All right. Moving on to the exciting part tonight. The public hearing. I have a lot to say, so please pay attention. This evening we will hold three separate public hearings, the vision 2045 comprehensive plan, periodic update, and the housing act. 13 "Council Chamber" (3823721728) 00:03:33.020 --> 00:03:49.470 Plan periodic update in the citywide rezone associated with a comprehensive plan periodic update. We will begin with comprehensive plan amendment 250004, the vision 2045 comprehensive plan periodic update. 14 "Council Chamber" (3823721728) 00:03:49.470 --> 00:04:09.470 The comprehensive plan is the city's long range growth and development strategy encompassing nine key elements, land use, housing, economic development, parks, recreation, and open space, conservation, hazard mitigation, and climate resilience, transportation, capital facilities, and utilities and public services. 15 "Council Chamber" (3823721728) 00:04:09.470 --> 00:04:38.759 This hearing will start with a presentation by staff after which I'll open the public hearing. Each member of the public will have 3 min to provide public comment. Once public comments have been received, I will close the public hearing. The planning commission may discuss the draft vision 2045 comprehensive plan periodic update, and staff will be available to answer any questions or provide clarifications that commissioners may have. Staff, when you're ready, you can begin your presentation. 16 "Council Chamber" (3823721728) 00:04:38.759 --> 00:05:03.749 Alright, for everybody in the audience, my name's Ben Brodgek I'm the planning supervisor. 17 "Council Chamber" (3823721728) 00:05:03.749 --> 00:05:23.749 To the city of Port Angeles and I'm going to be providing the staff report presentation tonight for the comprehensive plan periodic update. Next slide. So this update, has been going on for quite some time. It started with request for proposals in 2023 and a kickoff. 18 "Council Chamber" (3823721728) 00:05:23.749 --> 00:05:42.569 Off internally in June of 2024. And since then, the city staff and the consultants that were selected have been working to fully update this plan. It's nearly a brand new plan. There are some things that got carried over, but for the most part. 19 "Council Chamber" (3823721728) 00:05:42.569 --> 00:06:02.569 What we've done is develop a, a fully new plan for the city of Port Angeles that meets all of the legislative requirements of Washington state legislature and with the the continuous engagement is, you know, really demonstrative of of a community plan that was developed by the community and. 20 "Council Chamber" (3823721728) 00:06:02.569 --> 00:06:24.209 Represents the community and the community's vision for the next 20 years. So the, the two large pieces of this document that have been changed are the the vision statement and the vision, overall vision of the plan, and then the the various nine element updates. And I'll get into that more in a second. Next slide. 21 "Council Chamber" (3823721728) 00:06:24.209 --> 00:06:43.889 So the, the, the, to get this all started, we did an inventory and analysis. So we started with a full plan audit. We looked at the deficiencies legislatively and also with needs that the community has and you know. 22 "Council Chamber" (3823721728) 00:06:43.889 --> 00:07:01.169 Provided a very large audit of the plan. We provided a land capacity analysis that you've all seen. We did a future land use map analysis, we provided a housing needs assessment that informed. 23 "Council Chamber" (3823721728) 00:07:01.169 --> 00:07:21.169 Our housing element. We also did a racially disparate impacts analysis that informed our housing element. We did a capital facilities assessment and a neighborhoods assessment that was requested by the city council. And we also went through a state environmental policy Act EIS. 24 "Council Chamber" (3823721728) 00:07:21.169 --> 00:07:39.029 This process, something that hadn't been done since 1995 and it really led the the land use of the plan and what the community's vision really is for how Port Angeles will be shaped over the next 20 years. Next slide. 25 "Council Chamber" (3823721728) 00:07:39.029 --> 00:07:56.579 So, major amendments that we see right now, we have a revised vision statement, we have a, a future land use map designations amendments. 26 "Council Chamber" (3823721728) 00:07:56.579 --> 00:08:16.579 The inclusion of an updated UGA policy guidance so that in the future if we working with the county, we can go through a, a land used or a UGA swap. Growth management element inclusion in our land use element. So we basically remove the the growth management element. 27 "Council Chamber" (3823721728) 00:08:16.579 --> 00:08:36.579 We looked into economic diversity and highways job focus. We provided a need for access to facilities to promote high quality of life. We provided an inclusion of the hazard mitigation in the plan and we had a focus of resiliency, equity and sustainability throughout the plan. 28 "Council Chamber" (3823721728) 00:08:36.579 --> 00:08:56.009 We encouraged enhancing transportation network connectivity, and there was a large focus on community partnerships. Next slide so. 29 "Council Chamber" (3823721728) 00:08:56.009 --> 00:09:16.009 The engagement process for this plan has been ongoing for quite some time since last September, but just a matter of procedure, we we provided a notice of the plans 1st draft have been provided in May of this year and. 30 "Council Chamber" (3823721728) 00:09:16.009 --> 00:09:31.859 We also provided notice that a second draft of the plan was available 24 September and that notice was also, the notice of our public hearing tonight. So that was provided in the Peninsula Daily News on our city's website. 31 "Council Chamber" (3823721728) 00:09:31.859 --> 00:09:47.069 It was posted on the city hall notice board and it was also sent to the stakeholder advisory committee that we created and the vision 2045 opt in list serve, so we had several surveys and. 32 "Council Chamber" (3823721728) 00:09:47.069 --> 00:10:07.069 Community members or survey takers could opt into receiving notifications whenever we had a new deliverable to share that they could comment on. And we also noticed our draft SIPA EIS comment period on 18 September that closed on 18 October, and we will be providing a final. 33 "Council Chamber" (3823721728) 00:10:07.069 --> 00:10:28.489 EIS within 60 days of that end of that comment period. It'll coincide with the final adoption of the comprehensive plan most likely. Like I said, the public engagement has been extensive and continuous. Our planning commission. 34 "Council Chamber" (3823721728) 00:10:28.489 --> 00:10:53.819 You all have, some of you have been to all the meetings, others not, some are newer, but we've had twelve meetings with our planning commission discussing the ins and outs of everything we're doing, going over every element individually, looking at our other public hearings tonight and some of the work that we're going towards that includes work that's been done, for the vision 2045 comp plan update. 35 "Council Chamber" (3823721728) 00:10:53.819 --> 00:11:13.739 We collected a, a number of community organizations and stakeholders for our stakeholder advisory committee. There are about 35 different individuals that periodically attended. They were all also given all the information on the meetings and, everything that we had provided. 36 "Council Chamber" (3823721728) 00:11:13.739 --> 00:11:33.739 All the plan. They had basically the 1st, the 1st take of everything we were working towards and we had six different meetings with that committee. We met with city council, last month and showed them what we had done and they gave us feedback and we have. 37 "Council Chamber" (3823721728) 00:11:33.739 --> 00:12:01.379 Also responded to that feedback, that is also in our public comment memo those responses. We had one on one meetings with our housing partners, we had many community events that we did basically listening posts that and had creative ideas to try to engage community members just to help them understand what the periodic update was, why it was important and why they should involve themselves in the, in the process. 38 "Council Chamber" (3823721728) 00:12:01.379 --> 00:12:16.469 Part of our, part of our engagement for the the survey we asked for housing stories and we were provided to about 600 housing stories that are also in your public comment memo. 39 "Council Chamber" (3823721728) 00:12:16.469 --> 00:12:33.359 And again, we had a an open house in June of 2025 for the kickoff of the, of the draft you can skip that slide. I think you used the wrong presentation. 40 "Council Chamber" (3823721728) 00:12:33.359 --> 00:12:50.759 But it doesn't really matter. This is all kind of all coincidental. Staff is recommending that the planning commission forward a recommendation of approval for the division 2045 comprehensive plan periodic update to city council and also. 41 "Council Chamber" (3823721728) 00:12:50.759 --> 00:13:06.659 Recommend any, amendments by motion. So if you do have any recommendations, it's very helpful to do that by motion so we can track them and we can make sure to include them in the council memo later and with any kind of response that we might have. 42 "Council Chamber" (3823721728) 00:13:06.659 --> 00:13:26.659 And with that I'll give it back to the, the chair. Okay, thank you staff. Alright, so now I'll open the public hearing and this is for the vision 2045 comp plan periodic update. Please limit your comments to three. 43 "Council Chamber" (3823721728) 00:13:26.659 --> 00:13:49.819 Minutes, the public hearing is now open. So I only see one on here that's that specifically has asked for the comp plan, so you're more than welcome if you want to speak about the vision 2045 comp plan periodic update, you can come up and get in the line if you'd like. 44 "Council Chamber" (3823721728) 00:13:49.819 --> 00:14:01.769 Right, come on up and then just state your name and if you're a city resident or not. 45 "Council Chamber" (3823721728) 00:14:01.769 --> 00:14:21.769 Good evening, Jim Hagwood, city resident, I'm a reliter at Port Angeles Reality, and also the chairman of the Government Affairs committee for the Port Angeles Association of realities. We did submit two letters to you, but I'm gonna sort of go over those in a little bit more detail. Our committee has been working. 46 "Council Chamber" (3823721728) 00:14:21.769 --> 00:14:54.589 Working on the comprehensive plan and the housing action plan for over a year and a half. We have provided numerous letters previously. I don't know if you've received those, but I hope you would. So I'm gonna go through a couple of recommendations and thoughts that we have on the plan. 1st of all, there seems to be a limited recognition of single ownership as a benefit to the community in the plan. The city, the city's housing strategy should be grounded in actual march. 47 "Council Chamber" (3823721728) 00:14:54.589 --> 00:15:11.699 Market demand. Market demand in Port Angeles is in favor of single family homeownership and it should be recognized as such. Currently, the plan tends to prioritize rental occupied units over. 48 "Council Chamber" (3823721728) 00:15:11.699 --> 00:15:27.779 Owner occupied units. It's also to understand the economic realities of port angeles, which I don't think are included in the plan either. We do, we simply do not have a housing problem. We have an income problem. 49 "Council Chamber" (3823721728) 00:15:27.779 --> 00:15:47.779 And our analysis is that the economic development section of this plan it just doesn't stand up and is as strong as it should be about what we're trying to solve and what we're trying to accomplish. Thirdly is we do support the western UGA land swap. 50 "Council Chamber" (3823721728) 00:15:47.779 --> 00:16:14.149 For a couple of reasons, 1st that we think it is smart planning to do that on behalf of the entire county by transferring land from Kombay to Port Angeles and that this will open up additional residential and industrial land in the western EGA with some flexibility, Whereas now we don't have much flexibility. And there's a connection between the opening up of additional. 51 "Council Chamber" (3823721728) 00:16:14.149 --> 00:16:35.339 Residential development land based upon the assumptions of the land capacity analysis that's in this plan. So the plan says that there are 526 vacant acres, 934 partially used acres, and a hundred and 61 redevelopable acres. 52 "Council Chamber" (3823721728) 00:16:35.339 --> 00:16:55.339 In the city of Port Angeles. That means 67 % of the land that has been identified as available for development already is occupied. Okay, it has a house on there or it has what would be considered an under market value. 53 "Council Chamber" (3823721728) 00:16:55.339 --> 00:17:21.839 The property that the assumption is that it's just gonna get torn down and something else is gonna get built. That's not a realistic assumption. Quickly, let me jump to the end again you have my letter. There is NO framework in this plan for what we are trying to accomplish. And what we're suggesting is that the plan ultimate goal should be to lower the media. 54 "Council Chamber" (3823721728) 00:17:21.839 --> 00:17:41.839 Your population by attracting and retaining young families. Raise median householding comes through robust economic development. Balance single family and multi family housing to meet the true market demand. Grow the tax base through private development, private investment, and strengthen the commercial retain. 55 "Council Chamber" (3823721728) 00:17:41.839 --> 00:17:54.689 Scale and industrial sectors to diversify the economy and support a thriving community. Okay. All right. All right. Yep. Thank you. Thank you. 56 "Council Chamber" (3823721728) 00:17:54.689 --> 00:18:14.689 Good evening. My name's Sean Washburn and I own the local remax real estate office. I'm a resident in the county, form for most recently the past president of the supported Association of realtors. And I also sit on the government affairs committee. 1st I want to thank the staff, Shannon, Jailin, Ben for your. 57 "Council Chamber" (3823721728) 00:18:14.689 --> 00:18:34.689 A consistent communication, frequent frequently chatting with us and taking our input and we do appreciate that a lot. So I want to move on to talk about the comp plan a little bit and while building multi family units Condo's townhomes are important, they're not necessarily always cheaper. When we look at some of our most recent sale. 58 "Council Chamber" (3823721728) 00:18:34.689 --> 00:18:54.689 Particularly in the past twelve months, the average sales price for a condo or townhome has been $432000. Okay, this doesn't count the monthly hoaraps that come along with condos and town homes. A lot of people don't realize when you see a condo at 400000 or 500000, the purchaser has to purchase that and then on top of that, they have. 59 "Council Chamber" (3823721728) 00:18:54.689 --> 00:19:18.329 Anywhere from a $16 a month to a $500 a month, the only $16 a month when I saw was a Newark townhome, but condos, the ones that are for sale right now have ranged from four to $500 a month. So on top of their mortgage. So it doesn't, doesn't, you know, the focus on that and getting away from single family residents that I think is a is a is a mistake. We need to we need to. 60 "Council Chamber" (3823721728) 00:19:18.329 --> 00:19:39.949 Recognize all of them are beneficial. Okay, I'm gonna move down to in the comp plan LV, 1.5 excuse me, LU 1.5 contradicts LU 3.7 says that the future land use designations table X on page 20 states that within the media. 61 "Council Chamber" (3823721728) 00:19:39.949 --> 00:19:59.949 To high density residential, the quote, expected uses informed would be all residential uses. But then on the page 24 under the LB 3.7, it states that it would prohibit new detached single family residences in all medium and high density zones to pro to. 62 "Council Chamber" (3823721728) 00:19:59.949 --> 00:20:31.189 Reserve limited available land and I haven't quite seen where the map is and how much we plan to put into medium and high density, but if you're gonna completely prohibit, which says in there single family residences I think that's gonna be a huge mistake. So appreciate your guys time and thank you So my name is Brian Heboraling and my partner, myself Leslie. 63 "Council Chamber" (3823721728) 00:20:31.189 --> 00:20:56.869 Foresburg. We live on the edge of the city right across in the extreme sports park on Edgewood. Now we became aware of the whole UGA swap opportunity about a month and a half ago or so, and we're quite kind of surprised there's NO outreach of property owners, but beyond that, the original map showed the designation to be called mixed use. 64 "Council Chamber" (3823721728) 00:20:56.869 --> 00:21:24.539 So I've had some various conversations with staff and in particular and learned that their perception mixed use was a combination of industrial commercial and or housing. And as the weeks have, have gone on, that has kind of transitioned into a bit of a pardon my use of this word, but fixation on the part of the city council. 65 "Council Chamber" (3823721728) 00:21:24.539 --> 00:21:40.799 To presume that everything in a UGA swap is based on an a like for like one for one swap that therefore if as it is currently designated, as an industrial property in CQ. 66 "Council Chamber" (3823721728) 00:21:40.799 --> 00:22:00.799 Comes to PA that that is industrial, that means that that same land must be industrial. Well, because we happen to own probably the largest single parcel in all of this portion that is currently zoned as mixed use, which happens to be six. 67 "Council Chamber" (3823721728) 00:22:00.799 --> 00:22:22.159 T five acres, we of course care about this. And as you look at things just on a map and you think well obviously everything needs to go west to the airport and you've got Amazon going across from us where we are at the corner of Dry Creek and Edward, Streamsport Park across the street. 68 "Council Chamber" (3823721728) 00:22:22.159 --> 00:22:57.049 That then that just means that wherever we draw the line, which they happen to do with going to the lower Ellawa, that that's the end going west. And then it's everything behind us up to one oh one with the wrecking art and inner four and then of course the tribe. And then some stuff that's on the east side of it. And you just doesn't work that way because each of these, and as Jim was stating in his analysis, there's there's lots of things that go into this and he's exactly correct. You can't make these wild state. 69 "Council Chamber" (3823721728) 00:22:57.049 --> 00:23:18.439 Comments that certain parcels of land are all of a sudden gonna magically get congregated together that some sort of productive housing could be done and call that unusable or I mean usable land for your purposes doesn't work that way. So I invite you if all and we invite staff and city council to come out to this property and take a look at it. 70 "Council Chamber" (3823721728) 00:23:18.439 --> 00:23:37.379 Because it is a build with little small wet lands, beautiful trees, historic step, what do they call them? Step blogs, the stumps, all blackened and it is ideal for all the types of housing that this county needs. Co housing, cottage housing. 71 "Council Chamber" (3823721728) 00:23:37.379 --> 00:23:57.379 Different types of of formulasm with 65 acres, there's a lot of room to do it. So, not industrial. Thank you. Thank you. Hi. 72 "Council Chamber" (3823721728) 00:23:57.379 --> 00:24:27.949 My name's Channe Witchell and I am a resident of cloud County. I kind of feel that I speak on the other part of the behalf of I couldn't imagine owning 65 acres. I couldn't imagine even purchasing a home at this time in my life. I've I've lived here. I've been low income, I've, you know, strived to to accomplish safe housing, which as a renter, the hope is that I could own a home that my children can be raised here. 73 "Council Chamber" (3823721728) 00:24:27.949 --> 00:24:47.949 That they can then own homes that I can be a business owner. So where I stand on the view of multi housing is I live on a very small lot. I don't own that. I share that half of a lot. I live in a very densed area in the city, which is totally fine for me. I'm happy to enjoy sharing land and watching other people. 74 "Council Chamber" (3823721728) 00:24:47.949 --> 00:25:04.499 People get to eventually own land in other areas that are adequate for single family homes. At this time in the city where I live, where I participate as a caregiver, as somebody that is in the medical field, somebody that truly. 75 "Council Chamber" (3823721728) 00:25:04.499 --> 00:25:23.639 Wants to stay in this community and wants to watch my family grow and watch them blossom as well, I think that if we overlook that city aspect, which we haven't always been this tight closed city aspect, but if we're holding on to, sorry i'm a little nervous, I'm shaky. 76 "Council Chamber" (3823721728) 00:25:23.639 --> 00:25:43.639 And for holding on to the idea that we're supposed to have these large pieces of land all throughout our community and people that come from all aspects of life, NO matter where it is or why we're in that financial situation, we cannot achieve seeing the growth in the community, which means, you know, people like me have to wonder if I can afford. 77 "Council Chamber" (3823721728) 00:25:43.639 --> 00:26:03.709 To remain in this community, right? My rent is very high. I live in a one bedroom, I pay over a thousand dollars a month for my family of four to remain there. That's a month to month lease, and so if I have any severe health issues, if I lose my job for any reason, if there's any critical thing that because life happens to all of us, if that happens. 