In hybrid meetings, members of the public, Council members, and City staff have the option to attend the meeting in person, in Council chambers at City Hall located at 321 East 5th Street, Port Angeles, or remotely via telephone or video link. The Chair may determine the order of business for a particular UAC meeting. The agenda should be arranged to best serve the needs and/or convenience of the UAC and the public. The Chair will determine time of break. Hearing devices are available for those needing assistance. The items of business for regular UAC meetings may include the following: A. Electric Utility 2026 Power Resource Plan | Gregg King, Power Resources Manager The electric utility is required, by Chapter 19.280 RCW, to prepare an updated Resource Plan (Plan) and submit it to the Washington Department of Commerce by September 1, UTILITY ADVISORY COMMITTEE MEETING Hybrid Meeting Port Angeles, WA 98362 June 9, 2026 3:00 p.m. July 14, 2026 Port Angeles UAC Meeting 2026. While the Plan does not need to be an elaborate document, at a minimum the Plan is required to include: • Current City electric power usage • Future City electric power usage projections for five- and ten-year usage • Plans for providing customers with power for the next ten years • Where the power is purchased or generated • Explain how the City will comply with the Clean Energy Transformation Act (CETA). This Plan must be updated every two years and has been approved by the City Council starting in 2008 and last approved in 2024. It is intended to ensure that electric utilities have arranged for adequate resources to meet the needs of their customer base. The City will amend this plan as needed when future needs change. For example, if alternative power resource opportunities are identified or if the City changes the source of power generation (provided the change is within the scope of Port Angeles' power agreement with the Bonneville Power Administration). Council member Henson moved to provide a favorable recommendation that the City Council conduct the public hearing and pass the attached resolution approving the proposed Electric Utility 2026 Power Resource Plan. Member Carr seconded. Councilmember Hamilton asked if there was unanimous consent, hearing no opposition, the motion carried 4-0. VI. Propose 2027-2032 Capital Facilities Plan | Sarina Carrizosa, Finance Director The Washington State Management Act requires that the City review and update the Capital Facilities Plan (CFP) annually. The CFP is a six-year planning document that is updated annually based on needs and policies identified in the City of Port Angeles Comprehensive Plan, Council Strategic Plan and City Work Plan. It represents Port Angeles’ current list of needed projects and programs for the next six years. The document also identifies secured or reasonably expected revenues and expenditures for each of the projects included in the CFP. Projects without identified funding are also listed in the CFP to allow for additional funding options to be explored. The UAC is provided the opportunity to review, discuss and provide recommendations to projects within this plan. Council member Miller moved to request that the Utility Advisory approve the Preliminary 2027-2032 Capital Facilities Plan and provide a favorable recommendation to City Council for adoption of the plan. Council member Henson seconded. Councilmember Hamilton asked if there was unanimous consent, hearing no opposition, the motion carried 4-0. VII. Adjournment: 4:10 p.m. ______________________________________ ________________________________________ Councilmember Jon Hamilton Jessica Toth, Public Works Management Assistant July 14, 2026 Port Angeles UAC Meeting Date: July 14, 2026 To: Utility Advisory Committee From: Scott Curtin, Director of Public Works & Utilities Subject: Sewer Line Rehabilitation Strategic Plan Background / Analysis: Approximately 40% of the City’s 120 miles of active sanitary sewer collection system was installed before 1955 with the oldest sections dating back to 1915 (70 to 110 years old). The typical life expectancy of clay and concrete gravity sewer mains is 50-60 years. The actual life varies greatly and depends on installation methods, surrounding soil composition, pipe material, soil stability, groundwater, slope, and flow rates. The 2024 City of Port Angeles Wastewater Comprehensive Plan identified the City has “an approximately $126 million backlog in pipe replacement” in the sanitary sewer collection system. The City responded by increasing the Neighborhood Sewer Rehabilitation annual budget from $350,000 to $750,000 to help address this