report presentation tonight for the comprehensive plan periodic update.
Next slide. So this update, has been going on for quite some time. It
started with request for proposals in 2023 and a kickoff.

Off internally in June of 2024. And since then, the city staff and the
consultants that were selected have been working to fully update this
plan. It's nearly a brand new plan. There are some things that got
carried over, but for the most part.

What we've done is develop a, a fully new plan for the city of Port
Angeles that meets all of the legislative requirements of Washington
state legislature and with the the continuous engagement is, you know,
really demonstrative of of a community plan that was developed by the

Represents the community and the community's vision for the next 20
years. So the, the two large pieces of this document that have been
changed are the the vision statement and the vision, overall vision of
the plan, and then the the various nine element updates. And I'll get

So the, the, the, to get this all started, we did an inventory and
analysis. So we started with a full plan audit. We looked at the
deficiencies legislatively and also with needs that the community has and
you know.

Provided a very large audit of the plan. We provided a land capacity
analysis that you've all seen. We did a future land use map analysis, we
provided a housing needs assessment that informed.

Our housing element. We also did a racially disparate impacts analysis
that informed our housing element. We did a capital facilities assessment
and a neighborhoods assessment that was requested by the city council.

This process, something that hadn't been done since 1995 and it really
led the the land use of the plan and what the community's vision really
is for how Port Angeles will be shaped over the next 20 years. Next

So, major amendments that we see right now, we have a revised vision
statement, we have a, a future land use map designations amendments.

we working with the county, we can go through a, a land used or a UGA
swap. Growth management element inclusion in our land use element. So we

We looked into economic diversity and highways job focus. We provided a
need for access to facilities to promote high quality of life. We
provided an inclusion of the hazard mitigation in the plan and we had a

We encouraged enhancing transportation network connectivity, and there

since last September, but just a matter of procedure, we we provided a
notice of the plans 1st draft have been provided in May of this year and.

September and that notice was also, the notice of our public hearing
tonight. So that was provided in the Peninsula Daily News on our city's

stakeholder advisory committee that we created and the vision 2045 opt in

whenever we had a new deliverable to share that they could comment on.
And we also noticed our draft SIPA EIS comment period on 18 September

EIS within 60 days of that end of that comment period. It'll coincide

are newer, but we've had twelve meetings with our planning commission
discussing the ins and outs of everything we're doing, going over every

We collected a, a number of community organizations and stakeholders for
our stakeholder advisory committee. There are about 35 different
individuals that periodically attended. They were all also given all the
information on the meetings and, everything that we had provided.

All the plan. They had basically the 1st, the 1st take of everything we
were working towards and we had six different meetings with that
committee. We met with city council, last month and showed them what we

those responses. We had one on one meetings with our housing partners, we
had many community events that we did basically listening posts that and

the Port Angeles Association of realities. We did submit two letters to
you, but I'm gonna sort of go over those in a little bit more detail. Our
committee has been working.

Working on the comprehensive plan and the housing action plan for over a
year and a half. We have provided numerous letters previously. I don't
know if you've received those, but I hope you would. So I'm gonna go
through a couple of recommendations and thoughts that we have on the
plan. 1st of all, there seems to be a limited recognition of single
ownership as a benefit to the community in the plan. The city, the city's
housing strategy should be grounded in actual march.

Market demand. Market demand in Port Angeles is in favor of single family
homeownership and it should be recognized as such. Currently, the plan
tends to prioritize rental occupied units over.

port angeles, which I don't think are included in the plan either. We do,
we simply do not have a housing problem. We have an income problem.

And our analysis is that the economic development section of this plan it
just doesn't stand up and is as strong as it should be about what we're
trying to solve and what we're trying to accomplish. Thirdly is we do
support the western UGA land swap.

For a couple of reasons, 1st that we think it is smart planning to do
that on behalf of the entire county by transferring land from Kombay to
Port Angeles and that this will open up additional residential and

up of additional.

Residential development land based upon the assumptions of the land
capacity analysis that's in this plan. So the plan says that there are

media.