78 "Council Chamber" (3823721728) 00:26:03.709 --> 00:26:25.969 I'm then homeless in one month. 28 days I have nowhere to go. And in this situation, if I have nowhere to go, that means my family is then sleeping the car. Then I'm the problem, right? Because I don't have anywhere to park my car. I, I have a hard time getting to and from work. I have a hard time feeding my family, let alone being able to afford my own medical needs, my own, personal. 79 "Council Chamber" (3823721728) 00:26:25.969 --> 00:26:45.969 Growth or achievement or e.g. deciding to pay rent over my children, getting to have school photos or getting to enjoy school sports, putting off very important things of my own health would be ideal financially for me, but not in the long run. And so when I think of having small condensed houses. 80 "Council Chamber" (3823721728) 00:26:45.969 --> 00:27:06.239 Being being, being accepted in an apartment or a duplex, that is amazing, but I don't necessarily fit the criteria of that now because I've worked so hard to get out of that low income aspect. So I'm in this weird balance of not getting services, not being able to grow, and wondering if this is where I can remain. 81 "Council Chamber" (3823721728) 00:27:06.239 --> 00:27:23.369 For the next 1012 3050 years, right? So this is a ten year plan, that's a long time to not have any say so, and that's why I decided to come even though I don't know if my voice matters in the situation. Thank you for your time. Thank you. 82 "Council Chamber" (3823721728) 00:27:23.369 --> 00:27:40.949 Anyone else want to talk on this? Just we all want to say something should say it now or do we need to You can say something now. Yeah, it's for the it's for the vision 2045 comp plan. Yeah. Yeah. 83 "Council Chamber" (3823721728) 00:27:40.949 --> 00:28:12.404 If you want to just speak on the housing when you might want to wait to do that. Yeah. There's also two, two people with their hands online. Okay, alright, let's move forward with those. Okay, I am unmuting Megan's mic online in a second. 84 "3660420608" (3660420608) 00:28:12.404 --> 00:28:20.450 Hello, my comments are on the housing aspect. Would you like me to wait? 85 "Council Chamber" (3823721728) 00:28:20.450 --> 00:28:23.971 Yeah, it probably makes sense to wait till the housing action plan. 86 "3660420608" (3660420608) 00:28:23.971 --> 00:28:27.972 Until that hearing is open. 87 "Council Chamber" (3823721728) 00:28:27.972 --> 00:28:49.379 Okay, and then there's another hand up for Matthew and you are ok to unmute now if you want to. 88 "Council Chamber" (3823721728) 00:28:49.379 --> 00:29:09.379 I think Matthew wants to speak about how to He lowered his hand, so. Okay. All right. All right, at this time I will now close the public hearing. So. 89 "Council Chamber" (3823721728) 00:29:09.379 --> 00:29:28.799 Commissioners now, you'll be able to ask questions for staff or comments that you may have on the proposed draft vision 2045 comprehensive plans. If there are any changes, proposals, change, if there are any changes proposed, please request those changes through emotion. 90 "Council Chamber" (3823721728) 00:29:28.799 --> 00:29:48.799 Such as eye motion to add policy to goal ED-two. If any commissioner would like to discuss the motion, it can be seconded and the discussion can follow. After the discussion, I'll call for a roll call vote. If it succeeds staff will consider its inclusion and make reference to the motion. The staff's recommendation. 91 "Council Chamber" (3823721728) 00:29:48.799 --> 00:30:06.119 In the memo presented to city council for adoption of the plan. If the motion fails, the commission can move on to the, to other interests of discussion. A reminder that staff has provided a final motion for a recommendation in the presentation. So basically if you. 92 "Council Chamber" (3823721728) 00:30:06.119 --> 00:30:24.359 Want to suggest a change, bring his emotion. If it gets seconded, then we'll discuss it. So meanwhile I'll just start with any commissioner that's wants to say something at this time, any comments or questions or Yeah commissioner Styler. 93 "Council Chamber" (3823721728) 00:30:24.359 --> 00:30:44.359 Just to clarify, the UGA portion that would be under this section, is that correct? Yes. Okay, so I I would like a little bit more information because I've, this is obviously fairly new and we've gotten some information on this, but is it truly a like for like in that if we are. 94 "Council Chamber" (3823721728) 00:30:44.359 --> 00:31:04.799 Transferring purely industrial zoned that that is what this swap is going to be or is it going to be able to be a mixed use in that there's gonna be industrial base and potential for housing and different things like that. That is correct. It is a one to one required by Washington State Department of Commerce for EUJ swap. 95 "Council Chamber" (3823721728) 00:31:04.799 --> 00:31:22.589 Interesting. Do we have the ability to change that zoning in the future? There's nothing that says you can't essentially, so, but for the initial swap, it would have to be a one to one. 96 "Council Chamber" (3823721728) 00:31:22.589 --> 00:31:42.589 Interesting. Okay, that's that's I think it's really important. I do want to clarify something. This swap is not happening with this comprehensive plan. We are setting the stage for the potential of it to happen, which is why there hasn't been massive outreach other than this. I think we're just setting the stage as a 20 year plan. I think that's really important. 97 "Council Chamber" (3823721728) 00:31:42.589 --> 00:32:06.869 Important to highlight. We're gonna like the county and the city would have to do a joint, very large process on this. Excellent, so we are gonna have another chance, in other words, to further a lot of this stuff. Okay, that makes me feel a lot better. Thank you very much for that clarity. Yeah, what we've done for the UGA swap is provide some guidance, some policy guidance in the plan. So there are some some policies that we. 98 "Council Chamber" (3823721728) 00:32:06.869 --> 00:32:24.389 Recommended be placed into the the plan when we discussed it with city council. And so there are three or four policies that are directly related to the UGA, swaps and other types of joint joint operations that the county and city would be doing. 99 "Council Chamber" (3823721728) 00:32:24.389 --> 00:32:44.389 Perfect, thank you very much. That's all that I have at this time. Any other commissioners? Any comments? Commissioner Kedroski. Yeah I think most of my comments are gonna be related to the housing plan, but, I just want to say for the UGA swap, I am supportive of that. If the plan is to. 100 "Council Chamber" (3823721728) 00:32:44.389 --> 00:32:51.329 Later rezone it into allow for mixed use. 101 "Council Chamber" (3823721728) 00:32:51.329 --> 00:33:11.329 Okay. All right, NO other comments. So at this time I'll entertain a motion, so we would like to make it I'm motion to forward the vision 2045 periodic update along to city council. 102 "Council Chamber" (3823721728) 00:33:11.329 --> 00:33:31.019 As staff is been moved. Is there a second? 1 s. Okay, it's been moved and seconded. The motion on table's recommend approval of the 2025 housing sorry the division 2045 comp plan update. Any other comments before we vote? 103 "Council Chamber" (3823721728) 00:33:31.019 --> 00:33:48.209 Yeah, go ahead. Just a quick comment. I definitely, I know we had kind of bleed into housing items and I definitely have some, some feedback on that. So as the overarching I'm in support of this, so and I look forward to the further discussion on those topics. Okay, can we get a roll call vote? 104 "Council Chamber" (3823721728) 00:33:48.209 --> 00:34:08.189 Cherry Young? Yes. Vice Chair Cigar? Yes. Commissioner Shore? Yes. And commissioner Kajoski? Yes. Okay, the the recommendation passes. 105 "Council Chamber" (3823721728) 00:34:08.189 --> 00:34:28.189 All right. Alright, we will now proceed to the rezone 20 five-zero 01:53. The citywide rezone associated with the comprehensive plan periodic update. A citywide reason proposed for more than 1000 properties to ensure that enough houses. 106 "Council Chamber" (3823721728) 00:34:28.189 --> 00:34:48.189 Can be built to accommodate approximately 3150 new residents over the next 20 years and land use accomplishes the vision of the comprehensive plan. Key areas have been rezoned to allow for more housing and mixed use development, helping to create stronger connections within and between existing neighborhoods. 107 "Council Chamber" (3823721728) 00:34:48.189 --> 00:35:03.599 And the residents to where they live, work and recreate. This hearing will start with a presentation by staff after which I'll open the public hearing. Each member of the public will have 3 min to provide public comment. Once public comments have been received I will close the public. 108 "Council Chamber" (3823721728) 00:35:03.599 --> 00:35:23.599 Comment hearing, the public hearing. The plan of commission may discuss the draft citywide rezone and staff will be available to answer any questions or provide clarifications that commissioners may have. Staff whenever you're ready. 109 "Council Chamber" (3823721728) 00:35:23.599 --> 00:35:36.779 Good new commissioners, community members. My name's Angel Torez I'll be going over the citywide reason associated with the comprehensive plan update. 110 "Council Chamber" (3823721728) 00:35:36.779 --> 00:35:52.049 So this is a legislative zoning map amendment initiated by the city to implement the adopted comprehensive plan. It aligns zoning with long range use policy, supports state required growth targets and establishes the framework for how future growth can occur over time. Next slide please. 111 "Council Chamber" (3823721728) 00:35:52.049 --> 00:36:10.979 But briefly, zoning is the regulatory framework for how land can be used and developed. The citywide rezone updates that framework to match the future land use map more closely, so available land capacity and standards reflected reflect adopted policy. 112 "Council Chamber" (3823721728) 00:36:10.979 --> 00:36:28.439 It's a planning tool that defines what maybe proposed in the future. It doesn't mandate redevelopment. Next slide. The periodic update is required under the growth Management Act. Port Angeles was planned for approximately. 113 "Council Chamber" (3823721728) 00:36:28.439 --> 00:36:45.179 3150 new residents, 1970 new homes and 967 new jobs over the next 20 years. Aligning zoning with the adopted plan ensures we have sufficient capacity and the appropriate places coordinated with infrastructure and services. 114 "Council Chamber" (3823721728) 00:36:45.179 --> 00:37:01.559 Next slide please. So this is a targeted rezone to better align our zoning map with the proposed future land use map. 13 areas are proposed, focused on quarters and neighborhoods. 115 "Council Chamber" (3823721728) 00:37:01.559 --> 00:37:16.679 Neighborhood hubs near schools, parks, services, and transit. The intent is the provision of strategic growth that creates opportunity for more intense development without pushing into lower intensity neighborhoods. Next slide please. 116 "Council Chamber" (3823721728) 00:37:16.679 --> 00:37:39.569 Lincoln is one of the central quarters where his own changes being proposed. The quarter already connects several established neighborhoods to major routes and essential services, making an appropriate place to increase housing capacity in a way that aligns with adopted land use policy. The proposed change is from R seven residential. 117 "Council Chamber" (3823721728) 00:37:39.569 --> 00:37:59.569 To residential mixed density. My apologies. Residential mixed density to residential medium density. This adjustment allows for a broader range of housing forms, including duplexes, town homes and small small scale multifamily homes. Existing uses remain illegal, I mean remain illegal, NO property owners require. 118 "Council Chamber" (3823721728) 00:37:59.569 --> 00:38:17.790 Hard to real development, to redevelop. Any future development would proceed through the standard permitting processes. Next slide please. The surrounding blocks east and west of Race Street between 4th and Lauren would ship from residential to commercial office. 119 "Council Chamber" (3823721728) 00:38:17.790 --> 00:38:34.560 That change opens the door for increased residential density and small scale mixed use around the quarter. The corridor itself from 4th to 8th would be zone from commercial office to commercial neighborhood. This supports a more vibrant and mixed use environment with commercial activity at the street level and housing above. 120 "Council Chamber" (3823721728) 00:38:34.560 --> 00:38:51.900 Together, these changes strengthened the neighborhood core, encourage walkability and make better use of existing infrastructure. Next slide please. In addition to Lincoln and brace, there are other proposed changes. 121 "Council Chamber" (3823721728) 00:38:51.900 --> 00:39:11.580 Webster Park would ship from R seven to commercial office. Penincila College would shift from residential medium density to commercial neighborhoods. Front street portal would shift from residential high density to commercial arterial. These locations were selected for their strategic positions along key transportation and service quarters. 122 "Council Chamber" (3823721728) 00:39:11.580 --> 00:39:27.330 They play a critical role in absorb absorbing planned growth ensuring that capacity is distributed where infrastructure exists and reducing pressure on lower intensity's residential neighborhoods. They're also located in your schools, parks, essential services, and transit. 123 "Council Chamber" (3823721728) 00:39:27.330 --> 00:39:45.240 Together these changes help create a coordinated network of orders and nodes that support long term growth while maintaining neighborhood character. This action follows the required legislative process for periodic updates. 124 "Council Chamber" (3823721728) 00:39:45.240 --> 00:40:01.530 Public noticing was published and posted and materials were made available online. Environmental review was underway and will conclude with this final SIPA determination after this public hearing in the future. This inserves the legislative rezone aligns with all statuary. 125 "Council Chamber" (3823721728) 00:40:01.530 --> 00:40:16.890 Procedural requirements, including super review and growth management act compliance. Next slide please. The proposal has gone through several rounds of engagement. 126 "Council Chamber" (3823721728) 00:40:16.890 --> 00:40:32.700 This includes review by sta the stakeholder advisory committee, planning commission work session and city council briefings and workshops. Citywide noticing, published public hearings, and in person engagement opportunities have been used to reach as many community members as possible. 127 "Council Chamber" (3823721728) 00:40:32.700 --> 00:40:49.140 Because this is a legislative action, individual mailed notices are not required. Engagement has been broad in citywide. Next slide Efford comments on several of the rezone areas. 128 "Council Chamber" (3823721728) 00:40:49.140 --> 00:41:06.780 Round cherry Hill concerns were centered out in equity and why capacity increases were not provided to more of the neighborhood. The reason places capacity where services already exist and uses mixed use and medium density zones to support attainable housing types over time. 129 "Council Chamber" (3823721728) 00:41:06.780 --> 00:41:24.120 The proposed rezone around the Lawrenton area heard comments emphasizing traffic, school access and pedestrian safety. The proposal focuses capacity near penincitall of college in key roads. So future frontage improvements can be prioritized where new housing will likely occur. 130 "Council Chamber" (3823721728) 00:41:24.120 --> 00:41:43.110 In regard to the race street quarter, some wanted more intensity, others less. The proposed changes concentrate an excuse along the primary frontage and steps intensity down to commercial office on adjacent blocks. This balances quarter activity with neighborhood scale while still allowing other existing uses. 131 "Council Chamber" (3823721728) 00:41:43.110 --> 00:42:05.960 Additional comments addressed transparency, short line and industrial balance and contribute tri tribal coordination. The legislative process is followed required noticing, acknowledge short line designations, and continued direct engagement. So the target of. 132 "Council Chamber" (3823721728) 00:42:05.960 --> 00:42:14.040 Up Zones within Sherry Hill are a capacity and consistency action aligned with the adopted comprehensive plan. 133 "Council Chamber" (3823721728) 00:42:14.040 --> 00:42:33.120 They do not authorize projects but created a clear regulatory path for future housing types that meet required capacity. Concentrating higher density and mixed use development near the Peninsula College along Lawrenson, support shorter trips, routes to school, planning and better alignment between growth and infrastructure investments. 134 "Council Chamber" (3823721728) 00:42:33.120 --> 00:42:49.200 The commercial office, the commercial neighborhood change within the racy corridor creates a neighborhood center that supports active ground floors and housing above while the flanking commercial office areas maintain neighborhoods scale and flexibility. Commercial office and commercial arterial zoning. 135 "Council Chamber" (3823721728) 00:42:49.200 --> 00:43:09.200 Is applied to existing orders with infrastructure in place. This supports business growth and housing capacity without dispersing intensity unnecessarily. Next slide please. Findings of fact and conclusions in the staff report support the rezone as consistent with the comprehensive. 136 "Council Chamber" (3823721728) 00:43:09.200 --> 00:43:26.670 Plan and the growth Management Act. Capacity analysis indicates adequate zoning to meet projective growth and environmental review is proceeding consistent with requirements. Staff recommends that the planning commission for approval of REZ 25-0153. 137 "Council Chamber" (3823721728) 00:43:26.670 --> 00:43:42.750 To the city council with any amendments made by motion. So that concludes staff's presentation. We're available for commission questions followed by public comment. Okay, thank you. 138 "Council Chamber" (3823721728) 00:43:42.750 --> 00:44:01.890 At this time I'm opening the public hearing for the citywide rezone associated with the comprehensive plan periodic update. Anyone in the crowd would like to come up and make comment? Feel free. State your name and if your city resident. 139 "Council Chamber" (3823721728) 00:44:01.890 --> 00:44:21.890 Cheyenne Twitchelle, columb county, Port Angeles. That mic a little over, so it's me. You better, ok. So, again, like obviously I touched base earlier and it wasn't necessarily on the full topic, but I think every topic that we're speaking of tonight or even recognizing for the next twelve to 20 years, they all hold hands in important. 140 "Council Chamber" (3823721728) 00:44:21.890 --> 00:44:41.890 So I I hundred percent believe that we need rezoning, but I think that in my opinion, we're keeping out some important zoning factors that could absolutely help the residents that we already have. We're talking about bringing in 3000 more residents when we already have what we call a homeless issue, right? An on. 141 "Council Chamber" (3823721728) 00:44:41.890 --> 00:45:01.890 Housed problem. So when we're thinking of rezoning, and I discussed my small living area before, my landlord owned this property for 30 years. He as a private owner with NO benefit whatsoever, kept that low income as long as he could until he needed to retire. So it was a one lot which would have been a single family dwelling. He put two. 142 "Council Chamber" (3823721728) 00:45:01.890 --> 00:45:21.890 Homes there. He kept that affordable for us for a very long time and helped two small families be able to have that safety and security. At this time, there is NO reasoning that we could do to grow our property, to grow our home. We're, even if we were to own that space and tear it down, it has to be built the exact same size, the exact same way. 143 "Council Chamber" (3823721728) 00:45:21.890 --> 00:45:41.890 Without any kind of growth. So when we were discussing my family growing, I have a teenage boy, I have another one entering cheanhood I'm in this small home and talking about having a permanent dwelling space. So we had NO space to store our things, right? All our stuff. There's NO room in our home. It was built in the. 144 "Council Chamber" (3823721728) 00:45:41.890 --> 00:46:16.730 1500s, and so we got a shed, a shed to put our stuff in. And then we discussed with our landlord if it would be appropriate for that to be a space for us. Could that be insulated? Could it have electricity? Can it have heat? The answer is NO, right? If I do live in an area on 5th Street where there is an alley, so I don't have that access, but even if I have that access, I can't put a trailer there. I can't put anything that would be a residence or somewhere that could make the space that we have now a long term option. We just have to outgrow that space and kind of deal with it or find an alternative at this time. 145 "Council Chamber" (3823721728) 00:46:16.730 --> 00:46:36.730 Time there's not necessarily alternatives, so rezoning is important, not only for the industrial part, right? Because we need jobs. We can't have people move here if we don't have jobs. We have people here that are constantly striving for work and housing. So I think like I said, it all goes hand in hand. But when we're thinking of rezoning I think what we're forgetting is the areas for. 146 "Council Chamber" (3823721728) 00:46:36.730 --> 00:46:56.730 People that don't own land. For the areas people that maybe don't have the opportunity to have an immediate space for that safety, right? We all see the trailers and the cars and the tents and everything piling up. So I think that as somebody that kind of falls into that category and out of that category or could easily fall back into that, that zoning should be. 147 "Council Chamber" (3823721728) 00:46:56.730 --> 00:47:16.730 Also, including being able to have small or temporary spaces for these people to go safe places, places they can park, places they can sleep, and then eventually they do get to grow. And then we do have areas like you're talking about for single, sorry, single family areas. So then yes, we're kind of pushed out of that, that little spot and the. 148 "Council Chamber" (3823721728) 00:47:16.730 --> 00:47:36.730 City, but that's ok. It's what another 20 min to drive to work versus, you know, not having anywhere to put the thousands of residents or hundreds of people even at this time that are unhoused. So if we can't find a space for the people that are already here, how are we supposed to invite more people? We do need more jobs, we do need industrial, but I. 149 "Council Chamber" (3823721728) 00:47:36.730 --> 00:47:43.950 Think that that's what I found was missing from the plan is the people that are already kind of being overlooked at society. 