deficiency. At the current spending rate of $750,000/year (assuming we adjust for inflation), the comprehensive plan estimates the City may see a shift from reactive to proactive maintenance mode for the sanitary sewer collection system in the year 2040. During the installation process, native material was excavated and then used as backfill around the newly installed pipe. Today’s standards would not allow the use of native backfill and require appropriate bedding aggregate to be placed around the pipe. The native material includes large rocks, organic debris, and clay that all contribute to failures over time. Rocks in direct contact with the pipe cause focused pressure points that can crack clay and concrete pipe. Organics (wood) deteriorate over time creating voids around the pipe that allow the pipe sections to shift and create offset joints. While clay is not generally a problem around clay and concrete pipes (clay retains moisture and can be corrosive to steel and iron pipes), the primary issue is it does not compact well, and it is difficult to backfill around a pipe as it does not flow into the voids like the appropriate aggregates. Summary: Wastewater Sanitary Sewer Rehabilitation Strategic Work Plan review, justification and available technologies. Funding: Funding is available in the approved 2025-2030 Capital Facilities Plan budget 453- 7488-594-6510 through project WW0918 Neighborhood Sewer Rehabilitation, in the amount of $750,000 annually. UTILITY ADVISORY COMMITTEE MEMO July 14, 2026 Port Angeles UAC Meeting The process of rehabilitation is a long-term project and requires City Staff to prioritize what sections will be rehabilitated first. The methodology used by City Staff has three parts that include age, size, and condition. The sanitary sewer rehabilitation program asset list includes all sanitary sewer lines installed before 1955. The 1955 cutoff was chosen because all assets installed before this date have reached their estimated end-of-life milestone. The priority will be to rehabilitate the sanitary system starting with the largest pipes within the designated age group. The large pipes service the greatest area, are more susceptible to failure, and are the most expensive to repair. The sanitary sewer rehabilitation program is essential to maintaining the City’s infrastructure as system failure repairs are costly. In December, 2019, a ten (10) foot section of 24-Inch diameter Clay sanitary trunk main running under Lincoln near the 4th/5th alley failed and collapsed. This section of sanitary sewer serves approximately 3,000 residents and many businesses. A Declaration of Emergency was approved by City Council. City Staff along with a Local contractor mobilized and made repairs. Lincoln street was closed for several days during the repair with a total cost in excess of $200,000. In 2025, the cost of this repair ($200,000) would rehabilitate ~1,000 linear feet of 24-inch sanitary sewer. This example illustrates the importance of addressing sanitary sewer main deficiencies before they fail. City Staff have successfully completed the following projects through the Neighborhood Sewer Rehabilitation Project (WW0918): 2021 – 2,200 LF of 24 Inch and 230 LF of 30 Inch CIPP lined on 1st to 8th St on Lincoln ($274/LF) 2022 – 2,172 LF of 8 and 10 Inch CIPP Lined Shane Park Area ($83/LF) 2022 – 1,088 LF of 8 Inch line decommissioned (Moved 1 service connection to new main) 2023 – 6,000 LF 30” Force Main Marine Drive ($633/foot EARTHWORK/TRENCHING) 2024 – 1,700 LF 18 & 21 In diam PVC, 4th Street Sanitary Sewer Capacity Improvement ($1,000/LF EARTHWORK/TRENCHING) 2025 – 3,108 LF 24 and 30 Inch Diameter CIPP Lined Trunk Main from Georgiana to 4th St on Francis ($265/LF) City Staff have identified the following project sites planned through the Neighborhood Sewer Rehabilitation Project (WW0918): 2026 – CIPP Line 6 Inch collector mains between Pine and Cedar Streets (Construction Summer 2026). This project was escalated due to critical conditions of the 6 Inch concrete lines observed during CCTV inspection 2027 – Oak & Laurel CIPP lining and Stormwater Separation (2026 Design) 2028 – CIPP Line Francis and Lincoln Street collector sanitary sewer (2027 Design) The schedule above is tentative and may change due to new CCTV evidence of damaged pipe or sanitary sewer failures. Neighborhood Sewer Rehabilitation P U B L I C W O R K S E N G I N E E R I N G R O B F E L L E R , C I V I L -U T I L I T Y E N G I N E E R U A C P R E S E N TAT I O N , J U LY 1 4 , 2 0 2 6 Sanitary Sewer System Collection System Summary Current Situation: •2024 Wastewater Comprehensive Plan –KENNEDY