In hybrid meetings, members of the public, Council members, and City staff have the option to attend the meeting in person, in Council chambers at City Hall located at 321 East 5th Street, Port Angeles, or remotely via telephone or video link. The Mayor may determine the order of business for a particular City Council meeting. The agenda should be arranged to best serve the needs and/or convenience of the Council and the public. WA House Bill 2015 Port Angeles Police Department HB 2015 Slide 2 Washington State remains in 51st place for police staffing per capita in the U.S. One of the planks in Governor Ferguson's platform during his successful campaign was to close that gap, and he mandated a budget that funded more officers. This idea is widely supported by a broad range of constituents with a diversity of viewpoints on various issues. The FBI benchmark for police staffing for cities this size is two officers per thousand community members. That would be at least 40 officers for PAPD. We currently have 33 Officers on scheduled shifts. Accepting a HB 2015 grant would get us to 37 on shift. A grant program for law enforcement A council approved 1/10 of 1% sales tax for public safety Both require that qualifying Cities or Counties establish policy and procedure qualifications in key law enforcement areas in line with CJTC requirements HB 2015 Slide 3 What is it? HB 2015 Slide 4 Grant Funding Must be used for recruiting, funding and retaining new law enforcement officers. 75% of entry level Officers salary and benefits, up to $125,000 per position, for up to 36 months. Funding for training required by the commission. Funding broader law enforcement and public safety efforts such as emergency management planning, community outreach and mental health crisis response. Funding expires June 30, 2028 HB 2015 Slide 5 Grant Award In April 2026 the Criminal Justice Training Commission (CJTC) reviewed the City’s policies and grant application and awarded the City a grant in the amount of $785,000 for a two-year period. This includes: 1) Funding for 75% of four new Officers 2) CJTC authorization to impose an additional 1/10 of 1% criminal justice sales tax How it works? Upon Council approval and acceptance of the grant: City hires 4 entry level Officers and is reimbursed for 75% of salary and benefits for 2 years. Council can also authorize a 1/10 of 1% public safety tax. Apparent intent for the sales tax to support the positions once the grant expires. HB 2015 Slide 6 25% Grant Match Requirement Obtained via the additional sales tax revenue estimated at $510,000 and/or savings in overtime. HB 2015 Slide 7 HB 2015 Slide 8 Additional Sales Tax Allows qualified cities to authorize an additional 0.1% criminal justice sales tax through resolution or ordinance, by June 30, 2028. Councilmanic authority. If the ordinance is not approved by June 30, 2028 implementing the additional tax would require voter approval. Tax must be used for criminal justice services that substantially support the criminal justice system. Yearly reporting on policy requirements. HB 2015 Slide 9 Implementation of Sales Tax RCW 82.14.055 outlines when tax increases may occur each year. Notice of change, with the resolution/ordinance, must be submitted to Department of Revenue (DOR) a minimum of 75 days prior to the effective date of collection. Minimum staffing. 5 Officers = Staying caught up and generally working only the 11-hour shift. Reduced overtime 6 Officers = Proactive policing and problem solving. Reduced overtime. Staffing Levels HB 2015 Slide 14 Patrol Teams from an 11 Officer base to 13. 1 Additional Dayshift and Nightshift on Red and Blue teams. Bench strength reduces “double time” overtime, increased collaboration with Project Shielding Hope, proactive patrol and capacity to maintain all of our core programs and services. HB 2015 Staffing HB 2015 Slide 15 Team Up and Slow Down The value of accepting the grant, adding 4 Officers and enacting the 1/10 of 1% sales tax? -Current staffing levels are not adequate to meet the needs of all of the stakeholders -Problem Solving -Helping Those Who Need it the Most -Increase Efficiency and Capacity -Reduce Spending -Improve Employee Performance, Morale and Overall Wellness HB 2015 Slide 16 Next Steps HB 2015 Slide 17 At the May 5th City Council Meeting there will be an opportunity for: 1.Council to accept the CJTC grant in the amount of $785,000 for four new Officers. 2.Further Council discussion and direction regarding the additional 0.1% criminal justice sales tax.