150 "Council Chamber" (3823721728) 00:47:43.950 --> 00:48:02.188 That's all. Thank you. Okay. All right, is there anyone online with their hand up or on the phone? Alright, go ahead. I am unmuting Matthew right now. Oh never. 151 "Matthew Moore" (1939264000) 00:48:02.188 --> 00:48:21.560 Can you hear me? Okay. My, my comments actually kind of worked with both of these plans and really it was kind of, you know, there's been a lot of feedback which I think has been great you know getting getting that from the community, but I do worry that. 152 "Matthew Moore" (1939264000) 00:48:21.560 --> 00:48:43.890 Some of that information collected is sort of low value in terms of, you know, you get tidbits here and there, but you don't really get a, a chance kind of like the speaker before to really understand their specific situation. And what I would like to see for, you know, both of these plans, but especially housing is some deliberative polling that really. 153 "Matthew Moore" (1939264000) 00:48:43.890 --> 00:49:01.770 Takes a random sample of, of people in our area and gets a good understanding of, you know, what their needs are and where that can be met because I think, you know, we would get a lot of really useful information out of that cause there's there's a lot of just kind of interesting things when you. 154 "Matthew Moore" (1939264000) 00:49:01.770 --> 00:49:19.620 Really understand where, where people are and what they need. I mean, e.g., this is kind of something that I found a real issue with is a lot of the property management companies around here, you can't get a place unless you have, you know, three times the income. 155 "Matthew Moore" (1939264000) 00:49:19.620 --> 00:49:39.620 And that's for one person, so it's it's not like if you have two people or three people trying to move into a home, you know, you can couple your income. You can't, so, and I know that, you know, making it as a young adult, I had to, find places to live in houses with, you know, multiple people, and I think we. 156 "Matthew Moore" (1939264000) 00:49:39.620 --> 00:49:49.576 You know, we need to look at what some of these issues are because, yeah, people, people aren't really making it, so that's it. 157 "Council Chamber" (3823721728) 00:49:49.576 --> 00:50:00.210 Okay, thank you There's nobody else online with their hand up. 158 "Council Chamber" (3823721728) 00:50:00.210 --> 00:50:20.210 Okay, alright, I am now closing the public comment. Public hearing, sorry. Okay, so I'm gonna repeat what I said before basically commissioners, you can ask questions of staff or comments you may have on the proposed draft citywide rezone, socio. 159 "Council Chamber" (3823721728) 00:50:20.210 --> 00:50:26.940 Associated with a comprehensive plan. As before, any requests for amendments to the plan should be in the form of emotion. 160 "Council Chamber" (3823721728) 00:50:26.940 --> 00:50:44.190 And staff has a final motion for recommendation at the end of the presentation as well. Okay, so any comments? Any questions? Commissioner Couldroski? Yeah. 161 "Council Chamber" (3823721728) 00:50:44.190 --> 00:51:04.190 So do you said there was comments supportive of oral commercial zoning? I haven't seen. Where does that coming from? Most of our comments were collected via permission meetings and also city council work sessions. 162 "Council Chamber" (3823721728) 00:51:04.190 --> 00:51:23.190 Within this last update, there wasn't much public comments specific to written comments submitted specific to the rezone. Yeah, I'm still apprehensive about all adding a lot of commercial zoning when we don't have a demand for commercial zoning currently. We clearly have a demand for housing. 163 "Council Chamber" (3823721728) 00:51:23.190 --> 00:51:43.190 And in some of these plans, we're stripping out the ability to build single family housing or expand single family houses that exists outside of conforming limits. And I I agree with the comment earlier that I think that's a huge mistake. I don't, I agree that we should allow more uses in allowing people to build what they want on the. 164 "Council Chamber" (3823721728) 00:51:43.190 --> 00:51:47.760 Their land but restricting them from building single family I think is a huge mistake. 165 "Council Chamber" (3823721728) 00:51:47.760 --> 00:52:07.760 And I think that'll have massive impacts long term in all of the zones, except for commercial arterio. Cause the only place we do this right now, I think is on 8th Street, is that right? Where you can't build a single family? Is that correct? Or am I wrong on that? Are you talking about the commercial neighbor? 166 "Council Chamber" (3823721728) 00:52:07.760 --> 00:52:08.790 Head zone. 167 "Council Chamber" (3823721728) 00:52:08.790 --> 00:52:28.790 Well, just in our current zoning right now, I think 8th Street is the only where we can't build a single family house. We actually recently during our housing for all update, allowed the conversion or reconversion from commercial to residential and commercial neighborhood. Because we saw that there was a an issue where we had something unoccupied on. 168 "Council Chamber" (3823721728) 00:52:28.790 --> 00:52:30.120 They're because. 169 "Council Chamber" (3823721728) 00:52:30.120 --> 00:52:50.120 It was not really ready to be residential again or it wasn't ready to be commercial again. So the existing state, it, it needed to be converted back to residential because they couldn't fill the commercial space and so they weren't gonna do that unless it wasn't allowed use. So we changed the code in order to allow them. 170 "Council Chamber" (3823721728) 00:52:51.420 --> 00:53:11.420 Basically, provide those, you know, those those improvements that made it turn back into a residential space. The commercial office is supposed to be a, a mixed environment already. It's low intensity commercial surrounded by all different kinds of housing. 171 "Council Chamber" (3823721728) 00:53:11.420 --> 00:53:21.570 Including single family residential. So, I I also want to make sure that for the benefit of the audience and to remind the planning commission. 172 "Council Chamber" (3823721728) 00:53:21.570 --> 00:53:39.090 This process is, this planning process is going to be over by the end of the year because of the state requirements, but the very 1st step we're taking is looking at our zoning code, and that's going to be something that will allow us to start thinking about. 173 "Council Chamber" (3823721728) 00:53:39.090 --> 00:53:59.090 How we're defining mixed use, how we're defining our commercial uses and how they interact with residential uses and potentially saying that if you already have a single family residence there, you know, right now with non conformance, you likely wouldn't be able to rebuild it in some instances, I understand that, but we can change the code to a lot to. 174 "Council Chamber" (3823721728) 00:53:59.090 --> 00:54:17.910 Say that if it's pre existing, it can remain conforming basically at at the time of the, the, you know, the, the adoption of the code, that's usually how the non conformance or conformance statement works. So there isn't a conversation that continue to happen. What we're trying to do here is really. 175 "Council Chamber" (3823721728) 00:54:17.910 --> 00:54:37.910 Demonstrate that race street, we're trying to strengthen race Street as a, as a major corridor that can support neighborhood services and neighborhood level services for commercial activity as well. Yeah. I mean, so yeah, I just I don't see us getting commercial inside the neighborhood, you're probably gonna need a commercial on the. 176 "Council Chamber" (3823721728) 00:54:37.910 --> 00:54:54.420 The Corridor like 8th street, but it's, you know, why would you build a, if you're relying on foot traffic, why would you build inside of a neighborhood for a, for a commercial property unless it's multi family? So, I would be supportive of a motion to. 177 "Council Chamber" (3823721728) 00:54:54.420 --> 00:55:14.420 Change so that we do not prohibit single family zoning except for on commercial arterial. Is that something that would make sense to do right now? So I do want to just add as we go through this reason, this is all related to the comprehensive plan update, which bens. 178 "Council Chamber" (3823721728) 00:55:14.420 --> 00:55:16.830 That is due by December 30. 179 "Council Chamber" (3823721728) 00:55:16.830 --> 00:55:36.830 1st I think of this year, the one of the 1st things we're tackling is the full on use chart through all of our zones to make it really clear what's allowed and that's the time that we would talk about all these different things, what we want to allow, what we don't want to allow, and that's gonna be a open public process with everyone, planning commission. 180 "Council Chamber" (3823721728) 00:55:36.830 --> 00:55:49.020 We want to do a lot of outreach for that, so I think the discussion isn't over just by rezoning this. We want to create more opportunities in the city of Port Angeles for all types of development, and that's where it's gonna start. 181 "Council Chamber" (3823721728) 00:55:49.020 --> 00:56:05.760 Okay, so yeah, this will come back and we can discuss this again. Do you want to still make a motions up to you, ok? Go ahead. Option two, and I guess how would I say this wordless? 182 "Council Chamber" (3823721728) 00:56:05.760 --> 00:56:23.370 Not prohibit a single family and except for in commercial alterial zoning Except in commercial material. 183 "Council Chamber" (3823721728) 00:56:23.370 --> 00:56:39.480 Okay, so the motion is to, allow single family in all zones, except for a commercial interior. Is there a second? Second. 184 "Council Chamber" (3823721728) 00:56:39.480 --> 00:56:59.480 That's just to put it on the table, right? Yeah, it's been moved in second. Alright, any discussion on that? Yeah. Yeah, I'm, I'm kind of torn on this one because I agree fundamentally a lot. I have a lot of thoughts on housing action. 185 "Council Chamber" (3823721728) 00:56:59.480 --> 00:57:05.430 Plan as well. I know where we wanna get this all done by 31 December, I know, I know. 186 "Council Chamber" (3823721728) 00:57:05.430 --> 00:57:23.460 I do want to add I appreciate that we're gonna have a chance to dig into the nuance behind a lot of this stuff because trying to solve all of this in one, even the year and a half or whatever we've been doing this it's it's way too much to try to get into the weeds on every detail. 187 "Council Chamber" (3823721728) 00:57:23.460 --> 00:57:39.720 And again, I'm going into the housing action plan a little bit, but I I appreciate what the, the realities have brought to the table and I agree, and I think there's a lot to be said too for tax basis and thinking about those things in economic development. 188 "Council Chamber" (3823721728) 00:57:39.720 --> 00:57:55.020 I'm not sure I support the motion as it is, but I still share the reservations and think that we need to do something to address this, so I'm kinda, I'm offline, but those are, those are my thoughts and what I'm struggling with. 189 "Council Chamber" (3823721728) 00:57:55.020 --> 00:58:14.460 Okay, yeah, I'm the same. I think this will come, I think what we're saying is we're saying these were are the general designations we want and then we'll come back and we'll be able to get into the weeds on it. But I also I agree with you, I want to see that we have the flexibility for density or for single family. So both those I think are important. 190 "Council Chamber" (3823721728) 00:58:14.460 --> 00:58:31.590 So I don't normally do this, but I agree as well. Like I, I just stated before, like I think that it's something we need to talk about. So, yeah, I'm not a member of planning commission, but I think staff could support something like that and demonstrate why it's beneficial to the community. Yeah. 191 "Council Chamber" (3823721728) 00:58:31.590 --> 00:58:51.590 We're sure. Yeah, my only comment would be, you know, in the last year and a half of serving, we've been really intentional about not being prohibitive in the things that we have been making motions for and making recommendations about. So, you know, going with that theory of thought, I do think a very valid point is being brought up that this is prohibitive. 192 "Council Chamber" (3823721728) 00:58:51.590 --> 00:59:10.560 And, you know, that could bite us in the long run, and then we're gonna have to backtrack and change things. So I think it's a valid point. And yeah, that's my comment for right now. Okay. Any other comments? 193 "Council Chamber" (3823721728) 00:59:10.560 --> 00:59:27.480 Okay, so the motion on the table is to recommend to allow single family homes in all zones except for commercial arterial. Right, so I guess we'll do a roll call vote. 194 "Council Chamber" (3823721728) 00:59:27.480 --> 00:59:47.480 No. Vice chair Sider? Yes. Commissioner Shore? Yes. And commissioner Kajoski. Yes. Okay. Passes three to one. The motion was. 195 "Council Chamber" (3823721728) 00:59:47.480 --> 00:59:52.860 The motion I passed to allow single family's homes in all zones except for commercial all trial. 196 "Council Chamber" (3823721728) 00:59:52.860 --> 01:00:12.860 As a recommendation. Okay, any other amendments requested or changes requested at this time? Okay, we should start here? I don't think I have any amendments to pull out here, but I do have some comments. Going back to the presentation, I was. 197 "Council Chamber" (3823721728) 01:00:12.860 --> 01:00:29.070 Struck by one thing, support projected growth, 30 little over 3100 residents and a little less than a thousand jobs, and I just thought that was interesting as just families. Is that what we're thinking? Kids, obviously, aren't gonna be working. It just struck me a little bit. 198 "Council Chamber" (3823721728) 01:00:29.070 --> 01:00:47.220 That's interesting balance. Is that the logic behind that? Yes yes. It is, it is the whole gamut. It is people who move here, they could be retired, they could not be working. They could be on disability and not be working. They could also be children who. 199 "Council Chamber" (3823721728) 01:00:47.220 --> 01:01:07.220 And start working at 14, right? But yeah, That's the case. That's the statistical analysis is that it's families and and everybody from any generational background, any demographic. Okay. Then on the race street corridor, this kind of was covered by what, what just happened here. 200 "Council Chamber" (3823721728) 01:01:07.220 --> 01:01:25.650 But it says neighbor I'm a little unclear, so is it just on the race street portion that it would be restricted to commercial and then everything behind there is still residential? Am I understanding that right? 201 "Council Chamber" (3823721728) 01:01:25.650 --> 01:01:44.460 Yeah, if we could please So the red portion, there you go. 202 "Council Chamber" (3823721728) 01:01:44.460 --> 01:02:01.350 Yeah, just telling them what they're looking at. Yes, so on the, on the outside of the quarter or of the quarter itself, it's gonna be. 203 "Council Chamber" (3823721728) 01:02:01.350 --> 01:02:16.380 Commercial commercial office. Okay. That's you're talking kind of the yellowish peachy color? Yes. Okay. And within, within, the stripes there will be commercial neighborhood. 204 "Council Chamber" (3823721728) 01:02:16.380 --> 01:02:35.100 Okay. And I'm something to add the the area that looks like it's a little like a check out of the commercial office there is, is a, is a city park, so it's already park land and then the, and the areas that are kind of cut out are already commercial neighborhood. 205 "Council Chamber" (3823721728) 01:02:35.100 --> 01:02:53.460 So we're just kind of creating a under commercial neighborhood corridor with a commercial office surrounding that to to a lower intensity commercial. In residential would be still unacceptable use in that. I mean, now we have the amendment but outside of the amendment. So in. 206 "Council Chamber" (3823721728) 01:02:53.460 --> 01:03:13.460 In commercial neighborhood, you can convert something back and forth, so it's allowed. Single family residential is allowed in that sense, and then in commercial office, all of those uses are allowed. There's limited number of types of it's more like an office, like a, office kind of environment where you have appointments and that sort of. 207 "Council Chamber" (3823721728) 01:03:13.460 --> 01:03:27.690 Residential, you know, retail and things like that, but yeah. Okay, that's that's kind of what I thought I just wanted to make sure I understood that. Thank you very much. Thought I had one more comment. Maybe that is it. 208 "Council Chamber" (3823721728) 01:03:27.690 --> 01:03:42.720 That's all my comments at this time. I, I do wanna go back to the Lincoln corridor, and I think at our last meeting where we discussed this, we talked about extending that to Cherry Street. 209 "Council Chamber" (3823721728) 01:03:42.720 --> 01:03:59.580 And not seeing that in there. So the future land use is changed. Okay, but the reason stays at cherry because that's what the services are. Yes. Can you just explain that just so it's clear why? We were meeting our. 210 "Council Chamber" (3823721728) 01:03:59.580 --> 01:04:17.610 Meeting our needs for the, the, the changes that were required. Yeah, ok. So it, it could be that we could expand it if you all thinks will have that expansion in there. Yeah. That's what I kind of it's up to the property owners at this point. 211 "Council Chamber" (3823721728) 01:04:17.610 --> 01:04:33.840 In the future whether or not they want to raise the intensity of their property and build something different. It would be a site specific reason. Okay. Okay. Any other comments or questions? Alright, so I. 212 "Council Chamber" (3823721728) 01:04:33.840 --> 01:04:53.840 We could entertain a motion at this time. I will make a motion to recommend the approval of the city re city rewri citywide rezone application REZ20 five-O153 on the. 213 "Council Chamber" (3823721728) 01:04:53.840 --> 01:05:00.810 Along with the amendment made tonight to the city council. Okay, is there a second? 214 "Council Chamber" (3823721728) 01:05:00.810 --> 01:05:20.040 1 s. Okay, it's been moved in second and the motion on the table was to recommend recommend recommend the approval of the citywide rezone application RES 20 five-zero 01:53 with the amendment to include all single family zoning, single family homes allowed in all zoning except for commercial alternial. 215 "Council Chamber" (3823721728) 01:05:20.040 --> 01:05:39.810 Alright, any other comments? You're none alright roll call vote, please. Cherry Young? Yes. Mr. Sager? Yes. Commissioner Shore? Yes. And Commissioner Katroski? Yes, ok. Obviously. 216 "Council Chamber" (3823721728) 01:05:39.810 --> 01:05:59.810 All right. Moving on now. So now we're proceeding to the public hearing from the comprehensive plan amendment 250-11-2205. 217 "Council Chamber" (3823721728) 01:05:59.810 --> 01:06:00.330 But. 218 "Council Chamber" (3823721728) 01:06:00.330 --> 01:06:20.330 2025 housing action plan update. Building on the city's 1st housing action plan adopted in 2019. The 2025 housing action plan proposes local programs, partnerships, and incentives to make it easier to build and afford homes while better addressing homelessness and preventing displacement. This hearing will start with the. 219 "Council Chamber" (3823721728) 01:06:20.330 --> 01:06:31.020 Presentation by staff after which I'll open the public hearing. Each member of the public will have 3 min to provide public comment. Once public comments have been received, I will close the public comment period of the hearing. 220 "Council Chamber" (3823721728) 01:06:31.020 --> 01:06:47.070 When a commission may discuss the draft 2025 housing action plan periodic update, and staff will be available to answer any questions or provide clarifications that commissioners may have. Staff, whatever you're ready. 221 "Council Chamber" (3823721728) 01:06:47.070 --> 01:07:07.070 Good evening, planning commission and community members. My name is Jay lynn Brado and I'm an associate planner and the city's housing administrator. I am very excited to present the 2025 housing action plan periodic update for your consideration. A housing action plan, also known as a HAP. 222 "Council Chamber" (3823721728) 01:07:07.070 --> 01:07:27.070 Is a strategic document that details specific actions a city, town or region can take to tackle housing needs and challenges. This includes increasing the supply of housing, improving affordability and enhancing housing options. Essentially it serves as a roadmap for how the community can ensure its residents have safe access. 