PARKS & RECREATION DEPARTMENT PA RKS, RECREATION & FACILITIES COMMISSION SPECIAL MEETING Port Angeles, WA September 18, 2025 The meeting was conducted as a hybrid meeting. CALL TO ORDER: The meeting was called to order by Commissioner Kiedrowski at 6:00 p.m. Members present: Commissioner Andrews, Co-chairperson Collins, Commissioner Fischbein, Commissioner Hilory, Chairperson Kiedrowski, Commissioner Mccaughan, and Student Representative Garcelon. Members absent: None. Staff present: Director Delikat and Clerk Wimberly. APPROVAL OF MINUTES: It was moved by Mccaughan and seconded by Collins to: Approve the June 12, 2025 Regular Meeting minutes Motion carried 7-0 PUBLIC COMMENT: None. LATE ITEMS: Director Delikat notified the Commission Clerk Wimberly will be leaving the City of Port Angeles for an HR position with the Port of Port Angeles. Kind words were exchanged regarding Wimberly's efforts and support for her new venture. The Parks Department is steadfastly working on filling her role and has scheduled initial interviews for ten applicants. Director Delikat also updated the Commission on the singular vacancy in the Parks, Recreation and Facility Commission. Via the selection process in the Ad Hoc Committee Meeting on 09/16/2025, applicant Damon Houck was chosen to serve the vacancy. City Council approval of Houck's role is pending and Director Delikat with update the Commission in the coming weeks. FINANCE & PACKET ITEMS: Director Delikat reviewed the recent Budget Revenue and Expenditure reports for July 2025. LEGISLATION: None. Page 1 of 5 PARKS & iECREAIION DEPARIMENI DIRECTOR'S REPORT: 1. City Street Shade Tree Program: This will be the third year of the program. 115 trees will be distributed and a proclamation for Arbor Day will take place October 2I,2025 and plantingday will be on October 25th. 2. Ediz Hook Erosion Control: Ediz Hook Erosion Control has been a joint project with the City of PortAngeles and theArmy Corp of Engineers. Every seven to eleven years this project arises to mitigate erosion on the outer borders of the Hook. Director Delikat noted the positive attributions of former US Congressman Derek Kilmer advocating for theArmy Corp of Engineers to fully fund projects like these. So, going forward the City no longer is required a match for the armoring. The schedule for implementing the erosion control is still to be determined. 3. Cal Ripken State Tournament: Director Delikat highlighted the exemplary outcome of the Cal Ripken State Tournament hosted for the first time in 20 years. The incredible efForts of David Melnick's leadership and the Board of Directors for North Olympic Baseball and Softball even led to a financial contribution of $10,000 towards the Parks and Recreation Department for their investment preparing the fields and facilities for participating teams. There were 2,000 people who visited the City of PortAngeles during the tournament including34I players and 31 teams for the four-day event. Rob'ert Merritt, previous Parks Commissioner and Parks employee, was recognizedby Director Delikat as his I3-year age group team with North Olympic Baseball and Softball won the State Tournament followed by Regionals in Montanaand a seat in the World Series in New York. 4. Parks Seasonals: Director Delikat acknowledged the successes of the incredible Seasonal Laborer employees this year. Previously, the Parks Department struggled post- covid as usually 14-18 Seasonal employees would be hired vs seven in2022 and six in 2023. However, increased pay encouraged a greater applicant pool and produced a strong, impressive crew in 2024 and especially, 2025 as an outcome. Director Delikat noted some of the parks, including 9/11 Memorial particularly,look exemplary and their attention to detail showed. 5. City Comp Plan: The City Comp Plan exemplifies the community vision of the City of Port Angeles for the next 20 years. The Comp Plan is imperative to the Parks and Recreation Department as it shapes the department's goals, grant opportunities, and assesses quantitative information respective to parks and facilities. Director Delikat highlighted the core focuses of the City's Comp Plan and how it impacts the directives of the City of PortAngeles moving forward. There will be a work session at the upcoming Page2 of 5 PARKS & RECREAIION DEPARTMENI City Council meeting Tuesday, 9123125 followed by the Planning Commission Public Hearing in November 2025 and City Council approval in December 2025. Director Delikat also highlighted all the hard work of our Community Economic Development Department on all there hard work on this project. 6. Day of Play: Day of Play is a communal event acknowledging July as Parks and Recreation Month. Facility Coordinatog Carter Droz encouraged the event to resurface post-covid . Droz has done an incredible job providing an invaluable resource supporting participatingorganizations that encourage children to recreate and play in our community. 