On May 16, 2005, I forwarded a letter to Gary Kenworthy of the City of Port Angeles
stating that it was my opinion that the drainage control for the subject project could be
incorporated into the overall drainage control system for the associated Planned Unit
Development. As such, detention facilities would not be necessary for the four-plex
project. It would be necessary, however, to provide minimum erosion and sediment
control facilities, including a means for preventing polluted runoff from the parking area
on the south side of the building.

It was my assumption that all physical structures associated with the original drainage
plan would be eliminated. Treatment of the parking lot runoff is required by the City, but
the standards of the Stormwater Management Manual for multi-family residential
development allow any best management practice for treatment provided in the Manual.
It this case, construction of a biofiltration swale from the discharge point of the parking
area to the roadside ditch in front of the property would be appropriate. I would
recommend that a small quarry spall pad (3 feet square by 8" deep with 3" to 4" rock) be
constructed at the edge of the parking lot to prevent erosion at the pavementlbioswale
interface.

Given the small size of the project, it would appear that this method of stormwater
treatment would adequately meet the City standards and Stormwater Management
. Manual requirements. Please give me a call if you have any questions or if you need

Here are Gary's comments regarding your ( 1/30/06 ) correspondence to
Dennis Yakovich for the above reference complex.
The biofiltration swale would be acceptable as recommended.. Please
submit details showing x-section, slope and seeding, also include
installation of a silt fence at end of bio-swale. We will need to
know when this will be constructed.