223 "Council Chamber" (3823721728) 01:07:27.070 --> 01:07:47.070 Have access to safe, stable and affordable housing. The city of Port Angeles utilizes the housing action plan to elaborate on the goals outlined in the housing element of the comprehensive plan. The city of Port Angeles is updating the 2025 housing action plan building on the foundation established by the 2019 plan. This update. 224 "Council Chamber" (3823721728) 01:07:47.070 --> 01:07:59.280 Strategy aims to address critical housing challenges while promoting fair diverse and the sustainable housing future. The city is revising the plan to better reflect the current conditions affecting the housing market. 225 "Council Chamber" (3823721728) 01:07:59.280 --> 01:08:16.800 Additionally, the plan will assess which programs and policies are effective and which are not helping us achieve our housing goals. In the last two years, the city has researched, drafted, and presented findings for a land capacity analysis, housing needs assessment, housing element of the comprehensive plan and a housing action plan. 226 "Council Chamber" (3823721728) 01:08:19.980 --> 01:08:39.980 The housing needs assessment includes background analysis use in the housing element and housing action plan. It serves as the justification for the goals, policies, and tasks in each plan. The housing needs assessment includes a community profile, workforce profile, land, capacity analysis, housing supply information. 227 "Council Chamber" (3823721728) 01:08:39.980 --> 01:08:48.960 The column county, point in time count and a gap analysis. The bottom line of the housing needs assessment is that Port Angeles needs at least 1000. 228 "Council Chamber" (3823721728) 01:08:48.960 --> 01:09:08.960 970 housing units within the next 20 years. The city has the land capacity for 4841 housing units through thoughtful planning and zoning. The 2025 housing action plan outlines eleven housing initiatives. 229 "Council Chamber" (3823721728) 01:09:08.960 --> 01:09:27.450 That were either new or require improvements in process or funding. These tasks were prioritized by the city council. The proposed housing action plan tasks are an order of priority. They are a bladed property reduction strategy, weatherization and repair programs. 230 "Council Chamber" (3823721728) 01:09:27.450 --> 01:09:47.450 Permit ready plans, affordable housing grants, the fee waiver program, a multi family builders training, a citywide housing instability advocate, housing pipeline project, co living and home sharing updates, multifamily proper. 231 "Council Chamber" (3823721728) 01:09:47.450 --> 01:09:50.460 Any tax exemption and. 232 "Council Chamber" (3823721728) 01:09:50.460 --> 01:10:10.460 Encouraging the use of community land trust. The housing action plan was noticed on 24 September 2025 in the following places in the news on the city's website through several news flashes and its own dedicated. 233 "Council Chamber" (3823721728) 01:10:10.460 --> 01:10:30.460 Page and posted on the official city hall noticing board and sent to our local housing partners and stakeholders, as well as the 800, list serve for the comprehensive plan. The housing action plan is associated with the state environmental Policy Act, environmental impact statement. Like Ben mentioned. 234 "Council Chamber" (3823721728) 01:10:30.460 --> 01:10:47.070 Before the draft EIS comment period started on 18 September and ended on 18 October and staff will issue a final environmental impact statement within 60 days. 235 "Council Chamber" (3823721728) 01:10:47.070 --> 01:11:07.070 There are several several public engagement efforts for the housing action plan, which included multiple planning commission and stakeholder advisory committee meetings. Additionally, we held one on one meetings with our housing partners such as peninful Housing Authority Penincil Behavioral Health, Sernity house, the answer for youth, sergeant's veteran support, the Port Angeles Association. 236 "Council Chamber" (3823721728) 01:11:07.070 --> 01:11:11.520 Delivery orders and that hop top for Humanity of Clawn County. 237 "Council Chamber" (3823721728) 01:11:11.520 --> 01:11:31.520 We also conducted a work session with city council. City staff have tabled at tabled at community events like farmers markets and resource fairs. In addition, we've done a visioning and comprehensive plan survey, which included multiple housing related questions, which we've received over 1400 respons. 238 "Council Chamber" (3823721728) 01:11:31.520 --> 01:11:32.790 Answers and. 239 "Council Chamber" (3823721728) 01:11:32.790 --> 01:11:52.790 5900 comments respectively. And as Ben mentioned previously, there were over 600 housing stories collected by community members during this time. The Jane 2025 open house showcase data collected from the housing needs assessment. Additionally, the housing action plan was public. 240 "Council Chamber" (3823721728) 01:11:52.790 --> 01:12:08.250 We announced on the city's website on 8 August and this was also announced through continued pop up ads on our website. 241 "Council Chamber" (3823721728) 01:12:08.250 --> 01:12:28.250 Public comments were received by staff via email from over 40 community members and organizations during the open public comment period. The common themes were affordable housing needs and ready concerns, housing supply, planning and strategy, supportive housing, and services for unhoused residents, regulations, incentives, and. 242 "Council Chamber" (3823721728) 01:12:28.250 --> 01:12:45.540 Funding mechanisms, lighted property renovations and repairs, different feedback from our stakeholders and partner organizations, and just general recommendations for system and systemic issues. 243 "Council Chamber" (3823721728) 01:12:45.540 --> 01:13:01.380 For our staff analysis, we identified several goals in the comprehensive plan that align with our objectives of the housing action plan. One key goal is land use goal three about residential neighborhoods and housing stock, which aims to provide. 244 "Council Chamber" (3823721728) 01:13:01.380 --> 01:13:21.380 Diverse range of housing types for all income levels. This includes promoting high density and field development, allowing midwise housing options and encouraging co living arrangements. The housing action plan is informed by data from the housing assessment which evaluates the types and income levels of housing required in Port Angeles. 245 "Council Chamber" (3823721728) 01:13:21.380 --> 01:13:41.380 Additionally, initiatives such as the fee waiver and the multi family housing pipeline pilot project are an integral components of this effort. We also looked at goal H two about housing affordability and access. Housing affordability and access to our essential elements. 246 "Council Chamber" (3823721728) 01:13:41.380 --> 01:13:48.600 The housing action plan. In addition to the housing needs assessment, the plan includes an analysis of the column County point in time count. 247 "Council Chamber" (3823721728) 01:13:48.600 --> 01:14:05.670 Which highlights changes in the homeless population from year to year. The housing tasks section encourages affordability and access through various initiatives such as our affordable housing sales and use tax grants, the multifamily property tax exemption. 248 "Council Chamber" (3823721728) 01:14:05.670 --> 01:14:24.720 Goal living housing options and a housing instability advocate and community land trust. Goal H three of the comprehensive plan addresses housing quality. The quality of housing is crucial to the housing assessment, which considers the average age of the home and how. 249 "Council Chamber" (3823721728) 01:14:24.720 --> 01:14:40.140 Family size influences the size of units that are required. Additionally, there's an effort to expand the city's weatherization programs and energy re rebates programs and to apply for grants that support essential housing repairs. 250 "Council Chamber" (3823721728) 01:14:40.140 --> 01:15:00.140 Goal H four speaks to collaboration for affordable housing. This goal focuses on collaborating with various organizations to promote affordable housing. It includes working with the north Peninsla Builders Association and Peninsula College to develop a multi family builder training. Additionally, the housing instability. 251 "Council Chamber" (3823721728) 01:15:00.140 --> 01:15:02.790 The advocate will ensure coordination with. 252 "Council Chamber" (3823721728) 01:15:02.790 --> 01:15:21.600 Organizations involved in the coordinated entry system. There will also be a partnership with the Claum County Habitat for Humanity to address housing repairs and tackle blighted properties. The City of Port Angeles actively participates in the housing solutions committee and conducts biannual check ins with our housing partners. 253 "Council Chamber" (3823721728) 01:15:21.600 --> 01:15:41.600 Such as the Pennifol housing Authority Peninismal Behavioral Health Serenity house, the answer for youth, sergeants veterans support, the Portinancialists Association of real orders and the North Peninciful Builders Association. And lastly, goal H five itself points to updating the housing action plan and using it as a guide for development regulation. 254 "Council Chamber" (3823721728) 01:15:41.600 --> 01:15:56.520 Fund funding and programs. The last Port Angeles municipal code title 18, speaks towards the process of adopting the housing action plan. 255 "Council Chamber" (3823721728) 01:15:56.520 --> 01:16:13.500 With this in mind, staff recommends that the planning commission forward a recommendation of approval of CPA 250112 for the 2025 housing action plan periodic update to the city council. 256 "Council Chamber" (3823721728) 01:16:13.500 --> 01:16:32.010 Hey, thank you staff. So now I'll open the public hearing for the 2025 housing action plan update. Please linear account us to 3 min. Public hearing is now open and I'll have a list, so I'll start with the list and then if you're not on this list, you're welcome to come up after and speak. 257 "Council Chamber" (3823721728) 01:16:32.010 --> 01:16:52.010 So start with Charles Creed, you guys hear me? Yep. Okay. I belong to the turtle plan of the Lenny Monope. 258 "Council Chamber" (3823721728) 01:16:52.010 --> 01:17:12.010 Lower tribinions and the white crane and the pillager cleans of the white Earth bennago Jibwei Nation. My Initiabe name Isi and my English name is Charles Wesley Creed. I'm also of European descent. I'm a squim resident currently, I attend Peninsula College, the welding technologies program. 259 "Council Chamber" (3823721728) 01:17:12.010 --> 01:17:19.110 I'm the vice president of the fight at a Kapa Honor society baited Delta new chapter. And, you know, I was. 260 "Council Chamber" (3823721728) 01:17:19.110 --> 01:17:38.400 Reviewing some of these housing action plans and some of the recommendations through the association of the realtors and, you know, there's some arming things on here, you know, for the opposition, right? You know, multi family building training programs, those are things that we need. Down payment assistant programs, those are things that we all need. 261 "Council Chamber" (3823721728) 01:17:38.400 --> 01:17:55.350 Citywide homeless navigator, we definitely need those things, right? There's growth, you know, by these presentations, we can see that, you know, the city, you know, obviously sees that as well and has to make the appropriate, you know, changes regarding the situations. 262 "Council Chamber" (3823721728) 01:17:55.350 --> 01:18:10.440 You know, on these, these principles that I'm I'm reading on the back, right? You know, the 1st one lower the median age of the population by attracting and retaining young families. So. 263 "Council Chamber" (3823721728) 01:18:10.440 --> 01:18:30.440 You know, I need to remember where I come from, right? My elders, my grandparents, my parents that, you know, taught me the lessons that I hold true to my heart. You know, the marketplace, you know, raises the property values, you know, the interest rates go up, people that are on fixed incomes, they're forced out of their homes, right? They don't, they're, they're going into, you know, nursing homes. 264 "Council Chamber" (3823721728) 01:18:30.440 --> 01:18:47.070 You know, they barely have anybody out there that is, you know, capable to take care of them and, you know, because of the the rise in price of food and and rent and all those other things it it becomes extremely difficult to feel safe in your own community, right? You know, we're, it's. 265 "Council Chamber" (3823721728) 01:18:47.070 --> 01:19:05.670 As a leader, I was taught, right, that we're held to a higher standard. You know, we have to think about the community as a collective. We can't exclude the people that are living here regardless of their circumstance, their situation, how much money they're making if they're less or not. You know, we're a family, we have to look at each other. 266 "Council Chamber" (3823721728) 01:19:05.670 --> 01:19:25.670 You know, in that way. You know, so there there are some really good things here, you know, blinded property reduction strategy. Yeah, that's good, right? We gotta fix up the things that are falling apart, you know, that's important to look at. You know, the co living musicible code updates, yeah, there's things that have to be adjusted, you know, that way we can make. 267 "Council Chamber" (3823721728) 01:19:25.670 --> 01:19:45.670 You know the changes that are needed in our communities. Housing pipeline demonstration project, yeah, that needs to include, you know, the single family homes and the multi family homes, right? With the population increase, you know, those are, those are things, right? They're, you know, focus on supply and demand on what we need. So I'm I'm really grateful for the opportunity to speak. 268 "Council Chamber" (3823721728) 01:19:45.670 --> 01:19:49.470 Week, thank you for all being here and being present. 269 "Council Chamber" (3823721728) 01:19:49.470 --> 01:20:08.550 Thank you. Okay, Clinton Ferris, how you guys doing? 270 "Council Chamber" (3823721728) 01:20:08.550 --> 01:20:28.550 I I I really like this, this planet. I, I've seen a lot of, lot of like very specific things in here and I can tell you guys worked really hard on it. My name is Clinton Ferris. I'm a I'm a local resident of Port Angeles. I actively work in the community every day, 8 h a day. 271 "Council Chamber" (3823721728) 01:20:28.550 --> 01:20:33.060 I'm connecting people to housing resources, et cetera et cetera. 272 "Council Chamber" (3823721728) 01:20:33.060 --> 01:20:53.060 And, you know what, I can, I can tell that you guys did put in a lot of work on this thing. I I would love to see more programs. I I'm just a regular guy, right? I don't I don't make a lot of money, right? And I'm just trying to get by, right? So. 273 "Council Chamber" (3823721728) 01:20:53.060 --> 01:21:03.600 So I am gonna be that guy that falls into these programs. I don't want to, right? I want to, I want to be able to buy my house, right? I want to be able to afford a house someday. 274 "Council Chamber" (3823721728) 01:21:03.600 --> 01:21:23.600 I want to be able to, you know, have kids someday, like, you know, Sheri was saying. You know, I want to be able to raise a family in this community. You know, and I I see where we're trying to go about this in different ways. We're trying to like build industrial stuff. We need more jobs. I I immediately seen some. 275 "Council Chamber" (3823721728) 01:21:23.600 --> 01:21:37.800 Numbers we we plan on bringing more people into this community and, and half the housing, you know, like those are some pretty big numbers, you know, like, like 4000 people but half the housing, you know. I feel like we could do better. 276 "Council Chamber" (3823721728) 01:21:37.800 --> 01:21:57.120 You know, in a lot of areas, you know, I feel like we could do a lot better. We have a, we have a lot of space out here, you know, and it's a, it's a perfect blend of us a big little town, I get it. But we, we could do better, we could build higher, right? We, we don't have to always have like. 277 "Council Chamber" (3823721728) 01:21:57.120 --> 01:22:17.120 Acreage and stuff like that, you know, I would love to have it someday. I I'm just trying to be realistic, you know, so I'm here tonight, just hoping that maybe I say something that you guys go home and like kind of think about it, you know? And, not trying to like blow your guys's minds or nothing or like say something epic, but, you know, I'm just a regular guy and. 278 "Council Chamber" (3823721728) 01:22:17.120 --> 01:22:23.730 In this community. Love this community, I hope to stick around. I hope to, you know, I hope to be around, so. 279 "Council Chamber" (3823721728) 01:22:23.730 --> 01:22:43.730 So let's be realistic, you know? I on page 15 I've seen some, some pretty unrealistic numbers for me, you know, a hundred thousand I can't wrap my mind around that kind of money, right? I'm lucky to break 30000, you know, if I worked my butt off and had a partner, you know, which I don't, so, so. 280 "Council Chamber" (3823721728) 01:22:43.730 --> 01:23:03.480 Realistically as a regular person in this community, I would like to see something more affordable, you know, it doesn't have to be, you know, through all these insurance agencies or whatever they are, like building these super taxed housing markets, you know, but just homes, you know, just. 281 "Council Chamber" (3823721728) 01:23:03.480 --> 01:23:19.440 You know, Covid's over, you know, let's let's let's get back to normal, you know, and yeah, that's all I got. Thank you for your time. Thank you. All right, Susan. My hildren. 282 "Council Chamber" (3823721728) 01:23:19.440 --> 01:23:39.440 Got it. That's a G and I Q alright Hello. My name is Susan Hillgrant and if I'm not familiar with you, I should be. I have Taffy, the drop in center for homeless. So I deal with that population that I'll probably never gonna. 283 "Council Chamber" (3823721728) 01:23:39.440 --> 01:23:57.030 Gonna get a house, but it's important that they are recognized. It was born and raised here in Port Angeles, lived here till 76 moved away 20 years and came back in 96, so I'm familiar with how it's always looked, and it really hasn't changed much. So. 284 "Council Chamber" (3823721728) 01:23:57.030 --> 01:24:17.030 And I'm, I want to just share from the perspective of somebody who works every day, I'm elderly, so I know there's a lot of elderly out there. I work with the homeless and those struggling with addictions. And, I don't know what the official numbers tell you, but I can tell you in portunter. 285 "Council Chamber" (3823721728) 01:24:17.030 --> 01:24:29.670 Fill us alone, we probably have a thousand people who are homeless. So when you're saying, you know, you, you could put 2000 in houses, whatever, we could fill every one of those vacancies you have out there. 286 "Council Chamber" (3823721728) 01:24:29.670 --> 01:24:49.670 But we'll have, we have so many people living in, in garages and backrooms and and so we really need to to speed it up. No matter how much new housing we build, it won't meet the the needs of this population. They're in our parks, they're in our sidewalks. And these are our kids. 287 "Council Chamber" (3823721728) 01:24:49.670 --> 01:25:09.670 These aren't people bussing people in. They're not. We need to do, they were talking about a navigator, and that's a great thing if it's gonna help people get in. But we need a red restitution program because you're talking about this blinded property, you could get the people doing community service out there. 288 "Council Chamber" (3823721728) 01:25:09.670 --> 01:25:22.380 There to clean all of those properties. It would work for them, it would work for the community, and you don't have to pay a lot of money. I want Taffy on a pretty tight shoestring and and we get things done. 289 "Council Chamber" (3823721728) 01:25:22.380 --> 01:25:42.380 And that's what we have to do. We don't need to pay high wages for that. So we just need multifamily homes, we need to put people in a smaller space and build up and and put, just meet their needs. 290 "Council Chamber" (3823721728) 01:25:42.380 --> 01:25:52.530 We don't need $400000 homes. None of us could afford that. I recently got divorced and longer way I can buy houses if my son helps me. 291 "Council Chamber" (3823721728) 01:25:52.530 --> 01:26:12.530 And so that's just, we just got to be careful with that. And in the, in this, this housing thing, I just want it noted that maybe in five years if we have to address the LGBTQ population or the elderlyne, which is the highest growing homeless population, that they're noted in this plan so we can come back and reference it. 292 "Council Chamber" (3823721728) 01:26:12.530 --> 01:26:31.740 And not say, oh, we didn't, we forgot to put that in there so we can't meet their needs. So just really we need to think about everybody. Thank you guys and thank you for doing your job and thank you, Ben. 293 "Council Chamber" (3823721728) 01:26:31.740 --> 01:26:51.740 I'm gonna mess this name up, but is it Cheyenne? Oh, it's ok, got it. Got it. Cheyenne Titchell. Hi, Cheyenne Twitchell again, Port Angeles resident. I just love what Susan says. I love this idea. 294 "Council Chamber" (3823721728) 01:26:51.740 --> 01:27:11.740 Yeah, that we have for this plan, to be honest, this is where my passion lies, obviously not only as somebody that falls into that category of being, you know, in their thirties, living in the community as I shared earlier, but I also volunteer regularly for the taffie. I also fall into many other areas of C. 295 "Council Chamber" (3823721728) 01:27:11.740 --> 01:27:21.630 Being needs that aren't mine, needs that are are above mine, needs that are more extreme, right? Providing just simple things. 