PLANNING COMMISSION MEETING
Port Angeles, Washington
August 28, 2024
This meeting was conducted as a hybrid meeting.
CALL TO ORDER – REGULAR MEETING
Chair Young called the regular meeting of the Port Angeles Planning Commission to order at 6:05 p.m.
ROLL CALL
Planning Commission Chair Colin Young, Vice Chair Flemming, Commissioners: Schorr , Smith
Members Absent: Commissioners Stanley, Steiger
Staff Present: Community and Economic Development Director Shannen Cartmel, Planning Supervisor Ben
Braudrick, Associate Planner Chloe Bonsen, Building Inspector Jim Lierly, Senior Development Services Specialist
Pat Bartholick, Planner Walker.
PUBLIC COMMENT
Susan Blake, Port Angeles resident
8th Street project, particularly from Lincoln to the bridges, asking to consider all of the impacts that this project will
have on all of the residences, not just the businesses, especially those on 7 th and 9th. Supports bike lanes but should
proceed with caution. Expressed concerns over the crime hotspots on the 8th and Laurel Street and how these events
impact traffic. Emphasized support for my bike lanes and suggested having a bike corridor such as the one in Portland.
Invited the planning commission to see what the safety commission and code enforcement are working on.
John Ralston, Port Angeles resident
Seconded what Susans commented especially regarding the bike lanes and the elimination of some parking on 8th
street. Brought up the fee structure and overall topic of Vacant and Blighted properties. Supports the manufactured
homes and the code changes. The minor devotion standards and procedures would like to be commented on and
expressed hope that they will not be adopted until the next meeting in September to ensure time to understand the
changes. With regards to the mobile vendors, expressed concern over the lack of a fee structure. Wants the mobile
vendors to be successful but would like the fee s to be equitable in comparison to what other fees the City of Port
Angeles charges.
APPROVAL OF MINUTES
Motion to Approve: Commissioner Schorr.
Motion Seconded: Commissioner Smith.
Motion Passed unanimously, 4-0, through a consent vote.

It was moved by Smith and seconded by Schorr to:

Motion to approve as requested. Staff recommends the approval of Municipal Code Amendment 24-95 Manufactured
Home Definition change.
Motion passed 4-0.
Action Item: Municipal Code Amendment 24-88 Minor Deviation standards and procedure change. Staff presentation
on amendments to Chapters 17.94 and 17.96 PAMC and Planning Commission recommendation to City Council.
It was moved by Flemming and seconded by Smith to:
Table discussion to take place until the next Planning Commission meeting .
Motion carried 4-0.
Discussion Item: Municipal Code Amendment for the regulation of mobile and itinerate vendors.
STAFF UPDATES
Comprehensive Plan Periodic Update
Planning Supervisor Braudrick gave a brief update about the upcoming and completed public engagement
opportunities.
UAC Joint Meeting
Planning Supervisor Braudrick provided details about the upcoming September 10 th meeting and details regarding
8th Street and capital facility projects.
Monthly Building Report
Senior Development Services Specialist Bartholick gave a brief comparison of the monthly building report to last
year's monthly report.
Monthly Housing Report
Planner Walker gave a brief update about affordable housing programs. To date, 14 fee waiver permits have been
issued, and permit-ready plans.
Monthly Builders Round Table Report
None given.
Monthly Natural Resources Report
None given.
Monthly Land Use Permitting Report
Planner Bonsen discussed the completion of a few Pre-Application Conferences, Plats, and Boundary Line
Adjustments.
SECOND PUBLIC COMMENT
John Ralston, Port Angeles resident
Clarified specifics regarding the joint UAC meeting and September Planning Commission Meeting.
Justin Willimas, Port Angeles resident
Requested an update and the continuation of the discussion revolving around vacant and blighted properties.
Susan Blake, Port Angeles resident
Seconded action on vacant and blighted properties. Suggested fees and fines be marked to be used for code
enforcement to be considered.

Vice Chair Flemming discussed the 8th Street project.
Commissioner Smith discussed missing the next meeting.
Commissioner Schorr discussed how they will attend the next meeting virtually.
Chair Young encouraged the commission to participate in the upcoming comprehensive plan public outreach events.
ADJOURNMENT
Chair Young motioned to adjourn the meeting at 7:54 p.m.
Commissioner Schorr seconded the motion.
