November 21, 2024, starting at 6:00 PM in the City Council Chambers in City Hall located at 321 E. 5th
Street, Port Angeles, WA. This meeting will be conducted as a hybrid meeting. In hybrid meetings,
members of the public, Committee members, and City staff have the option to attend the meeting in

The meeting was conducted as a hybrid meeting.
CALL TO ORDER – REGULAR MEETING:
Chairperson Hodgson and Co-chair McGuire were absent. Commissioner Forrest motioned to have
Commissioner Kiedrowski as Acting Chairperson. Commissioner Fischbein seconded.
Acting Chairperson Kiedrowski called the meeting of the Parks, Recreation & Beautification Commission
to order at 6:05 p.m.
Members present: Acting Chairperson Kiedrowski, Commissioner Fischbein, Commissioner Hilory,
Commissioner Forrest, and Student Representative Garcelon.
Members absent: Chairperson Hodgson, Co-chairperson McGuire, and Commissioner Collins.
Staff present: Director Delikat and Administrative Specialist Wimberly.
APPROVAL OF MINUTES:
Commissioner Forrest motioned to approve the September 19, 2024, meeting minutes. Commissioner
Fischbein seconded. The September 19, 2024, meeting minutes were unanimously approved.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: Director Delikat reviewed and summarized the Financial Reports for
the Parks and Recreation Department in August 2024. Delikat highlighted the low revenue for the City
Pier. However, we are still awaiting payment from American Cruise lines. We are fortunate to have them
return next year. Director Delikat also explained the exceeding expenditures for the administrative budget
line item.
LEGISLATION: None.
GUEST SPEAKER: Sam Grello, Executive Director of the Port Angeles Downtown Waterfront District
presented on the history of their organization, affiliation with Elevate PA, accomplishments, and future
goals for the City of Port Angeles.
DIRECTOR’S REPORT:
Generation III Dream Playground: Director Delikat relayed to the Commission we are finalizing
funding for the project and the trampoline installation permit has been extended. Also, The Dream
Playground Foundation is coordinating with manufacturers on the tot lot entryway and alternative mound

options as the existing is in bad shape. The stormwater requirements for the playground have also been
finalized. Lastly, Acting Chairperson Kiedrowski and Dream Playground Foundation Treasurer
highlighted the dragon will be installed before the end of the year.
Senior Center/Fire Hall HVAC Project Update: The HVAC system is installed and working well. Staff
will be trained on maintenance of the system next week. 90% of the solar design is complete with the
battery storage following next year. The fire hall will be funded and likely completed in 2026.
Shane Park Stormwater Run-Off: The Public Works Department put in a sewer line at Shane Park
some time ago. However, the stormwater had no where to go. Director Delikat thanked the Streets
Department for putting in a pump last year to redistribute the water. They have also recently put in a new
berm where clover will planted over the area allowing the park to more accessible during the winter
months.
Civic Field Video Board: Director Delikat highlighted the Commerce Grant for funding the video board
but we are still short $140,000. An application for LTAC funds will be submitted on behalf of the Parks
and Recreation Department. The board will be substantially larger than the existing and we hope to have
it installed Spring 2025.
Erickson Playfield Park Host Program: The parks hosts began their temporary stay at Erickson
Playfield. Sewer and water hookups have been completed, parking pad was poured, and a border fence
was installed. They plan to be at the Dream Playground for at least a month.
Locomotive #4 Update: There has been great progress fundraising for the restoration of Rayonier
Locomotive #4. Director Delikat will be working on a Memorandum of Understanding with the North
Olympic Peninsula Railroaders. A specialist in rebuilding trains has been exemplary to work with and
outlined the scope of work for the project. In addition to rebuild of the train, there will also be a covered
structure similar to a carport, additional railroad tracks, a log cart, and eventually plans to redesign the
area surrounding the train.
DISCUSSION: After ten years serving the Parks, Recreation & Beautification Commission in varying
capacities, Commissioner Forrest announced his resignation in January 2025 and encouraged recruitment
for future Parks, Recreation, & Beautification Commission members. Commissioner Hilory
acknowledged the number of dead trees at Lincoln Park. Director Delikat hopes by next year we can
coordinate a Tree Service Plan to mitigate risk to the public while also encouraging replacement of the
trees that could be removed. Lastly, Commissioner Forrest announced the City Street Shade Tree Program
dispersal on October 19, 2024, and encouraged people to volunteer.

Background:
1. City Council/Staff working on major code revisions
throughout our PAMC for the last 4 years.
2. In near future a New Boards, Committee &
Commissions Section will be Presented to the Council for
Possible Adoption.
3. Very Few Changes for Parks, Recreation &
Beautification Section.
4. All Boards, Committee & Commissions Sections are
more on par with each other so there is consistency with
each other. When we know more, will let Commission
know.
5. Code work could take several more years
6. City Manager West wanted the Parks Commission to

What is the actual PAMC as it relates to fee waivers?
•1.25.030 -Waiver of fees.
•Fees may be waived by the City Manager if necessary to support the poor or
infirm.
Very Strait forward code. However, this is the process we have been doing.

Shortly after becoming Director:
•Past City Manager
•What do other City’s do? Do they have them, or so they not?
What are the provisions?
•Reaching out to other City’s through NRPA & WRPA.
•Yes & No-Both were passionate about having them or not having
them.
•It was decided at the time too:
•Keep the fee waiver as long as it was consistent.
•Develop a form that would be turned into the Parks & Recreation for the
Director to approve/deny and send that document to the City Manager’s
office for approval or denial.
•Eligibility:
•Non-profits putting on free event for public (Daddy Daughter Dance).
•Non-Profit that works closely with the City/Community on projects
and funding (United Way).
•Service Clubs that provide community service work to benefit the
citizens and the City (All of them)

Task:
What is the objective after reviewing current PAMC code and the current way we are handling fee waiver requests?
Possible Recommendations:•Does the PAMC code need to change?
•Do we want to keep the PAMC code and eliminate the current fee waiver process?
•If we do, do we want to review how are fee system is set up?
•For an example, if the above is the case, fees could be adjusted for non-profits who are use to getting the facility for free?
•Do we want to be status-quo on fees while at the same time eliminate the current fee process
•Do we want to change how the fees are currently set up? (Use example of the Loomis section?)