296 "Council Chamber" (3823721728) 01:27:21.630 --> 01:27:41.630 That really make people's quality of life wake them up tomorrow and try again, right? So sometimes we fall through the cracks and I think that's, this plan is really especially this part when you go through, there's a lot of great details, there was a lot of work that went into and a lot of people that talked to the people that, help. 297 "Council Chamber" (3823721728) 01:27:41.630 --> 01:28:01.910 Us every day, with the weatherizations and things like that, I think that's awesome. But again, I live in a home from the 1800s and if the land owners are not required to make those and if there is not a way for them to still make their property, inc in increase in quality without them losing the revenue. 298 "Council Chamber" (3823721728) 01:28:01.910 --> 01:28:21.910 But they need to have to continue to maintain holding onto that single home or multi home home area. So my home hasn't been weatherized. My home has NO foundation. I pay almost $400 a month in just utilities alone. And I do rely on some of these programs and they're phenomenal. But what I'm being told and what I see with our budget. 299 "Council Chamber" (3823721728) 01:28:21.910 --> 01:28:41.910 There's certain things that we can't afford and we do have to make it work. It used to be we can give out umbrellas, now we can't afford umbrellas. It used to be, you know, that we had, more funding in these areas like olive Cap and Serenity house. There's a lot of stipulations that come into being able to use those services. 300 "Council Chamber" (3823721728) 01:28:41.910 --> 01:29:01.910 You don't fall into that stipulation, you fall out of that situation until you you're literally desperate, right? If I can't pay my utilities, my utility gets shut off I can't afford to pay the whole lump stum. I can get assistance from those places now cause I still fall into that, but there's many services that as you're growing in the community, trying to be more. 301 "Council Chamber" (3823721728) 01:29:01.910 --> 01:29:19.032 Helpful in trying to be more active and to give back from the community that's been giving to me. It, it puts you under this pressure because I can't survive without some of those things. But e.g., with serenity house, it's different than a taffy, right? Serenity house. You have to have an eviction notice. That's critical to. 302 "Council Chamber" (3823721728) 01:29:19.000 --> 01:29:39.000 Even being able to rent another home. So if I have to have an eviction notice to get rental assistance to prevent being evicted, that's now on my permanent record. So NO matter what, I'm always gonna be in that situation where people maybe hesitant to renting to me, to, to giving me a loan because I'm always gonna be seen on paper as this person that's not adequate in the community, even though I. 303 "Council Chamber" (3823721728) 01:29:39.000 --> 01:30:01.300 I can hold the job in the community taking care of elders, which by the way I watched, they can't age and place. They have to sell their homes in all of their belongings. So I think that it's it's an amazing plan, but I think there's holes in the plan that we could address later on in the future. Thank you. Thank you. All right John Morson? Monsen. 304 "Council Chamber" (3823721728) 01:30:01.300 --> 01:30:21.300 Hi I'm John. I'm from Clown County squim, but I have recently moved to Port Angeles. And I'm just here to speak on like kind of my story. I, I was homeless never thought I'd be in that situation. Living in a tent, living in the cold, the mud. I struggled with addiction. 305 "Council Chamber" (3823721728) 01:30:21.300 --> 01:30:41.170 Definitely eleven months over and, just the housing, you know, it's me and my finances she had to move away because we can't, we can't get funding around here to get into a house. She's working now. I'm currently working, but it's, it's. 306 "Council Chamber" (3823721728) 01:30:41.170 --> 01:31:01.170 A struggle just to find housing rental housing, and I believe that everybody, you know, it deserves the right to to have a home over the head, NO matter their situation, but I I find it very, very difficult around here too, and I'd like to stay around here and find it difficult to. 307 "Council Chamber" (3823721728) 01:31:01.170 --> 01:31:18.730 To, to actually afford housing. So, some programs would be nice around here, but that's all I have to say. Thank you. Thank you. All right Joe Berdo? 308 "Council Chamber" (3823721728) 01:31:18.730 --> 01:31:33.910 You said Mike comment. Do you want to comment? 309 "Council Chamber" (3823721728) 01:31:33.910 --> 01:31:49.870 I'm a co chair for oxford House chapter 20. I'm also not I'm just really moved here in November to Port Angeles through Oxford house that gave me that chance. Also employer Port Angeles food bank. 310 "Council Chamber" (3823721728) 01:31:49.870 --> 01:32:05.680 Their market and mobile market staff. One thing that I I look at is that's crucial to most of your plan is, is the foundation. You know, the th the main thing is foundation and employment. 311 "Council Chamber" (3823721728) 01:32:05.680 --> 01:32:22.300 And that's one of the things that will make your your plan work. If you have NO foundation in any sort of income, there isn't going to be any growth in any of the housing that you put up. For me, I I understand that because I work part time and. 312 "Council Chamber" (3823721728) 01:32:22.300 --> 01:32:42.300 The only way that I can live out here is being in a multifamily home and being in the multifamily home through Oxford House allowed me sobriety, allowed me to be in an environment that I'm not used to. Just like being here today, I'm not used to talking in front of council. I I don't do these things. 313 "Council Chamber" (3823721728) 01:32:42.300 --> 01:33:02.310 But the one thing that I I stressed the most, you know, is, is when we as addicts come out of our addiction, we don't really foresee looking at being able to own a house. We don't look at anything other than trying to figure out the next day of how we're gonna stay in a right mind to be able to. 314 "Council Chamber" (3823721728) 01:33:02.310 --> 01:33:26.370 To, you know, comprehend our actions and and be able to mentally focus and mentally be able to be there in anything that we're doing. And it's a stressful thing and I've I've been, you know, grateful for everything that I've accomplished and all the things that I'm I'm gaining in life now, but to be able to own a house is something that I don't see for myself anytime soon. And. 315 "Council Chamber" (3823721728) 01:33:26.370 --> 01:33:41.620 The, you know, the foundation of of trying to grasp my mind around that is is all about income and it's a sad thing because in most situations money shouldn't matter if, you know, in a in a community that cares about their people. 316 "Council Chamber" (3823721728) 01:33:41.620 --> 01:34:01.509 If you care about your people, it shows, but if you, if you seem to just focus more on what's gonna grow and bring more tourism in and all these other things, it kind of pushes other people that don't have, and they're not very fortunate, it pushes them to the side and then it makes them stand out to the public, and then when the public. 317 "Council Chamber" (3823721728) 01:34:01.509 --> 01:34:17.409 Looks out and clashes out at them, it starts looking bad on both ends and there's like a, there's always like a war right there, but I witnessed a lot of things, you know, with the food bank, being an employee, also being at a. 318 "Council Chamber" (3823721728) 01:34:17.409 --> 01:34:33.009 And talking to some of these people because I do put myself back out there to pass on a message to the suffering, and I always, you know, I witnessed something, you know, with the food bank being there, they, they add an added security that some state even. 319 "Council Chamber" (3823721728) 01:34:33.009 --> 01:34:48.669 Provides up to $500 of like a safety net for them. And then they're losing their budget, and then people that are out on the streets, they really don't have you know anything to look at other than what they're gonna do or what they're gonna eat in the next meal, so, but. 320 "Council Chamber" (3823721728) 01:34:48.669 --> 01:35:08.669 Thank you for your time. Okay, thank you. Okay, Jim Hangwood. Okay, good evening again. 321 "Council Chamber" (3823721728) 01:35:08.669 --> 01:35:28.669 City of Port Angeles. So I'd like to speak on the 2025 housing action plan. So the Portal Association realities members including real estate brokers, lenders, appraisers, inspectors have been working for over two years to come to these conclusions, and these people are. 322 "Council Chamber" (3823721728) 01:35:28.669 --> 01:35:48.669 Working in this industry every day and they are committed to to improve housing and find people housing. That's what we do every day. There are some areas of this plan that we strongly support. One is the blinded property reduction strategy? Absolutely. And what we're asking is that we add our. 323 "Council Chamber" (3823721728) 01:35:48.669 --> 01:36:17.699 Onto that, a renovation assistance program or a cost reduction of renovation. When you look at the stats, Port Angeles housing average age is 1970. We need to start reinvesting in these homes in by reduction of landfill costs or permit fees, we think it'll spore investment in those properties. That must be done. Co living municipal code updates, absolutely that's gonna happen I think at the council meeting next year. 324 "Council Chamber" (3823721728) 01:36:17.699 --> 01:36:50.669 Week on the housing pipeline demo demonstration project, the city needs to do what it's intended to do, which is bring infrastructure, streamline the permitting process, allow these things to get built and not create an environment that there's added risk to, to builders to do that. The city should not be building housing. There are already experts that are doing that potential housing authority and and others in the area. We firmly approves the multifamily builders training program. 325 "Council Chamber" (3823721728) 01:36:50.669 --> 01:37:22.829 I, I think there's other things that you can invest time and energy on get a better return. Same thing with the down payment assistance program. That goes on every single day with railers and lenders. There are, down payment assistant loans programs that are in existence right now. Our lenders stated that there maybe a market there, but it is very small, and it's probably a high risk venture for the city to proceed with that. We don't think that the citywide homelessness. 326 "Council Chamber" (3823721728) 01:37:22.829 --> 01:37:47.579 Navigator is really an important role that the city should be taking on. Taffy and others in this communities are doing a great job. They're experts in that. The city's not an expert in that. And so we have a number of of concepts that we think we should add to this plan. One is the renovation program. 2nd thing is we need to balance the housing approach. When you look at those two graphs on the side. 327 "Council Chamber" (3823721728) 01:37:47.579 --> 01:38:10.529 Second page of our plan, those are not in balance. It's saying that 78 % of the new homes that should be billed in Port Angeles are 50 % or less of AMI. That that doesn't work. Also look at the the capacity of the wastewater treatment plan. If we are gonna grow in population, we need to start looking at the, at the waste, wastewater treatment plant. 328 "Council Chamber" (3823721728) 01:38:10.529 --> 01:38:37.439 And then the last one is the raising that average median income because as the gentleman said before, that's what it comes down to. Thank you very much. Thank you. All right. Sean Washburn? Sir. Sean Washborn business owner in the City of Port Angeles, I'm gonna throw out there 51 years old and I'll come back to why I'm saying that, but we need to find a way to make a renovation. 329 "Council Chamber" (3823721728) 01:38:37.439 --> 01:38:57.439 So Jim talked about a little bit, but we need to make remove renovations of our current housing stock more affordable. Some suggestions would be, as Jim suggested, some sort of dump waiver fees taken along the lines if somebody has an active building permit or has, you know, is actually starting a project that there's some, some maybe some waivers put in there. The utility base rate. 330 "Council Chamber" (3823721728) 01:38:57.439 --> 01:39:18.629 I'll tell a story in a minute, but you know paying those base rates for seven eight months while the innovation's going on and nobody's living in the home, really adds to the cost of holding that property, see, I'm gonna use an example of a home I sold last year to a gentleman it was blinded for. 331 "Council Chamber" (3823721728) 01:39:18.629 --> 01:39:40.259 Property two bedroom, well when he bought it, it was down to the studs. The city police department had been in numerous times because people were squadting in it, the doors were bordered with plywood. Windows were boarded with plywood. People were still getting in and we're actually building fires in the fireplace, and so fire department had to come, all the stuff. Gentlemen bought it, was gonna try to rehab it, it became too much of a pain. 332 "Council Chamber" (3823721728) 01:39:40.259 --> 01:40:03.579 For him, so it sat and sat and sat. My client came along, we purchased it for a hundred and $24000. Okay, on the west side of it's a little tiny and 800 and some square foot home. Does the renovation, he dumps about, let me get my numbers here, a hundred and I'm sorry. 333 "Council Chamber" (3823721728) 01:40:03.579 --> 01:40:23.579 Let me give you the right numbers. Paid paid a hundred and 24 ft, about a hundred and $20000 in materials, 78 months of his labor, and we're able to sell, we tried to sell it for 03:50. He got 03:30 5 ft. It sounds like a heck of a gross 95000. When you take out $24700 in closing costs, state xi. 334 "Council Chamber" (3823721728) 01:40:23.579 --> 01:40:54.059 His tax county excess tax, realtor fees, title escrowd fees, $24700, he netted less than 50 grand for 78 months of his work, all his money tied up for that amount of time, the risk of not being able to set it etc. So there's it just doesn't pencil it in today's current market to do these types of projects, so we need to as a city try to figure out how we can help people do that. Cause there's a lot of properties and a lot of people that would love to be able to do that if it was affordable. 335 "Council Chamber" (3823721728) 01:40:56.049 --> 01:41:16.049 Get back to Jim touched on a little bit about that at my age because the median age of the home that sold this year we sold a little over 200 homes in the city of Port Angeles. The median age is 58 years old. It's older than me. I've been here my entire life K through twelve, and 69 of which of those 200 homes. 336 "Council Chamber" (3823721728) 01:41:16.049 --> 01:41:38.249 They're over 75 years old. So they all need work. They all need, you know, some of malventube wiring, installation standards alone, so whatever we can do to help promote the, the city's energy programs that they have, things like that, it's important. As far as the homeless navigator goes, I'll echo Jim. It isn't that we don't think that's needed, but there's. 337 "Council Chamber" (3823721728) 01:41:38.249 --> 01:42:03.269 The city doing it. I just caution not to duplicate the efforts of our amazing NGOs that we have out there doing these things. So thank you. Okay, thank you very much. All right. Is there anyone online that would like to has their hand raised? There are two people online with their hand raised. I'm unmuting Megan right now. Oh. 338 "3660420608" (3660420608) 01:42:03.269 --> 01:42:25.989 My name is. I grew up here in Port Angeles. I'm a parent and a board member with the Port Angeles Association of Relators. I'd like to speak about a couple of aspects I believe are missing in the housing action plan, specifically the need to expand our wastewater capacity as well in public utilities. 339 "3660420608" (3660420608) 01:42:25.989 --> 01:42:45.989 And by aligning our economic development policies with the needs of our residents and workforce. As you know, Port Angeles faces a housing shortage that impacts every part of our community from our young families to our health care workers and beyond. What I'm hearing from property owners and developers who would like to build new housing. 340 "3660420608" (3660420608) 01:42:45.989 --> 01:43:05.989 Or new multi family housing is that the cost and timeframe can be prohibited without the infrastructure to support it. Expanding our utilities and wastewater capacity is a key step in unlocking the ability to add new affordable homes in both single and multi excuse me family. In addition. 341 "3660420608" (3660420608) 01:43:05.989 --> 01:43:25.989 Is part of the housing action plan, I encourage you to adopt further policies that will Raise's median income to equalize with the rest of cloum County by promoting workforce development, higher wage jobs, and supporting homeownership. This is an essential part of long term prosperity and raising immediate income cannot be overlooked as an. 342 "3660420608" (3660420608) 01:43:25.989 --> 01:43:50.634 Important piece of the housing action plan. Port Angeles is evolving and to meet the needs of our community, we need to invest now in infrastructure and in our people. Expanding wastewater capacity and focusing on increasing our median income will support a foundation for growth, stability, and a more prosperous future for everyone in Port Angeles. Thank you for your time and your leadership in shaping that future. 343 "Council Chamber" (3823721728) 01:43:50.634 --> 01:44:17.513 Okay, thank you. There's one other hand up for Steven Leo and I am unmuting you right now or giving you the chance to unmute if you would like. 344 "Steven Pelayo" (90085888) 01:44:17.513 --> 01:44:20.267 Hear me now. Can you hear me now? 345 "Council Chamber" (3823721728) 01:44:20.267 --> 01:44:21.732 We can hear you. 346 "Steven Pelayo" (90085888) 01:44:21.732 --> 01:44:39.269 Okay, sorry about that. Nice student Paleo. Look I'm kind of the town data nerd here and I thought I'd remind people of some of the big picture data. You know, the population in the city of Port Angeles has growing at .4 %. This is one 3rd, the rate of the state of Washington and half the rate of the rest of the county. 347 "Steven Pelayo" (90085888) 01:44:39.269 --> 01:45:08.189 We've actually been underperforming in terms of population growth significantly. In fact, our last housing action plan said we would have close to 24000 people here in 2025. Obviously we missed that. We'd have nearly a thousand more homes as well. We clearly were very wrong. My primary position here is that we need more of everything. And I think, you know, we need to embrace anyone willing to invest in Port Angeles. This is why I get so upset when people seem, you know, manically focused on just one. 348 "Steven Pelayo" (90085888) 01:45:08.189 --> 01:45:27.669 Of each issue. I think we need balance. You know, this housing action plan suggests about 84 % of future housing for people making less than 80 % of AMI. You know th those are gonna be rental properties and right now we already have, if you read housing action, we had about 46 % of our existing housing stock as rental properties. 349 "Steven Pelayo" (90085888) 01:45:27.669 --> 01:45:43.029 I really don't think it should be controversial that we need, you know, three quarters of a million million dollar homes just as much as we also need some affordable apartments and adus. Don't forget property taxes are up 50 % in the last five years because we're not building enough. 350 "Steven Pelayo" (90085888) 01:45:43.029 --> 01:46:03.029 And to spread this tax burden out. And don't forget these higher property taxes are making housing less affordable for other people. And then finally, don't forget adus are gonna not be for families. You know, Port Angeles school district enrollment is down from 4000 to 3000, you know, if we exclude the 200 people in CVU of the online school right now, you know, we need to. 351 "Steven Pelayo" (90085888) 01:46:03.029 --> 01:46:33.389 Support families and retirees or, you know, with face, there won't be any kids to attend these schools that we're spending more than $200 million on to rebuild. You know, I, I also recently heard that the port commission would like to, you know, they're, they're making a pitch to the coast Guard to station the cutter here, which would bring 300 families. Again, this is the kind of housing that we're gonna need a diversity to to take care of. Finally on a couple of things I just want to mention is people have mentioned the income side of the equation. Don't forget that. 352 "Steven Pelayo" (90085888) 01:46:33.389 --> 01:46:55.079 Column county wages have grown at roughly half the state growth rate. We need private sector jobs, we need public sector jobs. And again, this speaks to this, this, this balance that I want to make sure we we focus on instead of one extreme. And lastly on balance, we should also say that it should come from not only greenfield construction, but also encouraging the renovation. 