REGULAR MEETING

The meeting was conducted as a hybrid meeting.
CALL TO ORDE&. The meeting was called to order by Chairperson Kiedrowski at 6:00 p.m.
Members present: Commissioner Fischbein, Commissioner McKee, Commissioner Snook,
Chairperson Kiedrowski, and Student Representative Garcelon. Commissioner Houck attended
virtually.
Members absent: Vice-Chairperson Collins, Commissioner McCaughan.
Staff present: Director Corey Delikat, Parks Manager Timothy Tucker, Project Manager David
Wegener, Clerk Ireland Judge.
Director Delikat introduced new Commissioners, Snook and McKee.
APPROVAL OF MINUTES:
It was moved by Fischbein and seconded by Houck to:
Approve the February 19,2026 Regular Meeting minutes.

LATE ITEMS: Director Delikat informed the Commission that the Peace Pole Dedication will
take place on Saturday March 28th at 2pm at Pebble Beach Park.
PUBLIC COMMENT: None.
FINANCE & PACKET ITEMS: There are no updated financials at this time.
LEGISLATION:
1. American Cruise Line (ACL) Contract - Preferential LeaseAgreement: The City has
a history working withAmerican Cruise Line that extends back to 2017. Over the years,
they have used the City Pier interchangeably Tuesdays through Thursdays or Thursdays
through Saturdays, bringing in an average of $2 I ,000 a year. The propos ed 7 -year
agreement will give Parks a 68%o increase in revenue, with the agreement bringing in
$35,000 per year, including a WA Consumer Price Index of lYo. Under the main clause,
ACL will provide their yearly calendar by January I't and the City will not accept any
third-party requests until February l't of each year.

2. Laurel Street Stairs Discussion - Addressed in the Director's Report

DIRECTOR'S REPORT:
A. Director's Report - Information Only
1. Laurel Street Stairs - Next Steps: In total, more than 900 people responded to the
Laurel Street Stairs Replacement Project Survey. The vote was split almost exactly
with 50.8% of voters preferring Option I to the 4922% of voters that preferred
Option 2. Director Delikat noted that most voters found the survey through the city
website and highlighted common key terms that appeared in voter feedback. Director
Delikat shared that the volume of votes received emphasizes the importance of this
project. To meet community expectation, staffproposed the formation of a Sub-
Committee which would include three parks'commissioners and representatives from
the Rotary Waterfront District, Chamber of Commerce, and Elevate PA.
Commissioners discussed the formation of a Sub-Committee. Parks Manager, Tim
Tucker, spoke to the amount of public feedback that has gone into this project over
the years, and Project Manager, David Wegener, spoke to the significance of
frnalizing designs to acquire grants. Director Delikat emphasized that the project
intends to go out for design this year.
It was moved by Snook and seconded by McKee to:
Create a Sub-Committee consisting of three Parks Commissioners and community stakeholders.

2. Ediz Hook Floats Installation: Eight floats have been put in for the ssason, with two
floats held for repair parts if needed. The City continues to monitor and clean out the
debris from the boat launch to make it safe and available to the public. Public Works
continues to work with FEMA on this project and the City also continues to meet with
the Salmon Club on a quarterly basis to keep them updated.
3. Seasonals/Spring Sports: Director Delikat acknowledged the seasonal staff as the
success of the Parks Department and acknowledged the hardship that the pandemic
had on seasonal hiring, impacting the number of seasonals hired in previous years.
2025 was a huge success in hiring and this season, the Parks Department has eleven
seasonals, seven of them are returning, all to start inApril.

4. Parks Robot WALL-E: A new one-year contract has been signed for a new
generation of the field painting robot, WALL-E. The $1,100 contract which is split
with the school district comes with a years'worth of paint and allots more time to the
parks crew to enhance the field and take on other projects while WALL-E paints the
soccer, football and baseball fields.
5. Diamond Dust: Since 2022the department has been getting the baseball fields built
back up. After the local dirt supplier closed in2020, the fields switched to using
Diamond Dust, a more durable material that allows natural drainage from rain.
Partnerships with North Olympic Baseball and Softball (NOBAS) have made this
rebuild possible. NOBAS is buying $22,500 of diamond dust for Lincoln Park, the
city is buying 50 yards for Shane, and Port Angeles School District is splitting 75
yards with the city for Civic to get the fields to where they need to be.
6. Waterfront Trail Update: Since the Commission was last updated, the trail
maintenance budget has been confirmed for $100,000, an increase from the
previously reported $60,000. This budget will allow for better and safer care to the
trail. Public Works is currently working on the contract to bring to City Council in
April. Parks Manager, Tim Tucker addressed commissioner questions.
7. Big Spruce Up- Waterfront District: The 6th annual waterfront cleanup will take
place Saturday May 2,2026 from 9am to 12pm.
8. State of the City- City Manager West Presentation: Director Delikat encouraged
commissioners to watch the State of the City which is accessible via Youtube and the
link can be found on the City's website.
