The attached Building Plans have been amended to address the issues identified in the
City's First Plancheck dated August 30, 2006. All changes are annotated on the plans
and marked with "clouds" to identify the change. Where a plan detail was not
appropriate the action is listed on the annotated copy of the Plancheck that is attached to
this letter.
Mechanical issues are also addressed by the HV AC contractor, Schmitt's Sheet Metal,
Inc. memo dated September 15, 2006. A copy is attached.
Please note that an Energy Code Analysis, Fire Sprinkler and Fire Alarm plans have been
requested and will be forwarded upon receipt.

STAIR REQUIREMENTS:
Stairways:
1. The riser heights shall not be less than 4 inches or greater than 7
inches. The minimum tread depth is 11 inches. -- Sec. 1009.3 The
maximum variation is 3/8 inch between the largest and the smallest
in a stairway flight. -- Sec. 1009.3
2. The minimum width of a stairway is 36 inches, 44 inches if the
occupant load is greater than 50. -- Sec. 1009.1
Also, check exit table above to see if minimum width is greater than
44 inches.
3. Provide a handrail on each side of stairways. -- Sec. 1009.11
Handrail height, measured above stair tread nosing, shall be not
less than 34 inches and not more than 38 inches. -- Sec. 1009.11.1
Handrails with a circular cross section shall have an outside diameter
of at least 1 1/4 inches and not greater than 2 inches or shall
provide equivalent graspability. -- Sec. 1009.11.3
Handrail-gripping surfaces shall be continuous without interruption
by newel post or other obstructions. -- Sec. 1009.11.4
Handrails shall return to a wall, guard or the walking surface or
shall be continuous to the handrail of an adjacent stair flight.
Where handrails are not continuous between flights, the handrails
shall extend horizontally at least 12 inches beyond the top riser
top riser and continue to slope for the depth of one tread beyond
the bottom riser. -- Sec. 1009.11.5
4. Open sides of walking surfaces which are located more than 30 inches
above the floor or grade below are required to have a guard.

5. The minimum height of guard is 42 inches. -- Sec. 1012.2
6. Open guards shall have balusters or ornamental pattern such that
a 4-inches diameter sphere cannot pass through any opening up to a
height of 34 inches. From a height of 34 inches above the adjacent
walking surface to 42 inches above the walking surface, a sphere
8 inches in diameter shall not pass. -- Sec. 1012.3
Exception 1. The triangular opening formed at the riser, tread and
guardr~il may be 6 inches.
7. The minimum headroom clearance is 80 inches (6 ft.- 8 inches.)
measured vertically from a line connecting the edge of the nosing.
Headroom shall be continuous to the point where the line intersects
the landing below. The minimum clearance shall be maintained the full
width of the stairway and landing. -- Sec. 1009.2
8. Enclosed usable space under the stairs is required to be protected
by 1-hour fire-resistive construction or the fire-resistance rating
of the stairway enclosure, whichever is greater. -- Sec. 1019.1.5
9. A flight of stairs shall not have a vertical rise greater than 12 feet
between floor levels or landings. -- Sec. 1009.6

construction conforming the fire resistance rating for the
enclosure.
Exception 2: 50 percent of the number and capacity may exit through
a vestibule provided all of the following are met:
2.1 The area of the vestibule is separated from areas below by
construction conforming the fire resistance rating for the
enclosure.
2.2 The depth from the exterior of the building is not greater than
10 feet and the length is not greater than 30 feet.
2.3 The vestibule is separated from the remainder of the level of exit
discharge by construction providing at least the equivalent of
approved wired glass in steel frames.
2.4 The v~stibule is used only for means of egress and exits directly
to the outside.
4. The walls and soffits within enclosed usable spaces under stairways
shall be protected by 1 hour fire resistant construction. Access to
the enclosed usable space shall not be directly from within the
stair enclosure. -- Sec. 1019.1.5

The attached Building Permit Application is submitted for review and
approval. The plans submitted differ from those submitted in CUP 02-08
in that the building is substantially smaller. This redesign complies with
all conditions listed under CUP 02-08.
I am requesting an early initial permit limited to the foundation and
drainage as depicted in the site plan and building design plans so that I can
progress towards stabilizing the building site prior to the fall rainy season.
Construction beyond the foundation and drainage will not begin until IBC
is issued an approved building permit.

SUBJECT: Independent Bible Church - Multi-Purpose Building - y-6 East
Ahlvers Road, Port Angeles Washington
To Whom It May Concern:
This office performed an inspection of the footing drain installed for the new multi-
purpose building noted above. This footing drain was installed prior to beginning
foundation work due to the fact that groundwater was encountered at the bottom of the
footing excavation and the need to protect the subgrade by draining the water away from
the bearing plane of the footings.
Based on the inspection, the footing drain is properly installed with a minimum of a 1: 1
slope to the edge of the footing. The 4" diameter pvc perforated pipe is sloped at a
minimum of one percent and is connected to an existing curtain drain to the north of the
proposed building. Once a new catch basin is installed at the northwest corner of the
building the footing drain will be connected to this structure. The footing drain is
backfilled with pea gravel with filter fabric at the top to protect the drain from being
plugged by silt.

Important Safety Notes:
1. All temporary and permanent bracing is "designed by others" unless otherwise noted. Temporary bracing
to insure stability during construction is the responsibility of the contractor. See HIB-91 for handling and
bracing recommendations. Permanent bracing of the overall structure is the responsibility of the building
designer.
2. Trusses are to be fabricated in conformance with ANSI-TPI1-1995 quality standards.
3. Steel connector plates are required on both faces of each joint unless otherwise indicated.
4. Top chords must be completely sheathed or purlins may be used, spaced not greater than that specified
on the truss drawings.
5. Bottom chords will require lateral bracing if no ceiling sheathing is installed directly to the member.
6. Do not stack construction materials on the trusses that induces a loading greater than the design loads.