353 "Steven Pelayo" (90085888) 01:46:55.079 --> 01:47:11.489 Of existing. Clearly we need a lot of that especially in commercial, you can imagine. So in closing I just want to make sure that too much of our effort seems to lean on one side of each of this issue. This leaves us off balance, I think this risks the potential for PA to have a vibrant future. That's it for me. 354 "Council Chamber" (3823721728) 01:47:11.489 --> 01:47:30.009 Okay, thank you. Anyone else online or on the phone? No one else online went their hand up. Okay, and come on down. Yeah. Did you have a comment 1st? 355 "Council Chamber" (3823721728) 01:47:30.009 --> 01:47:50.009 Okay. Oh, I'm sorry for that I've just been taking notes of so didn't see your name and if you're seeing resident? I've just been taking notes a little disjointed. I apologize for that. I'm Stephen Wookman, a resident of Port Angeles, I did live down by the. 356 "Council Chamber" (3823721728) 01:47:50.009 --> 01:48:10.599 Golf course, just up the hill from a commercial property that's been two thirds empty, a large commercial property that's been two thirds empty for about a year. I'm a member of the Cloudum County Housing Solutions committee, but tonight I'm just speaking as John Q homeowner. 357 "Council Chamber" (3823721728) 01:48:10.599 --> 01:48:29.409 Listening to all you, all the comments from experts and the panel and you guys, it's clear that housing is a really complicated issue. So I appreciate all your efforts to. 358 "Council Chamber" (3823721728) 01:48:29.409 --> 01:48:49.409 Try to make it better that we've listened to you so far tonight. Let's see, one, one thing I noticed that listening to various comments that the average price of a home in our community. 359 "Council Chamber" (3823721728) 01:48:49.409 --> 01:49:10.979 Is about double what the average medium income is. So there's a lot of realtors are talking about we need more single family homes, but, from what I've heard, even if they get built, most people that are anticipated to be moving here and that's another discussion who actually. 360 "Council Chamber" (3823721728) 01:49:10.979 --> 01:49:36.779 We will be moving here in the future. People were just guessing, but what can be built today is not affordable by most people. Let's see what what as I was listening to all this, I was reminded of a movie, the field of Dreams, which kind of has a comment. The overall comment is build it and. 361 "Council Chamber" (3823721728) 01:49:36.779 --> 01:49:57.779 And they will come and listening to our esteemed planners and thank you so much for all your hard work. It's kind of what I'm kind of hearing is plan it and it will get built. And my listening to my backgrounds and I was a residential builder and a realtor before I retired and. 362 "Council Chamber" (3823721728) 01:49:57.779 --> 01:50:23.519 I'm just wondering who's gonna build all this stuff that gets planned. It's complicated and whether it's commercial or multi family or residential single family, it takes people to come to or if they're here, I don't think they're here, but getting people to move here who are able to do the work. And my last comment is. 363 "Council Chamber" (3823721728) 01:50:23.519 --> 01:50:49.289 Our community seems to be transitioning. I've lived here for about ten years, but I was in Seattle before that. The community on the peninsula is transitioning from a resource based economy to something else. There's a lot of tourism that seems to be talked about. Those are low paying jobs, so the idea that we can just get industry to move here when. 364 "Council Chamber" (3823721728) 01:50:49.289 --> 01:51:14.519 Higher paying jobs like industry or natural resource industry head is seems problematic. So that's my $0.02. Thank you. Okay, thank you Eric Osteberg, city resident county resident, UGA resident, which NO one seems to know who's in charge of that. It's the city, the county I go back and forth. 365 "Council Chamber" (3823721728) 01:51:14.519 --> 01:51:37.359 Just wanted to touch base on the bolited houses and fixing those up. I know four people who want to, but they have to get an Aspestus removal permit for a home that's built after 1993 when Aspectus isn't used in home products. So that's the un cost they can't afford. So that house sits there. They can't. 366 "Council Chamber" (3823721728) 01:51:37.359 --> 01:51:54.159 It's burned down. They can't even tear it the rest of the way down and rebuild. So that slows that down. I don't know why we charge people to do that. That's ridiculous. That would speed things up if we could delete that. And as far as I don't like I hate public speaking. 367 "Council Chamber" (3823721728) 01:51:54.159 --> 01:52:10.929 I Lost my train of thought. Oh yeah, so people need places to live. We purchased, we had approval, set approval for 21 duplexes. 368 "Council Chamber" (3823721728) 01:52:10.929 --> 01:52:27.369 And the city said yep, we bought the property, submitted our plans. City said NO, we can't connect. You don't have the capacity to build these homes. There's plenty of people that know how to build homes and you're gonna train people how to build homes. I don't get it, you. 369 "Council Chamber" (3823721728) 01:52:27.369 --> 01:52:43.059 Just shut down 8th Street and sea Street multifamily wanting to be built. You don't have capacity there either for multi family. There's a core issue here. The capacity has to increase or we can't build multi housing. 370 "Council Chamber" (3823721728) 01:52:43.059 --> 01:52:59.139 Anywhere. I got outbid on your C Street product. You're gonna build multi housing there? You haven't done anything five months. No builder can buy land, hold it for five months, and pay property taxes, lose time, lose money. 371 "Council Chamber" (3823721728) 01:52:59.139 --> 01:53:14.829 You've already failed at showing how to do that economically as a business. By property, you have to build and develop, sell, rent, whatever. You guys paid outbid me or my client on that property. 372 "Council Chamber" (3823721728) 01:53:14.829 --> 01:53:30.909 He was gonna build 6a6 blacks, probably would be mid construction by now. So, things to think about. Thank you. Anyone else want to speak? 373 "Council Chamber" (3823721728) 01:53:30.909 --> 01:53:47.769 Okay, anyone else new joining online or on the phone? Okay. Okay alright this time I'm closing the public hearing and commissioners, you can ask questions. 374 "Council Chamber" (3823721728) 01:53:47.769 --> 01:54:03.249 For staff or comments that you may have on the proposed draft housing action periodic plan as before, the request for amendments in the plan should be in the form of a motion. A Minder of the staff has provided a final motion for a recommendation in the presentation. 375 "Council Chamber" (3823721728) 01:54:03.249 --> 01:54:23.249 Oh, what? Commissioner Sagger? Yeah, I've got r2 quick motions. 1st off though I want to really wanna thank everybody for coming out. I hope you stick around. There is one more public comment at the end if we missed something or you wanna comment on that. But my 1st motion is that we extend the meeting to let's go 08:30. 376 "Council Chamber" (3823721728) 01:54:23.249 --> 01:54:44.369 Is there a second? Second. Okay, it's been moving a second and we'll do a consent vote. Any objections? None, we'll, we'll extend the meeting at 08:30. Okay alright I'm on the motions. My motion we take a very quick 5 min break and come back cause I definitely want to talk about this topic some more. Okay, is there a second? 377 "Council Chamber" (3823721728) 01:54:44.369 --> 01:55:08.879 Oh, second part. So any objections? No objections? Take a 5 min break. 378 "Council Chamber" (3823721728) 02:00:48.879 --> 02:01:16.269 Session phase here, so does anyone have any discussions they'd like to start with? I do have a question for staff. I was hoping you guys could speak on the wastewater, specifically maybe speak to like the wastewater, you know. 379 "Council Chamber" (3823721728) 02:01:16.269 --> 02:01:36.269 Comprehensive plan and the work being done there, as well as, you know, the commission involved with that work, how that's adjacent to the comprehensive action plan, and then maybe even speak to how there is elements of that mentioned the comprehensive action plan. I think that would just be helpful for some background on that. Yeah, certainly. 380 "Council Chamber" (3823721728) 02:01:36.269 --> 02:01:58.619 So, the comprehensive plan acts as the, you know, the foundation for all of our city action and we do have a utilities and public services element and a capital facilities element. Our, you know, our wastewater capacity needs are well known and we do. 381 "Council Chamber" (3823721728) 02:01:58.619 --> 02:02:26.379 Do you have a wastewater comprehensive plan. Just as we're, you know, we have a housing action plan, we have a wastewater comprehensive plan that acts underneath our general comprehensive plan and we have a water comprehensive plan as well. So that comprehensive plan goes through the utility advisory committee, but it's enacted through the comp our the comprehensive plan being we reviewed today. So the plan itself. 382 "Council Chamber" (3823721728) 02:02:26.379 --> 02:02:41.559 It is going to respond in the future to changes in land use that we've proposed in the comprehensive plan. So the future land use map, the policy guidance, the the plan when it is, amended will. 383 "Council Chamber" (3823721728) 02:02:41.559 --> 02:02:57.489 Reconfigure itself. So land use 1st and then utility development. So right now we're setting the, the foundation, the comprehensive plan, and the wastewater plan will will be amended to really focus on the priority that. 384 "Council Chamber" (3823721728) 02:02:57.489 --> 02:03:14.289 The the guidance of the comprehensive plan has, so, I know there's a lot of need and there's a, you know, identified a lot of areas that we need to improve upon, but this plan, the housing action plan is really focused on specific housing actions, not so much. 385 "Council Chamber" (3823721728) 02:03:14.289 --> 02:03:34.289 The utility actions, those are in a different plan, but it, you know, it's it's a valid concern and we're trying to address it somewhere else. Thank you. One other question, a little bit off topic, I don't know if staff can comment or verify. 386 "Council Chamber" (3823721728) 02:03:34.289 --> 02:03:58.319 The comment about the food bank losing their funding, I don't know if you have any information about that. I don't, but they could have federal funding that's been withheld. Okay, thank you. Those are all my comments. Commissioner Steger. All right, Buckle up. I got questions, I got comments. I think the the two. 387 "Council Chamber" (3823721728) 02:03:58.319 --> 02:04:29.429 Individuals left perhaps, but I did want to congratulate the the two people on their sobriety as well. I think that's really awesome and always inspiring to hear. I also echo Steven Playo's comments about balance. I really think that's key, and I do think in some ways the housing action plan is is tackling one side of that a little bit to our detriment. The letter from the relators called out what's. 388 "Council Chamber" (3823721728) 02:04:29.429 --> 02:04:49.429 See where did this go here? Figure six, the comparison on housing units and household incomes in Port Angeles. This is a graph, you know, and it had each segment, you know, 30 % or below, 30 to 50, and so on. What were the housing units that we had and what are we planning to build? And I've kind of struggled. 389 "Council Chamber" (3823721728) 02:04:49.429 --> 02:05:11.919 With this graph earlier, I started to throw some numbers together, so bear with me here. It's always tough to describe numbers just over a microphone. I'll definitely send these into staff as well. But essentially, we've got a target for less than 30 % of AMI for 963 new units. 390 "Council Chamber" (3823721728) 02:05:11.919 --> 02:05:31.919 And I don't necessarily disagree I think there's a lot of need for housing at the, that end of the spectrum. We got gauge 605 for 30 to 50 % 241 for 50 to 80 and 85 for 80 or a hundred and 76 for greater than a hundred percent. 391 "Council Chamber" (3823721728) 02:05:31.919 --> 02:06:01.899 So, going by these metrics and based on what they're currently is for households, we'd end up with a big surplus still on the 50 to 80 %, and we'd end up with a pretty big deficit at greater than a hundred percent. And I understand that people, if there's not a house available, but you're in that income bracket, you're probably gonna take up one from the lesser. Totally get that concept, I think it makes some sense, but breaking that down a little bit further. 392 "Council Chamber" (3823721728) 02:06:01.899 --> 02:06:21.899 30 % of the median household income as far as I could figure out, is $22000 a year. 50 % is 30 7080 is 60000, a hundred percent, 75000 ish. If we go to a hundred and 20, that's about 90000. I'm going somewhere with these numbers, I promise. 393 "Council Chamber" (3823721728) 02:06:21.899 --> 02:06:42.869 So, at 30 %, somebody can afford a monthly payment of $468. Nobody can build a house where that will work. It has to be subsidies. The city does not have the budget for that kind of subsidy. The federal government certainly can't be dependent on current. 394 "Council Chamber" (3823721728) 02:06:42.869 --> 02:07:08.129 For that end of things. Even if we get up to a hundred percent, they can afford a home that costs $252000. Can you find many homes in our community at 250000? And I realized that this a lot has to do with interest rates, all these things. Exactly. I know the median's like 04:50 or something right around there, right? So I'm gonna. 395 "Council Chamber" (3823721728) 02:07:08.129 --> 02:07:35.140 Keep going down this rabbit hole just a little bit, but I am very concerned that we are putting out that yes, we have these needs and there's NO way that we can actually address these needs. So that's concerning and I understand this is abroad and it's gonna direct all these things. But if we go just a little bit further cost per square foot, let's say we can build that at $250, which is. 396 "Council Chamber" (3823721728) 02:07:35.140 --> 02:07:55.140 Probably a challenge right now, I think a lot of builders are closer to 03:50, something in that ballpark, right? So that puts home values for a hundred percent at $600000 once you add in the property. So where I'm going with this, I think we need to be care, very clear. 397 "Council Chamber" (3823721728) 02:07:55.140 --> 02:08:17.290 Careful that we don't say we don't want these houses that clearly we need at that hundred percent. If I understand the math right as far as property taxes, the city gets .9 % of the assessed value as their property tax, I believe. I could be mistaken on that. So. 398 "Council Chamber" (3823721728) 02:08:17.290 --> 02:08:37.290 If we built all these new homes as described in the plan, that would generate $6 million worth of property tax. I'm not sure if I've got all my maths right but go with me here. If we just built the capacity for that hundred and 20 % that is needed, that's an extra $5.7 million. 399 "Council Chamber" (3823721728) 02:08:37.290 --> 02:08:57.870 So, where I'm going with this, we have the need for, to help the people at the lower end of the spectrum, right? People need this helping hand to get there. And we have very limited funds to be able to do that right now because our state doesn't have an income tax, we aren't able to tax. 400 "Council Chamber" (3823721728) 02:08:57.870 --> 02:09:19.560 That higher income to then support these other services for people who need that support. The only mechanism we have is property taxes. So I think it's very important and I think it is out of balance right now. We need that higher end homes to bring people in. We need the economic development for the jobs to bring people in so that we can then continue. 401 "Council Chamber" (3823721728) 02:09:19.560 --> 02:09:43.810 To support this other side of things. So again, the balance, I really echo that. I share a lot of what the really is brought to our attention, I agree with. I also agree with the other comments that we need to have programs to help people out here. So that's, that's all for that graph and I probably will have a little motion on that, but I want to let other comments come in 1st. 402 "Council Chamber" (3823721728) 02:09:43.810 --> 02:10:03.400 Let me just look over here I think that's all I have for comments right now. Thank you for adulching me on that, that mention, and again, I will send this stuff in a a more clear version as well. 403 "Council Chamber" (3823721728) 02:10:03.400 --> 02:10:23.400 It probably makes sense if you want to make a motion, now would probably be the time to do it. So I'm an emotion that I'm not sure if it's city or council, but that we reevaluate figure six comparison of housing units and householding comes in portancial. 404 "Council Chamber" (3823721728) 02:10:23.400 --> 02:10:43.090 Insofar as the recommendations for what homes or quantities of units we need to build. Sorry, that's a long motion. You want me to clean that up a little bit, maybe reevaluate to include, 100 %. 405 "Council Chamber" (3823721728) 02:10:43.090 --> 02:10:58.480 And above. That's fair, to not to not preference below. I liked the end so far though. That was nice. So motion to include. 406 "Council Chamber" (3823721728) 02:10:58.480 --> 02:11:13.600 The Motion will reevaluate the table and include 100 % housing units yeah ok so the motion is to. 407 "Council Chamber" (3823721728) 02:11:13.600 --> 02:11:31.060 To reevaluate figure six to include 100 % AMI encouragement of building homes. Is there a second? I'm gonna second, but I also know there's a comment and I'm probably going to amend. 408 "Council Chamber" (3823721728) 02:11:31.060 --> 02:11:46.840 Also, ok. Well, yeah, ok, so it's been moved in second in so now we can discuss, so commissioner Cadrez, can you wanna go further? Yeah, I support that, but also there was a lot of comments about the AMI breakdown aggregate didn't. 409 "Council Chamber" (3823721728) 02:11:46.840 --> 02:12:02.110 Wasn't statutorily correct and so that was my 1st question. There were several comments on several of the letters that said the breakdown then lumped our aggregated group together into zero to 80 % and it didn't break down zero to 3030 to 50. 410 "Council Chamber" (3823721728) 02:12:02.110 --> 02:12:20.740 That kind of thing, and I don't know if that's true or not, but there were several comments that said that. Yeah, that was a letter that we got in the email today, and I think that there was two of them. It wasn't both letters. I don't know if staff has had time to look at that, but. 411 "Council Chamber" (3823721728) 02:12:20.740 --> 02:12:42.630 Because if that's true, I would amend this motion to also include updating that to the statutorily accurate. I don't know because we got just got those comments in and forwarded them, but we can you can still ask us to look into it. I think that's fine, yeah. Look into if that's correct from those comments. 412 "Council Chamber" (3823721728) 02:12:45.970 --> 02:13:05.970 A second, the amendment, is that at this stage or are we still commenting for that? Sorry, the rules of order are a little. I guess just to keep the confusion down a little bit. You're, you're talking, maybe talking about something separate in this case and we could bring that up separately. It's still the AMI thing, and I think commissioner skygr's comments was. 413 "Council Chamber" (3823721728) 02:13:05.970 --> 02:13:33.460 That it doesn't include the above a hundred percent essentially and my comment is, is that it doesn't break down the aggregate of it correctly. Okay, so I think it's related. It is really helpful for us to have each single motion similar to how they do in the city council, each amendment separate so that we can make sure that it's clear in the notes too. I'll withdraw my amendment to the emotion. All right, We'll come back to you. Yes. Yeah. Commissioner Shore. 414 "Council Chamber" (3823721728) 02:13:33.460 --> 02:13:51.670 How much? No comment. Okay. Yeah, I I can't I echo what commissioner Stagger is saying. I think that makes a lot of sense. And I guess we want to be, we, we want a housing action plan that supports building homes, where. 415 "Council Chamber" (3823721728) 02:13:51.670 --> 02:14:11.670 That, you know, does that mean the city, I guess where I'm uncomfortable a little bit is one of the reasons they I think we focus on homes, you know, or or housing for, for people at less than 100 % of AMI is that that is where the traditionally where the city. 416 "Council Chamber" (3823721728) 02:14:11.670 --> 02:14:30.340 Has plans to, to, to try to make a difference. They are typically engaged in subsidizing homes at a hundred percent AMI or higher. Although I think the arguments are is what you're saying is people need that. 417 "Council Chamber" (3823721728) 02:14:30.340 --> 02:14:46.690 That that's what we're talking about. Do we want to dedicate resources to those people as well? Yeah, go ahead. Yeah, that, that makes sense to me. I think from the greater context of, of. 418 "Council Chamber" (3823721728) 02:14:46.690 --> 02:15:06.690 Comments sometimes from council or in the community has been how do we almost limit that? And again, if this document is kind of what, what are the general goals? I agree with you. It's not the city's job to subsidize that. The free market can relatively. 419 "Council Chamber" (3823721728) 02:15:06.690 --> 02:15:23.470 Take care of those, those kind of homes. But I think that we need to specifically in this comprehensive plan, our vision for the next while, make sure that we still include that especially because that's the only way we're gonna get the kind of income. 