In hybrid meetings, members of the public, Council members, and City sta ff have the option to attend the meeting in person, in the Council Chambers at City Hall located at 321 East 5th Street, Port Angeles, or remotely via telephone or video link. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. Olympic Environmental Council Presentation: Darlene Schanfald of The Olympic Environmental Council will provide a 10-minute presentation on their involvement in the cleanup over the years. 3. Friends of Ennis Creek Presentation: Robbie Mantooth of Friends of Ennis Creek will provide a 10-minute presentation on the importance of Ennis Creek to the community. 4. Integral Consulting Presentation: 20-minute presentation by Integral Consulting Inc. summarizing their findings on the 2025 Rayonier Interim Action Report Volume IV: Action Plan. D. Community Q&A 1. ECOLOGY’S RATIONALE When determining which cleanup action alternative “uses permanent solutions to the maximum extent practicable,” MTCA requires Ecology to select the most permanent alternative whose incremental cost is not disproportionate to the incremental benefit it would achieve compared to the lower cost alternatives. Thus, the alternative with the highest benefit-to- cost ratio is not necessarily the same as the alternative that is “permanent to the maximum extent practicable.” Ecology prefers monitoring at least every 5 years rather than clearing out all the contaminants. Ecology will publish a notice of all periodic reviews in the site register. How will the public know to go to the site register? WHERE DO CONTAMINANTS GO? •We don’t want them left on site. •They can be moved to a landfill set aside to receive hazardous wastes. •If left on site, sea level rise, storm surges, wind and severe wave actions will move them into the community. •The cost of protecting human health, wildlife and the environment must be factored alongside of economic concerns for the polluter.
