April 17, 2024, 6:00 pm
This meeting was conducted as a hybrid meeting.
CALL TO ORDER:
Chair McGuire called the regular meeting of the Public Safety Advisory Board to order at 6:02 p.m.
ROLL CALL:
Members Present: Evan Brown (arrived at 6:12 p.m.), John Hauck, Jessica Johnson, Kelsey Lane (arrived at
6:43 p.m.), Mary Margolis, and Michael McGuire.
Members Absent: None.
Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Kari Martinez-Baily, City Clerk.
REVIEW AND APPROVAL OF THE MINUTES
Margolis noted a date correction required for the draft minutes and the Clerk acknowledged the correction.
Hauck made a motion and it was seconded by Johnson to:
Approve the March 20, 2024 minutes as corrected.
Hearing no objection, the motion carried 4-0.
Brown arrived and took his seat.
PUBLIC COMMENT
No public comment was received, and after verifying there was no one online who wished to speak, the Chair
moved on to the next agenda item.
STAFF UPDATES
Clallam County Harm Reduction Presentation – Clallam County Health & Human Services Harm Reduction
Center Deputy Director Jenny Oppelt, Harm Reduction Program Coordinator Siri Forsman-Sims, and Public
Nurse Manager Madison Gallentine (RN) shared a presentation, explained what harm reduction is and spoke
about examples of harm reduction. Deputy Director Oppelt explained what is being done to provide harm
reduction related to substance use and explained their efforts are an intentional public health strategy focused on
reducing the risk of transmitting infectious diseases and preventing overdoses. Program Coordinator Forsman-
Sims shared success stories of participants. Chief addressed a question from the Board.
During the presentation, Lane arrived and took her seat.
Police Department Report – Chief Smith provided staffing and recruitment updates. He spoke about specific
calls for service, working alongside the fire department. He spoke about recruitment for code enforcement
officers due to Code Enforcement Glenn McFall’s retirement. He shared an update on the downtown resource
office, spoke to the positive approach the officer has with the community during his daily work, and updated the
Board on the rebranding as the Waterfront Foot Patrol. Chief Smith provided a body worn camera and a fixed
license plate reader update, both made possible through a Washington State Department of Commerce grant. He
also provided an update on the upcoming drone replacement.

Fire Department Report – Chief Sharp provided staffing updates including vacancies, spoke to staff
promotions, and spoke about the new Council approved program for a 4-day peak hour Day Car to help shift
staffing workload during high demand. He spoke about a City hosted ICS training at City Hall and an upcoming
graduation. Chief Sharp spoke to a grant funded confined spaces class, hosted by the Port Angeles Fire
Department. He spoke about an additional upcoming training and spoke to the significance of offering staff
continual training. He provided a FEMA grant and overdose response unit updates.
A question and answer session between Board members and Chiefs followed.
DISCUSSION AND POTENTIAL ACTION
The Board came to a consensus they would discuss their work plan during the May meeting when potential
new Board members would be in attendance.
REPORTS FROM BOARD MEMBERS
Board member Lane spoke positively about Handle with Care notifications.
No other reports were given.
ADJOURNMENT
Chair McGuire adjourned the meeting at 7:30 p.m.
