HomeMy WebLinkAbout07192023 PSAB Minutes PUBLIC SAFETY ADVISORY BOARD Hybrid Meeting Port Angeles, Washington July 19, 2023 6:00 pm CALL TO ORDER: Chair Schwab called the regular meeting of the Public Safety Advisory Board to order at 6:01 p.m. ROLL CALL: Members Present: Chair Andrew Schwab, Gayle Brauner, John Hauck, Jessica Johnson, Kelsey Lane, Mary Margolis Members Absent: Evan Brown, Vice Chair Michael McGuire Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Secretary Guest: Sargent Kevin Miller REVIEW AND APPROVAL OF THE MINUTES: Hauck made a motion to accept the Jun 21st meeting minutes with the correction made by Gayle in regard to the vote without a second, Kelsey provided a second to the motion and the motion passed unanimously. PUBLIC COMMENT: LATE ITEMS: Brauner made a motion to add a discussion on adding time limits to each agenda item to the Agenda under Other Considerations, Hauck provided a second. Hearing no opposition to adding it as an agenda item tonight, Chair Schwab called for a consent vote, the motion passed unanimously. CONSENT AGENDA | APPROVE: INFORMATION: 1) Work Plan Topic – Cleanliness and Safety, Code Enforcement Officer Derek Miller 2) Police Department Report: Derek Miller, Police Department Code Enforcement presentation. Chief Smith noted that they had a death in Veteran’s Park recently, the individual had been in the system but continued to break the law even after outreach but ended in an overdose. 24 overdose deaths year to date. PD is working on a couple of grants through OPCC. PD is 1.7 officers per thousand, but they are currently fully staffed. 3) Fire Department Report: Chief Sharp noted that Fire PAFD is not fully staffed, we have 2 vacancies and 2 pending vacancies. We have made conditional offers to 4 individuals. Butscher and Carlson are just finishing up their PM training, hope to have them on shift as Paramedics by the end of the year. Defilippo, Grossell, McGanney are scheduled to go back to Boston for testing in January, they’ll do 250 hours of clinical time and field preceptor time before completing the program. Delano, Banning, Clark and are staring PM school in September. City Council approved the purchase of the Department’s new Fire Engine, Chief McKeen, Brian Coburn and Chief Sharp will be going to South Dakota to tour and visit the Engine build site, they will take delivery in 2024. Last night Council approved the early purchase of a new ambulance chassis to arrive in Jan or Feb of 2024. June 22 CCFD3 Chiefs and elected officials, CCFD2 Chiefs and elected officials as well as PA Fire and City Manager West met to open discussion on how partnering agencies can begin to do things more collaboratively. Out of this meeting the agencies have drafted an ILA to assist in providing the highest level of service collaboratively to the community. Chief’s association will meet monthly and with the elected officials. Other Considerations: 1) 2023-2024 Work Plan – August Meeting: Brauner made a motion that the Board invite the Community Paramedic Office to give a presentation at the August Meeting, Margolis provided a second Chair Schwab called for a roll call vote: Brauner- Aye Hauck- Yes Johnson- Yes Lane - Yes Margolis- Yes Schwab- Yes 2) Discuss the new City Manager Directive to Boards, Committees, and Commissions (continued from section 9) Chair Schwab opened the floor for conversation by the Board to discuss the new uniform procedures document. Conversation ensued, Margolis called for a Point of Order stating that she doesn’t believe that the Board needs to review all of the directive word by word and that she is feeling condescension in the tone in which the directive is being read to the Board by another member and it is unappreciated. If there are specific questions, that is what we should be focusing on. Chair Schwab agrees with the point of order and recognized the balance between commentary and brevity and requests that the Board keep things focused towards clarifications or questions and not specific commentary on the changes. Brauner appealed Chair’s decision to support the motion. The appeal was lost Brauner called for Point of Order on the Chair’s comment that the Board had just asked to please not give commentary but to reserve this time for questions or clarification. Brauner stated her point that when the Chair agrees with someone about something that was presented to us and we were asked to discuss, this is the place to do that. Hauck made a point of order, asking if the Board is still to be reviewing the directive before us, Chair confirmed. Chair put the point of order to the Board and asked for a roll call vote. Brauner- Aye Hauck- Yes Johnson- No Lane - No Margolis- No Schwab- No The point of order was not well taken 2-4 Gayle called a point of order stating that the Chair Comments were disparaging to her, he was misleading the Board, and the meeting should move on. Chair stated that members may not make disparaging remarks against members. 3) Discussion on adding time limits to each agenda item to help host productive meetings. Bruaner made a motion that the Board put times on the topics of the Agenda so that the Board can stay on task and have more productive meetings. Margolis provided a second. Hauck made an amendment to the motion to add an agenda item to the next month’s meeting discuss time limits for our agenda, Johnson provided a second. Chair Schwab called for a consent on the amendment to the motion, no opposition. Chair called for a roll call vote on the motion of adding an agenda item to the next month’s meeting to discuss time limits for our agenda: Brauner - Aye Hauck- Yes Johnson-Yes Lane - Yes Margolis- Yes Schwab- Yes REPORTS FROM BOARD MEMBERS: Hauck noted that the County Commissioners have approved for the Harm Reduction Center back behind Country Aire, Hauck suggested inviting someone in from Health and Human Services to an upcoming meeting. Brauner Eleanor Roosevelt spoke at the United Nations General Assembly in Paris, France on Sept. 28, 1948 on human rights after World War II.
