Fire Sprinkler System Plan Review
All systems, including underground mains, shall be installed by a state licensed and certified
company Systems shall be installed per the applicable NFPA Standard.
All electrical components shall be compatible with the fire alarm system.
All underground piping must be inspected and hydrostatically tested by the Port Angeles Fire
Department PRIOR to being covered. A witnessed flush of the underground piping is required.
A design sprinkler flow test and alarm test are required for all 13D systems
Before final acceptance of the system, an inspection will be conducted to ensure that the
installation complies with the applicable NFPA Standard. This 13D system will require a
measured flow test.

Subject: Minor Deviation 1005 Village Place
A minor deviation of the minimum 25' rear yard setback for new residential structures in
the RS -9 Residential Single Family zone is hereby approved to 23' This decision is supported
by the following findings and conclusions.
1 The Port Angeles Municipal Code provides that, per Section 17 94 180, a minor
deviation from a front, side or rear yard setback, lot coverage, and height
requirements made be issued by the Director of Community and Economic
Development under certain circumstances. Minor Deviations of the Port Angeles
Municipal Code require that findings be made such that:
1 The granting of the minor deviation is consistent with the purpose of
the zone in which the property is located and the project is otherwise
consistent with the requirements of said zone.
2 Because of special circumstance, the strict application of the zoning
ordinance results in an undue hardship upon the applicant.
3 The minor deviation will not be matenally detrimental to the public
welfare or injurious to property or improvements in the vicinity and
zone in which the subject property is located, and
4 The minor deviation is not greater than 10% of the requirement
being deviated from.
5 The site has been posted and adjacent property owners notified
fifteen (15) days prior to approval of the minor deviation.
Applications that are not granted a minor deviation by the Director of Community
and Economic Development pursuant to this section must obtain a variance through
the City's normal variance procedure as set forth in Chapter 2.52 PAMC
2. Royce Rotmark, on behalf of Habitat for Humanity applied for a building permit to
construct a new single family residence at 1005 Village Place, in the Peninsula
Village Planned Residential Development (PRD), located in the RS -9 Residential
Single Family zone. It was determined that the permitted 15' front yard setback
allowed through the Planned Residential Development process would not provide
adequate driveway length for a standard vehicle, and a likelihood that future use of
the driveway for residential parking would result in encroachment into the adjacent
right -of -way exists. The subject site is a corner lot where vision distance is critical
and no on street parking is permitted within the PRD
3 The applicants designed a site plan to meet the minimum setbacks required of the
approved Peninsula Village Planned Residential Development. Applicants were
within their rights to develop to the minimum setbacks approved through the PRD
process and had in fact already increased the front yard setback area by 3' from the
permitted 15' front yard setback allowed through the PRD process. The garage
structure is reasonably designed to contain the required two residential parking spots,
and is not excessive in area. The applicants were reluctant to further reduce the
footprint of the proposed structure to accommodate an additional 2' front yard setback
which would have provided a minimum driveway area for a standard car length on a
corner lot. A minor deviation was requested to move the residential structure such
that the needed additional 2' is made up by encroachment into the rear yard the same
distance.
4 Neighboring property is owned by Carey Spencer Mr Spencer was notified of the
minor deviation and had no comment. The two foot rear yard reduction should not
affect on going or existing development in the area. The resulting rear yard setback
will be 23'
Conclusion.
1 The minor deviation is consistent with the purpose of the zone in which the property
is located and facilitates the placement of a single family residence in the RS -9
Residential Single Family zone within an approved Planned Residential Development
while ensuring vision clearance and thus is in the public interest.
2 The single family structure as proposed is not excessive for the lot nor for the PRD in
which the proposal will be located.
