the motion. Chair called for a consent vote, one member did not approve of the December 21st meeting minutes, the minutes passes as written. COMMUNICATIONS FROM THE PUBLIC: PUBLIC HEARINGS/OTHER BUSINESS: STAFF UPDATES: 1. Police Department Report- Police Department Report: PD Staffing since last meeting PENCOM has one new member join and one hired that will be starting in the next few weeks. Chief also clarified that the training in PENCOM is a 4-5 months long. PD has a new student intern working with them. Their 2022 will be done for the February meeting. There was a press release for the pursuits in 2022 and the takeaway is that the pursuits doubled in 2022. Viada did training a few months ago regarding the Independent Investigative Team and Chief Smith has invited a few guest speakers in to speak to their experience on an IIT, Rochelle Blankenship and Mike Flynn. 2. Fire Department Report – Staffing Update: Cory Mintz takes is oral PM exam tomorrow and will leave next week to the Fire Academy. Sam Harik began as a FF/EMT on Jan 3rd as well as Joel McKeen new Assistant Fire Chief /EMS and Operations. This quarter the department trained on tactical and active shooter events and covered the care and maintenance on the new ballistic vests. The Olympic Peninsula is mourning the line of duty death of Captain Cate from Clallam County Fire District 3, Chief noted how proud he is of PAFD members and their families in how they have stepped up and shown their support to District 3. Lastly, Chief Smith and Chief Sharp have created a list of Police and Fire priorities and goals for the Board to consider focusing on: • Support/Advocacy for consideration of a Joint PAFD/PAPD Training Facility • Support/Advocacy with Peninsula College for a Paramedic Training program and additions to their Criminal Justice Training Curriculum • Support/Advocacy for Active Shooter Hostile Event Response Training & Equipment Acquisition • Support/Advocacy for the development of Alternative Response Teams • Support/Advocacy for Community Paramedic Program Funding Opportunities • Support/Advocacy for Downtown Resource Officer Funding Opportunities DISCUSSION AND POTENTIAL ACTION: 1) Workplan Continued: Brauner made a motion that we form a committee to look at the 2022-2023 goals provided by the Police and Fire Department per the list of priorities provided: Hauck has provided a second. Chair asked for discussion. Chair called for a Roll Call Vote: 1) Chair Schwab - Aye 2) Rochelle Blankenship - Aye 3) Gayle Brauner – Aye 4) Evan Brown - Aye 5) Kathleen Graf - Aye 6) John Hauck – Aye 7) Kelsey Lane - Aye 8) Michael McGuire - Yes Motion passed unanimously. Chair recommended going to committee as a whole as to further discuss the workplan, the Board agreed. The Board agreed to choose their top 2 from the list and to do a rank choice vote next meeting to determine the top 2 and allow for the 3rd spot to be provided by the PD and FD’s priority list. Chair Schwab made a motion that to determine the priorities of the 2023-2024 workplan the Board use Rank Choice voting based off of the prioritized topics as determined by the Board this evening. McGuire provided a second to the motion. Chair called for a consent vote; the motion passed unanimously. The Board agreed on the current workplan for consideration at this time: • Cleanliness and Safety (downtown, Safeway, trails, parks, public restrooms, cleaning overbrush • Missing and Murdered Indigenous people in Clallam County • Code Enforcement, Animal Control • Traffic Safety (speeding, traffic island at McDonald’s) • Human Trafficking • More visible police presence • Substance Abuse/ addiction, drug activity • To understand the circumstances, which make people homeless or decide to be houseless The Board will have a work session February 2nd from 6-8 REPORTS FROM BOARD MEMBERS: McGuire – Met with Joe DeScala regarding the safety corridor ideas, Mike is hopeful that cleanliness and safety makes it into the top few topics. Brown – voiced his concern to PD about how the new Resource Officer would be utilized. Brauner – please find Gayle’s comments below Blankenship – Gave her condolence to Chief Sharp and the fire community over Captain Cate’s passing. ADJOURNMENT: McGuire made a motion to adjourn at 8:17 and a second was provided. The motion passed unanimously. The next Scheduled PSAB Meeting February 15, 2023 Resources/Comments provided by Gayle Brauner Today, during the last segment, I'll talk about my ride along with the Phoenix Fire Dept. Alan Brunacini, of Phoenix Fire Department fame, author and national leader in the development of Incident Command systems. Book: Fire Command 3. I did a ride-a-long with the Phoenix Fire Department on Dec. 22 at Fire Station #12.
