plan submittal requirements if you have questions.
VALUATION OF CONSTRUCTION: In all cases, a valuation amount must be entered by the applicant. This figure will be reviewed
and may be revised by the Building Division to comply with current fee schedules. Contact the Permit Coordinator at 417-4815 for assistance.
PLAN CHECK FEE: IF a plan check fee is due it must be submitted at the time the building permit application and construction plans are
submitted. All other permit fees are due at the time ofpermitjssuance.
EXPIRATION OF PLAN REVIEW: Ifno pemlit is issued Withir180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section RI 05.3.2
of the Intemational Building/Residential Code, 2003). No application can be extended more than once.

Dear Matt:
I pulled your file following receipt of your e-mail, and believe that I have the correct picture of events that have
happened since Building Permit #05-60. I know that the past few years have been difficult to say the least for
you, and that you will not be happy with this information, but it is important for your to understand the situation as
I see it.
The permit was issued on March 7, 2005. No work was done within 180 days of permit issuance. An extension
was approved on August 23, 2005, per a letter from you due to extenuating circumstances regarding illness in
your family. The permit was again extended on February 15, 2006, per a letter from you regarding a second
unfortunate illness in the family. Yet again, on August 14, 2006, the permit was extended, and you
acknowledged that you understood that the permit would be expired unless fulfilled. The building permit was
closed on February 15, 2008, two years later, due to inactivity.
Matt, that building permit is closed. There can be no refunds, there is nothing to refund. A lot of time was
extended due to the unfortunate illness your family suffered, and it's done. We would be happy to work with you
on a new permit. I believe the Jim Lierly told you that the City would accept your plans without another review
fee in application"of a new building permit as long as they haven't changed, thereby waiving the review fee. This
seems very reasonable, and can actually be viewed as saving whatever funds you believe should be available
for refund.
Get your plans in and we'll get it going for you. But it has to be a new permit, the old one is dead and filed.
However, on that note, Jim did ask me to pass along to you that his latest site visit (done today, February 13,
2009) indicates that the vertical rebar needs to be removed from the foundation. If you have any questions
regarding that, please don't hesitate to contact Jim at 360-808-0534.
Of everyone here at the City Matt, I realize you have had a hard time. I believe your actions are well
intentioned. There is no reason to doubt you will eventually succeed. I'm glad you're still trying.

RE: Water main installation Block 434
Dear Matt:
Per our discussion on Tuesday'regarding the water main installation in the 15/16 alley asked Bill
Beverford water superintendent for some clarification as to the looping back into the main at 16th
Street. The water main on the east side of"G" Street in the alley has a 6" gate valve with a (2")
blow off. The main extension to "H" Street will be 8", with the fire hydrant installation mid
-block. In my previous correspondence I indicated that the main would loop back into 16th Street
at "G" Street, but after talking with Bill Beverford, the re-connection should be at "H" Street.
A valve and. Tee would be set at the 15/16 & "H" Street intersection. A hot tap would be
required for the re-connection at 16th Street. The City could do the hot tap and set valve (8" x
8" @ $1250.00) , or you could hire a contractor such as Speers.
When the City determines that improvements cannot be accomplished at the time of building
construction, a recorded agreement ( LID non protest agreement ) provides for these

improvements to be installed at a later date. The LID non-protest agreement is attached to the
property. It is an instrument that the city has 'established as a means for the consenting to the
formation of an LID. It does not mean that a LID will be forced upon the property oWner. Road
improvements for your property fronting on 15th Street would only be subject to the future
development of the lots to the west. Due to ~e restricting topography ofthe abutting streets and
the required asphalt improvements to the 15/16 alley, the alley will serve as the main access to
the lots in block 434. Any improvements to 15th Street would be subj ect to the property owners
desire to have those improvements. .

Per the Fire Department's request, the type of pumper nozzle specified for all new fire hydrants
installed in the City shall be a 5-inch "Storz" type fitting. Fire hydrants shall comply with
A WW A Standard C502 Standard for Dry-Barrel fire hydrants with 5 1/4 inch main valve
opening, two 2 12" hose nozzles (National Standard thread), one 5-inch pumper nozzle with a
"Storz" fitting compatible with 5" Storz hose coupling that meets the NFP A Fire Hose
Connection Standard in Chapter 6 ofthe latest edition ofNFPA 1963. The hydrant shall have
a 6-inch mechanical joint shoe connection with a minimum 42" bury depth.. Hydrants shall be
Mueller Centurion A-423, Clow F-25QO, M & H 929, or approved equal.

There is an existing sanitary sewer in the 15/16 alley. The construction of the water main is to
be installed on the north side and will need to meet separation requirements from the sewer.
Due to the topography the building side sewer lateral connections into the City sanitary sewer
main at the alley may require individual ejector systems.

