I. INTRODUCTION
Northwestern Territories Inc (NTI) was hired by Lindberg Architects to develop
a drainage plan for the proposed apartment complex on the SE corner of 10th and
C Streets As a part of this analysis a preliminary site layout was evaluated
and revisions were recommended to improve access to the regional storm drainage
facilities
II. DESCRIPTION OF SITE
This site is cleared of an old existing home and is now bare The site slopes
to the east at a varying amount ranging from 2% to 6% is level along its
westerly property line and to the north at 2% at its easterly property line The
only storm drain facilities existing are on the westerly side of 10th Street and
are approximately 6' deep
The shallow depth of the available storm drain and the need for on -site detention
dictated that the parking lots be located as high as possible on the site and
that the detention facilities be as shallow in design
III. METHODOLOGY CALCULATIONS
This site was evaluated as an undeveloped /grassed site even though it had been
a residence in the past with typical residential impervious surfaces
The Rational Method was used as to approximate the increase in storm drainage
runoff resulting from the construction of the apartment complex The Rational
Method calculates the runoff (Q) by using a variety of runoff coefficients (C)
that capture the slope and developed nature of the site in conjunction with the
site's acreage (A) and rainfall intensity (I) in inches per hour with the
equation Q CIA This site was approximated with an existing runoff coefficient
of C 0 223 as an average of lawn with heavy soil undeveloped and grass
shoulder at 2 -10% slope Because of the redevelopment and grading of the site
the post development C 0 22 for lawn with heavy soil or 0 90 for paved /roof
areas The site acreage A 0 32 acres total with a projected impervious surface
of 0 23 Acres The study rainfall (30 minute storm of 25 year recurrence) uses
I 0 87 inches per hour The actual calculations and support data are included
in the Appendix for reference A summary of these calculations follows
Pre development C 0 223 A 0 32 I 0 87 Q CIA 0 062 CFS
Post development Cl 0 22 C2 0 90 Al 0 09 A2 0 23 I 0 87 Q
CIA 0 197 CFS
Change in runoff oQ 0 197 0 062 0 135 CFS
Detention required for 30 minute (1800 second) storm
D (1800)(0 135) 243 cubic feet
Control release Orifice diameter 1 25" with 40" of head 0 062 CFS
1
IV. CONCLUSIONS
On site detention of 243 cubic feet can be obtained in the drainage collection
system and control release structure A control release orifice with a 1 -1/8"
hole in the bottom will allow 0 062 CFS of water to exit while backing the rest
up into the pipes until reaching overflow at 40" of depth or the end of the storm
event Typically these units are located in a short 48" diameter manhole unit
which has storage capacity of its own (12 56 CF per VF) The proposed structure
provides 41 CF and requires that the collection system provide the remaining 201
CF The use of 110' of 18" pipe (194 7 CF) along with the remaining 8"
collection system and catchbasin capacity provides more than enough volume
V. LIMITATIONS
This report has been prepared for the exclusive use of Lindberg Architect for use
at the 10th and C Street Apartment Complex site in Port Angeles The
recommendations in the report apply only to the property that was examined and
they are not applicable to other areas The investigation and recommendations
contained in this report are based upon site conditions as they existed at the
time of our site inspections During construction if subsurface conditions are
discovered that are significantly different from those described in the report
NTI should be advised at once so that we can review the conditions and reconsider
our recommendations where necessary Unanticipated soil conditions are commonly
encountered on construction sites especially when the topography has been
altered years ago Such unexpected conditions frequently require that additional
expenditures be made to attain a properly constructed project We recommend that
a contingency be established in the project budget and schedule to cover
unexpected conditions
Within the limitations of scope schedule and budget our services have been
executed in accordance with generally accepted professional engineering
principles and practice This warranty is in lieu of all others either
expressed or implied
