Notice is hereby given that the Parks, Recreation & Facilities Commission will meet on Thursday,
December 18, 2025 starting at 6:00 PM in the City Council Chambers in City Hall located at 321 E. 5th
Street, Port Angeles, WA. This meeting will be conducted as a hybrid meeting. In hybrid meetings,
members of the public, Committee members, and City staff have the option to attend the meeting in
person, at City Hall, or remotely via telephone or video link. The meeting is open to the public.

The meeting was conducted as a hybrid meeting.
CALL TO ORDER: The meeting was called to order by Chairperson Kiedrowski at 6:01 p.m.
Members present: Commissioner Andrews, Vice -Chairperson Collins, Chairperson Kiedrowski
Commissioner Fischbein, Commissioner Houck, and Student Representative Garcelon.
Commissioner McCaughan was present virtually at 6:10pm.
Members absent: Commissioner Hilory
Staff present: Director Delikat and Clerk Judge.
Director Delikat introduced the new Parks Administrative Coordinator, Ireland Judge
Director Delikat introduced new Parks Commissioner, Damon Houck
APPROVAL OF MINUTES:
It was moved by Collins and seconded by Fischbein to:
Approve the September 18, 2025 Regular Meeting minutes
Motion carried 5-0
LATE ITEMS: Director Delikat noted that Clerk Judge has previously approved minutes from
June as well as the September minutes for Commissioner Collins and Chairperson Kiedrowski to
sign at the end of the meeting.
Director Delikat shared that the holiday tree has been found and was donated by the Port of Port
Angeles. The lighting will take place November 29th at 5:00pm.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: Director Delikat reviewed the Budget Revenue and
Expenditure reports for Septemberwhich is 75% of the overall budget for 2025.

LEGISLATION: Director Delikat discussed the Facility Use Agreement with Lincoln Park
BMX, requesting a favorable recommendation for a five-year contract. Director Delikat
highlighted the significance of the BMX facility to the community and its positive economic
impact, noting that it is one of the nicest tracks in Washington and the country. Director Delikat
noted that this agreement aligns with the City Council’s 2025-2026 strategic plan.
It was put to a favorable recommendation vote by Chairperson Kiedrowski to:
Take a five-year Lincoln BMX Facilities Use Agreement to the Port Angeles City Council for
approval at the December 2, 2025 City Council Meeting.
Motion passed 5-0.
GUEST SPEAKER:
None. Director Delikat identified upcoming presentations planned for December, January,
February, and March.
DIRECTOR’S REPORT:
1. City Street Shade Tree Program: This was the third year of the program. One hundred
fifteen trees were distributed on October 25, 2025. Mayor Dexter attended and read a
proclamation for Arbor Day that was previously shared at the October 21, 2025 City
Council meeting. In the last three years 400 trees have been planted. Director Delikat
also thanked the efforts of Community Economic Development Department and Public
Works for all their assistance with this program.
2. Locomotive # 4 Project: On October 26, 2025, a groundbreaking event happened for the
Restore the #4 project. The original fence has been removed, construction fence has been
put in place to secure the area, and portions of the vegetation have been removed with
new mitigation vegetation expected to be added once the project is closer to completion.
The next part of the project will be putting up the shelter to cover the locomotive and the
restoration portion of the project will go out for bid in the upcoming months and is
anticipated to be completed in the spring/summer of 2026.
3. Shane Parks Tennis Courts Removal: The majority of the surrounding fence around the
courts has been taken down and the asphalt was removed throughout the month of
October. Staff placed seed and straw in the area and the turf has grown in quickly. Staff
will continue to work with the Fire Department on adding some additional fencing
around the emergency management pods.
4. Welcoming Vista: The City has been working with the Waterfront District on a ten-year
stabilization plan that extends from Haynes Viewpoint down to Red Lion. This project
will not only stabilize the bluff but also improve the view as people visit the downtown

area. As part of the project, the Waterfront District funded $6,000 to the Washington
Conservation Corps, who removed invasive species, blackberry, ivy, and knotweed.
Forty-three dogwoods were planted by volunteers to stabilize the bluff and keep
vegetation down.
5. Laurel Street Stairs: The City is looking at two alternative design options. Director
Delikat will meet with Public Works in December to review the design options before
they are brought before the Parks Commission as part of a public hearing in Q1 of 2026.
Commissioners had a discussion on whether the designs consider ADA accommodation,
as it can be difficult to get downtown for those who need it. Director Delikat noted that
the designs have elements that consider ADA accommodation.
6. HVAC Upgrades:
a. City Hall: $75,000 was awarded to the Parks and Recreation Department for an
Energy Grade Audit Report which will help the City to evaluate needs and
funding so compliance can be completed by 2027.
b. Senior Center: The HVAC and solar portion of the project is complete. The last
portion of the project is the installation of the solar battery unit.
c. Fire Hall: A new roof for the fire hall was installed and completed. Permitting for
the project is being reviewed and project should be starting in December.
d. Parks and Rec Office: The HVAC system in the Parks & Recreation Department
will be completed next month. This is a project that is being funded by FEMA
after a winter storm two years ago. Recently, the Vern Burton meeting rooms,
bathrooms, and kitchen HVAC unit has also been decommissioned and needs to
be replaced. This is also a priority project as the facility is a rental space for the
community.
7. 24-Hour Restroom at Erickson Playfield: The Parks & Recreation Department is
working with the Engineering Department to add a 24-Hour restroom at Erickson
Playfield. This location makes it an ideal place along our recreation corridor.
8. Oceanview Cemetery: Parks will be building a new Columbarium at Ocean View
Cemetery that will provide 125 new niches with the completion goal by the end of spring.
The addition of these niches will provide the cemetery with an additional revenue source.