. Per Ouf discussion on Monday, these are the Public Works requirements for development of
your lots on Block 434. .
You have submitted a clearing and grading application with SEP A check list. Land clearing
will be subject to the SEP A and clearing' and grading application requirements. Access to the
15th Street right of way is restricted by the extreme slopes of both "G" and "H" Streets.
lJ1erefore the mam access to Lots 1-10 Block 434 will be from-the alley. No hind clearing or tree
removal within the 15th Street, "G" Street, or "H~' Street right of ways will be permitted. A
licensed bond contractor is required for any work within the city right of way. Signing of a non
. protest LID for 15th Street will be required. '
You have submitted plans and have been issued one building permit for a single lot. During
_ conStruction on lots' 1- 4, the alley shall be constructed to' the. minimum Urban Services &
Guidelines all weather(gravel) standard Upon construction of the 5th dwelling within the block,
the alley shall be then constructed to the Urban Services &' Guidelines Paved Alley Standard
from "G'~ Street to "fl" Street, and, shall include the "G" Street and "H" Street connections to
16th Street. Attached is the information regarding those conditions. . A turn around (hammer - T)
area may be required to allow fire truck accessibility if the alley is not fully constructed from
"G" to "H" prior to the construction of the first 4 dwelling units. Please contact . Fire Marshall,
Ken Dubuc regarding this. -
An extension of the 8" water main in, the 15/16 alley froin "H" Street to "G" Street will be
ailowed. The extension of the 8" will need to be looped back into the existing water main at 16th
. and "G" Street. The extension will also ,require the installation of a fire hydrant.' Location of
the fire hydrimt will determined by the Fire Marshall. .

I have attached the standard details for the water service connection thrust block and fire hydrant
assembly. For water meter under 1" in size our water division is requiring the box be "Traffic
Meter Box" with ductile Iron Lid Mid-States Plastic-MSBCF1324-12. The new standard for
polyethylene tubing service lines is 1" P.E. Tubing CTS Eagle Brand Pure Core (BLUE) Class
200, the city is no longer specifying Drisco. The meter setter standard is 1" x 12" Ford 270
Series/Copper setter-VH274-12W-PJA4-44.
The water main will require hydrostatic testing and bacteriological sampling. City forces will
take the BT sample. When the water main is flushed, the water is to be directed into the sanitary
sewer.

SUBJECT Extension of electri cal.pnmary power to Lots 1 through 10, Block 434
The estimated cost for the mstallation of underground electrical primary facilities is
$10,322 33 for labor and material supplied by the City This estimate is good for 180 days.
Our City pohcy for line extensions requires new mstallation to be underground unless the cost
of underground is mote that twice the cost of overhead. The estimate for overhead is
$7,717 93 and the cost for underground is $10,322.33 excluding the cost of transformers,
therefore, underground is the option.
A new Connection Fee Policy has been estabhshed which went mto effect January 1, 2005
(see the attached letter) The connection fee of $713 00 for each house /meter connected to
underground facilities will be collected with the purchase of each electncal permit.
The City will be Responsible for the followmg items.
1 Relocatmg the existmg transformer from the west pole to the east pole and mstallmg
the overhead to underground riser and connectors on the west pole.
2. Providmg and mstallmg conduit, vaults, cable, and related equipment.
3 Providmg and mstallmg the padmount transformer and pedestals.

You will be responsible for the followmg:
1 Surveying, and stakmg of the property corners of Lots 1 through 10 along the alley
2. Bringmg the alley to a final grade for the installation of the electrical facihties.
3 All season, all weather alley
4 Providing the trench 47 inches deep from a final grade, 24 inches wide minimum, 350
feet m length. The trench must meet the requirements of WAC Chapter 296 -155N,
Excavation, Trenching and Shoring All excavated matenal shall be placed no closer
than two (2) feet from the of the excavation and any excavation over four (4) feet
in depth will require sho ring.
5 Excavatmg for the 44 inch by 32 mch by 36 inch concrete transformer vault with 6
inches of gravel leveled in the bottom of the excavation.
6 Coordination with Qwest Communication, Wave Broadband, and Capacity
Provisioning, Inc. for the mstallation of their facilities. They may share the trench with
the electrical facilities.
7 Installation and future 7antenance of the underground service wire m conduit from
the pedestals to the meter bases for each house.
8 Permit to dig in the right-of-way
9 Granting easements for the location of the transformer and pedestals. Please sign,
notarize, and return the enclosed easement forms to our office
10 An authonzmg signature m the space provided below and payment of the estimated
amount of $10,322 33
If the cost of construction exceeds the payed estimate, there will be no further billmg. If the
cost is less than the estimate, the difference will be refunded.
The receipt of payment and an authorizmg signature below will allow the City to schedule the
work. Construction may begm in five to six weeks after completion of the above items. This
time is required by Engineering t o complete the work order and for Operations to schedule
construction.
