PUBLIC SAFETY ADVISORY BOARD
Virtual Meeting
Port Angeles, Washington
November 16, 2022 6:00 pm
CALL TO ORDER:
Vice Chair Kelsey Lane called the regular meeting of the Public Safety Advisory Board to order at 6:10 p.m.
ROLL CALL:
Members Present: Rochelle Blankenship, Gayle Brauner, John Hauck, Kelsey Lane, Mary Margolis, Michael
McGuire, Evan Brown
Absent: Chair Schwab, Kathleen Graf, Autumn Hudgins
Staff Present: Derrell Sharp, Fire Chief; Catherine Dewey, Secretary
Guests: Joe DeScala, 4PA; Deputy Police Chief Jason Viada,
REVIEW AND APPROVAL OF THE MINUTES:
COMMUNICATIONS FROM THE PUBLIC:
PUBLIC HEARINGS/OTHER BUSINESS:
1. Board members to Vote on whether to meet on December 21. Vice Chair asked the Board if they
wanted to meet in December or to take a break, conversation ensued. The Board voted to meet on
December 21st, 2022.

2. Vice Chair Lane introduced guest speaker Joe DeScala who provided a wonderful PowerPoint
presentation on his organization 4PA and their involvement in the Community. (Presentation
enclosed). Mike Asked about the tiny home village idea in Port Angeles and Joe described the
structure and regulations that are put into place to ensure the success of these projects. Gayle asked
if 4PA was working with any Veteran’s organizations at this time, he is not currently but open to the
idea. Rochelle asked how the cleanup sites are chosen, Joe noted that sites can be recommended by
individuals via their website and Code Enforcement or Social Services may also recommend sites at
times. Joe clarified that volunteers do not handle needles at all, Joe and other crew leads take care of
any needle clean up. Mary asked what kind of response 4PA receives from the people living on or
using the spaces that they are cleaning up? Joe said overall the response has been great and they
have appreciated the help, positive interactions overall and long-term plan would be to onboard
some of these individuals looking for work. Evan asked if 4PA is using grants or if they have asked City
Council for financial assistance, Joe noted that they have been sustainable from community donations
and hopes to stay that way. Michael asked how the PSAB can be a resource for 4PA, Joe said that the
Boards support in the future assisting in moving items up the priority list to Council will be beneficial
in the near future. Gayle asked if they partnered with any other faith communities and whether it is
required for those receiving help to attend the church, Joe said that this is not a requirement, but
that he’d like to see that happen and 4PA is open to partnering with all faith communities.
STAFF UPDATES:
1. Independent Investigative Team (IIT) - Deputy Police Chief Viada provided the Board with a
PowerPoint presentation discussing in detail the Independent Investigation Team (I.I.T.) which is the
investigation team that is independent of the Agency that employs the officer(s) that are involved in
the use of deadly force. (Presentation enclosed). Public Safety Advisory Board Members may be
called on as a community representative should the need for an IIT occur. Board Members asked
questions and for clarification on their role on the IIT. Gayle Brauner noted that being on the IIT is
not listed on the PSAB duties and responsibilities so why are PSAB chosen to fill this role? Viada
clarified that they will be asked not told, but they will get the call and have the opportunity to
volunteer. John asked typically how long the commitment would be, Viada said a handful of hours
and phone calls here and there over a few months.
2. Fire Department Report – Chief Sharp gave an update, Cory Mintz is on duty and preparing to take
the Clallam County MPD test to become a Paramedic in Clallam County. Samantha Harik has
accepted a conditional job offer for a firefighter EMT position, she is a volunteer currently and scored
extremely high in the interview process, she is expected to start after the 1st of the year. Assistant
Chief Interviews will be held tomorrow, there are 9 interviewing tomorrow. Travis Gosling and Paul
Johnston graduated from the Fire Academy and are back on shift. PAFD hosted a Fire Service
Leadership seminar with great success. Response update, they responded to a fully involved
motorhome on the 13th and then on the 15th responded to a structure fire as well. 461 calls have
been responded on over the last 30 days by PAFD since our last meeting.
DISCUSSION AND POTENTIAL ACTION:
1. Michael McGuire made a motion to table this discussion until next meeting when Chair Schwab is in
attendance, John provided a second and the motion passed unanimously.
REPORTS FROM BOARD MEMBERS:
1. Gayle asked that moving forward when a motion is made and when we vote that we differentiate
between yay and no so that it is easier to determine responses.
2. Mary welcomed Rochelle to the Board
3. Michael welcomed Rochelle and thanked Joe for his presentation
4. Kelsey welcomed Rochelle allowed her to introduce herself to the board.
ADJOURNMENT:
Michael McGuire made a motion to adjourn at 7:30 and Evan Brown provided a second. The motion
passed unanimously.
