Public Works & Utilities Department Sherman and Cheryl Shortridge 814 Juma Court Port Angeles, W A 98363 MSD sa: ,7/)/7 Wps-rVIea.JDy- July 5, 2007 RE: Alpine Estates sanitary sewer Dear Mr. & Mrs. Shortridge: This letter is in response to your request for a written response from the Ciry of Port Angeles, Public Works & Utilities regarding ownership of the sanitary sewer main located south of Juma Court and lying within the utility easement of Lot 4, Alpine Estates. Thank you for providing copies of an agreement for restrictive covenants and sewer connection between the Seamount Subdivision developer Eugene McWilliams and Mr. and Mrs. Nelson and the City's letter addressed to Michael and Carol Richardson. After reviewing the Alpine Estates Subdivision plat (Vol. 8, / Pg 76), it has been determined that part of the information sent to Mr. & Mrs. Richardson in 2004 regarding the 8" sanitary sewer main as a private line was incorrect. It is in fact a City-owned and maintained line. As part of the plat dedication (see attached survey map), the 15' utility easement became a dedicated public easement and the 8" sanitary sewer main located within the utility easement became a public utility. This line was an extension of the Juma Court sanitary main. In 1982 a private 6"sanitary sewer line was extended south of lot 4, thus allowing additional sanitary sewer service connections into the Juma Court main. The property owner at 2017 Wes!View Drive, Michael Djemes has been issued.. building permit. As part of the building permit, a Public Works permit was issued permitting access to the 8" sanitary sewer main within the Alpine Estates platted 15' utility easement. The permit will be amended to address restoration conditions. The City has inspected and photographed the proposed construction site for present and future references. The contractor will access the sanitary sewer via the Djemes' building site. It appears that the sanitary sewer is on the east side of the asphalt driveway. Excavation and access to the sanitary sewer will require digging under your chain link fence. The Public Works & Utilities Department will inspect the excavation and the restoration of the construction site. The utility construction contractor installing the side sewer is a reputable local company and you can be assured that the City will monitor the work and the construction site.