420 "Council Chamber" (3823721728) 02:15:23.470 --> 02:15:43.470 To the city where we can support these other areas where we do need the city to be directly involved. So it's kind of maybe it's a little nitpicky, but I think that it's important to set what are the priorities and I think that's what this vision is and that's where I'm, what I'm going for. Commissioner Cadroski. Yeah, and I think the tax based comment is a really good comment there and I. 421 "Council Chamber" (3823721728) 02:15:43.470 --> 02:16:08.020 That's why I'm supportive of a single family in all zones as well is because you should allow people to build what they're gonna build and the single family is sometimes that $750000 house is gonna drive that tax base more than a multi family could. And so the reason that taxes have gone up a lot is because, yeah, our population's only grown at 4.4 % during that whole period, but the cost of running the city has increased and. 422 "Council Chamber" (3823721728) 02:16:08.020 --> 02:16:28.020 That is passed on to the property owners. I think this idea that only new housing can be affordable is ridiculous. Most housing that's affordable is not brand new. It's typically the, the, you know, you have a life a life cycle of real estate. It's, you know, growth, stabilization. 423 "Council Chamber" (3823721728) 02:16:28.020 --> 02:16:48.020 Decline, and then revitalization. And a lot of the houses that are affordable are typically in the later stages, you know. So I think adding new stock also makes the older stock more affordable a lot of times. So it's not just about adding new affordable housing, but adding new stock periods so that you. 424 "Council Chamber" (3823721728) 02:16:48.020 --> 02:17:15.930 Adding affordability to all of the housing. And I think that's why it's important to have a balance, as well. So thank you. Commissioner Shorter. I just want to add I think the point commissioner Stagner Stagner is making is actually a really important point. This has gotten brought up in the stakeholder meetings as well that there's a shortage of housing for these people above a hundred percent AMI, and, you know, I think it's ridiculous. 425 "Council Chamber" (3823721728) 02:17:15.930 --> 02:17:35.930 Because NO matter how much money you make to have a million dollar home, but that's my personal opinion and it doesn't change the fact that there is a demand for that, and it will bring more money to our economy and that you know we talk about wanting to bring industry here with that, you know, some people want million dollar homes. And so I think the point. 426 "Council Chamber" (3823721728) 02:17:35.930 --> 02:18:05.650 I don't think we're all in agreement on that, but if people want to buy those homes and developers want to build them, we should definitely be, you know, in support of that if that's what the numbers show. So, I guess, yeah, I I wanna echo what Commissioner Gretrossi was saying about, you know, the the housing is a living thing kind of and it's changing and adjusting and I can remember my. 427 "Council Chamber" (3823721728) 02:18:05.650 --> 02:18:23.500 My brother once lived in this apartment, it was built in the mid 1800s, but it was beautiful. I mean the, you know, everything was carved, the crown moldings were all, I mean, everything about it was extremely beautiful, and you could tell that like when that was new. 428 "Council Chamber" (3823721728) 02:18:23.500 --> 02:18:42.730 It was very valuable. It was probably a high end department building, but when he was renting it was some of the cheapest stuff in town. So you're right, it it's really supply and demand, and whatever that's even, expensive supply that comes in eventually that it all still helps alleviate. 429 "Council Chamber" (3823721728) 02:18:42.730 --> 02:19:02.730 The potential demand issue. So it's it's all beneficial. I guess in this case with the housing action plan is what do we want the city to target as far as what they will dedicate resources to? So when we, if we're saying those lower ami's, part of it is that is how the city support. 430 "Council Chamber" (3823721728) 02:19:02.730 --> 02:19:24.940 Parts, you know, more density in some of these ways or you know smaller square footage minimums or these kind of things. It opens up that and then also whatever resources they might have that are dedicating it to it. I don't know right now how much money this, the, the city spends on supplementing low income. 431 "Council Chamber" (3823721728) 02:19:24.940 --> 02:19:41.770 Housing I don't know. I don't know if that'll increase with the housing action plan, but that's the only part I struggle with is the nuance of this is what are we trying to to say with this? I totally agree that we should, we want to make sure that people can build iron houses. I I totally support that. 432 "Council Chamber" (3823721728) 02:19:41.770 --> 02:20:03.000 Go ahead. Yeah, just one more comment. An example, I think we don't have very many big developers in Port Angeles at all, right? As as far as I know, Sagehomes was one of the largest I know another contractor's got quite a few homes going pretty soon as well. But one of the things with sage Homes is they stopped out. 433 "Council Chamber" (3823721728) 02:20:03.000 --> 02:20:23.000 After phase one out of three phased plans. To my knowledge, they did sell all of the houses in phase one. Phase two was canceled due to the expenses of infrastructure, putting in all the new roads, carrying costs and all of those things. And unfortunately with rising interest rates it didn't pencil out, so they pulled out of our community. And I think that was a loss a lot. 434 "Council Chamber" (3823721728) 02:20:23.000 --> 02:20:43.000 Loss for tax, a loss of opportunity. I don't know how much the city would be able to do, but you know even saying we wanna look at how can we work with a developer on some of the infrastructure of those things. Again, I don't want to take it away from trying to help the people who need the help. This isn't about, hey, let's give a handout to the people who. 435 "Council Chamber" (3823721728) 02:20:43.000 --> 02:21:03.000 Have the most money, that's not my game here. But the reality is to be able to help the people who need it the most, we need the funds to be able to do that. So my vision in including this amendment is that when there are opportunities to see what we can get creative on things like that, maybe there's some infrastructure or something we can do that then we. 436 "Council Chamber" (3823721728) 02:21:03.000 --> 02:21:25.470 Say, ok, yeah, this was in the plan. We need to support this so that we can support all these other things. So that's kind of my my last, I know I'm beating this dead horse, but that's my perspective. Well, and also I think one of my concerns too is the analysis, so maybe it's not necessarily making a change to the housing action plan, but the actual analysis part of it and what we're saying we. 437 "Council Chamber" (3823721728) 02:21:25.470 --> 02:21:42.970 Need and like what our gaps are. It's not exactly painting a fully accurate picture, and I feel like that's the point that's been brought up in the stakeholder meetings is that it's not that we just need, you know, low AMI housing, we also need this higher AMI housing. So. 438 "Council Chamber" (3823721728) 02:21:42.970 --> 02:21:59.410 I don't know if that really about tonight, but I think that's kind of one of the pain points there. Okay. Any other comments or amendments or anything? Okay, so the motion on the table is to reevaluate figure six to include. 439 "Council Chamber" (3823721728) 02:21:59.410 --> 02:22:17.710 100 % AMI housing, is that? Am I saying that right? To fill demand, because that's basically what the chart is, right? What's the demand and what's available? There's more demand than is available and currently the plan doesn't state. 440 "Council Chamber" (3823721728) 02:22:17.710 --> 02:22:34.810 That that's included. Yeah. Okay, so the motion is, to reevaluate figure six to include 100 % AMI housing to fulfill demand. Bear with me. 441 "Council Chamber" (3823721728) 02:22:34.810 --> 02:22:50.650 Okay, can I get a roll call though? Cherry Young? Yes. Vice Chair Siger? Sure? Yes. And commissioner Katroski? Yes. Okay, it passes unanimously. 442 "Council Chamber" (3823721728) 02:22:50.650 --> 02:23:10.420 All right, any, any other comments right now? Any other parts it Commissioner Kirovski can make a motion to extend the meeting to 09:00. Yeah. Is there a second? No second and do a consent vote. Are there any objections to extending the meeting to 09:00? 443 "Council Chamber" (3823721728) 02:23:10.420 --> 02:23:30.420 Hearing none. It's been extended. Okay, so is any I have some stuff I can go into if you guys You can go, go for it. Commissioner Kedrovski. So 1st comment or question is the somebody had a question about the reader. 444 "Council Chamber" (3823721728) 02:23:30.420 --> 02:23:53.620 Developable properties and I think there's an assumption that it is only basically tear downs. But does redeveloppable also mean adding more units? So like an ADU or adding another house on the same property or does redevelopple only tearing down the property and redeveloping it in something else? Yeah, and in general redevelopment means. 445 "Council Chamber" (3823721728) 02:23:53.620 --> 02:24:13.620 Adding units, new units, pre existing. I'm not sure if you're referring to it like a single policy or something within action plan. Yeah, in general. Clarify that on general. Correct. And read available is based on the value of the problem. 446 "Council Chamber" (3823721728) 02:24:13.620 --> 02:24:37.840 Property, the value of the improvements to the property and the available land on the property that could be continued to be developed. Gotcha, yeah. Thank you. And I really like the comments around the blinded properties. So 1st of all, I want to thank everybody for the comments I think a lot of people left, but I think the comments were really. 447 "Council Chamber" (3823721728) 02:24:37.840 --> 02:24:57.840 Great from everybody. We had, you can tell there's a lot of people who care about this community and I think that's why, you know, we all like living here. So thank you again for all your comments. But yeah, specifically the comments around the blighted properties. I'd like the, you know, if we can have like applying dollars towards a certain area. 448 "Council Chamber" (3823721728) 02:24:57.840 --> 02:25:17.840 I think this is one that could be a good opportunity, you know, having kind of like a fee waiver program or a permit reduction program for qualified blinded housing or restitution program like the chain gang that goes out there and works, on these blighted properties, partnering with FHA two oh three. 449 "Council Chamber" (3823721728) 02:25:17.840 --> 02:25:37.570 A type loans where are they are redeveloping type loans and you're in a program, you have a qualified contractor, that might be a perfect opportunity to partner with those FOA two oh three type loans and have some kind of assistance from the city as well. I think there's just a lot of opportunity around there and that could help some of these properties that are the most. 450 "Council Chamber" (3823721728) 02:25:37.570 --> 02:25:56.830 In need in our community and people are living in them sometimes too. And so like the one comment earlier, you know, the guy just needs help to tear down his house so he can rebuild it again or you know that kind of thing. I think that's a huge need in our community that could be immediately net net. So that's one of the comments that I think we could be looking at a little bit more. 451 "Council Chamber" (3823721728) 02:25:56.830 --> 02:26:12.700 And then, I just wanted to make the motion about the looking into the AMI aggregated data as far as there's a couple comments and I think that would be good for us to look into that and that's my comments. 452 "Council Chamber" (3823721728) 02:26:12.700 --> 02:26:30.070 Okay, and look into the aggregated AMI data as per the request from Yeah I think it was from Taffy and then there was Taffy and future wise, what's the other? Yeah, future wise, what's the other? 453 "Council Chamber" (3823721728) 02:26:30.070 --> 02:26:48.730 Okay, so the motion is to, that we recommend staff look into the AMI aggregated data, for Taffy and future west's recommendations. 454 "Council Chamber" (3823721728) 02:26:48.730 --> 02:27:04.390 Is there, is there a second? Second. Okay, it's been moved in seconded any more comments on it? I think we're kind of all in agreeance on that. Okay. Okay. All right, can we get a roll call? 455 "Council Chamber" (3823721728) 02:27:04.390 --> 02:27:22.300 Vote. Yes. Vice Cheer Sagar? Yes. Commissioner Shoreg? Yes, and Commissioner Katrossi. Yep. Okay, it's unanimously passed to have staff look into the AMI aggregated data Taffy and Future West comments. 456 "Council Chamber" (3823721728) 02:27:22.300 --> 02:27:42.300 Thank you. Okay. Any other comments or considerations here? I have one question for staff. I too, I like to focus on the blinded properties. I wanna knock it too far in the weeds. I did that already. I won't do that again, but wouldn't. 457 "Council Chamber" (3823721728) 02:27:42.300 --> 02:28:02.740 You consider that blighted property reduction strategy is number one. I was tempted to make a motion requesting a renovation investment plan, whether that's decreased fees or grants that could just be under the blighted property reduction strategy. So how, how into ludes. 458 "Council Chamber" (3823721728) 02:28:02.740 --> 02:28:22.740 Are we getting here is I guess I'm looking for staff recommendation there. And these actions have, they have responsible parties, you know, these actions are for a council to direct staff to do something like that. If you want something to be considered specifically, I think that would be a good thing. 459 "Council Chamber" (3823721728) 02:28:22.740 --> 02:28:40.600 Is for it at least to, you know, motion that council, you know, inquire into that or something like that, yeah. That's fine. Okay. In that case I will make a motion to include with the blinded property reduction strategy. 460 "Council Chamber" (3823721728) 02:28:40.600 --> 02:29:00.600 A renovation investment plan, whether decreased fees or grants. Okay, say that again, including the blided include in the. 461 "Council Chamber" (3823721728) 02:29:00.600 --> 02:29:23.490 The property reduction strategy, a renovation investment plan, whether increased fees or grants. Okay, ok, so the motion on the table is two. 462 "Council Chamber" (3823721728) 02:29:23.490 --> 02:29:47.940 To Include the blooded property include in the blooded property reduction strategy, renovation renovation, investment plan including grants or decreased fees. And there is a second. Any other discussion on that? Yeah, so I'm supporting this, but one of the things and it's also around like the. 463 "Council Chamber" (3823721728) 02:29:47.940 --> 02:30:12.420 Focus creating affordable housing. Some of the stuff, it seems like a, you know, unfunded mandate because we're mandating that we have to create affordable housing, but they don't give us any money to do it. So sometimes these things become an unfunded mandate and I fear this could become that same way. So I'm supportive of it, but I just want to add that comment that I, I think we want to make sure that we're having, they have the fun. 464 "Council Chamber" (3823721728) 02:30:12.420 --> 02:30:37.620 To do something like this program because that is, that's a lot of money to re develop a property. Yeah, go ahead. I totally get where you're coming from and I agree. I think one of the things I I think it may have been from the in their comment was even decreased fees or maybe it's waiving the demolition fees or. 465 "Council Chamber" (3823721728) 02:30:37.620 --> 02:31:04.270 Decreasing the trash costs to, to dispose of things. So I think there are some mechanisms and that's why I wanted to look at decreased fees or grants specifically because I do have those concerns as well. Definitely supportive of that. Thank you. Okay, any other comments? Yeah generally I'm open to that idea, I guess yes, what kind of costs are we talking for this program? And. 466 "Council Chamber" (3823721728) 02:31:04.270 --> 02:31:19.840 It seems like that, that is as described a factor in why we have, you know, certain amount of those blighted properties are not dealt with. Sometimes I'm surprised at how many blighted properties you have where sometimes they're second ownership and. 467 "Council Chamber" (3823721728) 02:31:19.840 --> 02:31:34.930 They're just paying taxes and it's, and I it's not clear why they're sitting on them, you know, hence part of the reason of charging fees for when the, even if they don't have utilities connected anymore, trying to get some use out of these properties. 468 "Council Chamber" (3823721728) 02:31:34.930 --> 02:31:49.990 I guess generally I'm supportive of it, we're just making recommendation. It's you know funding and all that is really on city council, so you don't I'm not opposed to it directly. Alright, any other comments? Alright. 469 "Council Chamber" (3823721728) 02:31:49.990 --> 02:32:08.350 So the motion is to include, let me see if I can screw this up. Include, plated property plated property reduction strategy, renovation investment plan that could include grants or decreased fees. 470 "Council Chamber" (3823721728) 02:32:08.350 --> 02:32:29.370 Okay. Yes. Vice your Sager? Yes. Commissioner Shore? Yes. And Commissioner Kidroski. Yes. Okay. Yeah, commissioner Caroski. So just I just thought of something where you were talking about that too. I think. 471 "Council Chamber" (3823721728) 02:32:29.370 --> 02:33:01.590 Commissioner Skygrid had noted before about something about like a landlord fund or something like that for rental assistance that another city had been doing or something like that for not a landlord fund, but maybe people who who rental assistance fund kind of thing, something like that. And so there's been a lot of talk about down payment assistance in the, in the current plan and I think as a lot of the commenters noted that a lot of that's covered in the public and USDA I think you can do zero down payment, so I feel like maybe if we're gonna focus that energy. 472 "Council Chamber" (3823721728) 02:33:01.590 --> 02:33:25.930 In that way maybe you could focus on a rental assistance type of program instead of a down payment assistance program. And I think that might go a lot farther in helping people since there's already public programs for doing down payment. Thanks. Okay, did you wanna make a motion or cause I was also thinking about that as well that at the very least. 473 "Council Chamber" (3823721728) 02:33:25.930 --> 02:33:42.100 I do agree with the Port Angeles Association of Realtors that the down payment assistant program probably isn't really appropriate and the main reason I think NO well 1st of all, the city isn't really nothing against city, but they're not confident in that. 474 "Council Chamber" (3823721728) 02:33:42.100 --> 02:34:02.100 This sort of thing and then as well as if we already have down payment assistant programs out there, it means that banks and are looking at these individuals that are higher risk, and so they are scooping up all the reasonably higher risk people potentially, and then the city that they're gonna, it's gonna be like who's left over. 475 "Council Chamber" (3823721728) 02:34:02.100 --> 02:34:22.480 And it's gonna be people that are extremely high risk, right? And so, it just seems like that pool is shrunk and now the city is potentially, you know, involved in a little bit more liability. I do want to make it clear that we've already removed the down payment assistance program out of this plan. Okay, that was removed. 476 "Council Chamber" (3823721728) 02:34:22.480 --> 02:34:42.480 Yeah, it was originally something that we had thought of, but the agenda packet then? It wasn't in the presentation, it was replaced with the. 477 "Council Chamber" (3823721728) 02:34:42.480 --> 02:35:03.540 Community land trust policy. Yeah, it's not, it's not in the plan as it's been presented and when at the last planning commission meeting, when we went over the public. 478 "Council Chamber" (3823721728) 02:35:03.540 --> 02:35:23.590 My memo. This was one of the conditions from public comment. Okay. That was changed. Okay, great. So we don't have to Thank you for the correction. I appreciate it. Yeah, I see it here. I think I got confused with the letters. Oh, that's great. 479 "Council Chamber" (3823721728) 02:35:23.590 --> 02:35:43.330 Yeah, go ahead. So the item that I brought up I believe that you're referring to was the program that's in Chilanne Douglas County for a landlord risk fund that. 480 "Council Chamber" (3823721728) 02:35:43.330 --> 02:35:59.560 Basically incentivize landlords to rent to people who maybe that extra help again, but maybe at risk. So I would then, let's do another motion to include in the plan. 481 "Council Chamber" (3823721728) 02:35:59.560 --> 02:36:19.180 How do I want to say this? Investigating a landlord risk fund to encourage landlords to rent to more risky. 482 "Council Chamber" (3823721728) 02:36:19.180 --> 02:36:38.110 Tenants I don't know. Tenants in need marginalized tenants. Marginalized tenants, that's probably a good one. Underserved. Underserved. Underserved. Thank you for the help on this motion. Sure. Similar to Shailland Douglas. 483 "Council Chamber" (3823721728) 02:36:38.110 --> 02:37:01.950 This program was specific for that I'm trying to remember the details if, well, it still is a form of rental assistance. Yeah. I guess like. 484 "Council Chamber" (3823721728) 02:37:01.950 --> 02:37:22.110 The point I'm trying to make is that, like, I still think there was a very valid discussion and point about rental assistance as a whole. Landlord fund, you know, is one form of that. That's great, but I don't know if we should limit ourselves just to a landlord fund and looking into that if we're making a recommendation to the city council, it seems like we're really. 