Subject: 2025-2026 Strategic Plan Update
Relationship to Strategic Plan: The 2025–2026 Strategic Plan (Resolution 10-24) was adopted by
City Council on October 1, 2024, after an inclusive process involving a retreat with both City Council and
staff Leadership Team. The 2025-2026 Strategic Plan ensures alignment of the City’s vision, goals, policy
and metrics that provide clear strategic direction over the two-year period. The adopted plan encompasses
four main pillars with numerous measures and next steps.
Background / Analysis: On July 30, 2024, City Council and the staff Leadership Team conducted a
seven-hour Strategic Planning Work Session retreat led by Facilitator Annie Severson of Clarity
Consulting Partners. During the entire process, it was the collective desire of both Council and City staff,
to identify areas of focus for a strategic approach to the coming two-year period. The 2025-2026
Strategic Plan includes four strategic areas of focus: Community Resilience, Citywide Resource
Optimization, Housing, and Infrastructure Development, Maintenance, and Connectivity, as well as
several goals and measures.
After approval, Manager West, working with City staff then developed department specific Work Plans
with items that clearly reflect implementation of the Strategic Plan over the two years. City staff provide
the City Manager with a quarterly update on the status of each department’s Work Plan items.
During tonight’s Work Session, Council will receive updates from all departments on their work to
implement the plan. Please note that this is a document that staff have thoughtfully and carefully planned
for, ensuring alignment across front line staff and their work groups. With limited staff capacity, new
initiatives or items proposed for inclusion in the plan – would unfortunately necessitate the removal or
reprioritizing of existing items within the plan.
Summary: The 2025–2026 Strategic Plan (Resolution 10-24) was adopted by City Council on

and Capital Faculties Plan.

Considering this constraint it is also critical to point out several new issues not included in the original
plan that are already burdening staff capacity, the scope of which were not fully apparent during the
Council retreat in 2024. These premiere issues are:
• Criminal Justice Services
• Joint Public Safety Facility
• ARC/Homelessness Response
• Enhanced Tribal Consultation
• Re-writing Council Rules of Procedure
• Lower Elwha Klallam Tribe Sewer Project
Funding: The various projects within the Strategic Plan are funded through the adopted 2026 Budget and
Capital Faculties Plan.

An update of the City’s Strategic & Work Plans that outlines the projects the City will
undertake in 2025-2026, on behalf of its residents, to achieve the City’s objectives.

Introduction
In October 2024, the City Council approved Resolution #10-24, adopting the 2025-2026 Strategic Plan.
This document serves as both an implementation and visioning tool of the broader Comprehensive Plan,
specifically addressing how the City will achieve its objectives over the next two years.

Introduction
•Following the adoption of the
Strategic Plan, City staff developed
the Work Plan to outline the
specific projects our organization
will undertake over the next two
years to support the Council’s
strategic goals.
•The Work plan is organized into four
chapters, each corresponding to
one of the strategic focus areas.
•Each chapter includes detailed
descriptions of the related projects,
including their objectives, the action
steps required for completion, and a
timeline for delivery.

Introduction
•Following a new election Council is provided the opportunity to revisit the
document.
•Process for changing and updating: any modifications require a consensus of
Council majority and the plan will ultimately be amended by resolution at a
future meeting.
•This is not the time to re-write the plan.
•Any modifications should maintain a balance between Departments.
•We currently plan to begin a new facilitated strategic plan process in October
of this year.