9. City Pier & Ediz Hook and Float Protection Removal: The Ediz Hook and City Pier
Floats have been removed and stored away for the winter. Director Delikat
acknowledged the help of Arrow Marine who removed the City Pier floats.
10. Lincoln Park Restroom: Parks and Recreation partnered with North Olympic Baseball
Association to make the Lincoln Park Clubhouse restrooms ADA accessible. Entry way
doors were expanded, stalls were painted, and accessibility bars were added to meet
requirements. The final piece of the project will be removing an existing partition before
they are reopened to the public.
11. Lincoln Park Gate: A gate was added on the east side of Lincoln Park to only allow
renters of the Loomis Building access to this portion of the park. An additional parking
area was added where the former tennis courts were to compensate for the loss of the area
next to the Loomis Building.
12. Waterfront Trail Maintenance: On September 22, 2025, 2 Grade Construction finished
maintenance on the Waterfront Trail as part of their yearly contract. The $100,000 annual
maintenance contract helps clean culverts, does ditching work, and does brushing along
the trail.
13. Staff Training: Members of Parks staff attended an Adult Mental Health First Aid
Training hosted by Peninsula Behavioral Health and Peninsula College. This is a free
training held twice a year that addresses how to identify, understand, and respond to
people with mental health issues and substance use disorders.
14. Upcoming Legislative Items: Director Delikat proposed future items that will be
presented to the Parks, Recreation & Facilities Commission including:
a. Peace Pole Presentation/Recommendation
b. Port Angeles Lefties Facility Use Agreement
c. Senior Center Non-Profit Memorandum of Understanding
d. Erickson Skate Parks Improvements
e. Klallam Language Sign for City Hall (Joint effort between Student Representative
Garcelon and Facility Coordinator Droz)
f. American Cruise Line Contract
DISCUSSION: Chairperson Kiedrowski inquired about Port Townsend’s reported rejection of
the Cruise Line Contract. Director Delikat will request Port Townsend’s contract through records
request to review it with the Legal team.

Every visitor experience follows a deliberate flow and sequence designed to
tell the story in the most compelling way. The following slides illustrate the
intended visitor journey and highlight key moments along the way.
Experience by Zone
The Lobby welcomes visitors, sets the tone, and offers a taste of the much
appreciated stories. It orients tourists, connects locals, and invites everyone to
learn why this coastline is protected with a National Marine Sanctuary. With
exhibits, screens, and retail, it’s both a gathering place and a gateway to
deeper discovery.

Visitors meet people in the region, some of whom have lived here since time
immemorial. Stories of traditional lifeways and treaty rights provide context to
Indigenous relationships to the ocean, while the dramatic shipwreck history
and traditions of commercial fishing and harvesting illustrate the needs and
threats to the livelihood of all people of our region.
People and the Ocean
In the Biodiversity zone, visitors encounter a rich variety of habitats and
species that represent the biodiversity of our region’s waters—and the
connectedness of these waters to the waterways of the rest of the
world.Visitors exit the zone with a sense of wonder at the remarkable
biodiversity of our region—and how it connects, intimately and sometimes
precariously, to a greater global environment.
Biodiversity
A living display of seabirds surrounds the visitor. As they watch birds dive,
swim, and forage for food, visitors learn of some of the challenges facing these
creatures at the top of the food chain.Visitors see the seabirds as ambassadors
for some of the actions required to ensure the ocean’s health.
Seabirds and the Ocean
In this zone, visitors discover that there is still much we don’t know about the
world’s ocean—and meet the people working to change that. They learn about
individuals from many walks of life who are turning new knowledge into
action: conserving the integrity of our local environment and addressing global
challenges.

The learning center is a cornerstone of the Center’s program: students and
community groups meet here for curriculum-based classes, activities,
workshops, and more.

In a functioning aquarium, one of the most vital—and often most costly—
components, both in terms of space and budget, is the network of support
spaces and equipment required to sustain the animals.
