Notice is hereby given that the Parks, Recreation & Facilities Commission will meet on Thursday,
November 20, 2025 starting at 6:00 PM in the City Council Chambers in City Hall located at 321 E. 5th
Street, Port Angeles, WA. This meeting will be conducted as a hybrid meeting. In hybrid meetings,
members of the public, Committee members, and City staff have the option to attend the meeting in
person, at City Hall, or remotely via telephone or video link. The meeting is open to the public.

The meeting was conducted as a hybrid meeting.
CALL TO ORDER:-The meeting was called to order by Commissioner Kiedrowski at 6:00 p.m,
Members present: CommissionerAndrews, Co-chairperson Collins, Commissioner Fischbein,
Commissioner Hilory Chairperson Kiedrowski, Commissioner McCaughan, and Student
Representative Garcelon.
Members absent: None.
Staff present: Director Delikat and Clerk Wimberly

PUBLIC COMMENT: None
LATE ITEMS: Director Delikat notified the Commission Clerk Wimber ly will be leaving the
City of Port Angeles for an HR position with the Port of Port Angeles. Kind words were
exchanged regarding Wimberly's efforts and support for her new venture. The Parks Department
is steadfastly working on filling her role and has scheduled initial interviews for ten applicants.
Director Delikat also updated the Commission on the singular vacancy in the Parks, Recreation
and Facility Commission. Via the selection process in the Ad Hoc Committee Meeting on
09116/2025, applicant Damon Houck was chosen to serve the vacancy. City Council approval of
Houck's role is pending and Director Delikat with update the Commission in the coming weeks.
FINANCE & PACI(ET ITEMS: Director Delikat reviewed the recent Budget Revenue and
Expenditure reports for JluJy 2025.

DIRECTOR'S REPORT:
l. City Street Shade Tree Program: This will be the third year of the program. I l5 trees
will be distributed and a proclamation forArbor Day will take place October 21,2025
(Planting Day).
2. Ediz Hook Erosion Control: Ediz Hook Erosion Control has been a joint project with
the City of Port Angeles and the Army Corp of Engineers. Every seven to eleven years
this project arises to mitigate erosion on the outer borders of the Hook. Director Delikat
noted the positive attributions of Us Congressman Derek Kilmer advocating for the Army
Corp of Engineers to fully fund this project. So, going forward the City no longer is
required to fund this work. The schedule for implementing the erosion control is still to
be determined.
3. Cal Ripken State Tournament: Director Delikat highlighted the exemplary outcome of
the Cal Ripken State Tournament hosted for the first time in 20 years. The incredible
efforts of David Melnick's leadership and the Board of Directors for North Olympic
Baseball and Softball even led to a financial contribution of $10,000 towards the Parks
and Recreation Department for their investment preparing the fields and facilities for
participating teams. There were 2,000 people who visited the City of Port Angeles during
the toumament including34l players and 31 teams for the four-day event.
Robert Merritt, previous Parks Commissioner and Parks employee, was recognized by
Director Delikat as his l3-year age group team with North Olympic Baseball and Softball
won the State Toumament followed by Regionals in Montana and a seat in the World
Series in Florida.
4. Parks Seasonals: Director Delikat acknowledged the successes of the incredible
Seasonal Laborer employees this year. Previously, the Parks Department struggled post-
covid as usually 1 4- I 8 Seasonal employees would be hired vs seven in 2022 and six in
2023. However, increased pay encouraged a greater applicant pool and produced a strong,
impressive crew in 2024 and especially, 2025 as an outcome. Director Delikat noted
some of the parks, including 9/11 Memorial particularly, look exemplary and their
attention to detail shows. The Parks Laborer Seasonal Season is coming to an end but a
sendoffBBQ for them and Clerk Wimberly's final day with the City will be following
next week.
5. City Comp Plan: The City Comp Plan exemplifies the communify vision of the City of
Port Angeles for the next 20 years. The Comp Plan is imperative to the Parks and
Recreation Department as it shapes the department's goals, grant opportunities, and
assesses quantitative information respective to parks and facilities. Director Delikat

highlighted the core focuses of the City's Comp Plan and how it impacts the directives of
the City of PortAngeles moving forward. There will be a work session at the upcoming
City Council meeting Tuesday, 9123125 followed by the Planning Commission Public
Hearing in November 2025 and City Council approval in December 2025.
6. Day of Play: Day of Play is a communal event acknowledging July as Parks and
Recreation Month. Facility Coordinator, Carter Droz encouraged the event to resurface
post-covid. Droz has done an incredible job providing an invaluable resource supporting
participating organizations that encourage children to recreate and play in our
community.
7. HVAC Upgrades:
z. City Hall: $75,000 was awarded to the Parks and Recreation Department for an
Energy Grade Audit Report. This is helpful asby 2027, reports must be submitted
to the State regarding Washington State Clean Building Standards for appropriate
upgrades.
b. Senior Center: The HVAC and solar portion of the project is complete. However,
installation of the solar battery was put on hold due to delays regarding shipping
from China. However, the contractor will be moving forward with the installation
shortly.
c. Fire Hall: A new roof for the fire hall was installed and completed. HVAC
upgrades along with solar and battery installation will likely follow in Quarter 1
of the upcoming fiscal year,2026.
8. National Night Out: The PortAngeles Police Department wanted to facilitate National
Night Out locally as it's a nation-wide event for community members to interact with law
enforcement. The new scoreboard played a movie for the public for the first time and was
well attended. Student Representative Garcelon mentioned her high school Key Club
volunteered their efforts for the event.
9. City Pier Ediz Hook and Float Protection Removal: In years past, there was pressure
to remove the floats later in the year. However, easterly winds and adverse weather
conditions unfortunately damaged them. Going forward, there has been a joint
compromise with local fishermen. So, the Ediz Hook floats will be removed 1011512025
with the City Pier floats removed 09/19-0912612025 with consideration of local fishing
seasons. As for reinstallation, the Ediz Hook floats will be contingent on the fishing
season whereas, the City Pier floats will be reinstalled 0512212026.

