Adjournment Page 1 of 3 PARKS, RECREATION & BEAUTIFICATION COMMISSION REGULAR MEETING Port Angeles, WA January 16, 2025 Regular Meeting The meeting was conducted as a hybrid meeting. CALL TO ORDER – REGULAR MEETING: The meeting was called to order by Acting Chairperson Kiedrowski at 6:00 p.m. Members present: Commissioner Fischbein, Commissioner Collins, Commissioner Kiedrowski, Commissioner Forrest, and Student Representative Garcelon. Commissioner Hilory later joined via Webex at 6:16 p.m. Members absent: Commissioner Hodgson, Commissioner McGuire Staff present: Director Delikat and Administrative Specialist Wimberly APPROVAL OF MINUTES: Commissioner Collins approved the December 19, 2024 regular meeting minutes. Commissioner Fischbein seconded. The minutes were unanimously approved. PUBLIC COMMENT: None. LATE ITEMS: None. FINANCE & PACKET ITEMS: Director Delikat reviewed the Revenue and Expenditure reports for November 2024. The increase in revenues for the City Pier, Port Angeles Community Senior Center, and Ocean View Cemetery were highlighted. Director Delikat is hoping to have a year-end account of expenditures at the February 20, 2025 regular meeting. LEGISLATION: None. However, Director Delikat will discuss possible implementation of a cell phone tower replacing an existing pole at Civic Field and removal of the tennis courts at Shane Park for the February 20, 2025 regular meeting. GUEST SPEAKER: None. DIRECTOR’S REPORT: 1. Follow Up Inquiries: Director Delikat discussed follow up inquiries for the Commission from the December 19, 2024 meeting including specifications on the City of Port Angeles accepting property in the Port Angeles Municipal Code, whether youth representatives have to be students, or if Elevate PA had a list of facilities identified as crucial to the downtown area. Ad hoc Appointment Committees – Overview and Selection: Director Delikat reviewed the Ad Hoc Appointment Committees process as presented in the Boards, Committees, and Commissions ordinance #3743 from the Port Angeles Municipal Code. The chair elects the Ad Hoc Appointee and has selected Commissioner Fischbein. There are three upcoming vacancies for the Parks, Recreation & Facilities Commission and we currently have four potential applicants. Final adoption of the Ad hoc Committees ordinance will be presented to City Council at the January 21, 2025 regular meeting. Director Delikat also provided information on the upcoming Boards, Commissions, and Committees training for the Open Public Meetings Act, Public Record Act, and Ethics training that will take place on Wednesday, March 5th, 2025 from 6 - 8:00 p.m. 3. Parks Project Updates: Director Delikat provided updates on the Civic Field video board, Senior Center/Fire Hall HVAC project, and highlighted some great technological improvements for the Vern Burton meeting rooms. 4. 2025 Goals and Objectives: Upcoming goals for 2025 were discussed by Director Delikat and outlined as follows: a. Bleacher Replacement Program: Funds were donated in memorial of Jeff Larson who used to host tournaments at Elks and Shane Park. Along with $1,300 in donations, additional funds were accepted from the Capital Facilities Plan to replace six bleachers improving safety standards. b. Loomis Building Chimney: The City Building Inspector assessed the fireplace along with a local Chimney cleaner and found major concerns with the structural integrity and safety of the space. c. Cemsites: Delikat provided a brief explanation on the forward progression of the project and will update the Commission with a presentation on the nuisances of the cloud software once complete. d. Cemetery Columbarium Expansion: Due to demand, the cemetery will eventually add an additional 120 niches increasing the size of the columbarium. This project is supported by the CFP and will boost revenue sales. e. Parks Online Rentals: Director Delikat provided a brief summarization of the online rental forms and their transition to online accessibility. The project is projected to be complete end of March, 2025. f. Snow Removal Policy: This policy will be formulated in collaboration with the Public Works and Utilities Street Department. The Parks Department has a formalized snow/ice mitigation plan, but Director Delikat has been tasked with creating a policy. So, more information will be presented to the Commission for review. Page 3 of 3 g. Continued Fee Waiver Discussion: This will be an ongoing discussion in the coming months among City Staff and the Commission. DISCUSSION: Commissioner Forrest presented to the Commission thoughtful insights of reflection, successes, advise, and skill of Director Delikat and his leadership throughout their partnership. Today is Commissioner Forrest’s last meeting as a Parks, Recreation & Facilities Commissioner and he will be missed greatly. PORT ANGELES FINE ARTS CENTER Our Programs Include: • Gallery Exhibitions • Outdoor Art Festivals and Performances • Afterschool Workshops/ Summer Camps • Adult and Family Workshops • Civic Minds/ Creative Hearts Community Conversations • Classroom Education and Field Trips • Special Events-Humanities Talks and Presentations • Poetry in the Park and Poetry Reading Events • Play in the Park-Art based check-out kits, a geocache, and a park scavenger hunt. 09 PORT ANGELES FINE ARTS CENTER By the Numbers 2024 • 32,000 + visits to the park • Engaged nearly 8000 in programs including 5092 visitors to the gallery. • Worked with 550 youth via 18 school field trips, two weeks of summer camp, and youth workshops. • Partnered with 16 classrooms across the district for arts integrated classroom education. (864 student engagements) • Welcomed 1550 people for our summer, fall and winter festivals and outdoor performances. • Welcomed an additional 5,000 +visits for our month long winter light art experience. • Exhibited the work of 400 adult and youth artists. 