Public Safety Advisory Board Agenda
This meeting will be conducted as a hybrid meeting. In hybrid meetings, members of the public, Board members, and
City staff have the option to attend the meeting in person, in Council chambers at City Hall located at 321 East 5th Street,
Port Angeles, or remotely via telephone or video link.

The Public Safety Advisory Board desires to allow the opportunity for Public Comment. However,
the business of the City must proceed in an orderly and timely manner.

PUBLIC SAFETY ADVISORY BOARD

This meeting was conducted as a hybrid meeting.
CALL TO ORDER:
Chair McGuire called the regular meeting of the Public Safety Advisory Board to order at 6:01 p.m.
ROLL CALL:
Members Present: John Hauck, Jessica Johnson, Kelsey Lane (arrived at 6:04) Mary Margolis, Michael
McGuire, Finn Thompson
Members Absent: Evan Brown, Sandy Sinnes
Staff Present: Joel McKeen, Deputy Chief; Brian Smith, Police Chief; Catherine Dewey, Board Secretary
REVIEW AND APPROVAL OF THE MINUTES
Hauck made a motion and it was seconded by Margolis to
Approve the April 17, 2024 minutes as corrected.
Hearing no objection, the motion carried 5-0.
Lane arrived and took her seat
PUBLIC COMMENT
No public comment was received, and after verifying there was no one online who wished to speak, the
Chair moved on to the next agenda item.
STAFF UPDATES
Police Department Report - Chief Smith provided a copy of the 2023 Annual Report for the Board to review
and highlighted some of the notable achievements and accomplishments of the past year.
PenCom hired and trained 3 new communications officers last year. Contract for Axon a system that outfits 35
officers, includes all hardware and data storage will go before Council at the next meeting.
Currently fully staffed but have identifiable vacancies in the near future. Chief addressed questions from the
Board.
Fire Department Report – Chief McKeen announced that Tyler Gage was promoted to Captain on May 1st.
PAFD has also signed an interlocal agreement with CCFD2 to help share Duty Chief coverage throughout the
City. Three new hires started on May 29, two went to shift this week and the third is off at the WA State Fire
Academy for the next 3 months. We have 3 Paramedic Students headed to Boston later this month to take finals
to complete their Paramedic program. Chief addressed a question from the Board.
DISCUSSION AND POTENTIAL ACTION
The Board came to a consensus they would discuss their work plan during the May meeting when potential new
Board members would be in attendance. Chair opened the floor to suggestions from Board members regarding
the current List of Priorities and conversation ensued. The Chiefs are going to speak to their List of Priorities at
the next meeting to give an update.
REPORTS FROM BOARD MEMBERS
Board member Margolis is doing a ride along with PenCom this week and is looking forward to it. No other
reports were given.
ADJOURNMENT
Lane made a motion to adjourn, Hauck provided a 2nd
Chair McGuire adjourned the meeting at 6:53 p.m.

• Support/Advocacy for consideration of a Joint PAFD/PAPD Training Facility
• Support/Advocacy for Community Paramedic Program Funding Opportunities
Board’s Chosen priorities:
• Cleanliness and Safety (downtown, Safeway, trails, parks, public restrooms, cleaning
overbrush)
• Code Enforcement, Animal Control
