SUBJECT: Site at 409 "E" Street, Port Angeles..
Dear Mr. Creelman:
This letter is a follow up of my on-site meeting with you on March 22 to discuss several
site issues. Following are the three items of concern and my recommendation and/or
conclusion:
1. Based on my inspection, the rip-rapped armored bank recently constructed is
safe and does not represent a geotechnical hazard. With the 2:1 slope of the
bank, the riprap is basically cosmetic in nature and will have no adverse
impact on the existing two feet high concrete stemwall at the toe of the slope.
2. The proposed modification of the riprap armored bank above to create an
approximate 5' wide walking path to the lower level was also discussed. Your
proposed concept of creating the path using a rock retaining wall on.the
downhill side of the path would be a reasonable method for creating this path.
Attached is a typical rock retaining wall construction. detail for your use in ~
creating this path. Please note that the footing drain behind this wall should
be routed to a infiltration trench at least ten feet from the toe of the wall and at
least 25' from the top of the bluff. Also discussed was the placement of riprap
on the downhill side of the two foot high concrete wall. Installing this riprap
would. have no adverse impact on the existing concrete wall and would
actually buttress the existing concrete wall provided the riprap was keyed a
minimum of twelve inches into the soil in front of this wall.
3. Also discussed were several large trees on the slope of the. bluff. Of the
biggest immediate concern is the large maple tree approximately 25 feet from
the top of bank. This tree has multiple trunk sections, some of which are
pistol-grip Shaped. The main stump section of this tree is undermined and
with the weight of all the trunk sections it is in danger of uprooting and leading
to a possibly slope failure. It is highly recommended that the crown be cut
back to the main stump; the stump must remain in place to provide stability to
the bank.
Below the maple tree are several other large trees with pistol-grip shaped
trunks. Due to possibility that these trees could uproot and lead to a possible
bank failure, it is recommended that these trees also be removed. Again, the
stumps need to remain to aid in holding the. bank soil in place.

Failure to be proactive. in the maintenance of these trees may lead to a
possible slope failure and the endangerment of the existing structure on the
site. It should be noted that it appears that these trees fall within a City of Port
Angeles Right-of-Way.
