1. Laurel Street Stairs- Subcommittee: Director Delikat reviewed the newly created
Laurel Street Stairs Subcommittee which consists of three commissioners, Dallas
Kiedrowski, Paul Collins, and Damon Houck, the Parks Director and Manager, and
representatives from the Waterfront District, Elevate PA, and the PA Chamber of
Commerce. Director Delikat answered commissioner questions.
2. American Cruise Line- Preferential Lease Agreement: Director Delikat explained
that the agreement has not gone to City Council yet because the City’s Legal team is
looking at the lease agreement that they have with the Department of Natural Resources
for the lease of the City Pier. Director Delikat acknowledged the great partnership
between ACL and the City and intends to bring the updated agreement to City Council as
soon as he gets additional information from Legal.
3. MACK athletics (Lefties)- Facility Use Agreement: Director Delikat shared that this 5-
year agreement will go to City Council on May 5, 2026. Director Delikat noted that the
delay of the agreement was caused because the City was waiting on confirmation from
Mack athletics because of some possible language changes within the document. Once
the City confirmed from Mack athletics that the document was fine as it, the City is now
moving this forward to Council for approval.
4. Peace Pole at Pebble Beach Park: The Peace Pole Dedication on March 28, 2026 had a
great turnout which included the Rotary, the Lower Elwha Klallam Tribe, and city staff,
including City Manager West.
5. Future Legislative Items Include: The Senior Center Non-Profit MOU, Klallam
Language Sign at City Hall, and possible Erickson Skate Park Improvements.
GUEST SPEAKER: None
DIRECTOR’S REPORT:
1. Camping & Encampments- Overview of Parks Council Presentation: In recent
meetings City Council has addressed public concerns regarding camping and
encampments by hosting non-profit guest speakers to share their firsthand experiences
working with the unhoused population in Port Angeles. The Police Department, Fire
Department, Public Works, Legal Team, and Parks Department also presented before
City Council. Director Delikat shared slides from the Parks presentation which
highlighted maintenance performed by the parks crew in response to improper use of the
24-hour restrooms, Capital Project improvements to ensure spaces downtown are being
used as intended, and environmental impacts as a result of damaged areas in the parks.
Director Delikat also recognized Parks Caretaker, Jessica Adams for sharing her
experience on Parks Crew to the City Council. Director Delikat answered questions from
commissioners.

2. Waterfront Trail Closure: The Waterfront Trail area from Rayonier Mill to Four
Seasons Ranch has been reopened after a brief closure. The trail had been closed due to a
slide which made the trail unsafe and impassable for pedestrians and cyclists. Director
Delikat highlighted the joint efforts of the Parks and Public Works Crew who removed
debris and cleaned up the trail to make it accessible.
3. Ediz Hook Boat Launch Update: The Salmon Club recently created a Petition of
Support for the Ediz Hook Boat Launch repair which received multiple signatures.
Director Delikat, PW Director Scott Curtin, and Parks Manager Tim Tucker met with the
Salmon Club to update the club on next steps. Director Delikat invited the group to a
Capital Facilities Projects staff work session in May, encouraged them to attend public
comment at the May Council Meeting, and invited them to present before the Parks
Commission.
4. Peninsula Tennis Club- Erickson Playfield Tennis Courts (MOU): Director Delikat
celebrated the efforts of the Peninsula Tennis Club, who raised $170,000 to resurface,
repaint, and add lighting to the Erickson Playfield tennis courts. Director Delikat noted
that the club is invited to present at an upcoming Parks Commission meeting and is
working with him to develop a new MOU. Anticipated construction for this project is in
early July.
5. Capital Facilities Plan Process: The Capital Facilities Plan process is currently
underway. This process is an annually occurring 6-year planning tool which provides
eligibility for grants. The council work session is May 26th, first reading is June 2nd, and
another reading will be on June 16th before starting the budget process. Director Delikat
will review the projects with the Parks Commission in an upcoming Commission
meeting.
6. Port Angeles Fine Art Center/City of PA- RCO Grant: The next phase of Fine Arts
Center updates will be to lay concrete this year in preparation for the addition of a new
amphitheater. Director Delikat and Fine Arts Center Director Loewe are partnering on a
Recreation and Conservation Office grant application to support this project. Director
Delikat reviewed the grant process with Commissioners.
7. North Olympic Baseball & Softball Jamboree: Director Delikat thanked the Parks staff
for their dedicated efforts preparing Lincoln Park for the baseball season. Director
Delikat also recognized North Olympic Softball and Baseball, who purchase $22,000
(150 yards) of Diamond Dust for the Lincoln Park fields. The field is ready for the season
and Parks is looking forward to hosting another state tournament in the park.
8. Marine Life Center Groundbreaking: The Fiero Marine Life Center held their
groundbreaking event on April 8, 2026, which had great community turnout. This $34
million project which is also a partnership with National Oceanic and Atmospheric
Administration will be a great addition to Pebble Beach Park and Field Hall. The center
plans to have 20-24 employees in the new space, 14 will be full time.

9. Big Spruce Up- Waterfront District: The Sixth Annual Big Spring Spruce Up is
happening Saturday, May 2nd from 9am to 12pm.
10. Lincoln Park Kids Fishing Derby: The Lincoln Park Kids Fishing Derby took place
Saturday, April 11, 2026, for kids aged 5-14. Director Delikat thanked the Fly Fisherman
Club for taking over the derby which was previously hosted by Parks and Recreation and
acknowledged Peninsula Daily News for featuring it each year. One of the difficulties
this event has faced in recent years is the low levels of water in the ponds. Director
Delikat noted that while this keeps the baseball fields from flooding, the pond is the
lowest he has seen it in recent years.
DISCUSSION: Commissioners inquired about the status of Locomotive #4. Director Delikat
will address the progress of the new structure in the next meeting but noted that construction on
the shelter is beginning soon.
ADJOURNMENT: Chairperson Kiedrowski adjourned the meeting at 6:40 p.m.
