CALL TO ORDER -REGULAR MEETING
Mayor Dexter called the regular meeting of the Port Angeles City Council to order at 6:00 p.m.
ROLL CALL
Members Present: Mayor Dexter, Deputy Mayor Carr, Council members Meyer, Miller, Schromen-Wawrin, and
Schwab.
Members Absent: Council member Suggs.
Staff Present: Deputy City Manager Goings, Attorney Bloor, Clerk Martinez -Bailey, C. Delikat, B. Smith,
S. Carrizosa, T. Gauge, S. Curtin and A. Fountain.
It was moved by Carr and seconded by Miller to:
Excuse Council member Suggs from the meeting.
Motion carried 6-0.
PLEDGE OF ALLEGIANCE
Mayor Dexter led the Pledge of Allegiance to the Flag.
PUBLIC COMMENT
Steve Pelayo, residing outside the City, spoke to an item on the agenda, the 2025 LTAX Fund Budget Amendment.
CONSENT AGENDA
At the request of Council member Schwab, and after hearing no objection, Mayor Dexter added I-2 Teamsters Local
589 Communication s& Support Unit Collective Bargaining Agreement to the Consent Agenda
It was moved by Schwab and seconded by Carr to approve the Consent Agenda to include:
1. City Council Minutes of March 4 and March 18, 2025 / Approve
2. Expenditure Report: From February 22, 2025 to March 22, 2025 in the amount of $4,636,945.37 / Approve
3. MOVED TO CONSENT AGENDA / I-2 Teamsters Local 589 Communication s& Support Unit Collective
Bargaining Agreement / 1) Approve the Teamsters Local 589 Communications & Support Unit Collective
Bargaining Agreement effective January 1, 2025, through December 31, 2027, and 2) Authorize the City Manager
to make minor modifications to the agreement as necessary.
Motion carried 6-0.
OTHER CONSIDERATIONS
1. Port Angeles Waterfront District's West by Northwest Mural Festival
Port Angeles Waterfront District Executive Director Sam Grello presented slides that identified details about the
upcoming West by Northwest Mural Festival. Director Grello fielded questions from City Council.
3. Enterprise Permitting and Licensing Key Performance Indicators (KPI)
Deputy City Manager Calvin Goings presented slides and information on the City's efforts to improve the permit
process through enterprise permitting and licensing key performance indicators. He spoke to the Development
Services Team's guiding pillars, goals, and current processes. He spoke to the phased approach to improvements,
reviewed KPIs and identified next steps. Deputy City Manager Goings thanked Building Inspector/Licensing
Administrator Chris Jackson and spoke to the work he has done in conjunction with the presentation's information.
Council discussion followed.
The Mayor recessed the meeting for a break at 6:55 p.m. The meeting reconvened at 7:00 p.m.

2. 2025 LTAX Fund Budget Amendment
Deputy City Manager Goings spoke to the process set out in RCW 67.28.1817(2) and a proposal submitted by City
Council to the Lodging Tax Advisory Committee(LTAC) to consider the utilization of $238,751 from excess
reserves to fully fund applications that were not previously recommended for full funding or were underfunded as
part of the LTAC 2025 Budget and consider the 16 applications outside the scope of previously determined funding
category limits. He stated the LTAC met and recommended the use of $163,613 in excess reserves to fund 11
applications. Council discussion followed. Deputy Mayor Carr stated she would recuse herself from the discussion
and vote on proposed funding due to a conflict of interest. Attorney William Bloor provided his opinion on the
matter before Council. Council discussion continued.
It was moved by Schromen-Wawrin and seconded by Carr to:
Table the recommendation and direct Lodging Tax Advisory Committee to review applications after the vacant
LTAC are filled by the committee members.
Motion failed 2-4 with Carr and Schromen-Wawrin in favor.
Prior to the consideration of the next motion, Deputy Mayor Carr left the Council Chambers.
It was moved by Meyer and seconded by Miller to:
Adopt the Lodging Tax Advisory Committee's recommendation to utilize $163,613 from excess lodging tax fund
reserves for 11 applications, and request the Finance Director include this item in the next formal budget amendment
to the 2025 Budget.
Motion carried 4-1 with Schromen-Wawrin opposed and Carr recused.
Deputy Mayor Carr returned to the Council Chambers.
CITY COUNCIL REPORTS
Council member Meyer spoke about the relocation of North Olympic Community Media, the retirement of the
Clallam Transit System's General Manager, and spoke about current affairs.
Council member Miller spoke about an Aligned Response and Care Committee meeting and various types of
support provided to priority areas in Port Angeles, a Homelessness Task Force meeting, and about point -in -time
numbers.
Deputy Mayor Carr spoke about a Lodging Tax Advisory Committee meeting, a North Olympic Development
Council Meeting presentation from Rick Dickinson from Habitat for Humanity and the organizations project with a
local tribe, and shared William Shore Memorial pool schedule and events updates.
Council member Schromen-Wawrin spoke to public parks and to House Bill 1515 which seeks to modernize the
regulation of alcohol service in public spaces in Washington State.
Council member Schwab spoke to a recent Re -Compete meeting and provided an update, and spoke to changes to
the body, an upcoming Olympic Peninsula Tourism Commission meeting and summit.
Mayor Dexter spoke to her Council appointments to various boards and to attendance at local businessperson Bob
Stoke's Celebration of Life.
No other reports were given.
INFORMATION
Deputy City Manager Goings spoke about an upcoming Joint meeting on June 3 with the P.U.D. to be held in the
Council Chambers.

SECOND PUBLIC COMMENT
James Taylor, city resident, spoke about items listed on the Expenditure Report.
Glen Barbieri, city resident, spoke about a letter he is drafting to the City Council and public art as it relates to morale.
Susie Blake, city resident, spoke about drug and crime in Port Angeles and near her neighborhood.
Steve Pelayo, residing outside the city, spoke about Lodging Tax Advisory Committee membership and updates from
the Chamber of Commerce.
Justin Williamson, city resident, spoke in opposition of painting of blighted properties and spoke about the Port
Angeles harbor.
After confirming that those attending online and those in the room there were no additional individuals that wished to
speak, the Mayor closed public comment.
ADJOURNMENT
There being no further business to come before the Council, the Mayor adjourned the meeting at 8:08 p.m.
