This meeting will be conducted as a hybrid meeting. In hybrid meetings, members of the public, Board members, and
City staff have the option to attend the meeting in person, in Council chambers at City Hall located at 321 East 5th Street,

PUBLIC SAFETY ADVISORY BOARD

This meeting was conducted as a hybrid meeting.
CALL TO ORDER:
Vice Chair Hauck called the regular meeting of the Public Safety Advisory Board to order at 6:00 p.m.
ROLL CALL:
Members Present: Kelsey Lane (arrived at 6:12 p.m.), Evan Brown (arrived at 6:24 p.m.), John Hauck,
Jessica Johnson Members Absent: Mary Margolis, Sandy Sinnes
Staff Present: Derrell Sharp, Fire Chief; Brian Smith, Police Chief; Catherine Dewey, Board Secretary
Guest: Community Paramedics – Brian Gerdes, Kristin Fox, Heather Whitmore and Tatiana Hyldahl
REVIEW AND APPROVAL OF THE MINUTES
Lane made a motion to approve the Minutes of the August 20, 2025 meeting, Brown made a second and
Hearing no objection, the motion carried 4-0.
PUBLIC COMMENT
STAFF UPDATES
Police Report – Chief Smith gave the Board an update on the Council meeting and announced that they are
approved to move forward with the EOC. Staffing: 6 PenCom trainees are doing great, and there are two
vacancies they hope to fill in early 2026. The AI dispatching system seems to be working well and cutting
back on call volume. Chief noted that they are finding it harder than ever to recruit for the police
department. Chief gave an update on the missing girl from January and the search warrant that was served.
School is back in session, the High School Resource Officer is reminding everyone of the Handle with Care
program and protocols.
Fire Report – Staffing update: Nick Rangel is in his 5th week at the Fire Academy, and he will return to
shift near the end of October. Chief Sharp noted that they are piloting a schedule change for the CPM in an
effort to capture peak overdose hours. CC Behavioral Health Advisory Board posted their grant funding
opportunity. Training Update – next week, the Fire Department will have an all-staff rescue swimming
training that will begin at William Shore pool and end at Hollywood Beach. Chief Gage and Lt. Gonzales
are currently at an Incident Command class. Lastly, Chief shared the response statistics with the Board.
DISCUSSION AND POTENTIAL ACTION
Bike Lane Discussion and possible action taken – Hauck asked Chief Smith if this recommendation for Council
consideration was reasonable, and a conversation ensued. The Board has decided to speak to the city clerk and
revise the letter before moving forward with any recommendations to Council.

During the Port Angeles Public Safety Advisory Board’s March 19 meeting a city resident noted that
people were parking cars in the bike lane along the north side of Fourth Street between Hill Street/L Street and
N Street/Milwaukee Drive. The resident stated that, from his recumbent bicycle, he could not see oncoming
traffic until pulling out into the traffic lane to move around these parked cars.
A brief investigation into the resident’s testimony revealed that there is a lane on the north side of Fourth
Street that is demarcated from the roadway by a double white line. Several cars were noted to be parked in this
lane on multiple visits. On some days there were trashcans at the curb, at the double lines and in the middle of
the lane.
According to the Manual on Uniform Transportation Control Devices, 10th Edition, a double solid white line
indicates that crossing the lane line markings is prohibited. The manual also states that the preferential lane shall
be marked with a word or symbol specifying the preferential lane’s use. This lane, however, has no such
marking on the pavement nor roadside signs.
The Public Safety Advisory Board recommends that Council consider the installation of lane markings that
indicate this is a bike lane or, alternatively, that it is part of the Olympic Discovery Trail.
The board also recommends the installation of “No Parking” or “No Parking in Bike Lane” signs, especially
at Crown Park.
The board also recommends that the Public Works and Utilities Department determine the desired location
of trashcans on pickup days and then include a flyer with that information in the utility bills sent to city
residents on the north side of Fourth Street.
The council may also wish to consider having the police department place warning tickets on illegally
parked vehicles for a limited period to increase awareness that this is a bike lane.