485 "Council Chamber" (3823721728) 02:37:22.110 --> 02:37:47.460 Recommending overall look into rental assistance including landlord fun as an example. Yeah, that's fair. I think her comment is right on that we want to look into rental assistance as a whole, and I think this program is a great example of something that actually works that government is actually doing that's working, and rental assistance can be good, but there's also public programs out there for that as well. 486 "Council Chamber" (3823721728) 02:37:47.460 --> 02:37:53.890 And I don't We don't want to step on things that are already working, but I'd like. 487 "Council Chamber" (3823721728) 02:37:53.890 --> 02:38:13.890 It's hard to be the 1st one out there doing something, but if we can see examples of, you know, this is already successful, that's why I really am supportive of this project. So since the motion wasn't seconded, I'll just kind of change the motion just slightly to, say, investigate rental assistant programs including. 488 "Council Chamber" (3823721728) 02:38:13.890 --> 02:38:32.110 Landlord risk funds similar to Cheland Douglas county. Second. Okay, it's been moved second in. So I guess my comment on that is I I do I like the land, so anytime you subsidize, it it does actually it. 489 "Council Chamber" (3823721728) 02:38:32.110 --> 02:38:49.420 In economics, you, you actually increase prices. It's it's a common, it's commonly understood, this isn't I'm not saying it doesn't mean you don't subsidize, but anytime you make broad sub sub subsidies, those things will start to impact the market and make things more expensive. 490 "Council Chamber" (3823721728) 02:38:49.420 --> 02:39:06.490 There's some arguments that with the EV tax credit going away, electric vehicle prices will drop and we're actually seeing some of that happening right now. Maybe that's just in reaction to that, but anyway, I'm not an economics professor I just. 491 "Council Chamber" (3823721728) 02:39:06.490 --> 02:39:26.490 You know some of these things they've, they've they've really pulled out. The thing I like about the landlord risk fund is a little different. It's not exactly a subsidy. It's just about reducing risk, which is not the same. And so I like the targeted nature of that. So I am supportive of that, but in order to move things forward again as a recommendation I'm fine with the general language. 492 "Council Chamber" (3823721728) 02:39:26.490 --> 02:39:45.580 As is. Any other comments? Yeah, I mean, I agree, the money has to come from somewhere, so yeah, it's good point. Okay, so the motion on the table is a recommendation to include. 493 "Council Chamber" (3823721728) 02:39:45.580 --> 02:40:01.120 An investigation into rental assistance, specifically landlord risk, a landlord risk fund for underserved renters similar to what Shelane and Douglas County were doing. Is that a fair? Okay. 494 "Council Chamber" (3823721728) 02:40:01.120 --> 02:40:20.890 Okay, you got that? Roll callball, please. Cherry Young? Yes. Vice Cheers Igerg? Yes. Commissioner Shore? Yes. And Commissioner Kedroski. Yes. Okay, that's been passed The recommendation is passed on you unanimously. 495 "Council Chamber" (3823721728) 02:40:20.890 --> 02:40:40.060 Any other comments about the housing action plan? None. Okay. Wow. All right guys, we've done it. Gotten through it. So, yeah, we're gonna need a motion. 496 "Council Chamber" (3823721728) 02:40:40.060 --> 02:41:00.060 On the table recommendation, I think you can just say with the proposed amendment, with the the recommendation amendments instead of saying each amendment motion to approve the action plan. 497 "Council Chamber" (3823721728) 02:41:00.060 --> 02:41:20.770 As presented with recommend recommend, with the amendment as proposed, ok? All right, is there a second? Second. Okay, so moving second to forward our recommendation for the 2025 housing action plan, including the recommended amendments that we requested. 498 "Council Chamber" (3823721728) 02:41:20.770 --> 02:41:36.130 Any comments before we vote? None? All right. Let me get a roll call vote, please. Cheer Young? Yes. Yes. Commissioner Shore? Yes. Commissioner Kedraski? Yes. 499 "Council Chamber" (3823721728) 02:41:36.130 --> 02:41:52.390 Alright, we did it. I almost want to hit the gaddle, but it's too soon. Alright, so we're gonna move on to staff updates and just so those in the cloud know, we will have a second co public comment period if you would like to voice your concerns or. 500 "Council Chamber" (3823721728) 02:41:52.390 --> 02:42:12.390 Support. Okay. Yes. Thank you. Oh **** she said. No. I never get the credit a second name. 501 "Council Chamber" (3823721728) 02:42:19.780 --> 02:42:37.630 Alright, we are prepared to give our staff report. All right staff. Right, let's do it. I will go quickly. The building report or housing numbers are down a little from last year. 502 "Council Chamber" (3823721728) 02:42:37.630 --> 02:42:54.610 One comment was made about investment into rehab and and repairs. I will say that our alteration and repair permits issued year to date are up 65. 503 "Council Chamber" (3823721728) 02:42:54.610 --> 02:43:12.280 Permits from last year, the the one point or area where we actually are up from last year's in single family residents. We did have a meeting today with the developers of trail side. 504 "Council Chamber" (3823721728) 02:43:12.280 --> 02:43:29.590 Subdivision on West 14th and are expecting four duplex permits to come in hopefully next week. There are 19 lots out there which I believe they're planning right now to put all duplex units for for rental. 505 "Council Chamber" (3823721728) 02:43:29.590 --> 02:43:49.590 On there using our prepaid plans. Permit ready plans. I knew what they were, so thank you. If you will turn to your affordable housing report page, there's a report from this. 506 "Council Chamber" (3823721728) 02:43:49.590 --> 02:44:12.780 September numbers, in September we processed two fee waivers that equaled out to $12700 and two permit ready plans, and I will keep it at that to keep it brief. Okay. Okay, this is the last time I'm going to bug you guys about Arbor Day, so Arbor Day is this Saturday. 507 "Council Chamber" (3823721728) 02:44:12.780 --> 02:44:30.130 Today 25 October, we will be having our celebration here at city Hall from eleven to noon. We will be giving away, I think, 75 trees this year and folks are participating by picking up trees or we will be delivering them to those that are unable to pick them up. 508 "Council Chamber" (3823721728) 02:44:30.130 --> 02:44:50.130 So yeah, if it's not raining too hard y'all should come and check out our planting demonstration. And she didn't plug it, but we need people with the dig holes and put trees in the ground too. So if you're interested to do a little sweat equity. We are still looking for volunteers if anybody wants to help out with plantings and trees, that will take place. 509 "Council Chamber" (3823721728) 02:44:50.130 --> 02:45:16.290 Immediately after the Arbor Days celebration, so from noon onwards until all the trees are planted. Many hands, many hands. If there is need for augusts for digging the holes, I know somebody who has some I was gonna bring my augger, but I know you have more than what. I will check our availability. 510 "Council Chamber" (3823721728) 02:45:16.290 --> 02:45:25.960 Get back to staff. That would be fantastic, thank you. 511 "Council Chamber" (3823721728) 02:45:25.960 --> 02:45:45.960 So land use update, we have a short plot in for seven lots. The lots are very much larger than they could be and part of that reason is because of wastewater constraints, so what could be a much more. 512 "Council Chamber" (3823721728) 02:45:45.960 --> 02:46:18.240 Much much more unit development is, you know, the constrained and the, you know, the, the owner still wants to build housing, but they're constrained and they want to do it now. So a lot of those concerns have been voiced are real. That's all we have though. Okay. All right, commissioner reports. Any words? No, Commissioner Short? Yeah, I have a couple of comments. One is what we've heard tonight and what you just said is such valuable information, but it's that kind of information that it's hard to. 513 "Council Chamber" (3823721728) 02:46:18.240 --> 02:46:41.550 Verify sometimes, I mean that wasn't but, is why people aren't building, you know, and sometimes it's it's frustration or whatever, and sometimes the person say well this is why you know staffing go, well, NO, that's not actually the reason why, you know, there's political things in that, but it's so it's like we don't know what we don't know. And that information is really valuable though is what stopped people from building. 514 "Council Chamber" (3823721728) 02:46:41.550 --> 02:47:02.890 Building. We have to make assumptions a lot of times, and sometimes, yeah, maybe it was the asbestous or maybe it was they ran out of money or whatever the situation, but I'll just say that I hope that staff takes that information as valuable always. And I know you guys do, but I just wanted to put that out there that that kind of nebulous information is. 515 "Council Chamber" (3823721728) 02:47:02.890 --> 02:47:18.520 It's part of the data. It's important. And then I will be out of town for the next three months, so I will be attending virtually, I just want people to know that, yeah, we're attempting to to attend virtually depending on what we do for meetings. So. 516 "Council Chamber" (3823721728) 02:47:18.520 --> 02:47:39.840 Yeah. So, with that, that's all we have for commissioner reports and moving on to 2nd public comment period. I will open it now. Does anyone want to speak? 517 "Council Chamber" (3823721728) 02:47:39.840 --> 02:48:00.670 But again Jim Hagwood City of just some follow up points. So I'm I'm concerned that the the lack of recognition of the economic development section of the of the plan, when we talked about it, I've heard comments about it. 518 "Council Chamber" (3823721728) 02:48:00.670 --> 02:48:20.670 Let's fix it. So it's about what are the priorities? That's what the comprehensive plan is about. And right now the economic development section is not a priority in that plan. So I know it was sort of discussed a little bit, but it got pushed off to the side again, so I recommend that. Secondly, and I didn't get it. 519 "Council Chamber" (3823721728) 02:48:20.670 --> 02:48:41.610 Chance to make comments regarding utility extensions. So the city, its job is to bring utilities to the curb, right? Once a developer goes in such as the trail, I can't remember the name of it, that that development over there, they paid for. 520 "Council Chamber" (3823721728) 02:48:41.610 --> 02:49:09.670 All those curbs and gutters and all that pavement, all that underground power, all those underground wastewater and and all that. You know what they're gonna do? They're gonna turn it over the city for free, ok? So, but without utilities to the curb, if I have to bring it, you know, two blocks and there's a lot of vacant land on the west side of town that doesn't have it to it, the curb. 521 "Council Chamber" (3823721728) 02:49:09.670 --> 02:49:25.330 That was also not included in this housing plan about how the city needs to deliver utilities to enable development to occur. My second point is the association realities prepared to sit down with you guys. 522 "Council Chamber" (3823721728) 02:49:25.330 --> 02:49:45.330 And talk about your question about what is the resistance to building in Port Angeles, and I know that the the staff has been meeting with builders and all that, they've got a lot of information, but we would welcome the time to sit down and and do a work session with you under a list of topics in. 523 "Council Chamber" (3823721728) 02:49:45.330 --> 02:50:08.110 Give you some, some feedback on what we see on a daily basis. So I do re I thank you commissioner Stagger on your recognition of why single family homes are important in a community because that raises incomes, ok? 524 "Council Chamber" (3823721728) 02:50:08.110 --> 02:50:24.040 Ron Angeles in the future being even more of a rental based community is not gonna raise incomes which spread across everything. Keep in mind Squim is building 900 single family homes. 525 "Council Chamber" (3823721728) 02:50:24.040 --> 02:50:39.730 In the next couple of years, they're underway. How long is it gonna take us to build 900 single family homes? How many years? What, what, 45 years at the pace we're going? 526 "Council Chamber" (3823721728) 02:50:39.730 --> 02:50:59.730 So yeah, there's a there's a difference here and I and I just wanted to thank you for your recognition of why why it's important. Okay, great. Thank you. I'll make a quick clear discussion on you guys. Thank you very much. This is actually my 1st planning commission meeting. I've been to several lots of city council meetings, but it's, this is great. 527 "Council Chamber" (3823721728) 02:50:59.730 --> 02:51:19.730 Thank you. So I just want to say moving forward when we're planning, keep doing what you're doing. The, you know, the housing for our initiative title 17 that these guys worked their butts off on made a difference, made a huge difference. Just drive drive around town and look at some of these developments and some of these things that wouldn't have happened, had it not been for that. So we need to keep going down that road. 528 "Council Chamber" (3823721728) 02:51:19.730 --> 02:51:39.880 We need all types of housing, so, you know, there was a gentleman earlier who, who made some comments about our comments and I I feel really bad that he felt that he didn't understand that we're looking to create housing as a whole from all, all aspects of housing and it's been mentioned lots, right? Balance, balance, balance. 529 "Council Chamber" (3823721728) 02:51:39.880 --> 02:51:59.880 So I, you know, I can from from experience I can tell you that we've talked about the hospital, you know, saying that they have a hard time retaining staff because they can't find housing. Well those hospital workers, they're not looking for condos, they're not looking for townhouses, they're not looking for multi family duplexes. They're looking for single family homes, they're looking for places to put their foo. 530 "Council Chamber" (3823721728) 02:51:59.880 --> 02:52:21.510 Families. There's, there's a huge aspect and a huge need for those other homes, but we just don't want to leave out that. So you guys covered that tonight and I appreciate it. Sewer water, obviously we need, we need to address that. And moving forward, that's a huge deal. Look at Carlsburg, look, you know, Jim alluded to what's going on in squim. All those deva. 531 "Council Chamber" (3823721728) 02:52:21.510 --> 02:52:41.510 Habitat for humanity's build wouldn't be possible without that sewer being run down there and that that initial investment 7th Avenue Lenar homes. Further down Carlosburg Road where they ran the sewer Lenar homes, right? All these massive developments are are happening and creating housing and those homes are as cheap as you can get $500000. 532 "Council Chamber" (3823721728) 02:52:41.510 --> 02:53:01.510 Some squim. I know people are like, whoa, but that's that's what it costs to build a home. And so we need we need to, we need to make those investments. And then as far as the rental assistance program, the multi family builder training program and the citywide homeless navigator, I just want to reiterate, it isn't that we're against those things as as an association. We just recognize that there's a ton. 533 "Council Chamber" (3823721728) 02:53:01.510 --> 02:53:21.780 There's a lot of resources out there that we don't know that the city staff necessarily needs to duplicate and hire resources for. So as we're looking at things like that, let's see what's available in the community before we try to establish a city program that duplicates the efforts of these amazing groups we already have working on these programs. So thank you very much, you guys, have a great evening. Good. 534 "Council Chamber" (3823721728) 02:53:21.780 --> 02:53:34.385 Thank you. I appreciate all the comments tonight. It's really great and and there's two online. Oh, alright, yeah. Ok. I am unmuting Matthew right now. 535 "Matthew Moore" (1939264000) 02:53:34.385 --> 02:53:46.360 Hello? Sorry, I forgot to introduce myself last time, but I'm Matthew Moore. I'm City Port Angeles resident. I actually work at the city. Obviously I'm just representing myself. 536 "Matthew Moore" (1939264000) 02:53:46.360 --> 02:54:01.870 And I had had a couple comments. One thought was regarding that, that landlord risk fund that you were talking about. It would be nice to maybe facilitate the, some of these vacant houses into. 537 "Matthew Moore" (1939264000) 02:54:01.870 --> 02:54:19.210 Turning in those into rentals, so working with those people however you can, and then, you know, that adds more housing stock because you know looking at the average household size and the number of houses, I mean, it's sort of, it doesn't really seem like there's a housing shortage, it's just. 538 "Matthew Moore" (1939264000) 02:54:19.210 --> 02:54:36.790 There's a housing shuffle that needs to happen and I do agree with a lot of the thoughts tonight and and I think that, you know, I like the thought process that, you know, you have to make sure that the people that, you know, are coming into these houses are the people that you. 539 "Matthew Moore" (1939264000) 02:54:36.790 --> 02:54:55.660 Are, you know, who are you aiming for to fill these houses? Because if you're bringing in people and they aren't, you know, generating revenue for, you know, the city as a whole in some way or facilitating people to generate a revenue. 540 "Matthew Moore" (1939264000) 02:54:55.660 --> 02:55:10.930 Then you're just sort of making a bigger problem of, you know, continuing unsustainable, way of life. So if you think of, you know, the city like a black box where, you know, we have to generate. 541 "Matthew Moore" (1939264000) 02:55:10.930 --> 02:55:38.569 Revenue to be able to survive and so we either, you know, do that by adding value to raw materials or we do that by, you know, adding value to people's experiences coming here, but that should be, you know, an important aspect. So, you know, who are these people that are gonna be moving in these houses and are they gonna actually be benefiting the city or is it that we're just gonna create a larger problem? 542 "Council Chamber" (3823721728) 02:55:38.569 --> 02:55:50.535 Okay, thank you. Is there another comment? Sure we should be only if we're a minute late. It's fine. Okay, and then I am unmuting Steven right now. Go ahead. 543 "Steven Pelayo" (90085888) 02:55:50.535 --> 02:56:11.100 Okay, excuse me, can you hear me? Yes. Okay, great. Thank you. Stephen Paleleo, just a couple of final question or comments here. 1st I want to thank you guys for providing some more details on that upcoming permit activity. 19 lots utilizing permit ready plans, that sounds pretty exciting. In fact. 544 "Steven Pelayo" (90085888) 02:56:11.100 --> 02:56:45.780 I, I would recommend you guys bring these kind of information to the city council meetings as well every month that building permit data is in the packet and it never gets discussed. I I don't know if it's being recognized, so that that was pretty interesting for me to hear tonight. Secondly, you know, we didn't hear any discussion but it going around the last month or so with some news regarding you know the recent plattipless versus the city of Port Angeles court ruling. I just want to say that this should serve as kind of a wake up call for how our city engages with the private sector. You know, I think they are our fastest growing business compared to prepaid. 545 "Steven Pelayo" (90085888) 02:56:45.780 --> 02:57:01.150 Pandemic I think they've added like 3540 jobs versus pre pandemic, and, you know, they were forced to seek relief, you know, through the courts, you know, not because of any bad intentions or unsafe practices, but really because of kind of a a rigid and adversarial bureaucracy and some misinterpretation of code. 546 "Steven Pelayo" (90085888) 02:57:01.150 --> 02:57:17.530 Finally I want to echo what Jim Hagwood said, you know, 900 homes coming to squim when pa's building, you know, let's just call it 15 single family homes per year. As a reminder, squim currently generates 50 % more per person. 547 "Steven Pelayo" (90085888) 02:57:17.530 --> 02:57:36.940 In sales tax and property tax. Remember they got home depot, they have Costco, and now they're building more, they're getting more property tax dollars per person that they can invest more in their talent. We need to be thinking about this. We are in competition. Squim is winning the battle for investors. They're winning the battle for new residents that are bringing money into their community. 548 "Steven Pelayo" (90085888) 02:57:36.940 --> 02:57:54.092 We are maniacally focused on the other side on building adus and multi family rental properties only for people making less than 50 % of AMI. Fast forward this 1020 years, what do you think this demographic shift is going to do for our community? That's the last thought I want to leave you with. Thanks guys. 549 "Council Chamber" (3823721728) 02:57:54.092 --> 02:58:10.000 Okay, thank you. Alright, is there a motion to adjourn? Oh, there's always a lot of comparison to squim, but squim is a much larger physical area than the city of Portn Angeles and we're not, they're not smashed between the mountains and the sea. 550 "Council Chamber" (3823721728) 02:58:10.000 --> 02:58:30.000 And so of course they can build more because they have more land. Okay, and I guess I should say i'm closing the public comment period 1st. So it's now closed. Is there a motion to adjourn? Motion to adjourn incident move deserve a second. All right, so anyone objecting? 551 "Council Chamber" (3823721728) 02:58:30.000 --> 02:58:38.032 Objections enormously joined meeting.