10. Waterfront Tfial Annual Maintenance: Maintenance on the Olympic Discovery Trail
Waterfront will take place 09/22 through 0912612025. This is to facilitate brushing and
ditching mitigating debris and removing water along the trailway in the winter months.
The previous year, all culverts were found improving waterflow fuither assisting water on
the trail.
11. Locomotive#4 Project Update: Director Delikat acknowledged the Restore the 4!
Rayonier Locomotive project has made great progress. All permits associated with the
project have been acquired. Director Delikat has been working with Public Works and
Utilities for the Bid Package for restoration. The Restore the 4 Locomotive Committee is
moving forward with the shelter and coordinating with manufacturers for steel. The
Locomotive Committee is still fundraising, and the Groundbreaking Ceremony is
nearing. Director Delikat also mentioned the roof of the train will be installed after the
painting of the Locomotive and restoration occurs.
Commissioner Hilory inquired about fundraising. Director Delikat acknowledged the
$100,000 contribution and the project being roughly 80% funded. The website
information was also relayed to the Commission for further details.
12. Shane Park Tennis Courts:_The tennis courts will be removed along with some
mitigation work in the woods. It has been intentional to wait until the fall for soiling and
seeding the area as there's no other way to naturally irrigate the location. Director Delikat
will be meeting with the Police Chief to secure an area for the emergency pod to fence it
in with potential wrapping.
13. Laurel Street Stairs:_The Laurel Street Stairs is a joint project with Public Works and
Utilities. The Laurel Street Stairs are allocated as a transportation project. However,
federal grants have been limited. So, that has been a challenge. Design options for
moving forward with the stair upgrade will be presented to the Parks Commission in
November for a recommendation to City Council in December 2025. The stairs was
initial a project proposed by Elevate PA before they merged with the Port Angeles
Waterfront District which Parks Manger, Tim Tucker previously lead. The Laurel Street
Stair upgrade was initially proposed in 2001.
14. Upcoming Legislative Items: Although no legislative items were on the agenda this
meeting, Director Delikat proposed future items that will be presented to the Parks,
Recreation & Facilities Commission including:
a. Peace Pole Presentation/Recommendation
b. Lincoln Park BMX Facility UseAgreement
c. Port Angeles Lefties Facility Use Agreement
d. Senior Center Non-Project Memorandum of Understanding

DISCUSSION: Commissioner McCaughan suggested theYMCApresent to the Commission
regarding their new facilities. It was proposed to have them present at the 02/1912026 meeting
with Commissioner Hilory's assistance. Lastly, SALT 24 on 1012412025 was acknowledged by
Commissioner McCaughan for the Parks Commission to check out. The event is hosted by the
County and Senior Center Manager, Geyer will be volunteering.

Facility Use Agreement- Lincoln Park BMX
Summoly: Over the last three years, the Lincoln Park BMX Association has played a significant role in
recreation for the community and has built a facility that is one of the best in Washington State.
Strategic Plan: This event direstly aligns with Strategic Focus Area #1 - Community Resilience, Section
"F-"- Improve Community Health and Weilness or Community Resilience.
Funding: No funding or expenditures are associated with approving the Facility Use Agreement with the
Lincoln Park BMX Association.
Recommendotlon: Authorize a favorable recommendation to the Parks & Recreation Director to take
a five-year Lincoln Park BMX Facility Use Agreement to the Port Angeles City Council for approval.
Bockground / Anolysis: ln 1993, the City of Port Angeles entered into an agrsement with the Port
Angeles BMX Association to design and build a BMX facility at the west end of Lincoln Park. During
the first 24 years, the track had three different track operators with very little oversight frorn the City.
In 2016, aftsr several complaints about how the track was being ran, the City Parks & Recreation
Department and the Parks, Recreation & Beautification Commission put forward a Request for Proposal
(RFP) to create a fair process to determine who the next organization would be to run the track at Lincoln
Park. After the RFP process in early 2017,the City brought forward to the City Council a three-year
Facility Use Agreement with the Lincoln Park BMX Association to run the BMX track.
Over the last ten years, the Lincoln Park BMX Association has played a significant role in recreation for
lhe comrnunity and has built a facility that is one of the best not only in Washington State, but one of the
best in the country. Since 2017, the Association has accumulated 5447,334 in grants, completed
$1,005,000 in projects, and has had an economical impact of 4,7 million dollars to the community. Out of
the 4.7 million, 1.3 million of that is when the Association hosted the Gold Cup Finals in2022. Attached
is some additional information provided by thc Lincoln Park BMX Association.
Funding Overview: No funding or expenditures are associated with approving the Facility
Use Agreement with the Lincoln Park BMX Association.
