We have checked this plan and find that it conforms to the requirements
of our codes with the following requirements
Fueling from Above Ground Portable Tanks
R 1 Date August 10, 1998
1 Portable fire extinguishers at aircraft motor vehicle fuel
dispensing stations shall be located such that pump or dispensers
are not more than 75 feet from an extinguisher See the Fire
Department for specific extinguisher requirements UFC 2401 13 5
2 Dispensing devices shall be located as follows
a Ten feet or more from property lines
b Ten feet or more from buildings having combustible exterior
walls surfaces or buildings having noncombustible exterior
wall surfaces that are not part of a one -hour fire resistive
assembly
c Such that the nozzle, when the hose is fully extended, will
not reach within 5 feet of building openings and 20 feet or
more from fixed sources of ignition UFC 5201 4 1 2
3 Dispensing devices shall be protected against physical damage from
vehicles by mounting on a concrete island 6 inches or more in height
or by other approved methods UFC 5201 5 1
4 Emergency shut down devices shall be located within 100 feetiof, but
not less than 20 feet from dispensers UFC Washington State

5 Dispensing of fuel into the fuel tanks of aircraft shall be under
the supervision of a qualified attendant at all times UFC 5201 6 1

6 Unsupervised dispensing is allowed when the owner or operator
provides and is accountable for daily site visits regular
equipment inspection and maintenance, conspicuously posted
instructions for the safe operations of dispensing equipment, and
posted telephone numbers for the owner or operators The sign also
needs to be conspicuously posted with information required by the
fire department During hours of operation, stations having
unsupervised dispensing shall be provided with a fire alarm
transmitting device A telephone not requiring a coin to operate is
acceptable UFC 5201 6 3
7 In addition to the requirements in Section 5201 6, dispensing
equipment used at unsupervised locations shall comply with one of
the following
a The amount of fuel being dispensed is limited in quantity by
a pre programed cards, or
b Dispensing devices are programed or set to limit uninterrupted
fuel delivery to 25 gallons and require a manual action to
resume continued delivery, or
c Product delivery hoses are equipped with listed emergency
brake away device designed to retain liquid on both sides of
the break away point Such devices shall be installed and
maintained in accordance with the manufacturer's instruction

8 Signs prohibiting smoking, prohibiting dispensing into unapproved
containers, and requiring vehicle engines to be stopped during
fueling shall be conspicuously posted within the side of each
dispenser UFC 5201 8
9 Class I and Class II liquids shall not be dispensed into the fuel
tank of a motor vehicle from above ground tanks except when such
tanks are installed inside special enclosures See Appendix II -F

10 Provisions shall be made to prevent liquids spilt during dispensing
operations from flowing into buildings Acceptable methods include
grading driveways, raising door seals, or other approved means UFC

11 Aircraft motor vehicle fuel dispensing stations shall be in
accordance with Article 52 and Uniform Fire Code Standard 521 Such
operations shall include both public accessible and private

operations Flammable and combustible liquids shall also be
accordance with Article 79 UFC 5201 1
12 Outside dispensing areas shall be provided with spill control and
drainage control as set forth in the Uniform Fire Code UFC 7903 3 2
13 Spill control shall be provided to prevent the flow of liquids to
adjoining areas, or otherwise constructed to contain a spill from
the largest single tank UFC 7901 8 2
14 Drainage control shall be provided to direct the flow of liquids to
an approved location or treatment system UFC 7901 8 3 1
15 Secondary containment shall be provided to retain the spill from the
largest single container If the container is not provided with
secondary containment capabilities, and the storage area is open to
rainfall, the secondary containment shall be designed to accommodate
the volume of a 24 -hour rainfall as determined by a 25 year storm

16 A monitoring method capable of detecting hazardous material leakage
from the primary containment into the secondary containment shall

17 The existing fire hydrant located adjacent to the proposed above
ground tanks shall be relocated in an area acceptable to the fire
department
18 A site plan indicating setbacks, access roads and fire protection
(hydrant) shall be submitted to the fire department for review and
approval
The Uniform Fire Code Appendix II -F
1 A protected above ground tank is a listed tank system consisting of
a primary tank provided with protection from physical damage, and
fire resistive protection from a high intensity liquid pool fire
exposure The tank system is allowed to provide these protection
elements as a unit or is allowed to be an assembly of components,
or a combination thereof
2 A protected above ground tank shall not exceed a 10,000 gallon
individual or 40,000 gallon aggregate capacity
3 A protected above ground tank with greater than 6,000 gallon
capacity shall be a minimum of 50 feet from property lines which is
or can be built upon The tank shall be a minimum of 25 feet from

the nearest side of any public way or from the nearest building on
the same property Appendix II -F 5 1
4 Protected above ground tanks shall be provided with drainage control
or diking in accordance with Uniform Fire Code or with secondary
containment that is a component of the listed protected tank system
The secondary containment system shall be monitored either visually
or automatically Enclosed secondary containment systems shall be
provided with emergency venting Appendix II -F 5 3
5 Guard posts or other approved barrier protection shall be separately
provided for each protected above ground tank and for connected
piping subject to vehicle impact Appendix II -F 5 4
6 Protected above ground tanks shall not be filled in excess of 90%
of their capacity An over fill prevention system shall be provided
for each tank Appendix II -F 5 5
7 A spill container having a capacity of not less than 5 gallons shall
be provided for each fill connection For tanks with a top fill
connection, spill containers shall be fixed to the tank and equipped
with a manual drain valve which drains into the primary tank

8 Tank openings and protected above ground tanks shall be through the
top only Appendix II -F 6 2
9 Dispensing devices are allowed to be installed on top of or
immediately adjacent to protected above ground tanks Appendix II -F

10 Approved anti syphon devices shall be installed in each external
pipe connected to the tank when the pipe extends below the level of
the top of the tank Appendix II -F 6 4
Note Prior to the Occupancy Permit being issued, compliance to the
above conditions will be met