7. HVAC Upgrades: ^. City Hall: $75,000 was awarded to the Parks and Recreation Department for an Energy GradeAudit Report. This is helpful asby 2027, reports must be submitted to the State regarding Washington State Clean Building Standards for appropriate upgrades. b. Senior Center: The HVAC and solar portion of the project is complete. The last portion of the project is the installation of the solar battery unit. c. Fire Hall: Anew roof for the fire hall was installed and completed. HVAC upgrades along with solar and battery installation will likely follow in Quarter I of the upcoming fiscal year, 2026. 8. National Night Out: The PortAngeles Police Department wanted to facilitate National Night Out locally as it's a nation-wide event for community members to interact with law enforcement. The new videoboard played a movie for the public for the first time and was well attended. Student Representative Garcelon mentioned her high school Key Club volunteered their efforts for the event. 9. City Pier & Ediz Hook and Float Protection Removal: In years past, there was pressure to remove the City Pier floats later in the year due to public events. However, easterly winds and adverse weather conditions unfortunately damaged them, and the City will be removing them after the Labor Day Holiday weekend moving forward. Also, in collaboration with local fishermen, the Ediz Hook floats will be removed 1011512025 with consideration of fishing seasons. As for reinstallation, the Ediz Hook floats will be contingent on the fishing season whereas, the City Pier floats will be reinstalled 0512212026. Page 3 of5 L 9oRI A PARKS & RECREAIION DEPARTAIENI 10. Waterfront Trial Annual Maintenance: Maintenance on the Olympic Discovery Trail Waterfront will take place09122 through 0912612025. This is to facilitate brushing and ditching mitigating debris and removing water along the trailway in the winter months. The previous year, all'culverts were found improving waterflow fuither assisting water on the trail. 11. Locomotive#4 Project Update: Director Delikat acknowledged the Restore the 4! Rayonier Locomotive project has made great progless. All permits associated with the project have been acquired. Director Delikat has been working with Public Works and Utilities for the Bid Package for restoration. The Restore the 4 Locomotive Committee is moving forward with the shelter and coordinating with manufacturers for steel. The Locomotive Committee is still fundraising, and the Groundbreaking Ceremony is nearing. Director Delikat also mentioned the roof of the train will be installed after the painting of the Locomotive and restoration occurs. Commissioner Hilory inquired about fundraising. Director Delikat acknowledged the project being roughly 80% funded. The website information was also relayed to the Commission for further details. 12. Shane Park Tennis Courts: As part of the Capital Facilities Plan, the tennis courts are going to be removed. It has been intentional to wait until the fall for soiling and seeding the area as there's no other way to naturally irrigate the location. Director Delikat will be meeting with the Fire Chief to secure afl area for the emergency pod to fence it in. 13. Laurel Street Stairs: The Laurel Street Stairs is a joint project with Public Works and Utilities. The Laurel Street Stairs are allocated as a transportation project. Design options for moving forward with the stair upgrade will be presented to the Parks Commission in November for a recommendation to City Council in the near future. T 14. Upcoming Legislative ltems: Although no legislative items were on the agenda this meeting, Director Delikat proposed future items that will be presented to the Parks, Recreation & Facilities Commission including: n, Peace Pole Presentation/Recommendation b. Lincoln Park BMX Facility Use Agteement c. Port Angeles Lefties Facility Use Agreement d. Senior Center Non-Profit Memorandum of Understanding e. Erickson Skate Parks Improvements f. Klallam Language Sign for City Hall(Joint efflort between Student Representative Garcelon and Facility Coordinator Droz) Page 4 of5 tAn(s & nEciEATloN DEPARIMENI DISCUSSION: Commissioner McCaughan suggested the YMCA present to the Commission regarding their new facilities. It was proposed to have them present at the 0211912026 meeting with Commissioner Hilory's assistance. Lastly, SALT 24 on 1012412025 was acknowledged by Commissioner McCaughan for the Parks Commission to check out. The event is hosted by the County and Senior Center Manager, Geyer will be volunteering. Chairperson Kiedrowski adjourned the meeting at 6:46 p.m Kiedrowski, Chairperson Wimberly, Clerkt1.j Page 5 of5
