PUBLIC SAFETY ADVISORY BOARD

This meeting was conducted as a hybrid meeting.
CALL TO ORDER:
Chair Margolis called the regular meeting of the Public Safety Advisory Board to order at 6:00 p.m.
ROLL CALL:
Members Present: Mary Margolis, Evan Brown (arrived at 6:18 p.m.), John Hauck, Jessica Johnson
Members Absent: Kelsey Lane, Sandy Sinnes
Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Board Secretary
Guest: Social Worker- Amy Miller
REVIEW AND APPROVAL OF THE MINUTES
Hauck made a motion to approve the Minutes of May 21st, 2025, with one correction noted.
Hearing no objection, the motion carried 4-0.
PUBLIC COMMENT
STAFF UPDATES
Social Worker – Amy Miller gave a Presentation on the Homelessness Community in Port Angeles
Fire Report – Chief Sharp gave a staffing update: Rangel is a new PM and is now at the WA State Fire
Academy, upon his return he will go to the Day Car position. Judd and Hudson are 2 new FF/ EMTs.
$350,000 grant from UW CROA. We were one of eight agencies that received funding, PAFD committed 4
Community Paramedics along with Chief Gage to creating a curriculum on post overdose response, this
curriculum was later adopted by UW as the official curriculum that would be taught throughout Washington
state. Chief also shared Department stats for the month.
Police Report – 200 involuntary treatment act reports filled out by PD in 2024. Gave an update on the
missing Senior Citizen from last week. Staffing updates, assault on officers 13 year to date and 7 year to
date in 2024. 2 vacancies in patrol currently, one conditional offer is out. PENCOM trainees are doing great
and finishing up their training. New AI dispatching is live and is easing the workload on dispatch. National
Night Out was a success.
DISCUSSION AND POTENTIAL ACTION
John Hauck led a discussion on the bike lanes, considering “No Parking” signs by Crowne Park. Information on
where to best set your trash bins out. Hauck has offered to formally put a recommendation to Council to present
at the next meeting.

During the Port Angeles Public Safety Advisory Board’s March 19 meeting a city resident noted that
people were parking cars in the bike lane along the north side of Fourth Street between Hill Street/L Street and
N Street/Milwaukee Drive. The resident stated that, from his recumbent bicycle, he could not see oncoming
traffic until pulling out into the traffic lane to move around these parked cars.
A brief investigation into the resident’s testimony revealed that there is a lane on the north side of Fourth
Street that is demarcated from the roadway by a double white line. Several cars were noted to be parked in this
lane on multiple visits. On some days there were trashcans at the curb, at the double lines and in the middle of
the lane.
According to the Manual on Uniform Transportation Control Devices, 10th Edition, a double solid white line
indicates that crossing the lane line markings is prohibited. The manual also states that the preferential lane shall
be marked with a word or symbol specifying the preferential lane’s use. This lane, however, has no such
marking on the pavement nor roadside signs.
The Public Safety Advisory Board recommends that Council consider the installation of lane markings that
indicate this is a bike lane or, alternatively, that it is part of the Olympic Discovery Trail.
The board also recommends the installation of “No Parking” or “No Parking in Bike Lane” signs, especially
at Crown Park.
The board also recommends that the Public Works and Utilities Department determine the desired location
of trashcans on pickup days and then include a flyer with that information in the utility bills sent to city
residents on the north side of Fourth Street.
The council may also wish to consider having the police department place warning tickets on illegally
parked vehicles for a limited period to increase awareness that this is a bike lane.
