Dear Mr Scott
You recently sold a lot located m the vIcmity of 13th and "1" Street m Port Angeles to the Butlers
They have secured a home loan through a government program sponsored through USDA.
Apparently, the eXIstmg pnvate sewer lme WhICh servIces the lot to the north mterferes WIth the
placement of the manufactured home on the bUIldmg lot you sold. WhIle the short plat denotes
a sewer easement, the drawmg IS not accurate as to utIlIty locatIOn for thIS partIcular servIce lIne
I recognIze that you know the sItuatIOn as the owner of the lot and as the ongmal applIcant for the
short plat m May, 1990
My purpose m wntmg you thIS letter IS to appeal to your sense of ethICS and busmess to work WIth
the Butlers' to resolve thIS Issue for your mutual benefit. WIthout such an effort, there IS the
possIbilIty of complIcatIOns mvolvmg the partIes WhIch wIll likely exceed the cost of relocatmg
the sewer servIce lIne m terms of costs and frustratIOn. The best solutIOn IS to abandon thIS lme
and have the eXIstmg house and the proposed manufactured home connect to "1" Street VIa the
publIc sewer
An alternatIve IS to move the eXIstmg lme over far enough for the Butler's to place theIr new
bUIldmg and connect m the sewer servIce lme leadmg to the publIc sewer connectIOn. I do not
belIeve these Improvements are terribly expenSIve, espeCIally consIdenng the gam from sellmg
the property
The CIty does not field check pnvate servIce lInes and relIes on the profeSSIOnal drawmgs
submitted by certIfied surveyors or engmeers m the short plat process We do certIfy the locatIOn
of our publIc sewer lme and the locatIon of manholes In an Ideal sItuatIOn, the seller would
disclose pertment mformatIOn about the lot Impactmg the transactIOn and the buyer would seek
mformatIOn to assure that transactIOn met theIr needs. In thIS case, It appears the Ideal sItuatIOn
did not occur
I have suggested to the Butlers that they seek an adjustment m theIr USDA loan to cover thIS extra