10 PORT ANGELES FINE ARTS CENTER Connecting people with transformative nature art experiences in Webster’s Woods. • Webster’s Woods Advisory Group • 3 Year Strategic Plan initiated in the fall of 2022 after a series of goal setting meetings • Funding from DNR, City of Port Angeles Lodging Tax, and PAFAC donors 11 PORT ANGELES FINE ARTS CENTER • CONNECTION WITH THE PLAYHOUSE-Connect the playhouse to our space via connected parking lots and the ability for their organization to have direct access to the park. • TRAILS PLAN-which trails should remain and be maintained? How will they be maintained? Rebuilding volunteer infrastructure to support trail maintenance. • INVASIVES-Remove invasives and improve wetlands • ENVIRONMENTAL IMPACT-Increase our knowledge about environmental impacts of our sculpture choices. • ACCESSIBILITY-Wheelchair accessibility to the meadow • PROGRAM NEEDS-Covered space, improved stage, and storage in the meadow to extend our potential for programming and facility rental. • SIGNAGE-Park signage and vandalism deterrents (park hours, dogs on a leash, drug and weapon free zone) • GRANTS-Need to procure funds-LTAX capital and entryway funds, and DNR grants. • USAGE-Better support for the variety of users-(daily walkers, birders, art enthusiasts) GO A L S & V I S I O N GOALS FOR PARK IMPROVEMENTS FOREST HEALTH Goal # 1-Forest Health: To develop a forest health strategic plan that provides a roadmap for maintaining long term forest health and continuous park improvements related to urban forest and park management. Tasks Completed: •Procure funds to support forest health projects • Consultant hired for 10-year management plan and draft completed • Invasive plant survey and report completed with Pro Bono support from Peninsula Environmental. In Progress: • Invasive plants being addressed through work parties and 2024 mitigation of blackberries in the park • Removal of failing sculpture-We have identified all items in need of repair or removal and expect to complete this task throughout 2025. Need to Do: • Artist guidelines updated and shared publicly on our website • Committee review of management plan. Incorporate identified needs into our next strategic plan. VISITOR EXPERIENCE Goal #2 -Visitor Experience -Within three years identify and take action on priorities that will help to improve the look and feel of the park, accommodate a variety of uses, and improve the overall experience of visitors. Tasks Completed: • Graffiti removal supplies available on campus -2022 • Apple trees pruned-2024 • Additional lighting added to the park -2023 • Courtyard improvements with fresh planting, mulch, and new gravel laid down-2024 • Doggie bag kiosk added-2022 • Online community survey completed-Summer of 2023 • Staircase planter replenished with plants-2024 • Funds secured for phase three of park plan-meadow leveling, foundation for amphitheater, and improved access. -2024 In-Progress/ To Do: • Finalize sign design ideas and send to potential designers to develop plans-Add entry sign, sign at the corner between the playhouse and art center -2025 • Fold missing elements of our community survey into our strategic plan • Develop designs and cost estimates for Amphitheater COMMUNITY SURVEY Community Survey Common Requests: Completed summer of 2023 250 people responded and over 50% of respondents are regular users of the park having visited either daily, weekly or a minimum of three times this year. Top Requests: accessible and better managed trails, more stage performances, and signage throughout the park. • A better managed trail network • ADA access • Garbage bins • Restrooms • More benches and picnic tables • Bike Racks • Environmental restoration-invasives removal • Scenic views and benches at overlooks • More art • Onsite trail map and directional signs • Return of Shakespeare in the Park and more events in the meadow • Improvements to meadow area for better event experience and viewing 15 Goal #3-Trails/ Accessibility: To develop a trails maintenance and funding plan that includes a defined set of trails that are safe and accessible for all visitors. Tasks Completed: •GPS map of trails completed-2022 • ADA/ABA trails mapped and funding procured-2022-2025 • Trail redesign of our problem spot on the EE Cummings Trail -2023 • Accessible Loop Completed -2023-2024 In Progress/ Need to Do: • Decommissioning of confusing and detrimental way trails TRAILS/ ACCESSIBILITY 16 17 PORT ANGELES FINE ARTS CENTER GPS Map of Trails PAFAC partnered with community volunteers who helped us develop a comprehensive view of the full scope of our trail system through a GPS mapping process. This map included official trails and unplanned way trails. Using this map we were able to begin lining out trails to decommission. We additionally used this map to develop a plan for an ABA accessible loop through the park.
