Shoreline Master Program (SMP)
•Carries out the policies of the Shoreline Management
Act at a local level.
•“No net loss” standard to ensure permitted
development will not result in a net loss of shoreline
ecological functions.
•Addresses broad range of uses that could be
proposed in the shoreline area.
•Last update was in 2021, next update in 2030
3
Segment O
•Designated High-Intensity Mixed-Use Environment
with the potential to support a variety of water-
oriented uses related to commerce, transportation,
navigation, and recreation.
•Provisions are flexible to accommodate a multitude of
possibilities, while also implementing the objectives of
the Shoreline Management Act.
•New development should protect and restore
shoreline ecological functions.
•Restoration along Ennis Creek is a focus of this
segment.
•Recreational opportunities that are consistent with
restoration are encouraged.
4
Segment P
•Designated Urban Conservancy –Recreation for the portion of shoreline East of Ennis Creek.
•Protect and restore ecological functions on sensitive lands and to provide public access with a variety of park uses.
•Restoration activities are preferred in this segment.
•Vegetation Conservation Area (VCA) extends from the water to the top of the marine bluff.
•New structures are prohibited in the UC-R portion of this segment.
5
Comprehensive Plan Periodic Update
•Requirement of the Growth Management Act.

Actively pursue and participate in
environmental remediation of contaminated
sites and vacant industrial lands using best
available science.
9
Goals and Policies
•Policy: Establish a vision for the future use and
development of the old Rayonier Mill site based on
post-cleanup conditions and development
capacity, housing needs, economic development

CONTAMINANTS ABOVE ALLOWABLE LIMITS
•Polycyclic aromatic hydrocarbons (PAHs)
•Metals (such as arsenic and lead)
•Dioxins
•Total petroleum hydrocarbons (TPHs)
•Polychlorinated biphenyls (PCBs)
•Ammonia
•Woody debris
•PFAS?
ECOLOGY’S RATIONALE
When determining which cleanup action alternative “uses
permanent solutions to the maximum extent practicable,” MTCA
requires Ecology to select the most permanent alternative
whose incremental cost is not disproportionate to the
incremental benefit it would achieve compared to the lower cost
alternatives. Thus, the alternative with the highest benefit-to-
cost ratio is not necessarily the same as the alternative that is
“permanent to the maximum extent practicable.”
Ecology prefers monitoring at least every 5 years rather
than clearing out all the contaminants. Ecology will publish
a notice of all periodic reviews in the site register. How will
the public know to go to the site register?
WHERE DO CONTAMINANTS GO?
•We don’t want them left on site.
•They can be moved to a landfill set aside to
receive hazardous wastes.
•If left on site, sea level rise, storm surges, wind
and severe wave actions will move them into the
community.
•The cost of protecting human health, wildlife and
the environment must be factored alongside of
economic concerns for the polluter.
RETURN OUR SHORELINE
YOUR INPUT IS NEEDED
•Please support a full cleanup
•Write Ecology, DNR, the Governor and our
federal electeds to support a complete
cleanup
•Sign to be contacted when public comment is
released

The clean up should be permanent
•SL-5 allows property reuse.
•SL-3 involves:
❯Fencing, signs to limit access
❯30 years post-construction
monitoring
❯Environmental covenant
❯Commitment to maintenance by
property owner.
Not for Third-Party Distribution
It should be easy to build
•SL-5 under-scored (6):
•Excavation, loading, transport =
well-known technology
•SL-3 over-scored (9) due to:
•Engineering erosion-proof
7-ft-tall mound
•Consider sea level change,
inclement weather
•Environmental covenant
Not for Third-Party Distribution
Conclusions
❯Public comment period through August 12
❯Comply with Comprehensive Plan
❯Need a permanent, resilient solution
❯Consider modeling and repair challenges to design, construct, and
maintain the consolidation area
❯Cost estimate to recognize that SL-3 more complex and will cost more
than SL-5 to design and maintain.
