I've been contacted by a citizen/property owner who is concerned about her rising utility charges. She is on a fixed income and is
especially alarmed about the current and probable future increases linked to water, waste water, storm water, and eso's.
The owner is Dana Siebel, 1120 1/2 Water Street, Port Angeles. Home phone is 360-457-0033. Work phone is 360-457-1111. Her
e-mail isdanas(Q)olvoen.com.
As I understand the situation, Ms. Siebel built her home at the above address about 15 years ago. According to her report, the City
discovered that the waster water line was placed "shallow" in her area, and thus she was required to install a septic holding tank
and pump system in order to build. Apparently she needed to install a pressurized line in order to connect with the City waste
water system.
Ms. Siebel lives in a one level home near the bluff above the Rayonier property. In addition to the pressurized waster water line,
Ms. Siebel also indicates that former City employee Gary Kenworthy required the installation of an on-site storm water retention
facility as part of the building permit Former City employee Linda Childers, a former building permit technician and neighbor of
Ms. Siebel, has indicated to Ms. Siebel that this is a very unusual requirement - and that few, if any, other similar installations have
been required. What is particularly disturbing is that apparently other homes have been built along the bluff in the vicinity both
before and after Ms. Siebel's construction took place....none of those other properties required this type of storm water connection.
There is one additional twist - apparently the City required Ms. Siebel to connect the storm water holding tank in a manner in which
the contents is discharged via an independent pump into the waste water line.
The two tanks and two pumps added approximately $7,000 to her construction costs at the time the home was built
When the storm water utility was formed, there was a provision in the utility which allowed for a reduction or exemption of storm
water fees when a property owner had installed on-site storm water retention accommodations. While I realize there is an
additional complication that this particular installation adds to our CSO concerns, it seems that the basis of some consideration is
still valid....Ms. Siebel collects, retains, and discharges her storm water in a manner that minimizes her impact on the surrounding
properties and on the critical areas along the bluff, while other similar homes in the vicinity simply allow their storm water to run
over the lip of the bluff,
Given the unique installation, the multiple requirements imposed by the City during construction, and the significant additional
expenses already born by the owner, I would appreciate Public Works investigating this situation to determine if some type of
mitigation is in order.
I'd also appreciate an update on the outcome as I'm referring this matter to you not as a special interest request, but as seeking a

DANA SIEBEL
Dana Siebel's home was constructed in 1993. Per DCD and building permit records, Dana applied
for and received approval for a building (set back) variance (93-08-05) which allowed a SFR to be
constructed 10 feet from the (Water/Columbia Street) alley. Variance approval was conditional, and
required the installation of a storm drain sump pump and drainage facilities consistent with the
drainage plan submitted and prepared by Polaris Engineering and subsequently approved by Gary
Kenworthy, City Engineer.
A storm drain holding tank was installed adjacent to the residence. Per the approved design, the 2"
pressurized pvc line connected the residential drainage system into the City's storm drain facility
at the catch basin on the NW comer of Columbia Street and Jones Street. All building drains and
hard surface storm water drains were directed away from the residence into this system.
The existing sanitary sewer in the Columbia/Water Street alley had only a 20" bury at the western end
of the gravity line. Dana's sanitary service connection was extended via a 2" pressure force main and
sewer pump.

changes to the plans. that a reduction to the buffer is acceptable:
1. Compliance with the recommendations of Polaris Engine<=ring as contained in letl<:rs frr

2. Place the house 10 feet from the alley pursuant to the approved variance.