JENKS CONSULTANTS –City Sanitary Collection System Infrastructure has an ~$126 million backlog in pipe replacement –At the current Investment of $750K annually on sanitary sewer rehab the city estimates it will see a shift from reactive to proactive maintenance mode in the year 2040 •~40% of the Cities 120 miles of active sanitary sewer system was installed before 1956 •The City has prioritized the sanitary system replacement using Age, Size (service area), and condition. •The City is using trenchless technologies in the form of Cure In Place Pipe (CIPP) –Ultraviolet Cured –Thermally Cured Primary Mechanisms for age related failure •Concrete Pipe •Erosion of inner pipe surface exposes aggregate and thins the pipe wall •Chemicals (primarily acids, sulfur) speed up the concrete erosion process •Clay Pipe •Very resistant to erosion and chemicals •Clay is hard but brittle. Susceptible cracking due to point source loading and ground shifts. •Failures not related to material of pipe •External point source pressures on external wall of pipe due to poor bedding material used during installation can cause cracks/holes. Large rocks, etc... •Shifting of surrounding soils and bedding (settling, voids, sinkholes) •Failure of grout/joints results in water infiltration leading to soil migration, voids, sinkholes, and offset pipe sections. Prioritization of Rehabilitation •The order of precedence for pipe rehabilitation is based on age, size, and condition –The City is targeting pipe sections installed between 1915 and 1956 –Trunk Mains that service the largest basins and populations –Compromised pipe sections identified using closed camera television (CCTV) systems •Specific Neighborhoods or adjoining sections are grouped together to maximize efficiency. It is more expensive to jump around and line pipe sections throughout the City. •Once an order of rehabilitation is established, we move on to methods. Examples of Age-Related Failures Consequences of Failure - Lincoln Lincoln Street 24-inch main failure. This escalated quickly... General Methods of Rehabilitation 1. Traditional Trenching (earthwork). Dig up and replace the existing pipe with a new pipe –Labor, equipment, and material intensive. –Typically includes several weeks of road closures –Surface restoration required. Paving and Americans with Disabilities Act (ADA) upgrades greatly increase the cost 2. Cure In Place Pipe (CIPP) lining of existing pipe –Lower labor, equipment cost. –500 ft section can be installed in 1-2 days –Ranges from ½ to ¼ the cost of traditional trenching. Dependent on depth, surface restoration, surface structures… CIPP Lining Stretches the Rehabilitation Budget The benefits of CIPP Lining : •CIPP rehabilitates and hardens the largest collection mains in the City against failure and damage caused by ground movement (earthquake) and failing pipe materials. •Does not require earthwork, ground disturbance, or surface restoration (asphalt). Sanitary Trunk mains run under Lincoln Stre et, Francis Street, 1st Street, Front Street, and downtown Port Angeles. •Fast – Each section of liner (300-500 feet) is installed in 1-2 days. Does not cause prolonged construction closures or detours. •Eliminate water infiltration (No joints, the liner is continuous from manhole to manhole) •CIPP liners can be placed in sections of pipe that are structurally compromised, cracked, and can bridge gaps and small voids . •The installed CIPP is designed as a complete replacement pipe and does not rely on the existing pipe for structural integrity. •CIPP liners do not reduce flowrate within the pipe. The liner thickness is approximately ½” with a smooth surface that reduc es friction. The net result is a slight increase in flow after lining even though the total diameter has slightly decreased. CIPP Lining Stretches the Rehabilitation Budget Deficencies and Considerations with CIPP Lining •CIPP cannot be used on undersized sanitary pipes. The flow increase resulting from the new liner is minimal and will not rem edy an undersized pipe situation. The flow increase is a result of the CIPP liners smoothness (low friction factor). •Liners cannot be used to correct sagging sections of pipe, large gaps, or other major structural abnormalities that may be pr esent. Earthwork would need to be used to correct these deficiencies prior to lining. •Sanitary Sewer must be clean and cannot have active flow. Active flows must be bypassed around the section being lined. Above ground bypass piping/hose may require traffic revisions and temporary road closures. However, traffic disruptions are short and generally require 1-2 days for each section.
