VALUATION OF CONSTRUCTION In all cases, a valuation amount must be entered by the applicant. This figure will be reviewed
and maybe revised by the Building Division to comply with current fee schedules. Contact the Permit Coordinator at 417 -4815 for assistance.
PLAN CHECK FEE IF a plan check fee is due it must be submitted at the time the building permit application and construction plans are
submitted. All other permit fees are due at the time of permit issuance.
EXPIRATION OF PLAN REVIEW If no permit is issued within 180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section R105.3.2
of the International Building/Residential Code, 2003) No application can be extended more than once.

As requested this office performed a structural inspection of the building noted above to
access the damage caused by the trees falling on the roof of the structure The
inspection found that there was substantial damage to the second steel frame from the
south endwall of the building The damage included bowing the vertical portion of the
frame and a severe bend in the bottom chord of the roof frame member with damage to
the web of the frame Although there appears to be some racking at the center
connection point of the two frame halves it appears that only the west half of the frame is
severely damaged and will require replacement. It is recommended that a new west half
of the damaged frame be fabricated in an approved fabrication shop to match the
existing undamaged frames in the building
There was also damage to the roof purlins and wall girts in the same area. The eave
purlin and the next two rows of purlins (at approximately 5 -foot on center) are damaged
and will require replacement. It appears that at least two rows of wall girts will also
require replacement although more damage may be found during the repair work once
there is adequate access The damaged purlins and girts should be replaced with new
members of the same gage and depth Due to the amount of items stored in the
structure and the height of the eave the access for the inspection was very limited
This office should be contacted if additional structural damage is found during the repair
work, including possible damage to the foundation or the east half of the damaged steel
frame
It is the opinion of the office that the portion of the structure damaged is safe for limited
access for removal of stored items without shoring the damaged area Access to this
area should be kept to a minimum and no access should be allowed in the event of a
heavy snowfall in the area of the damaged steel frame

Per PAMC 3.70.g00-waiver of Fees, I will be waiving the building permit fees for the Food Bank expansion
project. This section of the code permits the department head who is responsible for the fee to waive it

In view of the Food Bank's request to delay the parking and street improvements Glenn and I have met
with the Craig and determined that since this is City property that we can forgo the requirement of
bonding for the parking improvements. In addition we can include the delay of the street improvements
also. In accordance with PAMC Chapter 14.40.150 the delay can be for a period not to exceed one year.
We do need to have all the required improvements to be constructed shown on the plans for the building
permit approval and have the following conditions placed on the permit:
1. Street improvements (Curb and gutter, driveways, pavement widening, and pavement
transitions) along with asphalt paving and final improvements (Striping and curbing) of
the required parking may be delayed for a period not to exceed one year from the date of
building permit issuance. Grading, graveling, and drainage improvements for the required
parking area will have to be in place and maintained until the parking is paved. A
temporary building occupancy is not to be issued until the above grading, graveling, and
drainage facilities are in place.
2. The Food Bank shall diligently pursue vacation of 4th Street to permit the planned
parking improvements.
3. The Food Bank shall maintain the gravel area as necessary to ensure that foreign
matter does not enter the City's storm drainage system.

SUBJECT: FOOD BANK PARKING AND STREET IMPROVEMENT REVISED CONDITIONS.
In view of the Food Bank's request to delay the parking and street improvements Glenn and I have met
with the Craig and determined that since this is City property that we can forgo the requirement of
bonding for thc parking improvements. In addition we can include the delay of the street improvements
also. In accordance with PAMC Chapter 14.40.150 the delay can be for a period not to exceed one year.
We do need to have all the required improvements to be constr~cted shown on the plans for the building
permit approval and have the following conditions placed on the permit:
1. Street improvements (Curb and gutter, driveways, pavement widening, and pavement
transitions) along with asphalt paving and final improvements (Striping and curbing) of
the required parking may be delayed for a period not to exceed one year from the date of
building permit issuance. Grading, graveling, and drainage improvements for the required
parking area will have to be in place and maintained until the parking is paved. A
temporary building occupancy is not to be issued until the above grading, graveling, and
drainage facilities are in place.
2. The Food Bank shall diligently pursue vacation of 4th Street to permit the planned
parking improvements.
3. The Food Bank shall maintain the gravel area as necessary to ensure that foreign
matter does not enter the City's storm drainage system.

show storm drainage details with accurate elevations. Plans to also show widening for 34'
wide street with curb/gutter and 6' sidewalk along with transitions to existing paving.
