Dear Ms. Siebel:
Per your request, I have reviewed the bluff and adjoining upland
area of the referenced property to determine the a;>propriate
3etback from the top of the bluff for a Single family residence.
The site is located at the extreme west end of the alley north of
Columbia Street, west of Jones Street. Th2 site overlooks the ITT
Rayonier mill facilitr.
The bluff along the north aide of the property is approximately 75
feet high. The toe of the bl~ff ia situated on the old railroad
bed which runs along the Port Angeles waterfront. The slope of the
bluff. is an average of 41 degrees, and shows no sign of Slumping or
Slippage. Vegetation on the face of the bluff's typically brush
and S~ll trees. No evidence of trunk curvature of the trees was
noted hich would indicate unusual soil pressure on the trunks from
unsta Ie soil conditions.
Basad on my Ieview of the site and available records, it is my
opinion that the proposed site is suitable for the construction of
a sinfrle family residence, prOVided that the following design
conditions are met:

in such a way that the roof runoff is directs1 unto the alley
along the south side of the parcel
- lot grading shall be completed in such away as to preclude the
creation of direct concentrated runoff paths over the face of
the bluff
It is also important that the any debris from yard maintenance be
removed from the site and not deposit over the face of the bluff.
The additional weight from such debris ~ill cause surficial
slippag~ of the face of the bluff.
