Adjournment PUBLIC SAFETY ADVISORY BOARD Virtual Meeting Port Angeles, Washington April 16, 2025, 6:00 pm This meeting was conducted as a hybrid meeting. CALL TO ORDER: Vice Chair Margolis called the regular meeting of the Public Safety Advisory Board to order at 6:00 p.m. ROLL CALL: Members Present: Evan Brown (arrived at 6:21 p.m.), John Hauck, Jessica Johnson, Mary Margolis, Kelsey Lane Members Absent: Finn Thompson, Sandy Sinnes Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Board Secretary Guest: Deputy Police Chief, Jason Viada REVIEW AND APPROVAL OF THE MINUTES Hauck made a motion and it was seconded by Margolis to: Approve the March 19th, 2025, minutes. Hearing no objection, the motion carried 6-0. Brown arrived and took his seat. PUBLIC COMMENT STAFF UPDATES Independent Investigation Team presentation – Deputy Chief Jason Viada Fire Department Report – Chief Sharp began with a staffing update. He also noted that he and Chief Gage have begun taking CERT training courses over the past few months in preparation of creating a City CERT team. Chief Sharp spoke to the L&I FIIRE Grant focused around reducing carcinogen reduction. Chief shared their call volumes for March. Saturday, May 3rd Pancake Breakfast. Police Department Report – Chief Smith provided an update on staffing. Legislative Session is wrapping up, Chief asked the Board members to look up House Bill 2015 and to take the time to read. Chief Smith noted that the PA dog team is finishing up their training and hope to be on the streets in late June. Chief Smith and Chief Sharp took questions from the Board. DISCUSSION AND POTENTIAL ACTION May & June – Guest Speakers, the Board discussed possible guests for upcoming meetings. Decided to have the Down Town Officer attend the next PSAB meeting. Other future options include Susan Hillgren with TAFY along with a unhoused community member, a representative with Parks and Rec Commission, and a Code Enforcement Officer. REPORTS FROM BOARD MEMBERS Brown noted that traffic downtown has been surprisingly slow and controlled. Hauck noted that he visited 4th Street after Mr. Gordon’s comments at the last meeting and realized that there are not markings indicating that it is a bike lane and he sees the possible danger there. He would like to have the topic added to the May meeting Agenda. ADJOURNMENT Hauck made a motion to adjourn the meeting at 7:16 p.m. The next Scheduled PSAB Meeting May 21st, 2025 _____________________________________ _______________________________ Mary Margolis, Chair Kari Martinez-Bailey, City Clerk Fourth Street Bike Path Public Safety Advisory Board Wednesday, May 21, 2025 Background •During the Public Safety Advisory Board’s March 19 meeting a city resident noted that people were parking cars in the bike lane along the north side of Fourth Street between Hill Street/L Street and N Street/Milwaukee Drive. •The resident stated that, from his recumbent bicycle, he could not see oncoming traffic until pulling out into the traffic lane to move around these parked cars •This bike lane is part of the Olympic Discovery Trail. Fourth Street, facing west at Hill Street Trashcans Double White Line Parked Car Fourth Street, facing east at N Street Double White Line Single White Line No Preferential Lane markings Manual on Uniform Traffic Control Devices U.S. Department of Transportation •The Manual on Uniform Transportation Control Devices provides a common framework for highway markings across the country. •The 10th Edition was adopted by the state of Washington in 2009 under Washington Administrative Code 468-95. •The 11th edition is in the public comment period before being adopted. •Table 3E-1: Standard Edge Line and Lane Line Markings for Preferential Lanes, states that, “Where crossing the lane line markings is prohibited, the lane line markings shall consist of a double solid white line.” Section 3E.03, MUTCD Preferential Lane Word and Symbol Markings •When a preferential lane is established, the preferential lane shall be marked with one or more of the following word or symbol markings for the preferential lane use specified: A. HOV lane—white lines formed in a diamond-shaped symbol or the word message HOV. The diamond shall be at least 2.5 feet wide and 12 feet in length. The lines shall be at least 6 inches in width. B. ETC Account-Only lane—except as provided in Paragraph 8 of this Section, a word marking or pictograph using the name of the ETC payment system required for use of the lane, such as E-Z PASS ONLY. C. Price-managed lane—the word marking EXPRESS or EXPRESS LANE(S) (see Section 2G.17). D. Bus only lane or bus stop—the word marking BUS ONLY or BUS STOP. E. Taxi only lane or taxi stand —the word marking TAXI ONLY or TAXI STAND. F. Light rail transit lane—the word marking LRT ONLY. G. Other type of preferential lane—a word marking appropriate to the restriction Possible Actions •Recommend to City Council that Bike Lane markings be installed •Consider recommending “No Parking” or “No Parking in Bike Lane” signs •Suggest that Public Works determine the desired location of trashcans on pickup days and then include a flyer with that information to city residents on the north side of Fourth Street. •Consider recommending police presence to place warning tickets on illegally parked vehicles. •Or, of course, take no action. Questions/Discussion Hybrid Meeting User Guide Due to some changes in Webex, users now need to have a verified account for the smoothest meeting experience. This guide will walk you through setting up your account, updating the Webex app (if necessary) and logging into your meetings. Creating Your Account 1. Once your account has been created by IT, you will receive an email from Cisco with the subject line “Your Webex account has been created! Join City of Port Angeles”. This email will be sent to your @cityofpa.us email address. 2. Within the email, click the “Activate” button. This will open a new window. 3. In the new Webex window, you will be prompted to create a password for your account. Do so, and then click “Next.” 4. On the next screen, you will be asked to input your name. This is what will appear anytime you join a Webex meeting. Please follow the format “First name, Last Name”. Once you have done that, click “Enter”. 5. The page will load for a little bit and then you’ll get the following error message: 6. Close the window—it doesn’t impact your account creation. Updating the Webex App 1. When you try to join a meeting through the app, it will prompt you to sign in. Enter the email and password that you set up in the previous section. 2. The app will sign you in and then you will see a pop-up that says “New version required”. Click on “Check for updates”. 3. On the next pop-up, click “Get update”. 4. Let the app do its thing, and on the next pop-up click “Restart now”. This will restart the Webex app. 5. Once the app has restarted, return to your email and click “Join Webinar” again. The app should present the window with the meeting information, options to control your video and microphone, and the green “Join Webinar” button. Logging In to Meetings Webex Browser This section assumes that you have created your Webex account 1. Open the email you received with the meeting invite and click the green “Join webinar” button. 2. In the new window, click “Cancel” on the pop-up, then click “Join from this browser”. 3. Choose “Sign in and join”. 4. Enter your email address and click “Next”, then enter your Webex account password. Click “Next”. 5. Click the green button to join the webinar. Webex App This section assumes that you have a) created your Webex account and b) updated the app (if you use it) 1. Open the email you received with the meeting invite and click the green “Join webinar” button. 2. In the new window, click “Open” on the pop-up. 3. In the new window, ignore the boxes and instead click “sign in”. 4. Enter your email and then your password for your Webex account. 5. The meeting window should open automatically and you should be able to click “Join Webinar”.
