Port Angeles City Council and the Clallam County Commissioners
Joint Special Meeting Agenda
This meeting will be conducted as a hybrid meeting. In hybrid meetings, members of the public, Council members,
Clallam County Commissioners, City and County staff have the option to attend the meeting in person, in Council
chambers at City Hall located at 321 East 5th Street, Port Angeles, or remotely via telephone or video link.
The Mayor of the City and the Chair of the Board of County Commissioners will preside over the meeting. They may
determine the order of business. The agenda should be arranged to best serve the needs and/or convenience of the
Council, Commissioners, and the public. The Mayor will determine time of break. Hearing devices are available, please
email cityclerk@cityofpa.us or call 360-417-4634. for those needing assistance.

The City Council desires to allow the opportunity for Public Comment. However, the business of the City must proceed in
an orderly, timely manner. At any time, the presiding officer, in the presiding officer's sole discretion, may set such
reasonable limits as are necessary to prevent disruption of other necessary business. At its most restrictive, Public
Comment shall be limited to a total of 15 minutes. Individuals may speak for three (3) minutes or less, depending on the
number of people wishing to speak. If more than 20 people are signed up to speak each speaker may be allocated two (2)
minutes.
Individuals who are residents of the City or own businesses within the City will be called to speak first, with preference
given to those who wish to speak to an item on the meeting’s agenda. If time remains, the presiding officer will call other
individuals wishing to speak, generally in the order in which they have signed in. If time is available, the presiding officer
may call for additional unsigned speakers.
Persons speaking shall state their name, whether they reside within the City limits, whether they have any other pertinent
connection to the City, and whether they are appearing as the representative of an organization. Excerpts: Council Rules

III. Joint Meeting
The purpose of the joint meeting is for the City Council and the Board of Clallam County Commissioners to discuss and
potentially act upon certain criminal justice services matters. The agenda of the Joint Special Meeting includes only the
following items:
A. Joint approval of the following two contracts:
1. Interlocal Agreement between the City of Port Angeles, Clallam County, and the Clallam County
Prosecuting Attorney’s Office for Prosecution Services / Discussion and Action May Follow
2. Interlocal Agreement between the City of Port Angeles and Clallam County for Public Defense
Services / Discussion and Action May Follow
B. Approval by the City Council of, and authorization to sign and deliver no later than June 30, 2026, to
Clallam County Board of Commissioners, a written request letter requesting an extension of the criminal
justice services and other related and appropriate actions. / Discussion and Action May Follow
IV. Adjournment – 7:00 p.m.
